1.0

Purpose / Scope:

The purpose of this procedure is to establish the systematic process of enhancing HSE knowledge, gaining HSE skill & competence, raising HSE behaviour of individuals/groups, and updating oneself/group, periodically and continually. This procedure also describes the basis and ways to establish requirements, modality, assessed and identified HSE Training, and Awareness needs, tools, parameters, criterions towards imparting HSE Training, and Awareness, and other requirements including resources. The principal essence of this procedure is that implementation of ‘HSE Training’ and ‘HSE Awareness’ Matrix by the Asset/Directorate Team Leaders who, being the focal point in recognizing the need of HSE training, awareness, ensuring the employees under the teams are HSE conscious. The procedure also covers Green Hat Program which is aimed particularly to impart essential HSE knowledge and skills to new employees. The scope of the procedure encompasses the sphere of all operational and functional activities, all areas, all employees, employees of all Contractors and Sub-contractors; of the Company’s business and interests. And to include job, functions, task oriented made-to-order HSE Training courses, and HSE Awareness sessions of KOC employees.

2.0

Definitions:

Awareness: Having knowledge of HSE from having observed it or been told about it. Typically and ideally, duration of a single topic awareness session does not exceed four hours Certified/Certificated HSE Training: A learning course on completion of that an official document that gives proof and details of as personal status, educational achievements, ownership, or authenticity having proficiency and a very high degree of skill in the subject (e.g. certified EMS/QMS auditor/Lead auditor) HSE Competence: Capability to do something well about HSE, especially acquired through experience and/or training; measured against a standard (identifying hazardous or dangerous conditions in the subject work, project or product) and of training employees to identify such conditions. HSE Competent Person: An individual, who is capable to do well about HSE, especially acquired through experience and/or training; measured against a standard (identifying hazardous or dangerous conditions in the subject work, project or product) and is able to train employees to identify such conditions. HSE Behavior: The characteristic temperament (e.g. but not limited to; perception, attitude etc.) and associated actions & words of a person/group, and the way in which an individual or group responds to specific set of Health, Safety and Environment conditions or that exhibited by those engaged in an HSE activity.

HSE Instructor/Tutor/Trainer: An individual who teaches/imparts knowledge-understanding and information and/or or practical skill to specific set of HSE conditions/actions either theoretically, practically or in combination of both. HSE Induction-Session: Is part of a HSE awareness activity. HSE induction is not any specific HSE issue/topic oriented. But it’s a short program for newly recruited employee(s) through which the following basic information/awareness is communicated upon joining the Company but prior to assigning of any functional responsibility: - About the Company’s HSE Organizational Structures and its functions - Company’s HSE policy, and HSE Management System - Company’s overall HSE Performance Targets and Balance Score Card - Roles and Responsibilities for the implementation of the Company’s HSE Management System. - Existence of the Company’s HSE Procedures, Standards and/or Regulations (e.g. KOC HSEMS procedure, F&S Regulations etc.) and - A brief overview about how these HSE requirements and expectations are delivered/achieved Green Hat Program: A program that will identify new KOC/Contractor’s employees, seconded personnel to KOC and visitors and impart them with General HSE Induction & Site Specific HSE & Activity Training. HSE-MS/HSE Training & Awareness Matrix: An arrangement of parts set in a cross-tabulated form (e.g. categories of topics & categories of employees) and that shows how they are interconnected. HSE Passport: A pocket book (sole purpose of use for KOC) provides identification of the employee and indicates concise information about what kind of and when the employee has attended HSE related Training, and Awareness courses/sessions. (Typically the entries therein are endorsed by the Tutor/Trainer/Instructor and/or TLs) HSE Qualified Person: Means an individual with a recognized degree or professional certificate and extensive knowledge and experience in the subject field who is capable of design, analysis, evaluation and specifications in the subject work, project or product. Seminar/Conference/Symposium: An organized meeting devoted to presentations and discussion of a specialized topic for an exchange of ideas, usually at an advanced or professional level. Typically, a single topic seminar can extend from one day and up-to a week. Skill: Proficiency, facility, or dexterity that is acquired or developed through training or experience. Training: The systematic in-depth analytical based designing of methods and media so as to enable an individual or group to learn predetermined knowledge and/or processes against predetermined objectives and apply it to a required standard. Entirely depends upon the nature of course, duration of a training session varies from four (4) hours to eighty (80) hours. Categorically a training session comprising:    

