INTRODUCCIÓN GENERAL ____________________________________________________________
1.
¿SÓLO PARA LA GRAN EMPRESA?
Muchos dueños, directivos y ejecutivos de empresas medianas y pequeñas creen todavía que la planificación es sólo para la gran empresa y creen que basta con que ellos tengan algunas ideas (supuestamente) claras respecto al futuro de su empresa para que todo vaya como ellos pretenden. Para estos empresarios, directivos y ejecutivos:
Parecería que las grandes empresas viven un mundo y las pequeñas y medianas en otro.
Pero, como es lógico, no es así y, con mayor razón, si una pequeña empresa debe competir con una gran empresa, en el mismo mercado, con los mismos clientes, bajo las mismas circunstancias. En este caso, que es el más usual, tanto la gran empresa como la pequeña empresa deben hacer frente a las mismas presiones, al mismo nivel de competencia, a la misma lucha por el control de los costes, a las mismas exigencias de calidad, la misma incertidumbre respecto al futuro, etcétera. En otras palabras:
La gran empresa y las pequeñas y medianas empresas viven en el mismo mundo, y comparten los mismos mercados, los mismos consumidores, usuarios o clientes.

De ahí que tanto el máximo responsable de una gran empresa como el máximo responsable de una pequeña o mediana empresa deben contestar (sin escapatoria) a las mismas preguntas:

¿Dónde quiero que llegue mi empresa?
•
¿Qué vías debo tomar para lograrlo?
•
¿Qué necesitaré para lograrlo?
•
¿Cómo puedo cuantificar mis “sueños” para convertirlos en objetivos tangibles?
•
¿Cuáles son las actividades que debo realizar, en qué secuencia, para lograr mis propósitos?
•
¿Qué tiempo nos va a tomar?
•
¿Quiénes son los responsables de esos logros?
•
¿Basta con los recursos, habilidades y capacidades actuales de la empresa?
E, incluso, preguntas más concretas y específicas:
•
¿Me interesa más el crecimiento o la rentabilidad?
•
¿Qué inversiones debemos realizar para alcanzar esos fines?
•
¿Cuál va a ser la condición económico-financiera de la empresa dentro de algunos años?
•
¿Cuáles son los segmentos de mercado que más nos interesa explotar?
•
¿Debemos crear o no un sitio Web en Internet?
Pero, aún asumiendo que el responsable máximo tiene en su mente respuestas precisas a estas preguntas, debe plantearse otras adicionales:

¿Todos los miembros del personal tienen ideas igualmente claras al respecto?
•
¿Cómo vamos a lograr que todos los miembros del personal trabajen con entusiasmo en pos de la consecución de los objetivos de la organización?
•
¿Sabe cada cual lo que debe hacer para que el esfuerzo conjunto permita llegar a las metas?
•
Y muchas otras preguntas de la misma índole...

9 La realidad es que tanto el máximo responsable de la gran empresa como el máximo responsable de una pequeña o mediana empresa enfrentan una misma realidad (tal y como se puede leer en la portada de este Curso):
“Si usted no sabe dónde va, posiblemente termine en algún otro lugar ... pero nunca dónde usted deseaba”.
En el Curso “Alicia en el país de las maravillas” existe un diálogo entre Alicia y el gato Cheshire que explica perfectamente la situación de muchos empresarios, directivos y ejecutivos de medianas y pequeñas empresas: Alicia: ¿Podría usted decirme que camino debo elegir para irme de aquí? Gato Cheshire: Eso depende de dónde quiera ir. Alicia: No me preocupa mucho dónde. Gato Cheshire: Entonces, no tiene importancia el camina que elija. En otras palabras:

Si usted no dónde va, no importa el camino que elija ya que nunca llegará.
•
Y si llega, no sabrá siquiera que ha llegado.
Ante la inexistencia de la debida planificación, la única alternativa posible es la improvisación. Y tal y como se ha dicho tantas veces: “la improvisación es el camino más corto al fracaso”. Las empresas que no tiene una clara planificación de su futuro, tal y como ha dicho Eduardo Navarro: “Están en el mercado, dando tumbos de un lado a otro, sin tener muy claro cuál es su destino ni cómo van a llegar a él”. Si aún no se ha convencido, más adelante responderemos a las preguntas: ¿Por qué y para qué planificar? Pero, antes veamos.

¿QUÉ QUIERE DECIR “PLANIFICAR”?
En sentido práctico, el concepto de planificación lo podemos entender como:
La organización de recursos y acciones que habrán de utilizarse y ejecutarse en el futuro con el fin de alcanzar determinados objetivos y metas.
Aunque esta definición mantiene su plena vigencia y validez, es conveniente que ampliemos esa conceptualización. Véanse a continuación las diferentes definiciones (y otras ideas sobre la planificación) que propone la American Management Association. •
Planificación es el proceso mediante el cual una organización puede transformarse en lo que quiere ser.
•
Planificar es identificar oportunidades y asignar los recursos que permitirán aprovechar y explotar esas oportunidades.
•
Planificar es la determinación racional de dónde estamos, hacia dónde queremos ir y cómo y cuándo vamos a llegar allí.
•
Un plan es un enunciado narrativo que describe un programa de acción: quién va a hacer qué y cuándo para lograr un objetivo.
•
Un presupuesto no es un plan: el presupuesto se limita a identificar el flujo esperado de ingresos y egresos resultantes de un programa de acción.
•
La planificación no pretende eliminar riesgos (los riesgos son inherentes al progreso), sino asegurar que se asumen los riesgos adecuados en el momento oportuno.
•
La planificación pretende asegurar el uso más eficaz y eficiente de los recursos disponibles con miras al logro de los objetivos más importantes.
•
La planificación procura reducir al mínimo las situaciones de crisis permitiendo a los directivos y ejecutivos dedicarse más a evitar las crisis que a solucionarlas.
Estas sentencias nos ofrecen un panorama mucho más amplio que la contenida en la definición anterior. Pero, antes de seguir adelante, es necesario que contestemos a otra pregunta: 3.
¿POR QUÉ PLANIFICAR?
11 La planificación como tal, incluso la que se realiza a corto plazo (por ejemplo, a un año), aporta a las empresas y a sus directivos y ejecutivos, seis importantes ventajas básicas: • •

Suministra una guía clara de las acciones a seguir, reduciendo a su mínima expresión las peligrosas improvisaciones. Suministra un valioso instrumento de comunicación interna dirigido a lograr que todas las áreas de empresa se orienten al logro de los mismos objetivos (“todos empujan el carro en la misma dirección”). Constituye un eficaz método para el auto-desarrollo como directivo o ejecutivo, ya que obliga a afinar aun mejor el conocimiento de la empresa, su entorno y sus potencialidades de futuro. Constituye un eficaz instrumento de comunicación externa, hacia los sectores que influyen en el presente y futuro de la organización. Ayuda a crear una mentalidad interna orientada, en todo momento, a la rentabilidad. Constituye un muy eficaz instrumento de control.
Además, la planificación a corto, medio y largo plazo genera importantes y valiosas ventajas y beneficios adicionales que deben ser siempre tomados en cuenta. Los principales son: •

Obliga a pensar en el futuro: muchos directivos y ejecutivos son reacios a pensar en términos de futuro; esto también se aplica, con mayor fuerza, al personal de la empresa (cuya visión de la organización es aún más limitada y fragmentada); un plan de futuro debidamente comunicado obliga a todo el personal a pensar no sólo en lo que debe hacer cada empleado en cada momento, sino en cómo ayudar a consolidar un mejor futuro para la empresa. Visión global: un plan de futuro aporta a los responsables de la empresa una clara percepción de la organización, su realidad actual, sus potencialidades de futuro, ayudando a centrar la gestión en las áreas realmente importantes y prioritarias, en especial las que están relacionadas con el desarrollo de proyectos que garantizarán el futuro de la empresa. Coherencia en el tiempo: el plan de futuro genera un marco de trabajo lógico y racional dentro del que se pueden (y deben) enmarcar las estrategias de negocios que se aplicarán, en cada momento, en la empresa. Proyectos pluri-anuales: en muchos casos, las iniciativas que se implantan en las empresas requieren de períodos más o menos prolongados (usualmente, más de un año) hasta dar sus verdaderos frutos; por ejemplo, ampliación de la capacidad instalada, apertura de sucursales, lanzamiento de nuevos productos o servicios, incursión en otras áreas del mercado, y muchos otros más; un plan de futuro permite ensamblar armónicamente esas iniciativas dentro de las actividades y programas a más corto plazo sin alterar o generar conflictos entre estos planes inmediatos y el logro del objetivo final de los proyectos pluri-anuales.

Relaciones externas: el plan de futuro es muy útil como base de negociación con terceras personas o entidades que pueden llegar a ser determinantes y absolutamente necesarias para el

buen desenvolvimiento de la empresa: organizaciones de ayuda a la empresa, bancos, inversionistas, etcétera, entre los que se genera una percepción de mayor confianza en el futuro de la empresa (un plan de futuro no garantiza, por sí solo, que se obtendrán los fondos externos necesarios, pero, en condiciones normales, su ausencia es casi garantía de que no se obtendrán). Parámetro de control: el plan de futuro establece una serie de objetivos y metas continuas a través del tiempo, con los que se puede comparar el comportamiento real de la empresa: es la única manera de determinar si la empresa está, realmente, avanzando o se limita simplemente a subsistir y "vegetar". Asignación de responsabilidades: la identificación exacta de las acciones que se deben ejecutar para alcanzar los objetivos conduce a una más fácil y directa identificación de quién es responsable por su ejecución; es más difícil que la responsabilidad se diluya entre muchos (cuando todos son responsables, en realidad, nadie es responsable). Base para la solución de problemas: la existencia de objetivos y metas claramente establecidos a largo plazo crea un marco de análisis debidamente estructurado que facilita la toma de las decisiones que más convienen a la empresa, ya que es más fácil sustentar una decisión cuando se dispone de un conjunto firme de objetivos y metas. Planificación financiera: el plan de futuro sirve como base para la elaboración de planes financieros anuales de la empresa que no sólo se centren en "cerrar el año en números negros", sino que también incluyan previsiones y decisiones que aseguren la salud financiera de la organización a través de los años.
Desde el punto de vista estrictamente práctico (pero no por ello menos importante), la planificación aporta, adicionalmente, las siguientes ventajas y beneficios:

Determina cuales son las oportunidades de negocio más prometedoras para la empresa. Permite determinar con mayor precisión los mercados de interés para la empresa. Señala cómo participar más activamente en esos mercados. Aporta las bases para decidir el tipo de productos o servicios que se deben ofrecer al mercado. Establece objetivos, programas, estrategias y planes a seguir que permiten controlar mejor el desarrollo futuro de la empresa. Establece una base firme para planificar todas las actividades de la empresa. Estimula un uso más racional de los recursos. Permite asignar responsabilidades específicas y establecer programas coordinados de trabajo. Facilita el control y la medición de los resultados. Crea conciencia de los obstáculos que se deben superar.

Provee una valiosa fuente de información para referencias actuales y futuras. Facilita el avance progresivo hacia las metas más importantes de la empresa.
• •
Permite evaluar estrategias alternas. Facilita revisiones prácticas y eficaces.

Permite elaborar más eficaces estrategias de comercialización a partir del verdadero potencial de ventas de la empresa. Crea el marco general financiero de la empresa. Determina cuáles son las áreas más importantes que se deben controlar. Permite analizar la situación de la empresa respecto a sus más importantes competidores. Facilita la determinación de las cosas que se deben hacer mejor y/o de forma diferente a como las hacen los competidores. ¿PARA QUÉ PLANIFICAR?
Tan importante es saber por qué se hace algo, como tener conciencia clara de para qué se hace. Esto también se aplica a la planificación o plan de futuro, como preferimos llamarla. No se trata de elaborar un plan sólo para tener un "documento bonito" que luego irá a parar a una de las estanterías del despacho. Se trata de preparar un plan de trabajo que sirva, efectivamente como tal: para realizar el trabajo de cada día. Como se puede comprender muy fácilmente, un plan de futuro de la empresa tiene casi infinitas aplicaciones y usos en las operaciones cotidianas de la organización. La enunciación total de los mismos sería imposible. En consecuencia, por ahora nos limitaremos a señalar:
Las aplicaciones y usos que constituyen el núcleo de una eficaz gestión de la empresa orientada al futuro.
Si usted fracasa en algunas de las áreas de aplicación que veremos por separado más adelante, muy posiblemente llevará al fracaso a su empresa en un futuro cercano o lejano. Se verá que, como es lógico, los usos y aplicaciones que analizaremos a continuación son en gran parte un derivado de las ventajas y beneficios que vimos antes. 5.
EVALUACIÓN DEL COMPORTAMIENTO DE TODA LA EMPRESA
Usualmente, en las empresas más o menos organizadas, las diferentes áreas operativas (producción, finanzas, marketing y ventas, etcétera) disponen de parámetros y criterios para medir las actividades específicas de sus metas, pero: • •
¿Cómo se mide el comportamiento global de la empresa? ¿Con qué objetivos y metas se compara el comportamiento real de la organización?

Si no disponen de un plan de futuro, las empresas sólo pueden recurrir, para la medición global de su comportamiento, a dos parámetros: • •
Los resultados financieros. La comparación con el pasado.
Pero, ambos métodos tienen sus limitaciones. Veamos. MEDICIÓN CON BASE EN LOS RESULTADOS FINANCIEROS Medir la empresa sólo en función de su comportamiento financiero es muy peligroso. En primer lugar, una empresa no es sólo "finanzas". También está formada por muchas otras áreas operativas cuya eficacia y eficiencia deben ser tomadas en consideración para lograr una gestión integral y coherente. El resultado global de una empresa es la suma de los aportes que hacen sus diferentes unidades operativas, no sólo la de finanzas. Además, utilizar sólo los controles financieros (esencialmente, el estado de resultados) conduce a la creación de una visión de corto plazo en la que lo único importante es cerrar el año en números negros, lo que impide el desarrollo de una visión a largo plazo del futuro de la organización. Finalmente, el hecho de que una empresa cierre el año contable con resultados excelentes no garantiza que lo seguirá haciendo en el futuro. Un ejemplo obvio: es posible que en su empresa decidan reducir costes y que ello conlleve una reducción de la calidad de sus productos o servicios. A corto plazo obtendrá excelentes resultados financieros, pero a medio plazo comenzará a perder clientes, las ventas descenderán y sus resultados contables posiblemente entren en números rojos. MEDICIÓN CON BASE EN EL PASADO Por otra parte, medir el comportamiento de la empresa sólo en función de lo sucedido en el pasado implica una serie de serios peligros que pueden ser, incluso, más graves que los anteriores. Véanse los tres principales en la Figura 1.1. En resumen, la existencia de un plan de futuro, que incluya objetivos globales en diferentes aspectos de la gestión (no sólo financieros), aporta un parámetro global válido que permite evaluar y controlar de forma más integral y objetiva el comportamiento de toda la empresa y responder a una pregunta fundamental: ¿HACIA DÓNDE VA LA EMPRESA, COMO UN TODO?

1 Pérdida de la visión de las potencialidades
Centrar los controles sólo y exclusivamente en el pasado implica que los directivos y ejecutivos actúen y gestionen sus organizaciones sin tener una conciencia clara de cuáles son las verdaderas potencialidades de la empresa. En otras palabras, son incapaces de responder a preguntas como: estamos vendiendo más, pero ¿podríamos estar vendiendo aún más? ¿Podríamos estar generando aún mayores beneficios? ¿Podríamos participar en nuevas áreas, mercados o segmentos de negocios? 2 Pérdida de la Cuando los directivos y directivos se centran únicamente en el pasado corren el visión de futuro riesgo de perder la visión de futuro de sus empresas y son incapaces de contestar a la pregunta: ¿cuál prevemos que será la situación de la empresa dentro de uno, dos, tres o más años? Lo anterior implica que, a su vez, sean incapaces de "preparar" sus organizaciones para afrontar los problemas que les irá planteando el desarrollo de los acontecimientos internos y externos a la empresa. 3 Adopción de La excesiva visión hacia el pasado induce a los ejecutivos y directivos a tratar soluciones de solucionar los problemas que afrontan en el presente con los "remedios" que desfasadas fueron útiles en el pasado; es decir, responden a situaciones de hoy con respuestas de ayer, que, la mayor parte de las veces, son inadecuadas, sencillamente porque el "presente nunca es una repetición exacta del pasado".
6.
PLANIFICACIÓN DE LAS NECESIDADES FUTURAS DE RECURSOS
Un plan de futuro debidamente estructurado le permitirá a los responsables de la empresa anticipar los recursos (de todo tipo) que necesitarán para hacer frente a la evolución futura de la organización y responder a las tres preguntas clave:

¿Qué somos? ¿De qué recursos, tangibles e intangibles, disponemos en la actualidad? ¿Qué hemos logrado con esos recursos? ¿Cómo se corresponden con las condiciones actuales del entorno de negocios en que opera la empresa?
•
¿Qué queremos ser? ¿Qué tipo de empresa queremos ser en el futuro? ¿Cuáles son los objetivos que pretendemos alcanzar en uno, cinco o más años?
•
¿Qué necesitamos para llegar a ser lo que pretendemos ser? ¿Qué nuevos tipos de recursos (de todo tipo) necesitará la empresa para alcanzar los objetivos que se ha establecido a uno, cinco o más años?
Ahora bien, nótese que los recursos de una empresa no están únicamente formados por los recursos físicos o tangibles, sino por cualquier elemento que sea necesario para la operación de la empresa. En consecuencia, con la palabra "recursos" nos referimos a todos los "elementos integrantes" de la
16 empresa como son: equipos, maquinarias, planes de ampliación o reducción de la capacidad instalada; personal y niveles de formación necesarios; instalaciones, edificios, sucursales, etcétera; modelos y recursos para mejorar la gestión; planes de reorganización o reestructuración de la empresa; desarrollo de nuevos valores culturales; formación y desarrollo de líderes medios; programas informáticos; y cualquier otro elemento que se considere necesario para sustentar los planes futuros de la empresa. A partir de esta concepción amplia del término recursos, para identificar las necesidades de recursos futuros es conveniente aplicar la secuencia de tres preguntas que vimos antes a cada uno de los elementos que integran el modelo conocido como "los siete factores clave de la empresa" o las "7S" de McKinsey, aplicando un esquema como el siguiente:

Cultura de empresa.

Habilidades, conocimientos y fortalezas. Estrategia. Estructura y organización. Sistemas y procedimientos operativos. Personal (número, calificación, formación). Estilo de dirección.

ANTICIPACIÓN DE LAS NECESIDADES FINANCIERAS
Como es lógico, las necesidades de recursos (entendido el término en sentido amplio) se convierten, antes o después, en necesidades de recursos financieros. El conocimiento previo de esas necesidades permite, entre otras cosas: • •
Evitar las tan usuales crisis financieras que afrontan innecesariamente muchas empresas (por ejemplo, el crecimiento de las ventas "ahoga" el capital de trabajo). Obtener la financiación externa requerida en términos óptimos para la empresa (en demasiados casos, la prisa obliga a aceptar condiciones financieras que son onerosas para las empresas).
En otras palabras, una eficaz previsión de las necesidades financieras permite utilizar con mayor eficiencia las fuentes financieras disponibles. Esto nos lleva a la siguiente aplicación:

MEJOR DISTRIBUCIÓN DE LOS BENEFICIOS
Cuando una empresa tiene beneficios, al final del año se plantea la pregunta: ¿qué hacer con los beneficios generados? Usualmente, una parte importante de esos beneficios es absorbida por la propia operación diaria de la empresa (inventarios, inversiones, equipos, gastos pagados por anticipado, etcétera); pero, ¿qué hacer con la parte restante? ¿En qué invertirla? ¿Distribuirla entre los accionistas? ¿No sucederá, como tantas veces, que los directivos "se comen" no la empresa (que también sucede) sino el potencial de crecimiento de la empresa? Un plan de futuro señala, con precisión, cuál debe ser el destino de esos recursos: ¿cuáles son los objetivos realmente prioritarios? ¿Cómo pueden los directivos y ejecutivos garantizar que la empresa seguirá generando beneficios en el futuro? En esta área siempre será válido el ejemplo de la más vieja tecnología desarrollada por la humanidad (la agricultura) que dice que "para cosechar es necesario, primero, sembrar". 9.
INSTRUMENTO DE MOVILIZACIÓN DE TODO EL PERSONAL
Uno de los grandes problemas que afrontan los directivos y ejecutivos hoy en día, tanto en las grandes como en las pequeñas empresas, se puede definir en los siguientes términos:
¿Cómo lograr que todo el personal, desde los niveles jerárquicos más altos hasta los más bajos, aúnen sus esfuerzos, de forma coherente y coordinada, en apoyo a la consecución de los objetivos de la empresa?
El incremento de la competitividad que caracteriza los mercados actuales obliga a las empresas a redoblar sus esfuerzos... ¡sólo para permanecer donde están! Esto implica que en las empresas ya no existen "islas" independientes; los esfuerzos que se hacen en un área deben ser, necesariamente, apoyados y sustentados por las otras áreas. La subsistencia de las empresas obliga a aunar todos los esfuerzos individuales centrándolos en algunos objetivos básicos y centrales.
El problema es que cuando una empresa no tiene un plan de futuro no puede comunicar a su personal cuáles son esos objetivos centrales.
18 Lo anterior implica que se hace imposible movilizar a toda la organización hacia la consecución de objetivos importantes (por ejemplo, programas de mejora de la calidad, proyectos de reingeniería, etcétera) ya que las personas y las unidades se preocupan únicamente por sus objetivos y problemas muy concretos, particulares y sectoriales.
El resultado inmediato de esta situación es la dispersión de los esfuerzos.
Las propias empresas se crean demasiados "frentes de batalla", con lo que debilitan tanto las fuerzas que pueden concentrar en los puntos neurálgicos, como las defensas llamadas a impedir que sus posiciones sean ocupadas por los competidores. Un plan de futuro, al ser capaz de centrar las acciones de la empresa en los objetivos clave, ayuda a evitar la dispersión, lo que, a su vez, facilita la movilización de todos los esfuerzos de la empresa hacia la consecución de sus metas prioritarias e importantes lo que, sin lugar a dudas, incrementa las posibilidades de que sean debidamente alcanzadas. 10.
CONVERTIR LA EVOLUCIÓN ESPONTÁNEA DE LA EMPRESA EN EVOLUCIÓN PROVOCADA
Pero, sin lugar a dudas, la aplicación más importante de un plan de futuro debidamente elaborado es la posibilidad que le ofrece a sus responsables de convertir la evolución espontánea de las empresas en una evolución debidamente provocada.
Este cambio de enfoque es lo único que le permite a los directivos y ejecutivos asumir el control del futuro de sus empresas.
Es decir, evitar que el porvenir de la organización sea sólo el resultado del azar o de fuerzas externas a la empresa (¡incluidos los competidores!). La realidad de cada día nos confirma que todas las empresas evolucionan, cambian y se transforman. Algunas lo hacen de forma más rápida o espectacular, otras más lentamente. Algunas evolucionan para bien mientras que otras lo hacen para mal. Pero, una cosa es cierta: todas las empresas evolucionan, modifican sus estructuras, productos y servicios, personas, sistemas y procesos, etcétera. Ahora bien, esa evolución puede adoptar, básicamente, tres formas:

Las causas que provocan la evolución se originan en el exterior de las empresas: las cambiantes condiciones del entorno generan, por reacción, respuestas, a veces no conscientes, por parte de las empresas que implican que éstas modifiquen sus valores, comportamientos, estructuras, operaciones, sistemas, estrategias, etcétera, lo que les permite adaptarse paulatina y progresivamente a las nuevas condiciones del entorno. Las causas que provocan la evolución se originan en el interior de las empresas: en este caso, las fuerzas que provocan el cambio surgen desde dentro de las empresas por la acción, usualmente, individual de dos o tres personas con suficiente nivel jerárquico y poder; en todas las empresas existen etapas de avances evolutivos; en algunos casos, las empresas dan verdaderos "saltos" cualitativos y cuantitativos que las transforman por completo en un período de tiempo muy corto. La evolución se produce como resultado de un plan de trabajo a medio y largo plazo, debidamente estructurado, que se sustenta en un esfuerzo constante que se centra en crear las bases y métodos que permitirán detectar y explotar las oportunidades que creará el entorno de negocios en cada momento (plan de futuro, o cualquier otro nombre que se le quiera asignar).