One or more Instructor/Tutor/Trainer Classroom discussion Simulated class-room practical and/or Physical field based practical Concluded with written test taken

Tradesman-functional training: The training for personnel/technician who are functioning as tradesman (E.g. Crane operator, Operator of a Generator, Operator of a mobile equipment etc.) Work-shop: Something (e.g. a piece of regulation/a protocol or a standard a treaty/ and similes ) that has been done or made in a group as part of a job or as a result of effort or activity requiring skill and contributed intellectual composition. Typically, a single topic work-shop can extend from one day and up-to a week Matrix. TIU: Training Implementation Unit, is a Strategic Training & Development Team chaired by the respective Directorate DMD and its members are the concerned Managers/Team Leaders. Control Tier: 3



CDU: Competency Development Unit, is the Support Team for the TIU chaired by Team Leader level, and its members are discipline representatives from the concerned Groups/Teams

3.0

General Requirements:

4.0

Key Responsibilities:

4.1

TIUs/CDUs: 4.1.1

4.2

Will develop annual committed HSE training /awareness action plans based on HSE Training, Awareness Matrix, employees PDPs/Business Needs and forward them to T&CD Group for implementation.

Team Leader (CD&P): 4.2.1

Will invite formal nominations of employees from the respective TIU/CDU for training/awareness courses based on pre-set action plans.

4.2.2

Will plan and schedule the training sessions (for In -Company/In-Kuwait/InHouse-KPC/External)

4.2.3

Will plan for time and financial budget for implementing above HSE Training courses

4.2.4

Will undertake activities in engaging/awarding training contracts (on the basis of evaluated and pre-qualified KOC approved list of national/international training agencies)

4.2.5

Will ensure objectives of the each HSE training course-topics is set by the training agencies/consultants in prior in coordination with the concerned Directorate/Asset HSE Teams duly approved by HSE Group

4.2.6

Will liaise in prior of training and after courses completion; with concerned Teams, Training agencies, nominated employees about `effecting the training courses including forwarding necessary travel authorization; for external training only

4.2.7

Will develop, maintain over-all HSE training, and awareness course details & information in computer system data bank and tracking (for both; first time training courses as well as refreshing courses)

4.2.8

Will fulfil requirement of repeat training of any particular course for employee(s) on the basis of formal /committed feedback obtained from the concerned TIU/CDU.

4.2.9

Will develop an exclusive common HSE Training, Awareness database format (Oracle/OTA) applicable to all Directorates. Will develop an exclusive computer system based central databank of HSE Training courses, and Awareness sessions of employees. Access authorization for making entry of employee’s HSE Training courses, and Awareness sessions shall be given to Admin Staff at CD&P Team only and provide access authorization for viewing and obtaining required reports shall be given to Admin controller or assigned training coordinator of each Group/Team.

4.2.10 Will perform the formal Assessment of overall ‘Quality of Training that will be imparted by the Training Agencies including the Agency about training program, schedule, instructors’ performances, materials, arrangements and other logistics about venue, catering, food-snacks etc. And, also will effect actions on the basis of audit/assessment of performance of Training agencies/consultants conducted by HSE Group. 4.3

Team Leader-Training Competency: 4.3.1

will liaise with concerned Groups/Teams for the purpose of imparting HSE induction Awareness to KOC newly recruited employees.

Team Leaders: (actions below are common for all TLs) 4.4.1

Will ensure that new employee(s) joining the team successfully completes Green Hat Program.

4.4.2

Will enlist names of employees who require attending ‘HSE Training courses/ Awareness Sessions/ Refreshing Sessions’ based on PDPs/Business Needs and in line with the HSE Training matrix, and plan for the same in prior.

4.4.3

Will send request of formal/committed nominations of employees for ‘HSE Training Courses’ to TIUs/CDUs for approval and to include in the annual action plans which will be submitted to T&CD Group for implementation.