Evolución espontánea reactiva. En el pasado, muchas empresas pudieron darse el lujo de adoptar la evolución espontánea reactiva (limitarse a reaccionar a las presiones provenientes del exterior de la organización), cuando el entorno y el sector de negocios cambiada muy lentamente. Pero, hoy en día, el principal problema con la evolución reactiva es que cuando las empresas cambian por si solas para adaptarse al entorno, ¡éste ya ha cambiado de nuevo!, con lo que la empresa se queda siempre por detrás de sus mercados. Esta realidad se percibe con mayor claridad en los tiempos actuales, en los que los cambios que se producen en los entornos de negocio se han incrementado tanto en número como en velocidad.
•
Evolución espontánea reactiva. El problema central con la evolución espontánea reactiva es que no se puede predecir. Usualmente surge por la conjunción de una serie de factores difíciles de organizar y estructurar por anticipado. Por ejemplo, cambios importantes en el
20 mercado, que abren "ventanas de oportunidad" valiosas, coinciden, coyunturalmente, con la existencia en la empresa de uno o varios líderes que saben aprovechar la "onda" y le dan un impulso decisivo a la organización. El segundo problema es que usualmente los cambios evolutivos se agotan con el paso del tiempo; después de la euforia inicial llega un período de calma; los líderes se cansan o abandonan la empresa o, sencillamente, no saben aprovechar las nuevas oportunidades que surgen en los mercados. En resumen, la evolución espontánea evolutiva depende demasiado de las personas que estén, en cada momento, dirigiendo la empresa.
•
Evolución provocada. Finalmente, la evolución provocada se caracteriza porque no depende de personas o situaciones coyunturales (que también se aprovechan), sino que se ocupa de crear directrices y guías de trabajo que se centran en:
Alcanzar y mantener el más alto nivel posible de ajuste entre la empresa y su entorno de negocios.
¿Qué quiere decir esto? Antes nos referimos a que el entorno de las empresas cambia continuamente y que, en los últimos tiempos, lo está haciendo de una forma más numerosa y acelerada que en el pasado. También señalamos que las empresas evolucionan y cambian continuamente. Ahora bien, cuando esos dos procesos de cambio (el del entorno y el de la empresa) se producen a la misma velocidad y en la misma cantidad, la empresa mantiene su ajuste con las condiciones del entorno y, en consecuencia, es capaz de seguir con éxito y sin mayores problemas. Por el contrario:
Cuando la cantidad y la velocidad de los cambios que se producen en el entorno superan (en velocidad y cantidad) los cambios que se producen en la empresa, SE PRODUCE EL DESAJUSTE EMPRESA-ENTORNO.
En otras palabras, la empresa no responde a las nuevas exigencias y condiciones del entorno, entra en contradicción con él, en un enfrentamiento que, por más que lo deseen sus directivos o ejecutivos,
21 jamás ganarán (es imposible o resulta demasiado costoso avanzar contra la corriente). El desajuste empresa-entorno puede adoptar muchas formas, pero las más visibles son, entre otras, las siguientes: • • • • • •

Productos o servicios de deficiente calidad que dejan de ser competitivos. Estructuras de costes que obligan a las empresas a fijar precios que no son competitivos. Estilos y enfoques de gestión anclados en el pasado, que no responden a las nuevas exigencias de un mundo empresarial evolucionado, cambiante y dinámico. Incapacidad de las empresas para competir en mercados "globalizados" o "mundializados", al que tienen acceso empresas de todo el mundo. Incapacidad para dar seguimiento, a la velocidad necesaria, al proceso de ajuste tecnológico que imponen los mercados y los competidores. Imposibilidad de satisfacer las crecientes exigencias y demandas de consumidores, usuarios y clientes cada vez más conocedores y sofisticados, con una mayor cantidad de opciones de compra, lo que les induce a estar menos dispuestos a darse por satisfechos con lo que le ofrecen las empresas. Debilitamiento progresivo de las estructuras y capacidades financieras de las empresas (en parte como resultado de todo lo anterior), que muchas veces conducen a la quiebra de las mismas. Deterioro progresivo de los niveles de lealtad de los consumidores, usuarios o clientes de la empresa (muy bajos niveles de retención de la base de clientes).
Años atrás, cuando los cambios en el entorno se producían muy lentamente, los responsables de las empresas podían confiar en la evolución espontánea (reactiva o evolutiva) de sus organizaciones, pero cuando se prevé (como es el caso actual) que en el futuro los cambios del entorno seguirán produciéndose en un número y velocidad cada vez mayores:
A los directivos y ejecutivos no les queda otra opción que recurrir, necesariamente, a la EVOLUCIÓN PROVOCADA.
Si el entorno cambia, las empresas, quiéranlo o no sus responsables, también cambiarán. En consecuencia, lo lógico, eficaz y eficiente es que los responsables máximos de las empresas asuman el control de esos cambios. Y la única forma conocida de garantizar el control de los cambios que habrán de producirse en el futuro en la empresa y, al mismo tiempo, de asegurar el mantenimiento del ajuste empresa-entorno es (repetimos) dotando a la organización de un programa de acción a largo plazo que se centre en esas dos
22 áreas clave: controlar los cambios y mantener el ajuste empresa-entorno. En otras palabras: elaborando un eficaz plan de futuro para la organización. 11.
CONCLUSIÓN
Posiblemente ciertas partes de este capítulo introductorio le pueden parecer a algunos, en cierto sentido, un poco teóricas, imposibles de adaptar a la realidad de sus empresas o, incluso, de difícil comprensión. Todas las "introducciones" sufren de esta deficiencia ya que deben ser muy generales para poder sentar bases suficientemente amplias en las que puedan sustentarse racional y lógicamente los desarrollos posteriores del tema. Sin embargo, en el resto de este Curso el lector irá viendo y analizando la forma como los principios generales expuestos en esta "Introducción" se convierten, paso a paso y con las debidas explicaciones, en instrumentos y herramientas suficientemente prácticas, cuya implantación en sus empresas, incluso en las más pequeñas, no es algo tan difícil ni alejado de la realidad empresarial del día a día. En resumen, lo importante es que usted, al final de este capítulo, se quede con una idea clave:
El futuro de su empresa comienza hoy y depende de lo que usted haga aquí y ahora.
Tal y como señala Giorgio Merli, dirigir una empresa es como conducir un automóvil: usted debe tener siempre la vista fija hacia adelante. Quizá, de vez en cuando, tendrá que ver por el espejo retrovisor (el pasado) o verificar lo que indica alguno de los instrumentos del tablero (el presente), pero, fundamentalmente, durante el 99,9 por 100 de su tiempo sus ojos deberán estar fijos en la carretera que tiene por delante (el futuro). Es la única forma de llegar sano y salvo a su destino. Lo mismo sucede en las empresas. Para estos fines, en este Curso hemos optado por no presentar un “modelo” único para el proceso de planificación, con pretensiones de que pueda ser adoptado por todo tipo de empresa, al margen de su tamaño o área de negocios. En su lugar, en el Anexo 1, que aparece en las páginas finales de este capítulo, incluimos, en forma de guías de trabajo, los tres modelos más utilizados. El lector puede elegir entre ellos el que mejor se adapte a sus necesidades y a las características de su empresa. MISIÓN Y VISIÓN: DOS CONCEPTOS BÁSICOS
Todo plan de futuro comienza con la "visión de futuro" que se hace el directivo o ejecutivo máximo sobre cómo deberá ser su empresa en el futuro. En consecuencia:
La primera condición para elaborar un plan de futuro consiste en saber hacia dónde se debe guiar a la organización.
Es decir, disponer de objetivos tanto a corto, a medio como a largo plazo. Usualmente, los directivos y ejecutivos fijan objetivos y metas a corto plazo (ventas, rentabilidad, nuevas inversiones, compra de equipos, remodelaciones, etcétera); pero, y en especial en las pequeñas empresas, nos atreveríamos a afirmar que:
La mayoría de las empresas no poseen objetivos, conscientemente definidos, a largo plazo.
33 El principal inconveniente que plantea la falta de objetivos a largo plazo es que la gestión de la empresa se limita a ser una cadena de reacciones improvisadas, caso por caso, a las presiones que recibe del entorno, sin que exista una directriz fundamental que guíe su desarrollo y crecimiento. Ahora bien, para establecer los objetivos a largo plazo que se incorporarán en el plan de futuro de la empresa, es necesario:

Elaborar la MISIÓN de la empresa; y con base en esa misión, desarrollar la correspondiente VISIÓN DE FUTURO de la empresa.
Comencemos por el primer concepto. 2.
LA MISIÓN DE LA EMPRESA
Fundamentalmente, la misión de la empresa permite responder a varias preguntas:
¿Para qué existe la empresa? ¿Cuál es su propósito último? ¿En qué área de negocios estamos en realidad? ¿Cuál es, en realidad, el "negocio" de la empresa?
Aunque aparentemente estas preguntas tengan respuestas muy fáciles ("la empresa existe para producir beneficios", "estamos, obviamente, en el negocio de..."), en la práctica no es así. Una forma de identificar la verdadera misión de una empresa consiste en partir de una realidad invariable:
La misión de toda empresa, grande o pequeña, es la de satisfacer determinadas necesidades o deseos de ciertos grupos de personas u organizaciones (consumidores, usuarios o clientes) que, en conjunto, forman sus mercados.

Este principio ineludible facilita la definición de una misión que realmente responda a la verdadera "razón de ser" de la empresa. Aunque muchos piensen lo contrario, la causa principal de la existencia de una empresa no radica en que alguien decidió crearla, si no en que existen consumidores, usuarios o clientes que demandan los productos o servicios que elabora esa empresa (sin consumidores, usuarios o clientes no existiría la empresa). Desde este punto de vista, las empresas no son más que "respuestas" organizadas que se dan a las necesidades y demandas de los mercados.
Y de ahí que siempre (siempre) la razón de ser y la misión de una empresa esté fuera de ella (en el mercado) y no dentro de la organización.
La misión de una empresa define cuáles son sus verdaderos propósitos. Constituye una "declaración de intenciones" clara y precisa sobre cuál es la naturaleza de la empresa. Una declaración de misión eficaz debe centrarse en los consumidores, usuarios o clientes de la empresa, no en los productos o servicios que vende. Debe tratar de ser lo más específica, "alcanzable" y motivadora posible. Deberá mantenerse en los términos más simples para que la mayor parte de la gente la comprenda y pueda compartirla. Pete Babich ofrece una "fórmula" esquemática para elaborar la misión, que mostramos en la Figura 2.1. Este autor ofrece un ejemplo de una misión de empresa bien elaborada; se refiere a la declaración de misión de una empresa pública dedicada a la generación de electricidad:

"Nuestra misión es potenciar el nivel de vida de los clientes comerciales y residenciales del Sur de California suministrándoles energía eléctrica sin interrupción."
Babich señala que: "El secreto de una declaración de misión eficaz es mantenerla simple y centrada en los beneficios que los consumidores obtendrán de sus productos o servicios." •
Véanse en el Anexo 2, que incluimos al final de este capítulo, las "30 PREGUNTAS QUE PUEDEN AYUDARLE A DETERMINAR LA MISIÓN DE SU EMPRESA".
Finalmente, una vez que la misión de la organización, como un todo, ha sido elaborada, es necesario proceder a su "despliegue", haciendo que la misma tenga un significado real y práctico para todas y cada de una de las áreas operativas de la empresa en sus ámbitos específicos de actividad. 3.
LA VISIÓN DE FUTURO
Si la misión define lo que es la verdadera naturaleza de la empresa, la visión de futuro define "lo que deberá ser". Desarrollar una visión de futuro para la empresa significa:
Determinar cómo se desea que sea la empresa a medio y largo plazo (dentro de cinco o más años).
¿Se trata sólo de soñar? NO. Se trata de visualizar una realidad futura susceptible de ser llevada a la práctica. Por ejemplo, siguiendo la enunciación básica contenida en la declaración de misión de la empresa, usted puede determinar que dentro de cinco años su empresa deberá ser reconocida por una o varias de las siguientes características: • • • • • •
La empresa que ofrece la más alta calidad en su sector de negocios. La que ofrece los precios más bajos. La que ofrece el mejor servicio al cliente. La que ofrece la gama más amplia de productos o servicios. La que mayor número de innovaciones incorpora. La que está más especializada en determinado tipo de clientes.
•
La que ha logrado establecer la más amplia y sólida red de distribución en el país, en la ciudad, en la región.

La que más exporta en su sector de negocios. Etcétera.
Nótese que ya no se trata de "sueños", "ilusiones" o simples "deseos", sino de propósitos muy claros y precisos; es decir, de objetivos y metas a largo plazo. Se trata, en resumen, de una "pre-visión" y descripción concreta de lo que usted se propone que sea su empresa en tres, cinco o más años. No olvide que:
El futuro de su empresa dependerá en parte de lo que suceda en su entorno, pero, en especial, será la consecuencia de lo que se decida y haga dentro de la empresa.
Por eso, y como es lógico, esa visión del futuro de su empresa dependerá, a su vez, de cómo usted prevé que serán los mercados en que operará la empresa en ese futuro. Nótese, IMPORTANTE, que:
NO SE TRATA de elaborar una previsión numérica, debidamente cuantificada, de la empresa proyectada a cinco o diez años.
Por ejemplo, cuánto deberá estar vendiendo, cuáles van a ser sus beneficios, cuántos empleados tendrá, cuantos metros cuadrados deberá ocupar, cómo será la organización de la empresa, etcétera. El objetivo es responder, con la mayor precisión posible, a las dos siguientes preguntas:

¿Cómo pensamos que serán los mercados en los que prevemos que operará nuestra empresa dentro de cinco a diez años?
•
En consecuencia, ¿cómo deberá ser nuestra empresa dentro de cinco a diez años para que esté en capacidad de responder a los requerimientos de esos mercados?

De la lectura de ese documento (resumido) el lector se dará cuenta de inmediato de la utilidad del mismo: en dos pequeñas páginas, todo el personal puede llegar a conocer con detalle cuáles son la misión y visión de la empresa, cuáles son sus valores fundamentales, sus propósitos y objetivos permanentes, semi-permanentes y temporales. De esa forma, se hace menos cuesta arriba lograr que todos en la empresa “empujen el carro en la misma dirección”. 4.
BENEFICIOS
La elaboración de la misión y la visión le aportan a la empresa importantes beneficios; los principales son: • •
•
Centra la atención de todo el personal en el logro de los grandes objetivos de la empresa; es decir, los que en realidad son importantes y determinantes para su futuro. Obliga a los responsables de las distintas áreas de la organización a establecer programas de trabajo, prioridades, calendarios, que sean coherentes con los objetivos a medio y largo plazo (y no sólo que respondan a las metas a corto plazo de cada área). Mejora la coordinación entre las diferentes áreas de la organización y facilita que se produzca el "efecto sinergia" entre ellas.
A este respecto, recuerde que la idea central en la que se sustenta este Curso y, en consecuencia, la elaboración del plan de futuro, puede resumirse en los conceptos que, como recordatorio, incluimos a continuación: • •
•
El futuro de su empresa debe comenzar a construirse ahora, en el presente, y usted, como dirigente de la organización, es el responsable de que así se haga. Si usted pretende que su empresa crezca, se desarrolle, llegue a ser, en un determinado momento, una "gran" empresa o, incluso, si sólo desea que subsista a largo plazo, es necesario que comience desde ahora a sentar las bases que le permitirán alcanzar esos objetivos. El futuro de su empresa será, única y exclusivamente, el resultado de las decisiones y acciones que usted tome y ejecute en el presente y, muy especialmente, de cómo usted prevea, decida y planifique que será ese futuro.
Pero, muy posiblemente, en este momento algún lector se estará preguntando: •
¿Pero es, en realidad, tan importante prever el futuro?

¿Es tan fundamental para el éxito de la empresa que nos preocupemos tanto por lo que va a suceder en el futuro? ¿Por qué debemos complicarnos la vida con cosas tan poco prácticas como la misión de la empresa y su visión de futuro? Si la empresa va bien, ¿por qué no dejamos que las cosas sigan como van? ("Si algo no se ha roto, ¿por qué arreglarlo?")
Si su único propósito es que la empresa termine "bien" el año, es posible que esas preguntas estén justificadas. Pero si su objetivo es que su empresa se mantenga operando durante muchos años, existen varias respuestas y razones de suficiente peso e importancia a estas preguntas. Comencemos con que: 5.
EL CAMBIO ES INEVITABLE
Se ha dicho y repetido que:
En los mercados, lo único que permanece constante es el cambio.
El futuro a corto plazo de todos los mercados estará caracterizado por un continuo proceso de cambio. El cambio siempre ha existido; es una condición intrínseca a la realidad que nos rodea. En la historia, nada ha permanecido igual. No podemos esperar que ahora sea así. El cambio existe porque existe el tiempo y nada escapa a su influencia. Todo evoluciona y se transforma: el entorno, los mercados... y las empresas no son una excepción. Oponerse o tratar de detener el tiempo "congelando" la empresa es un suicidio. Los cambios importantes y cruciales serán cada vez más rápidos y complejos, aunque, al mismo tiempo, seguirán produciéndose cambios lentos y menores, que serán de difícil percepción. De acuerdo con Grima y Tena nos encontramos operando en entornos "complejos dinámicos" de "alta incertidumbre" cuyas tres características clave son las siguientes:
•
"Los cambios están cada vez más desconectados de la experiencia anterior" (las situaciones y los problemas son nuevos; en consecuencia, los conocimientos acumulados a través de los años son, cada vez, menos útiles). "El entorno es cada vez más complejo, con lo que las empresas han de dedicar mayores
•
esfuerzos y recursos a su estudio." "Los factores externos a los que debe hacer frente la empresa han aumentado en número, son
•
39 más heterogéneos y cambian con mayor rapidez." Son muchos los análisis que se han hecho para explicar lo que está sucediendo. La mayoría de ellos nos indican que el proceso de transformación que están sufriendo los mercados no es más que el resultado de un proceso de cambio más amplio e importante que afecta a toda la humanidad. En este sentido, son varias las grandes "fuerzas" que están provocando ese proceso de cambio; entre ellas: • • • • • • •
La innovación tecnológica. La difusión de la información. El permanente avance en los conocimientos. El propio proceso de aprendizaje acumulado. El proceso de globalización de la economía mundial. El entorno externo de las empresas (consumidores, usuarios y clientes, mercados, comunidad, competidores, los poderes oficiales, los sindicatos, etcétera). El entorno interno de las empresas (los métodos de gestión, el personal, los sistemas y los procesos utilizados, los equipos, etcétera).
Todos esos factores se encuentran en permanente evolución. Y nótese que de esas grandes directrices, las cinco primeras se producen fuera del área de control de las empresas; actúan como fuerzas "casiincontrolables" en las que las organizaciones tienen muy poca influencia. Tal y como se ha señalado tantas veces:
En muchas áreas y sectores de negocios, la complejidad del cambio avanza a mayor velocidad que la capacidad de los niveles de mando para enfrentarlos y solucionarlos.
En la medida en que los cambios se producen con mayor rapidez, en la misma medida aumenta su complejidad dado que, además, los cambios se acumulan. •

Contrario a lo que sucedía antes, los cambios no se concentran en algunas áreas: SE MANIFIESTAN EN TODOS LOS ÁMBITOS Y SECTORES QUE INCIDEN EN LA EMPRESA. LA EVOLUCIÓN DEL ENTORNO IMPLICA, NECESARIAMENTE,
40 CAMBIOS EN LAS EMPRESAS La realidad que hemos descrito antes obliga a modificar muchas de las creencias existentes sobre la empresa y su gestión. La primera razón para realizar estos necesarios cambios es que todos los esquemas y modelos que dominan la gestión actual se originaron en un período histórico en el que las condiciones del entorno eran muy diferentes a las actuales; se trataba de un entorno caracterizado por la estabilidad y la permanencia. Tal y como hemos dicho antes: • •
Cuando el entorno cambia muy lentamente, las empresas pueden darse el lujo de evolucionar, también, muy lentamente. Cuando el entorno cambia muy rápidamente, las empresas deben acelerar su evolución y transformación para no producir el desajuste empresa-mercado.
Tom Peters, uno de los profesionales de la gestión que goza de mayor prestigio a nivel mundial, ha dicho: "En un mundo enloquecido, debemos crear organizaciones locas." Pero, existe una segunda razón que es, incluso, de mayor peso que la anterior, ya que puede implicar la subsistencia o no de la empresa:
Cuanto mayor sea el nivel de incertidumbre y la cantidad de cambios que se produzcan en el entorno, mayor es la necesidad de planificar la gestión en función del futuro. ES LA ÚNICA MANERA DE ENFRONTAR LA INCERTIDUMBRE.
En el futuro, nada le será dado a las empresas, nada será "plenamente sabido". 7.
UNA CONCLUSIÓN IMPORTANTE
El panorama que hemos descrito hasta ahora conduce a una conclusión: •
Hoy más que nunca es imprescindible que los directivos y ejecutivos "tomen las riendas" del futuro de sus empresas para pasar de la evolución espontánea de sus organizaciones a una gestión basada en la evolución provocada y controlada de las mismas.
41 En caso contrario, es muy posible que los cambios que habrán de producirse en el futuro superen la capacidad de reacción de las empresas y éstas desaparezcan ante la imposibilidad de resistir las presiones que recibirán. 8.
EL NECESARIO CAMBIO DE ESQUEMA MENTAL
La única forma de afrontar y superar la incertidumbre radica en la adopción de nuevos esquemas mentales de gestión que permitan a las empresas, especialmente a las pequeñas (que en su "lucha" con el entorno tienen menos recursos que las grandes), desarrollar las competencias y habilidades que les permitan afrontar, con mayores probabilidades de éxito, el futuro. El cambio en los esquemas mentales de gestión es absolutamente necesario debido a que: •
Los esquemas mentales conocidos (la experiencia, la tradición) sólo son válidos y eficaces cuando la realidad responde con precisión al modelo contenido en el esquema.
Pero: •
Cuando la realidad no responde a los esquemas, estos se convierten en trampas que nos llevan a dar respuestas desfasadas y equivocadas a las nuevas realidades.
Si la realidad, el entorno, los mercados, los clientes, cambian y los esquemas de gestión siguen siendo los mismos, el error está asegurado. En consecuencia:
Es necesario crear nuevos esquemas mentales que permitan anticipar las "realidades" que habrán de producirse en el futuro.
La clave se encuentra en anticiparse a los cambios y esto sólo se logra con una eficaz visión de futuro y el desarrollo de planes que permitan convertir esa visión en una realidad. Recuérdese que, en el fondo, gestionar es dirigir el futuro. R. R. Rico plantea un método, muy útil, sobre cómo gestionar y adecuar los esquemas mentales dominantes a las nuevas realidades: los mostramos en la Figura 2.2. Ahora bien, la mejor forma para afrontar ese proceso de cambio es el desarrollo, consciente y planificado, de:

Paso 1
Incrementar la percepción del cambio: analizar en profundidad lo que está sucediendo y lo que se espera que suceda en el futuro.
Paso 2
Determinar cuáles son los nuevos comportamientos, oportunidades y amenazas que plantea el entorno interno (gestión de la empresa) y el entorno externo (mercados, proveedores, competidores, etcétera).
Paso 3
Abandonar oportunamente los viejos esquemas mentales cuando dejan de reflejar la nueva realidad y, en consecuencia, dejan de sernos útiles.
Paso 4
Generar soluciones creativas e innovadoras al margen de los esquemas y modelos existentes: crear los esquemas que respondan a las nuevas realidades.
9.
LA FLEXIBILIDAD MENTAL
Una condición personal absolutamente necesaria para tener éxito en ese proceso de cambio mental es la "flexibilidad" a nivel mental individual.
En un entorno en el que todo cambia, la adaptación es lo único que garantiza la supervivencia y la flexibilidad convierte a la "adaptabilidad" en costumbre.
¿En qué consiste la flexibilidad? He aquí algunas de las características que definen a un directivo o ejecutivo con mentalidad flexible: • •
• •
No permite que en la empresa se instale el inmovilismo: desarrolla y ensaya nuevas ideas, productos, enfoques y métodos de trabajo (nada es perfecto, todo puede ser mejorado). Respalda, con una mentalidad abierta y con entusiasmo, las ideas de nuevos enfoques y productos que le someten sus subordinados, incluso aunque, en principio, parezcan descabelladas (todas las ideas son buenas hasta que se demuestra lo contrario). Actúa con rapidez, pero de manera coordinada y ordenada. Se mantiene continuamente informado sobre todo cuanto acontece en el entorno de la empresa, centrando su atención en aquellos eventos que pudiesen marcar un cambio en los

• • • • • • •
comportamientos y tendencias de los consumidores y competidores. Se preocupa por trabajar "muy cerca" de los consumidores, usuarios y clientes de la empresa. Muestra un alto nivel de interés por su auto-desarrollo personal y por el de sus subordinados (considera que "aprender es realizarse"). Muestra un alto sentido de equidad. Gestiona la empresa permitiendo un alto nivel de participación de sus subordinados. Actúa de forma "proactiva" y no se limita a reaccionar rutinariamente a las situaciones que afronta. Evita, a toda costa, convertir la empresa en un "agujero negro" burocrático en el que la forma cómo se hacen las cosas es más importante que los resultados. Reconoce que todo proceso innovador lleva en sí mismo la semilla del error; los admite y aprende de ellos, en vez de considerarlos como obstáculos.
¿Cómo desarrollar una mentalidad flexible? La lista de características que acabamos de mostrar ofrece algunas pistas. Pero, básica y específicamente, céntrese en las seis actitudes que resumimos en la Figura 2.3. 10.
LOS ESCENARIOS MÚLTIPLES: UNA
TÉCNICA PARA PREVER EL FUTURO Una de las técnicas más utilizadas para prever el futuro es la que se conoce como la elaboración de escenarios múltiples. •
Un "escenario" consiste en una previsión de condiciones futuras a partir de los datos disponibles en el presente.
Se trata de:
"Construir" diferentes "realidades" futuras a partir de diferentes hipótesis de los posibles comportamientos de los factores que influyen en los sectores de negocios y mercados.
Para Grima y Tena: •
"Escenario es la descripción de una visión interna y consistente de las condiciones o circunstancias que definen el entorno en que la organización estará operando en el futuro.”

Esté dispuesto a "reciclarse" continuamente.

Reconozca y elimine sus propias resistencias psicológicas y culturales al cambio. Observe y "persiga", de forma casi obsesiva, todo cuanto acontece en el entorno de su empresa. Delegue, delegue, delegue.