4.4.4

Will ensure employees are available and inevitably attend the HSE Training courses/Awareness sessions as scheduled

4.4.5

Will update HSE training passport periodically by examining the HSE training passport and will endorse the appropriate boxes within if, such endorses are not done/missed by the Tutor/Instructor/Trainer.

4.4.6

Will plan in prior for ‘HSE Awareness sessions/HSE Refreshing sessions’ for the employees of the Team itself

4.4.7

Will send request of formal nomination of employees for ‘HSE Awareness sessions/HSE Refreshing sessions’ TL (HR-Asset Operations) or TL–HSE (Asset/Directorates) as per pre-mutual arrangements.

4.4.8

Will maintain all HSE training, and Awareness course details & information in computer system data bank through CD&P Team and tracking (for first time training courses, awareness sessions as well as refreshing courses) for the Team itself.

4.4.9

Will ensure that employee(s) are assessed (as per criteria described and explained in the following sections below under sub-clause 5.5 ‘Determining the Enhanced Level of Employees Understanding/Skill Post ‘HSE Training’) about his/her attaining knowledge, skill and understanding upon successfully completion of the each ‘HSE Training’ course. Such assessment excludes Certified/Certificated HSE Training (e.g. certified EMS/QMS auditor/Lead auditor).

Team Leaders (Controlling Projects, and Contractors): In addition to responsibilities as set above under sub-clause 4.3, they also: 4.5.1

Will ensure ”HSE training matrix-for contractors” is implemented by the Contractors (projects/service/PMC etc.).

4.5.2

Will examine periodically that “HSE Training Passport” of employees of Contractors are maintained and up-to-date

4.5.3

Will monitor implementation of Green Hat program by Contractors so as to ensure effectiveness.

Team Leaders HR (Asset Operations): In addition to responsibilities as set above under sub-clause 4.3, they also: 4.6.1

Will make budgetary provision for ‘HSE Awareness/HSE Refreshing sessions’ as required.

4.6.2

Will ensure that a plan and schedule for the ‘HSE Awareness/HSE Refreshing sessions’ is in place

Will plan and schedule for awareness roll-out sessions of HSEMS procedures

4.7.2

Will carry out initial awareness roll-out sessions of the HSEMS procedures that are newly developed

4.7.3

Will plan and schedule for international certificated/accredited training courses for KOC personnel by seeking nominations from Assets/Directorates.

4.7.4

Will make budgetary provision for certificated/accredited training courses

4.7.5

Will conduct audit/assessment on implementation of content of this HSEMS procedures (this includes on-going sessions of external agency who carries out HSE Training but for In-Kuwait only)

4.7.6

Will provide report of efficacy on overall “HSE Training, Awareness and continued Learning Process” for Management Review.

4.7.7

Will advise T&CD Group on prioritizing specific training courses/topics as per HSE Training matrix (on the basis of audit/SOC/Incidents-Near Miss Occurrence).

HSE Team (Assets/Directorates): In addition to responsibilities as set above under sub-clause 4.3, they also: 4.8.1

Will plan and schedule for “HSE Awareness, and HSEMS Awareness sessions of HSE Training Matrix, and HSEMS Awareness matrix respectively”, and extended awareness roll-out sessions of HSEMS procedures for the Assets/Directorates.

4.8.2

Will carry out “Awareness sessions” within the Asset/Directorate as per HSE Training Matrix, and Awareness Matrix.

4.8.3

Will carry out further awareness roll-out sessions within the concerned Assets/Directorate to cover rest of the relevant employees of those HSEMS procedures that are newly developed and which HSE Group-Corporate has rolled-out initially.

4.8.4

Will assist Asset/Directorate Team Leaders in carrying out that; employee(s) are assessed (as described and explained in the following sections below in subclause 5.5) about his/her attaining knowledge, skill and understanding upon successfully completion of the each HSE Training course.

4.8.5

Will support Controlling Teams within the Asset / Directorate in implementing Green Hat Program as outlined in Appendix 5 ‘Green Hat Program Guidelines’.