El conocimiento es uno de los elementos que cambia con mayor rapidez (estudios realizados indican que cada cinco años se modifica, por lo menos, el 50 por 100 de los conocimientos que se tienen sobre la gestión de empresas). Prejuicios, actitudes mentales inmovilistas, comportamientos inflexibles, rechazo de todo lo que es nuevo, apego a la rutina, etcétera. Abra las puertas de su despacho al mundo exterior (los mercados, el principio y el fin de toda empresa, "están ahí fuera").
Evite todo tipo de gestión autoritaria; nadie puede afirmar que la única verdad es la suya; reconozca que diferentes personas harán las cosas de diferente manera, pero que lo importante son los resultados logrados. Aprenda a trabajar en Manténgase abierto a las iniciativas y propuestas de sus equipo. subalternos; escúcheles sin prejuicios; los compañeros no son rivales, sino colaboradores con un mismo objetivo: el éxito de la empresa. Incorpore en su gestión No se limite únicamente a los avances tecnológicos (por ejemplo, los nuevos instrumentos y ordenadores o computadoras y programas informáticos), sino métodos que ofrecen los también a los relacionados con las técnicas de gestión; pero, avances tecnológicos cuidado, incorporar no quiere decir "adoptar" sin más; más que adoptar, la clave radica en "adaptar".

“Un escenario no es una simple previsión, sino un instrumento de ayuda para la comprensión del futuro."
De acuerdo con Kahn, uno de los pioneros de los escenarios, los beneficios más importantes que aporta su uso son: • •

"Reducen el 'exceso de equipaje' que representa el hecho de pensar demasiado en el pasado." "Le permite a los planificadores 'sumergirse' en el poco familiar y rápidamente cambiante mundo del presente y del futuro al dramatizar e ilustrar los eventos posibles que podrían producirse en él." "Incrementan las probabilidades de que los ejecutivos puedan afrontar los detalles y los factores dinámicos que podrían descuidar fácilmente si se limitasen a un análisis muy abstracto."
En la elaboración de un escenario futuro, la pregunta clave es:

Identificación de las áreas de interés, período de tiempo que cubrirán los escenarios, recursos de información que se necesitarán, y similares. ¿Cuáles elementos o factores se perciben que serán determinantes en el comportamiento futuro del entorno? Para cada una de las variables clave es necesario estimar cuáles van a ser sus comportamientos posibles en el futuro. Una vez identificadas las variables clave y sus posibles comportamientos, es necesario asignar a cada una un "valor", peso o importancia relativa, dependiendo de su incidencia en el comportamiento futuro del sector bajo análisis y, en segundo lugar, estimar la mayor o menor probabilidad de que se produzcan. Con la información anterior, se procede a la elaboración, propiamente dicha, de los escenarios. Finalmente, los escenarios deben servirle a la empresa para (a) elaborar estrategias que le permitan responder con eficacia y eficiencia a cada uno de ellos, (b) identificar los mayores riesgos potenciales que podría afrontar en el futuro, y (c) elaborar un visión de futuro para la organización que le indique en qué áreas debe centrar sus esfuerzos, cuáles son las competencias básicas que debe desarrollar, etcétera.
El ejemplo clásico es el del sector del petróleo, y todos los sectores que de él dependen, que continuamente se plantean la pregunta: "¿qué sucedería si el precio del barril de petróleo baja por debajo de los 20 dólares? ¿Qué si sube a más de 70, 80, 100 dólares?" Estos planteamientos tienen como propósito disponer de un marco de trabajo posible que permita responder a la pregunta: • •
¿Qué debería hacer la empresa en cada una de esas eventualidades? ¿Cómo debería reaccionar ante cada caso?
Se trata, en definitiva, de utilizar los diferentes escenarios para definir, por anticipado, "conjuntos de estrategias" para cada posible eventualidad, que doten a la empresa de la suficiente flexibilidad y rapidez de reacción. El método más usual para la elaboración de escenarios futuros se compone de seis pasos: véase la Figura 2.4. Desviaciones posibles Makridakis alerta sobre una serie de desviaciones que se producen con frecuencia en los procesos de elaboración de los escenarios. Es importante que quienes intervengan en dichos procesos sean claramente conscientes de la posibilidad que se produzcan con el fin de que las eviten o reduzcan al
46 mínimo su influencia. Según este autor, las principales desviaciones de las que debemos cuidarnos son las siguientes: • • • • • • • • • • •
Búsqueda constante de evidencias de apoyo para las conclusiones y opiniones proyectadas al futuro. Inconsistencia: bajo condiciones similares se llega a diferentes conclusiones. Exceso de conservadurismo. "Recentibilidad": dejarse influir por el evento más reciente. Disponibilidad: limitarse en exceso a los datos disponibles (reducir la búsqueda de información externa pertinente). "Anclaje": las primeras informaciones condicionan todo el proceso, aunque nuevos datos rebatan a las primeras. Correlaciones falsas: establecer relaciones de causa-efecto que no existen. Percepción selectiva: tendencia a analizar los problemas desde perspectivas personales muy estrechas. "Uni-causalidad": creer que los eventos tienen una única causa, y no un entramado de causas que actúan al mismo tiempo. Exceso de optimismo. PLANIFICACIÓN EN TRES NIVELES TEMPORALES __________________________________________________________________________________
1.
DOS DILEMAS DE LA PLANIFICACIÓN
En el proceso de elaboración de un plan de futuro existen dos dilemas básicos que es necesario solucionar desde un principio antes de seguir adelante. Nos referimos a las tensiones que plantean:
PRIMER DILEMA -
La necesidad de planificar a largo plazo frente a la incertidumbre que genera un entorno continuamente cambiante.
SEGUNDO DILEMA -
La necesidad de planificar a largo plazo frente a la atención que es absolutamente necesario dedicar al corto plazo.
Estas tensiones las podemos resumir en las siguientes preguntas: • • •
¿De qué forma se puede afrontar la incertidumbre que caracteriza a los cambiantes mercados actuales? ¿Cómo se concilia la incertidumbre que rodea a las empresas en la actualidad con la ineludible necesidad de trabajar en función de objetivos futuros? ¿Cómo se logra la continuidad que debe existir entre los objetivos a corto, medio y largo plazo?
Existe una forma para hacer frente a estos dilemas muy reales y es lo que se conoce como "el plan continuo en tres niveles temporales", que será el asunto central que veremos en este capítulo.

CONCEPTOS BÁSICOS
Por una parte, existe una realidad ineludible: la necesidad de que las empresas planifiquen apropiada y eficazmente sus actividades y, en especial, aquellas acciones en las que descansa la permanencia y subsistencia de la organización como tal; en especial, el desarrollo de ventajas competitivas. Esta repetida recomendación es la consecuencia de la constatación de que:
El futuro no es fruto de la casualidad, sino que es el resultado del trabajo diario que se realiza en el presente.
Cada vez cobran mayor peso y evidencias de veracidad declaraciones como las siguientes: • •
"El futuro no sólo hay que preverlo, también es necesario tener decisión para hacerlo." "Para lograr que una visión de futuro determinada se convierta en realidad, lo primero es identificarla, considerando las limitaciones y oportunidades existentes, y luego hay que trabajar en esa dirección."
Desde este punto de vista:
El futuro es una mezcla de capacidad de previsión de lo que "puede ser" y de determinación de lo que se "quiere que sea", siendo este último componente el más importante.
En este sentido, el valor práctico y efectivo de la visión de futuro no radica en el acierto que se tenga para elaborarla, ya que, en cualquier caso, pasarán años antes de que se pueda comprobar su nivel de precisión. En realidad: •
El verdadero valor de las predicciones radica en: 1. La posibilidad que ofrecen de identificar directrices y objetivos en diferentes horizontes de tiempo proyectados hacia el futuro. 2. El nivel de creencia y convicción que los propios directivos y ejecutivos máximos tengan en ellas.
57 3. Los esfuerzos que se realicen en la empresa para lograr que la visión se convierta en realidad. Si la elaboración del plan de futuro y sus aplicaciones posteriores no se realizan como resultado de la aceptación de estos principios, muy difícilmente tendrá utilidad, en especial (y precisamente), por la incertidumbre que se plantea respecto al futuro. 3.
LA PLANIFICACIÓN AYER Y HOY
Durante muchos años las empresas recurrieron a métodos de planificación que estaban basados en una premisa central: se partía de la creencia de que las condiciones en las que deberían operar las empresas en el futuro serían, en gran medida, muy parecidas a las que existían en el momento de elaborar el plan. Los planes nunca preveían cambios drásticos. Las empresas se limitaban a ser testigos de un proceso de ajuste gradual, continuo y predecible.
En consecuencia, se podía "planificar" el futuro concibiéndolo como una simple proyección del presente.
Y de ahí que gran parte de los trabajos de "previsión" del futuro se resumían en el pasado a ser una proyección de las "cifras de hoy"; y muy en especial, a una visión futura de las partidas del presupuesto de ingresos y egresos. •
Hoy en día, por el contrario, "nadie puede predecir con precisión cómo será el futuro".
En consecuencia, nadie puede elaborar previsiones numéricas más allá de un horizonte de dos o tres años con la esperanza, y mucho menos con la pretensión, de que se cumplan, a veces ni siquiera en magnitudes parecidas.
Sin embargo, esta realidad no evita que se mantenga la absoluta necesidad de que las empresas planifiquen sus operaciones a corto, medio y largo plazo.
La necesidad de la planificación en esos tres horizontes temporales tiene una razón muy sencilla (a la que nos hemos referido antes):

La competitividad futura de la empresa debe ser "construida" hoy.
Recordemos que: •

La verdadera naturaleza del pronóstico no consiste en una descripción detallada y precisa de cómo creemos que será el futuro, sino de cuáles son las "direcciones" en que podemos prever que se "moverá" ese futuro. El objetivo es el de preparar a la empresa para que esté en capacidad de adaptarse con rapidez a los cambios que, necesariamente, se producirán en las condiciones que caracterizarán los entornos de negocios que existirán en el futuro.
Estos planteamientos nos obligan a repetir una de las preguntas que hicimos inicialmente: ¿cómo se concilia la incertidumbre que rodea a las empresas en la actualidad con la ineludible necesidad de trabajar en función de objetivos futuros? Una primera respuesta a esta pregunta la encontramos en el concepto de: 4.
EL PLAN CONTINUO
Tradicionalmente, la planificación de la empresa se ha "dividido", posiblemente en exceso, en tres horizontes: a corto, a medio y a largo plazo. Nótese que nosotros mismos hemos venido utilizando esta terminología en el desarrollo de este Curso. Pero, como veremos más adelante, aunque los términos se mantengan, la solución se encuentra en la "continuidad" operativa con que se gestionen estos tres tipos de objetivo. Esas categorías de objetivos no son compartimientos estancos, realidades aisladas las unas de las otras. Muy por el contrario:
La eficaz concepción y gestión de un plan de futuro exige que los objetivos a corto, medio y largo plazo se conciban como simples etapas de un proceso continuo, no como realidades independientes.
Michael J. Kami , va a aún más lejos y señala que:

"Debemos cambiar los conceptos utilizados en la planificación para eliminar las nociones de corto plazo, medio plazo, largo plazo, planificación operativa, táctica, presupuestos, anual, quinquenal, etcétera.
•
“Todas estas funciones, a menudo ejecutadas en diferentes áreas y/o niveles de la empresa y de modo separado, deben fundirse en un esfuerzo permanente, que es lo que se conoce como planificación continua (forward planning).
•
“Este cambio es fundamental para acelerar la toma de decisiones y mantenerlas sintonizadas con el creciente nivel de cambio de los eventos que se producen en el exterior de las empresas."
El razonamiento que sustenta el concepto de planificación continua es el siguiente:
Dado que no podemos predecir con precisión numérica el futuro y que, muy posiblemente, tendremos que enfrentar un número creciente de "discontinuidades" o rupturas importantes en la evolución de un entorno que cambiará con mucha velocidad, LA PLANIFICACIÓN DEBE CONVERTIRSE EN UN SISTEMA DE ADAPTACIÓN RÁPIDA Y DE REACCIÓN INMEDIATA.
Las probabilidades de que el entorno cambie son tan grandes que no es conveniente que la empresa se auto-limite en su capacidad de reacción al atarse a planes elaborados, con excesiva precisión, a medio o largo plazo, tal y como se concebía en el pasado el proceso de planificación (y lo siguen concibiendo muchos directivos y ejecutivos máximos de empresas grandes y pequeñas). Volvemos a uno de los conceptos planteados con anterioridad:
El plan de futuro sirve para guiar el proceso de adaptación progresiva e inmediata de la empresa a los cambios que se producen (y seguirán produciéndose) en su entorno.
Comprenderemos mejor el concepto de "planificación continua" analizando las diferencias que existen entre los objetivos a corto, medio y largo plazo y el verdadero propósito estratégico y táctico de su establecimiento.