Standard Team: 4.9.1

Will identify the relevant Standards, and Recommended Practices (RPs) which address and or related to Loss Prevention, HSE: Safety-integrity issues

4.9.2

Will prepare a tabulated format interconnecting (matrix) identifying user employees versus particular Standards, and RPs as identified under sub-clause 4.7.1 above

4.9.3

Prepare a plan and schedule and carry out awareness-cum- rollout sessions as per the tabulated format and will maintain a tracking system; as identified under sub-clause 4.7.1 above

4.9.4

Will seek formal nomination from concerned Teams for attending the awarenesscum- rollout sessions for the identified issues under sub-clause 4.7.1 above.

5.0

HSE Training, Awareness and Continued HSE Learning Process:

5.1

Planning & Proposition: 5.1.1

T&CD Group shall recognize HSE training courses , and awareness sessions of employees in line with the “HSE Training Matrix” for KOC Employees (please refer Appendix-1) in the used computer system (Oracle) based central databank. Authorization to access for making entry of employee’s HSE Training courses, and Awareness sessions shall be given to Admin staff in CD&P Team only.

5.1.2

Each employee shall be issued a hard copy of the ‘HSE Passport’ by the concerned Team Leaders. The employees shall fill-in the details of HSE Training courses, and Awareness sessions attended by them. The employee will require to substantiate either by obtaining the initial of the Instructor/Tutor in the HSE passport or by providing a photocopy of the certificate of the training course and/ or awareness sessions attended by them. The concerned Team Leader shall endorse such details. It will be pertinent to make entry in HSE Passport of HSE Training, Awareness, Refreshing-update sessions that have been completed/attended by an employee in the past provided it is valid and not expired.

5.1.3

CD&P Team Admin Staff shall make the entry into the computer system based central databank of HSE Training courses, and Awareness sessions of employees, timely once they receive the relevant data from the concerned Group/Team. Subsequently, such HSE passport shall be subject to update by each Team periodically preferably, every three months. TLs, Asset HSE Team, and Asset HR Team jointly, on the basis of collated information that are available in the central databank will develop yearly HSE Training plan as well as ‘three-year’ tentative look ahead plan (3 year short term) for HSE Training, and HSE Awareness courses, sessions, and refreshing sessions in prior; three months at least before beginning of the fiscal year. And will send the nominations for HSE Training courses to TIU/CDU for approval before sending to T&CD Group for implementation. Similarly, TL’s will send nominations for HSE Awareness sessions, refreshing sessions for the employees but only within their Asset/Directorate, well in advance to the respective asset/directorate HR and HSE Team well in advance. The Asset/Directorate; where no HR Team is present concerned HSE Team will be responsible for the entire process of such Awareness/refreshing sessions. The Team Leaders while preparing plan and nomination for employees shall consider the criterion as mentioned below in section 5.4.

5.1.4

Upon receiving request from CD&P Team, HR Team-HSE Team (Asset/Directorate) Team Leaders shall forward the nomination of employees to CD&P Team and HR Team nominations for HSE Training, HSE Awareness respectively.

5.1.5

CD&P Team shall finalize HSE Training program with the concerned Training Agencies/Consultants on or before March 31st irrespective to its venue either inKuwait or outside Kuwait. The deliverables expected from HSE Training Programme shall be established, documented and communicated to the Training Agencies/Consultants.

5.1.6

Team Leaders shall take into account the basis of nomination for HSE Training courses, Awareness sessions for employees of the Team the following consideration: 5.1.6.1 Employees leave plan 5.1.6.2 Due for job rotation 5.1.6.3 Duty travel for other non-HSE training courses (external) 5.1.6.4 Duty travel for job/functional related activities (such as inspection, technical review-study, market evaluation, seminar, symposium, work-shops etc). 5.1.6.5 Other non-HSE training courses In-Kuwait 5.1.6.6 Employee’s academic examinations if any

5.1.7

5.2

Tradesmen, including operator/technicians (as defined under Clause 2.0 ‘tradesman-functional training’), shall receive training for the kind of equipment they operate, from the manufacturer of the equipment/manufacturer authorized agencies.

Attending, Cancelling, Postponing of Courses/Sessions: 5.2.1

Attending a scheduled and planned HSE Training course either In-Kuwait or External /outside Kuwait by the nominated employee is must and compulsory. No employees will be allowed to cancel and/or postpone his/her training course once scheduled. However, the following situation can be considered for deviation by employee: 5.2.1.1 Under prescribed medical leave endorsed by KOC Ahmadi Hospital (or other hospital duly approved by KOC). 5.2.1.2 Under compassionate leave 5.2.1.3 Unprecedented change of schedule of academic examination (documentary evidence will be required to authenticate such case). 5.2.1.4 Legal implication of any personal nature (documentary evidence will be required to authenticate such case). 5.2.1.5 Seriously ill and/or hospitalization of immediate family member(dependent parents/wife/ husband/children (documentary evidence will be required to authenticate such case).

5.2.2

Deviation due to any reason other than as mentioned above resulted by employee will require written explanation duly endorsed by Team Leader and to be approved by Group Manager prior to forwarding to CD&P Team. Likewise, attending a scheduled and planned HSE awareness sessions and/or HSE refreshing sessions by the nominated employee is must and compulsory. No employees will be allowed to cancel his/her awareness session once scheduled but with the deviation provisions as mentioned under sub-clause 5.2.1 above. However, following the situation can be considered for postponement by employee duly approved by Team Leader, well in advance: 5.2.2.1 Where the scheduled HSE Awareness sessions/HSE refreshing sessions has repeat program in the same fiscal year and a slot is available-duly confirmed. 5.2.2.2 The employee has received HSE awareness of similar topic in the last two years

5.3

Frequency of HSE Refreshing/Update Sessions: 5.3.1

The international practice for updating/revising of standards, code of practices usually effected within three (3) to (8) eight years with additions and/or deletions. Hence, it is imperative that employees too must be aware of such update/revisions. The following basis to be considered for refreshing sessions:

5.3.1.1 Certified/Certificated HSE Training Course: Every five (5) years. However, if any certification body/institution has as an established practice of refreshing/update shall apply in such case. 5.3.1.2 HSE Training Course: Every three (3) to five (5) years 5.3.1.3 HSE Awareness Sessions: Every three (3) years. However, frequency of awareness sessions could be as low as one (1) year if, any procedure, standards or regulation is updated and revised with so vital information; absence of such information to employee(s) could lead to exposure to imminent hazard. 5.4

Nomination of Employees: 5.4.1

The basis of nomination of employees for participating in HSE Training, Awareness and Continued Learning process shall be the following: 5.4.1.1 Employees PDP (this is applicable to HSE Personnel only) 5.4.1.2 The HSE Training Matrix, HSEMS Procedure Awareness Matrix 5.4.1.3 Formal circular and advice of M- HSE Group, corporate 5.4.1.4 Ad-hoc requirement of any current job functioning as deemed necessary so and as per request of TL, duly approved by Manager of the Group and endorsed from the respective TIU/CDU 5.4.1.5 Employee Refresher training/awareness requirement approved by the respective TIU/CDU

5.5

Determining the Enhanced Level of Employees Understanding/Skill Post ‘HSE Training’: 5.5.1

Once an employee attends a HSE Training either In-Kuwait or External (outside Kuwait) the employee shall demonstrate that the “HSE Training” has enhanced his/her level of understanding, skill and competence. The following basis, criteria and activities shall be taken up by each employee. This criteria does not apply in the case of the employee’s “certified/Certificated HSE Training” courses. The purpose of this aspect is to ensure that the employees; whom the Management is providing training, awareness etc. either In -Kuwait or External /outside Kuwait is/are sincerely, diligently and fully attending the entire training course thereby, gaining knowledge: 5.5.1.1 The employee shall prepare within forty five (45) working days from the date of completion of the ‘HSE Training’ session; a ‘write-up paper’ describing the overall content of the subject. In the same sectional order of the HSE Training subject. 5.5.1.2 The employee must be able to describe in the ‘write-up paper’ one or more but not less than one (1) key aspect of each section of the ‘HSE Training’ subject that, he/she gained the understanding, and skill which until he/she was not aware of (partially or fully). 5.5.1.3 The employee must be able to indicate in the ‘write-up paper’ which area of his/her activities in the functioning of the Team these ‘gained’ understanding could be applied. 5.5.1.4 The employee must be able to present the content of in the ‘write-up paper’ in PP (MS- Power Point) presentation for other audience. 5.5.1.5 If a ‘HSE Training’ is participated by multiple employees of the same Team then such ‘write-up paper’ as well as the presentation could jointly be done. However, each employee will still be required to describe individually about what are the key aspect of each section of the ‘HSE Training’ subject that, he/she gained the understanding, skill which until he/she was not aware of and which area of his/her activities in the functioning of the Team these ‘gained’ understanding could be applied.