5.
EL PROBLEMA BÁSICO CON LOS TRES NIVELES DE OBJETIVOS
Muchas veces la labor de planificación se hace más compleja (o imposible cuando se plantea en términos del largo plazo) debido a que no siempre los responsables de su realización son conscientes de las diferencias que existen en la naturaleza y características de los objetivos dependiendo de que los mismos se establezcan a corto, medio y largo plazo. El principal problema radica en que durante años, sin hacer distinción alguna respecto a si se referían a metas a corto, medio o largo plazo, se ha insistido en que los "objetivos", en sentido general, debían mostrar ciertas características imprescindibles para que pudiesen ser considerados válidos y útiles como instrumentos de planificación. Así, se ha señalado infinidad de veces que los objetivos que se incluyen en un plan deben satisfacer determinados requisitos mínimos. Como ejemplo, en la lista siguiente incluimos los requisitos que plantea Morrisey (que constituye, a su vez, un resumen esquemático de lo dicho por muchos otros autores), sobre las características de los objetivos. Morrisey señala que los objetivos deben: •
Especificar un solo resultado clave a lograr.
•
Señalar una fecha límite para su consecución.
•
Determinar los factores de costes que implica el logro del objetivo.
•
Ser lo más específicos y cuantitativos posible (y, por lo tanto, fáciles de medir y controlar).
•
Ser prácticos y "alcanzables", pero, aún así, constituir un reto significativo.
•
Ser consecuentes con los recursos disponibles o anticipados y ofrecer la máxima rentabilidad sobre la inversión en comparación con otros objetivos alternativos.
•
En resumen, los objetivos deben indicar: (a) cantidades concretas, (b) períodos de ejecución específicos, y (c) productos, servicios o mercados concretos.
De acuerdo con estos criterios, en un planteamiento aparentemente lógico, si un objetivo no satisface esas características no debe ser considerado para fines de la planificación ya que es muy vago y poco práctico (no sirve como base para el desarrollo de estrategias). Esta conceptualización de los objetivos ha llevado a muchas empresas a considerar que dichos requisitos deben ser cumplidos por todos los objetivos que intervienen en el proceso de planificación, sean estos a corto, medio o a largo plazo.
61 La aceptación de estos enfoques es lo que lleva a muchos directivos y ejecutivos a afirmar que hoy en día no vale la pena planificar a medio o largo plazo; un planteamiento que no deja de tener cierta dosis de razón si se consideran las características que erróneamente se atribuyen a todos los objetivos. La forma de "romper" esta situación, que podríamos definir como un bloqueo conceptual, es analizando la verdadera función que cumplen los objetivos dependiendo del horizonte temporal con el que se establezcan y, muy especialmente, en función del "momento" en el que se producirán los resultados que se esperan alcanzar. Una vez hecha esta diferenciación, es mucho más fácil manejarlos correctamente y con la necesaria visión de continuidad. Veamos. 6.
OBJETIVOS A CORTO PLAZO
Los objetivos a corto plazo son, como es bien sabido, los que se refieren a logros que repercutirán, usualmente en términos financieros, en el año que corresponde al período de planificación que se esté realizando. Son los objetivos con los que los directivos y ejecutivos están más familiarizados. Por ejemplo: • • • • • • • • • • •
Alcanzar unas ventas de XXX decenas o cientos de millones de dólares (cifra que se transcribe, luego, en el presupuesto para el año de la empresa). Obtener unos beneficios de X millones de dólares. Incrementar el número de clientes en un X por ciento. Reducir los costes de producción en un X por ciento y los administrativos en un Y por ciento. Incrementar la penetración de mercado del producto ABC en un X por ciento. Elevar la rentabilidad de las zonas de ventas A, B y C en un cinco por ciento. Lograr que la sucursal No. XX cierre el año, por primera vez, con beneficios. Aumentar la participación de mercado del producto Y en un seis por ciento. Establecer tres nuevos distribuidores en la zona D. Incrementar en un 20 por ciento el conocimiento de marca de los productos o servicios de la empresa. Y similares.
En los objetivos a corto plazo se deben cumplir, en su totalidad, los requisitos que vimos antes (señalados por Morrisey), dado que este tipo de objetivo debe ser controlado de forma muy directa y precisa. Estos objetivos pueden, en algunos casos, traspasar el período de un año si se trata de proyectos de mayor envergadura (por ejemplo, lanzamiento de un producto nuevo).
62 Antes de cerrar este breve comentario sobre los objetivos a corto plazo, debemos hacerle una advertencia a los responsables de establecerlos: no olviden nunca la vieja sentencia que señala que:
Toda carrera, por más larga que sea, comienza con un primer paso.
Incluso una maratón, una carrera de algo más de cuarenta kilómetros, comienza con un primer paso. No existe otra forma de llegar a esa tan lejana meta. ¿Qué queremos decir con esto? Que si usted pretende que la visión de futuro se convierta en una realidad, debe poner "la primera piedra", comenzar a trabajar en ella, en el corto plazo y que:
Los objetivos que establezca a corto plazo (a un año) deben ser coherentes con esa meta, por muy lejana que a usted le parezca.
7.
OBJETIVOS A MEDIO PLAZO
Una empresa no puede limitar su horizonte de planificación sólo a los próximos doce meses (el corto plazo). Debe, necesariamente pensar más allá dado que, salvo casos excepcionales, las empresas se establecen para existir durante muchos años (décadas y, quizá, siglos). Ahora bien, tal y como hemos señalado, los objetivos a corto plazo deben ser debidamente cuantificados. Pero, también indicamos que, dadas las actuales condiciones de incertidumbre del entorno y los mercados, en estos momentos es prácticamente imposible realizar previsiones cuantitativas a más de dos o tres años: nadie puede garantizar su cumplimiento. Entonces: •
¿En qué tipo de objetivos debemos, pues, pensar cuando proyectamos el futuro de la empresa más allá del breve período de un año?
Desde el punto de vista del plan de futuro:
Los objetivos a medio plazo son aquellos cuyos resultados le permitirán a la empresa seguir siendo competitiva en un lapso de dos, tres a cinco años.
63 Como podemos ver, no se trata de planificar numéricamente el futuro a medio plazo, se trata, fundamentalmente, de, IMPORTANTE:
Prever las condiciones que garantizarán la competitividad futura de la organización con el fin de que no pierda las posiciones de mercado alcanzadas hasta el momento.
Ejemplos de este tipo de objetivo son: • • • • • • • • • • •
Desarrollo de un programa de lanzamientos de nuevos productos o servicios o de un plan de ampliación de las actuales líneas de productos o servicios. Penetración de nuevas zonas, segmentos o mercados. Programas para acortar el tiempo requerido para desarrollar y colocar un nuevo producto en el mercado. Planes para la mejora continua de la calidad. Consolidación de los niveles de lealtad de la clientela. Actividades dirigidas a mejorar las habilidades y cualidades del personal. Introducción de nuevos sistemas operativos que harán que la empresa sea más eficaz y eficiente. Apertura y consolidación de nuevos canales de distribución. Ampliación de la red de distribución propia (por ejemplo, nuevas delegaciones o sucursales). Programas para elevar los niveles de satisfacción de los consumidores y/o clientes. Y similares.
Es obvio que en estos casos, las acciones que se ejecuten en el momento no repercutirán de manera inmediata en los resultados financieros de la empresa: pueden pasar, incluso, años antes de que los nuevos productos, los nuevos mercados, las nuevas sucursales, la nuevas habilidades del personal de ventas, etcétera, incidan de forma positiva en los niveles de rentabilidad de la empresa. Pero este tipo de objetivo sí incide, de forma importante, en la creación de ventajas competitivas futuras (que es el objetivo final de todo plan de futuro). Posiblemente, la característica fundamental de este tipo de objetivos es que se plantean como propósito:
La creación o consolidación de ventajas competitivas capaces de fortalecer la posición de la empresa con miras al futuro a medio plazo.

Como es lógico, este tipo de objetivos implica el uso de mayores y mejores recursos de previsión y la explotación de las habilidades requeridas para desarrollar una visión de futuro a medio plazo lo más precisa posible. Repitiendo, en parte y por su importancia, conceptos señalados antes, se trata de generar la capacidad en los directivos y ejecutivos para:
Primero
Prever cuál será el escenario competitivo al que tendrá que enfrentarse la empresa a medio plazo.
Segundo
Determinar (en ese escenario futuro) en cuáles factores de ventaja competitiva deberán centrarse los esfuerzos de la empresa.
Esta distinción es importante dado que, como es obvio, una empresa puede sustentar sus posiciones futuras en distintos factores de ventajas competitivas (calidad, diferenciación, precio, fortalecer su posición en "nichos" de mercado seleccionados, innovaciones tecnológicas, etcétera). En algunos casos, los objetivos a medio plazo pueden estar acompañados de metas cuantitativas (volúmenes de ventas, participación de mercado, rentabilidad, etcétera), pero este no es el aspecto principal: lo fundamental es determinar: •
¿Qué debemos hacer para alcanzar determinadas ventajas competitivas a medio plazo?
En el caso de los objetivos a medio plazo:
Lo importante no es el "cuánto", sino el "qué".

OBJETIVOS A LARGO PLAZO
Pero, después de cumplir el muy importante paso de fijar los objetivos a medio plazo (la competitividad futura de la empresa depende de ellos), también es necesario prever qué pensamos que sucederá más allá de los próximos dos a cinco años.

Los objetivos a largo plazo son los que permiten responder a una pregunta clave: ¿cómo pensamos que deberá ser nuestra empresa dentro de cinco a diez años?
Como podrá rápidamente deducir el lector, a lo que llamamos objetivos a largo plazo es, precisamente, a la visión de futuro de la empresa. Esto nos lleva, en consecuencia, a otra pregunta: ¿qué es lo que se debe "planificar" a largo plazo? A este respecto, Giorgio Merli, señala que: "Los japoneses afirman que planifican sus empresas con un horizonte de diez a once años. ¿Cómo lo hacen? Con certeza no planifican, en números, el comportamiento de la organización ¡durante los próximos diez años! En su lugar, ellos planifican su 'sistema de creencias'. Las llaman 'políticas a largo plazo'. El hecho de que esas políticas sean o no capaces de mejorar los resultados económicos de la empresa no se puede demostrar matemáticamente, pero los directivos japoneses saben que sí lo harán, 'creen' en ellas." De eso se trata. Más allá de cinco años es totalmente imposible pensar en términos cuantitativos y de hacerse se trataría, más que de un verdadero proceso de planificación estratégica, de una proyección, más o menos lógica, de los presupuestos actuales. Pero sí es posible pensar en términos de características funcionales deseadas para la empresa a largo plazo, siempre con miras al desarrollo y consolidación de ventajas competitivas futuras. En la Capítulo 2 de este Curso (punto 3) ofrecimos algunos ejemplos sobre cómo podría ser esa visión (o "políticas a largo plazo", según los japoneses). He aquí otros posibles ejemplos de este tipo de objetivo:
•
Alcanzar los niveles máximos de satisfacción de los consumidores o clientes. Alcanzar el liderazgo tecnológico por medio de continuas innovaciones en los productos. Reconvertir por completo la empresa para participar en otros mercados o segmentos completamente diferentes a los actuales. Convertir la empresa en una organización altamente flexible, capaz de reaccionar con extrema rapidez a los cambios del entorno. Re-estructurar la relación empresa-mercado para consolidar la posición de la empresa en unos

pocos "nichos" muy bien servidos y defendidos. Y similares.

De estos ejemplos podemos sacar algunas conclusiones. En primer lugar, es obvio que este tipo de objetivos no se alcanzan en su totalidad en un período inferior a los cinco años dado que se sustentan, más que en los recursos y habilidades actuales, en el desarrollo de las capacidades, actitudes y enfoques de gestión que es necesario que sean dominados y compartidos por el personal; es decir, dependen del desarrollo de una adecuada cultura de empresa. En segundo lugar, a pesar de que sus resultados repercutirán en la rentabilidad de la empresa a largo plazo, es necesario comenzar a trabajar en ellos desde ahora. Tal y como señalan Hamel y Prahalad en su reciente Curso titulado Compitiendo por el futuro: "Una empresa debe concebirse no sólo como un portafolio de productos o servicios, sino, además, como una cartera de competencias. Son muchos los peligros que corre una empresa que es incapaz de concebirse a sí misma y a sus competidores en función de las capacidades, habilidades y competencias esenciales." En otras palabras, si estamos seguros respecto a cómo deseamos que sea la empresa dentro de cinco a diez años (la visión de futuro), es necesario planificar, desde este momento, el desarrollo de las capacidades humanas que permitirán conducir, en el futuro, la organización por las sendas que deseamos. Esto así por dos razones. En primer lugar, porque:
No podemos pretender que el o los mercados en los que opera la empresa y/o el o los competidores con los que comparte esos mercados sean dentro de cinco a diez años iguales a como son hoy.
En segundo lugar, porque:
Tampoco se puede pretender que "el mercado se detenga" y que los competidores "se congelen", y esperen hasta que podamos desarrollar las habilidades que nos permitan competir mejor; debemos anticiparnos al mercado que existirá en el futuro.