5.6

5.5.2

The Team Leader/employee’s Superior shall review the ‘write-up paper’ as part of subjective analysis that the employee has indeed enhanced knowledge/understanding/skill and competence. If satisfied, The Team Leader/employee’s Superior shall direct the employee to plan and demonstrate formally either within the Team itself or outside the Team to make the presentation (at least one hour).

5.5.3

If the Team Leader/employee’s Superior finds dissatisfaction in case the employee failed to enhance/gain knowledge/understanding/skill on the particular ‘HSE Training’. In this situation such case shall be the subject to further discussion with the employee of his/her performance standard, as well as with CD&P for suitability of repetition.

Imparting and Managing ‘HSE Training’, ‘HSE Awareness’, and Continued HSE Learning: 5.6.1

HSE Training, Awareness, and Refreshing sessions can be imparted fully by KOC employee(s) or by hired external agency(ies). In either case particularly, for “HSE Training” the Instructor/Tutor/Trainer must fulfill the requirement as mentioned under clause 2.0: Definition above, and sub-clause 5.6.4.4 below. ‘HSE Tutor/Instructor/Trainer’. Such Tutor/Instructor/Trainer’ must have minimum ten to fifteen (10 to 15) years of teaching experience.

5.6.2

HSE Awareness, refreshing sessions can be carried out by a qualified and competent person.

5.6.3

It will be the responsibility of the Tutor/Instructor/Trainer as individual or the agency itself to determine and establish the following: 5.6.3.1 Preparation of the training course objective in consultation with HSE Group/Teams concerned 5.6.3.2 Length and duration (number of days) of training course in consultation with HSE Group/Teams concerned 5.6.3.3 Course schedule and timing in coordination with the project controlling Group/Teams 5.6.3.4 will endorse the appropriate boxes within the Participant’s HSE Training Passport only if the Participant attends the course fully. 5.6.3.5 Preparation of the course materials/hand-outs/practical’s etc. The course material shall be kept updated in line with the current valid procedure/standard/code.

5.6.4

In case ‘HSE Training’ is intended to be carried out by an ‘external agency’ the following basic aspects must be ensured: 5.6.4.1 The ‘external agency’ is an approved agency of KOC’s ‘list of approved contractors/agencies’. In case, there is no ‘list of approved contractors/agencies’ is existing in KOC for the purpose of HSE Training then, such list of approved agencies shall be established through the HSE Pre-qualification process. 5.6.4.2 The ‘external agency’ is well internationally reputed 5.6.4.3 The external agency possess minimum 10-15 years of experience in carrying out such HSE Training. 5.6.4.4 Tutor/Instructor/Trainer of the ‘external agency’ must fulfill the requirement as mentioned under clause 2.0:Definition ‘HSE Tutor/Instructor/Trainer’. experience of 2-3 years in HSE can meet this category without having a certification). 5.6.4.5 The agency itself is an entity of accredited/certified establishment by an international accreditation/certification body.

5.7

5.6.5

Concerned Team Leader(s) who control projects/contracts and services shall extend facility like allowing Contractors’ certain Key Personnel to participate in KOC conducted relevant and appropriate HSE awareness sessions only. In return those Contractors’ Key personnel shall subsequently, carry out further awareness amongst their other personnel.

5.6.6

The topics of ‘HSE Training’ in line with KOC ‘HSE Training and Awareness Matrix’ (please refer the Appendix-1) can be imparted directly or aligned as may be appropriate with various national/international standards, code of practices e.g. OSHA (Occupational Safety and Health Administration), NSC (National Safety Council) NIOSH (National Institute of Occupational Safety and Health), BSC (British Safety Council) etc.