Se expresan en términos de características funcionales deseadas para la empresa a largo plazo (constituyen la visión de futuro, las "políticas" de los japoneses). Condicionan y determinan los:
OBJETIVOS A MEDIO PLAZO Son aquellos cuyos resultados le permitirán a la empresa seguir siendo competitiva en un lapso de dos, tres a cinco años. Condicionan y determinan los:
OBJETIVOS A CORTO PLAZO Se refieren a logros que repercutirán, usualmente en términos financieros, en el año que corresponde al período de planificación que se esté realizando.
En otras palabras, como también señala Merli: Los objetivos a largo plazo definen "la que consideramos que será una empresa ganadora en el futuro. Usualmente se expresan como un 'estado deseado', que se define por medio de principios, políticas y tipos de organización, que actúan como directrices y guías de las capacidades operativas futuras de la empresa". 9.
EN RESUMEN
Condensando cuando hemos dicho hasta ahora sobre los niveles temporales de objetivos, obtenemos un esquema como el que mostramos en la Figura 3.1. Ahora bien, una vez definida y explicada la verdadera naturaleza y propósitos de los objetivos a corto, medio y largo plazo, debemos contestar a otra pregunta:

¿Cómo se logra la necesaria continuidad entre objetivos de distinta naturaleza y con propósitos estratégicos diferentes? LA GESTIÓN CONTINUA DE LOS OBJETIVOS
Antes de nada, un concepto fundamental y básico que define, con bastante precisión, el objetivo central de la planificación continua es el siguiente:
La gestión realmente eficaz de los objetivos es la que es capaz de garantizar los más altos niveles de rentabilidad a corto plazo pero que, al mismo tiempo, asegure el desarrollo y la consolidación de las posiciones competitivas de la empresa a medio y largo plazo.
Para lograr lo anterior es necesario que los objetivos que se incluyan en el plan y su gestión global cumplan cuatro requisitos básicos: •
Coherencia.
•
Multitemporalidad.
•
Equilibrio.
•
Consistencia.
Veamos. Coherencia
El establecimiento de los objetivos a corto plazo debe hacerse en función de los propósitos que pretende alcanzar la empresa a medio plazo y estos, a su vez, deben ser un derivado de los objetivos a largo plazo.
En la práctica de la planificación, cada uno de los grupos de objetivos se plasma en un documento diferente.

Los objetivos a largo plazo se incluyen en un documento usualmente conocido como Visión de futuro y políticas de la empresa. Los objetivos a medio plazo se plasman en El Plan Estratégico. Y, finalmente, los objetivos a corto plazo aparecen en los se conocen como Planes de Negocios, que pueden ser, incluso, elaborados por separado para la distintas áreas de la empresa: plan de marketing, plan financiero, plan de producción, etcétera.
Esto se hace con fines prácticos ya que se asume que los objetivos a largo plazo (la visión de futuro, las políticas) variarán muy poco en un período de algunos años. Los planes estratégicos, por el contrario, están llamados a variar con mayor celeridad mientras que, finalmente, los planes de negocios (corto plazo), por definición, deben modificarse cada año.
Lo importante es que, aunque se plasmen en documentos diferentes, los tres documentos mantengan la debida y necesaria unidad en su concepción y orientación.
Multitemporalidad La eficaz gestión de los objetivos implica que, para asegurar el éxito continuado de la empresa, es necesario:
Desarrollar las habilidades básicas necesarias para planificar e implantar AL MISMO TIEMPO planes y programas de trabajo cuyos resultados repercutirán en los tres horizontes temporales a los que nos estamos refiriendo: a corto, medio y largo plazo.
Esta condición es sumamente importante. Como señalamos antes, en excesivos casos la presión del corto plazo hace que los directivos y directivos máximos se olviden de los objetivos a largo plazo. Pero, existe otra situación tan peligrosa como la anterior (o quizás más) y es que en ocasiones:
Toda la atención de la empresa se centra en los objetivos a largo plazo y se descuidan las metas y propósitos a corto plazo.
70 Muchas empresas fracasaron por completo al tratar de alcanzar sus objetivos a largo plazo debido a que no previeron el tiempo real que necesitaban para alcanzarlos y trataron de apresurar el proceso, lo que les llevó a descuidar del todo sus operaciones diarias ("el pan de cada día").
Equilibrio Lo anterior obliga a mantener:
Una gestión que se centre en alcanzar el justo equilibrio entre los esfuerzos y recursos que se destinen al logro de cada uno de los tres grupos de objetivos.
Merli plantea varios lineamientos generales que pueden servir de guía para decidir respecto a qué grupo de objetivos se le debe asignar más esfuerzos y recursos. Los podemos resumir de la siguiente manera: •

Una empresa 'normal', que avanza por aguas tranquilas, debe preocuparse por el corto plazo, pero debería centrar sus mayores esfuerzos en tratar de mantener a medio plazo sus actuales posiciones ("sembrar para seguir cosechando"). Una empresa que afronta graves problemas a corto plazo, deben centrar sus esfuerzos en ese horizonte, pero esto no implica que deba descuidar del todo el medio plazo; si lo hace, "es muy fácil prever cuál será el futuro de la empresa: andará dando tumbos, enfrentando nuevas emergencias cada año, hasta que, finalmente, fallará todo el sistema y sobrevendrá el colapso final". Finalmente, las empresas que son muy rentables y detentan una sólida posición de liderazgo, pueden "con certeza, darse el lujo de pensar más en el futuro que en el presente, mientras mantienen la posición de líder durante cinco o seis años".
Posiblemente, el enfoque más correcto es el que sigue Xerox que, de acuerdo con lo que declara su presidente, David T. Kearns, planifica sus actividades considerando un objetivo importante para el corto plazo, otra meta básica para el medio plazo y algunas directrices clave para el largo plazo. Por ejemplo, en 1992, los objetivos que se fijó Xerox fueron: • •
A corto plazo: rentabilidad sobre la inversión. A medio plazo: participación de mercado.
•
A largo plazo: satisfacción de los clientes y empleados.
71 Consistencia Finalmente, si se pretenden alcanzar objetivos a largo plazo:
Es necesario implantar acciones que mantengan la misma orientación estratégica durante varios períodos consecutivos.
En otras palabras, después del primer paso en el maratón, es necesario seguir corriendo en la misma dirección, con la meta siempre fija en la mente. 11.
IMPLANTACIÓN: ERRORES Y CAUSAS DE FRACASO
En el Anexo 4 incluimos una serie de recomendaciones, modelos y otros textos que pueden ser de utilidad al lector en el momento de proceder a la implantación práctica del plan de futuro. (No deje de leer ese material.) Sin embargo, no podemos concluir este Curso sin señalar una serie de errores que se cometen en el proceso de planificación e implantación que pueden fácilmente, si no se toman en seria consideración, al fracaso del mismo. Existe un alto nivel de consenso respecto a que los principales errores que se cometen en el proceso de planificación e implantación se pueden resumir de la siguiente manera: • • • • • •
Dedicar excesivo tiempo a la descripción de la empresa en lugar de analizar en profundidad el mercado, la competencia y la posición competitiva de la empresa. No incluir en la planificación a corto plazo objetivos susceptibles de ser medidos y controlados (son “deseos” o “sueños”, pero no objetivos). Insuficiente análisis y evaluación el mercado en todas sus dimensiones y matices. Las previsiones financieras no toman en consideración factores como fluctuaciones, inflación, problemas monetarios, etcétera. Ausencia de verdadera implicación, en especial por parte de los altos niveles de mando, en el proceso de planificación. Ausencia de grandes objetivos que requieran el esfuerzo conjunto de toda la organización: la planificación no pasa de ser una colección de objetivos y estrategias sectoriales suministrados por cada una de las áreas operativas.

No se aplica un sistema único de planificación a nivel de toda la organización; hay tantos sistemas y enfoques como “cabezas” de áreas existan; bajo esas condiciones la comunicación es imposible y la implicación de todo el personal se hace muy cuesta arriba. No existen “campeones” del proceso que conduzcan a todas las áreas de la empresa hacia un fin común; en casos más agraves, no existe una figura en la empresa que se reconozca como responsable por el proceso de planificación. Incapacidad de los niveles de mando para ver los grandes objetivos de la organización debido a que se encuentran “atrapados” por las presiones del trabajo diario (cuando se les habla de planificación, responden: “no tengo tiempo para eso, que lo haga otro”). Se procede a la planificación sin antes haber definido y descrito con suficiente precisión la visión, misión y los valores que han a determinar el curso futuro de la empresa. Los objetivos son tan “visionarios” que no permiten el desarrollo de estrategias concretas para su logro. No se realiza un análisis suficientemente adecuado de la información recopilada durante las primeras fases del proceso de planificación; también a este respecto existe un alto nivel de consenso en relación a que las áreas clave de análisis son las siguientes: -

Ventas y sus tendencias. Niveles de satisfacción de los consumidores, usuarios o clientes y sus tendencias. Los competidores y sus actuaciones previstas. Tendencias tecnológicas. Situación y tendencias de los proveedores de productos y servicios de la empresa. Ventajas competitivas clave de la empresa: existentes y potenciales. Competencias, habilidades y capacidades a desarrollar por la empresa para poder alcanzar los objetivos. Situación financiera y sus tendencias.
Durante la implantación de la planificación, falta de seguimiento y control del cumplimiento de las metas establecidas (si nadie se ocupa de dar seguimiento al plan, el personal considerará que el mismo no es importante). Continuas tomas de decisiones al margen de los establecido en la planificación y, muchas veces, en contra de lo establecido en la misma.
Posiblemente el lector conocerá (o habrá vivido) otros errores tan devastadores como los anteriores. Favor de incluirlos en la lista anterior. RECORDATORIO FINAL

LA PLANIFICACIÓN ES UNA REALIDAD COTIDIANA DE LAS EMPRESAS __________________________________________________________________________________ Queramos o no, la propia gestión de una empresa constituye un ejercicio permanente de anticipación de lo que va a suceder en el futuro. En la mayoría de los casos, esa anticipación o previsión se hace de manera automática, casi de forma inconsciente. Usualmente no nos damos cuenta de que estamos continuamente planificando porque:
•
No seguimos un proceso formal.
•
Tomamos las decisiones sólo como una repetición de las decisiones que fueron acertadas en el pasado.
•
Mantenemos una visión a muy corto plazo de nuestras empresas y creemos que prever lo que va a suceder en los próximos meses no es planificar.
Pero, en realidad, la gestión de cualquier empresa, incluso la más pequeña, implica un proceso continuo de anticiparse a lo que se espera que se producirá en el futuro. Es decir:
•
"Hacer algo con antelación, de modo que las necesidades futuras puedan ser satisfechas a su debido momento y en el lugar en que se produzcan." (Makridakis)
Por ejemplo:
•
Hacer un pedido de productos que nos entregarán en las semanas o meses siguientes para atender las necesidades muy propias de una determinada situación esperada.
•
Planificar la ampliación o remodelación de la empresa para atender el incremento de la demanda que prevemos se producirá en el futuro.
•
Prever los distintos elementos que necesitaremos para fabricar un nuevo producto o lanzar al mercado un nuevo servicio.
•
Prever la necesaria dotación de efectivo que nos permita hacer frente a los compromisos que se vencerán, incluso, en ese mismo mes.
•
Etcétera.

NINGUNA EMPRESA PUEDE OPERAR CON BASE EN LA IMPROVISACIÓN PERMANENTE, DÍA TRAS DÍA, DE SUS ACTIVIDADES.
Más aún, cualquier decisión que se tome en la empresa, aunque parezca ser la menos importante, implica, primero, que se haga un diagnóstico (aunque sea superficial) de la situación; segundo, que se elabore, aunque sea mentalmente, un pronóstico de lo que se espera que suceda en el futuro si se toma o no una determinada decisión y estimar lo que puede suceder dependiendo de cuál sea la decisión que se adopte; y tercero, que se analicen diferentes alternativas de acción y se elija una, la que se considere la más apropiada. Si debo, quiéralo o no, planificar hasta los aspectos menos importantes de la empresa, ¿por que no debería planificar sus aspectos más vitales y cruciales?