HSE Induction Awareness: 5.7.1

All newly recruited KOC employees, Contractors’ Key Personnel, Seconded Personnel to KOC from external Consultants/Agencies must be given HSE induction awareness upon joining the Company and prior to assigning and/or deploying with functional responsibilities. (The system of; “HSE Induction for Bidders and New Contractors” is out of the purview of this procedure)

5.7.2

One single and common guidelines shall be in place which will be used for providing HSE Induction Awareness to the personnel as mentioned above under sub-clause 5.7.1

5.7.3

The HSE induction Awareness and the guideline shall be in line with the definition-2.0 as mentioned above and shall - About the Company’s HSE Organizational Structures and its functions - Company’s HSE policy, and HSE Management System - Company’s overall annual HSE Performance Targets and Balance Score Card - Roles and Responsibilities for the HSEMS implementation of the Company’s HSE Management System. - Existence of the Company’s HSE Procedures, Standards and/or Regulations (e.g. KOC HSEMS procedure, F&S Regulations etc.) and - A brief overview about how these HSE requirements and expectations are delivered/achieved

5.7.4

HSE induction Awareness to all KOC newly recruited employees will be provided by HSE Group.

5.7.5

HSE induction Awareness to Contractor’s Key Personnel, and Seconded Personnel to KOC from external Consultants/Agencies as well will be provided by concerned Teams/Controlling Teams in association with Asset/Directorate HSE Team. TL-Training Competency will liaise with concerned Groups/Teams for the purpose of imparting HSE induction Awareness to KOC newly recruited employees.

5.7.6

5.8

Green Hat Program: 5.8.1

All newly recruited KOC employees, seconded personnel to KOC from external consultants / agencies and Contractor employees shall undergo the Green Hat Program. The program comprises of HSE Induction & Site Induction processes. Employees undergoing the program will be identified by green hat. Detailed requirements pertaining to the Program are provided in Appendix 5 ‘Green Hat Program Guidelines’.

GREEN HAT PROGRAM (Guidelines)

1.0 Introduction As it is foreseen that difficulties will be encountered by new KOC/Contractor employees and Visitors during their first visit to the new location, it will definitely place them most vulnerable to the hazards around and more likely to make mistakes which may put them and others at risk. Accordingly, with KOC being committed in providing a safe working environment to all its employees, contractors and visitors, the Green Hat Program is developed to standardize process in identifying and supporting these personnel who are unfamiliar with the location, specific systems, new processes and culture as well as people in the area. 2.0 Scope This program is linked to KOC HSEMS Procedures i.e. ‘KOC.GE.028, HSE Training, Awareness & Continued HSE learning Process and KOC.GE.020, HSE Briefing Program for Visitors’ and will supplement the HSE Induction process covering the deployment and movement of New employees (KOC/Contractors) and Visitors (including VIPs & senior management) to any asset/facility of the Company whether for site visits, training, coaching and working assignment. 3.0 Objective To ensure that new employees and visitors are well equipped with appropriate HSE knowledge that will improve their skills aiming to:  Enhance awareness of the hazards and risks present in the work area and activity.  Improve personal commitment towards safe working.  Understand essential aspects for incident prevention, risk evaluation and emergency response. 4.0 Program Implementation 4.1 New KOC Employees, Contractor’s Personnel & Seconded Personnel to KOC All newly recruited KOC employees, Contractors’ Personnel; Seconded Personnel to KOC from external Consultants/Agencies must be given HSE induction awareness upon joining the Company and prior to assignment at worksite. The HSE Induction Awareness and guidelines shall be as per section 2.0 of KOC.GE.028, HSE Training, Awareness & Continued HSE learning Process, as stated; HSE Induction is part of a HSE awareness activity, it is not any specific HSE issue/topic oriented. But it’s a short program for newly recruited employee(s) through whom the following basic information/awareness is communicated upon joining the Company but prior to assigning of any functional responsibility: Control Tier: 3

About the Company’s HSE Organizational Structures and its functions. Company’s HSE policy and HSE Management System. Basic Introduction to Incident Reporting & Investigation Basic Introduction to Emergency Response and the Steps to Report to 160 Basic PPE Policy Company’s overall annual HSE Performance Targets and Balance Score Card. Roles and Responsibilities for the HSEMS implementation of the Company’s HSEMS. Existence of the Company’s HSE