Introducción
Cuando se afronta un proceso tan importante para la empresa como lo es la planificación, el directivo o directivo máximo debe mantener la "cabeza muy fría", analizar todos los hechos de forma objetiva y:
PREOCUPARSE CONSCIENTEMENTE POR EVITAR QUE SUS PENSAMIENTOS Y JUICIOS SEAN CONTAMINADOS POR LOS PREJUICIOS.
El Diccionario de la Real Academia Española de la Lengua define "prejuicio" como "acción de prejuzgar" y a esta última como: "Juzgar las cosas antes del tiempo oportuno o sin tener de ellas cabal conocimiento."
El mismo diccionario también señala que prejuicio "se aplica a una idea pre-
concebida que se aparta de la exacta o buena". En términos prácticos, nótese que la palabra "prejuicio" se puede descomponer en dos parte: "pre", que quiere decir "antes", y "juicio". Es decir que, en sentido práctico, prejuicio quiere decir "juicio que se emite antes de conocer todos los detalles del asunto estudiado". 2.
Efectos negativos
Es lógico concluir, después de ver estas definiciones, que los prejuicios pueden provocar severas alteraciones de los procesos racionales que deben caracterizar la gestión de una empresa y, muy especialmente, la toma de decisiones que implica el proceso de planificación. Se ha dicho, con razón, que:

81 Otro de los problemas que plantean los prejuicios es que son fundamentalmente emocionales, no racionales, y en consecuencia, es difícil rebatirlos o neutralizarlos recurriendo a razonamientos lógicos. Además, cuando una decisión se ha tomado con base en un prejuicio y resulta equivocada, a la persona que la adoptó se le hace muy cuesta arriba aceptar su error. No sucede lo mismo cuando la decisión ha sido fruto de un proceso racional ya que se puede determinar con facilidad en qué paso de la secuencia se produjo el error que alteró la decisión final. 3.
Actitud ante los prejuicios
La única forma de afrontar los prejuicios es que la persona que los posea reconozca internamente esta realidad y haga un esfuerzo consciente para evitar que los mismos contaminen o distorsionen sus decisiones.
Nótese que NADIE escapa a la influencia negativa de los prejuicios. Todos somos víctimas de una serie de prejuicios que están fuertemente arraigados en nuestra estructura cultural. Los prejuicios forman parte de nosotros e influyen en nuestro juicio en todos los ámbitos de nuestras vidas. Algunas personas creen que el concepto de prejuicio se limita a ciertas áreas muy específicas de la convivencia social (por ejemplo, prejuicios raciales, religiosos, xenófobos, nacionalismos extremos, etcétera). Pero, la verdad es que diferentes tipos de prejuicios condicionan nuestro comportamiento en los diferentes ámbitos o esferas de vida en los que actuamos. En consecuencia:
Dado que es muy difícil eliminar por completo los prejuicios, lo importante es que seamos capaces de identificarlos, aislarlos y neutralizarlos cuando debemos tomar una decisión importante.
Veamos a continuación los doce principales tipos de prejuicios que, de acuerdo con los estudios y experiencias de Makridakis, pueden afectar y sesgar las decisiones que adoptan las personas cuando ejercen sus responsabilidades como directivos o ejecutivos de una empresa. Son los siguientes:

Basarse en la "primera memoria".

Anclaje en la primera información obtenida.

Subestimar la incertidumbre.
Veamos cada uno de ellos por separado. 4.
Búsqueda de datos que justifiquen del pre-juicio
Algunas personas se precian de que son capaces de tomar decisiones con mucha rapidez. La mayoría de las veces, esas decisiones son fruto de un pre-juicio (evaluar una situación antes de conocer todos sus detalles).
Otras veces, la decisión es fruto de la experiencia y consiste en repetir las mismas
decisiones que se tomaron en el pasado sin considerar si la situación actual es exactamente la misma que la que se presentó, una o más veces, en el pasado (una trampa peligrosa: usualmente, el pasado no se repite de forma tan exacta). Luego que adoptan una decisión condicionada por un prejuicio o con base (sólo) en la experiencia, usualmente las personas que las toman se ven en la necesidad de "racionalizar" su juicio y, en consecuencia, se dedican a buscar datos, eventos, situaciones, que justifiquen la decisión tomada. Es lo que se conoce como justificación a posteriori de una decisión. En otras palabras:
Las personas buscan la información o eventos que les sirven para sustentar (y defender, si es necesario) la decisión ya tomada.
83 La mayoría de las veces esta situación se produce antes de que las personas expresen su decisión. Ante un problema, la persona toma una decisión de inmediato (ya sabe lo que va a hacer antes de analizar en profundidad la situación), pero no expresa su convicción y procura reunir la información que avale la opción que ha elegido, incluso pasando por alto información relevante cuyas conclusiones le obligarían a modificar o rechazar por completo su punto de vista anterior. Luego de reunida la información que le es útil, expresa su decisión y los datos o eventos que la justifican. 5.
Inconsistencia
Con excesiva frecuencia, las personas tienden a adoptar decisiones diferentes ante situaciones similares. En otras palabras, las personas cambian de opinión sin que exista nada que lo justifique. En apariencia, las personas tratan, de forma inconsciente, de escapar de la rutina: no son capaces o no desean aplicar los mismos criterios ante decisiones similares. Para Makridakis, algunas de las razones que inducen a este tipo de comportamiento "inconsistente o inconsecuente" son:

Olvido de los criterios utilizados con anterioridad.
•
Cambios de humor transitorio.
•
Aburrimiento, se trata de intentar algo diferente.
•
Creer, erróneamente, que han cambiado las condiciones que caracterizan la decisión. Rechazo al cambio
A pesar de que se dispone de información nueva, que justificaría un cambio de criterios y actitudes, las personas se aferran (de forma poco ilógica) a los criterios que han venido utilizando. Cuando esta actitud se adopta ante situaciones que claramente han cambiado se corre un riesgo muy alto de:
Solucionar los problemas actuales aplicando criterios pertenecientes al pasado: la probabilidad de cometer un error aumenta de forma exponencial.

Atracción por la novedad
84 "Los acontecimientos más recientes predominan sobre los menos recientes, que son minimizados o ignorados" (Makridakis). Esta situación se produce con frecuencia cuando la empresa debe afrontar situaciones convulsas (internas o externas), cambios acelerados o situaciones de cierta gravedad e incertidumbre. El problema radica en que se pierde de vista la secuencia de "causas y efectos" que han llevado a la situación actual.
Todo hecho presente es el resultado de una serie de eventos pasados. Cuando se
pierde de vista esa secuencia, y la atención se centra sólo en los hechos más recientes, se corre el riesgo de desconocer cuales son las causas verdaderas de la situación que se afronta y, en consecuencia, se dificulta su solución y la toma de decisiones eficaces. Incluso, muchas veces se pierde de vista que toda actividad empresarial está sujeta a ciclos. Si sólo vemos una parte de ese ciclo (la bajada o subida más reciente), podemos llegar a conclusiones erradas. 8.
Basarse en la "primera memoria"
En demasiadas ocasiones tomamos decisiones con base en la información que primero nos viene a la cabeza, la que tenemos en la llamada "primera memoria", sin ahondar en una búsqueda más amplia de información adicional que puede ser valiosa. Esta actitud, como es lógico, limita el caudal de información que se utiliza lo que, a su vez, incrementa las probabilidades de cometer errores: cuanto menos se sabe de algo, más difícil es tomar la decisión acertada. 9.
Anclaje en la primera información obtenida
Otra actitud que puede alterar seriamente la toma de decisiones es aferrarse en exceso a la primera información obtenida y basar la decisión sólo en esos datos, sin tomarse el tiempo necesario para ampliar las bases que permitirán adoptar una decisión mejor sustentada. Como es lógico, esta actitud reduce, de forma importante, la objetividad de la decisión. 10.
Correlaciones irreales
Uno de los prejuicios que surgen con mayor frecuencia en los procesos de toma de decisiones empresariales es la de atribuir una "relación causa-efecto" a eventos entre los que no existe una verdadera relación de "causalidad".
Por ejemplo, aceptar que "las ventas están bajando porque la
economía está en crisis", sin investigar si la caída de las ventas se debe a un descenso de la
85 productividad de la red de ventas, a actividades que está realizando la competencia, a cambios importantes en las preferencias de los consumidores o clientes, etcétera. 11.
Percepción selectiva
Cada uno de nosotros posee lo que se denomina "filtro cultural". Nuestra infancia, la educación que recibimos, nuestras experiencias, la influencia de otras personas, los valores en los que creemos, las creencias que tenemos fuertemente enraizadas (incluso, en nuestro inconsciente), etcétera, van condicionando nuestra "forma de ver el mundo" y nos crean un "filtro" a través del que percibimos las cosas de nuestro entorno. La experiencia nos indica que:
Diferentes personas perciben el mismo evento de muy distintas formas (el caso clásico es el de las descripciones que hacen los testigos de un delincuente).
De ahí la necesidad de que todo directivo o ejecutivo de empresa se acostumbre a compartir sus análisis y decisiones con varios de sus colaboradores: cada uno de ellos aportará su propia visión del asunto y, entre todos, será más fácil acercarse a lo que está sucediendo en realidad. 12.
Basarse en errores ocasionales
Si una decisión se fundamenta en los resultados obtenidos con una decisión anterior que era errada, se multiplican y potencian las probabilidades de que se cometan nuevos errores, incluso mayores que los anteriores. 13.
Falsa atribución de resultados
Otro prejuicio muy común puede expresarse de la siguiente forma: "Los éxitos se deben a mis habilidades como directivo o ejecutivo, los errores... a la mala suerte o a cualquier otra causa" (el gobierno, los empleados, el banco, la falta de comprensión de los acreedores, la situación internacional, etcétera).
86 El gran problema de este prejuicio es que impide ver los propios errores y, en consecuencia, la persona que lo sufre es incapaz de aprender de ellos. En otras palabras, ese tipo de persona está condenada a repetir, una y otra vez, los mismos errores. 14.
Exceso de optimismo
Cuando se desea con mucha fuerza un resultado futuro determinado, ese propio deseo contamina la percepción de la realidad distorsionando el pronóstico que se hace de los posibles eventos futuros y, en consecuencia, se alteran las informaciones y los elementos que se utilizan para tomar la decisión. Esta actitud conduce, con demasiada frecuencia, a visualizar la solución con un exceso de optimismo que no guarda relación con la realidad de la situación. Como es lógico, cuanto más personalizadas e individuales sean las decisiones, mayores peligros existen de que esa distorsión se produzca y se caiga en el exceso de optimismo ("esto va a funcionar porque lo digo yo"). 12.
Subestimar la incertidumbre
Muchas veces, tal y como señala Makridakis, "el optimismo excesivo, la correlaciones irreales y la perentoria necesidad de disminuir la inquietud, hacen que se subestime" el verdadero nivel de incertidumbre que plantea el futuro. Esta actitud lleva a muchos directivos y ejecutivos de empresas a caer en la trampa de lo que podríamos definir como el:
GRAN PREJUICIO DE LA PLANIFICACIÓN: CREER QUE EL FUTURO SERÁ IGUAL AL PRESENTE.
O incluso, peor:
CREER QUE EL FUTURO SERÁ IGUAL AL PASADO.
87 El gran peligro que implica este prejuicio es que impide que los directivos y ejecutivos máximos preparen a sus empresas para esos cambios ineludibles que habrán de producirse tanto interna como externamente a la organización, con la agravante de que, cuando se producen (son inevitables, repetimos) toman a las empresas por sorpresa y, en demasiadas ocasiones, estas son incapaces de reaccionar de forma eficaz 16.
Una vía de solución
•
CUÍDESE DE LOS PREJUICIOS: Todos somos víctimas de ellos.
•
IDENTIFÍQUELOS: Determine los que pueden estar, en cada momento y en cada situación, afectando sus juicios y criterios; haga conciencia de que existen.
•
NEUTRALICE SUS EFECTOS: Si es consciente del prejuicio podrá aislarlo y evitar que distorsione sus decisiones.
No es fácil. Se requiere de un serio y profundo esfuerzo de análisis personal y una alta dosis de objetividad para verse a sí mismo con ojos imparciales. Es difícil, pero posible.

LA REVISIÓN DE LOS PLANES __________________________________________________________________________________
En términos generales, una eficaz revisión de los planes debe cumplir las siguientes condiciones:
•
Realizada de forma regular, cumpliendo un calendario debidamente fijado de revisiones periódicas.
•
Realizada de forma honesta, sin maquillajes ni subterfugios.
•
Basada en datos y hechos reales, no en opiniones o, lo que es peor, en anécdotas.
•
Realizada en una atmósfera de mutua comprensión y apoyo (no es un juicio para condenar a nadie: no se buscan culpables, se buscan soluciones).
•
Se revisan primero los datos básicos del negocio (objetivos a corto plazo); luego se analizan los objetivos a medio y largo plazo.
•
Proporciona una evaluación razonable de las reacciones de la competencia.
•
Suministra datos que permitan medir tanto el comportamiento de toda la empresa como de cada una de sus áreas operativas y las personas que las dirigen.
•
Toda la revisión se realiza en un clima dominado por dos preguntas clave: "¿Estamos cumpliendo la misión?", "¿Esto nos ayuda a convertir en realidad la visión de futuro?"
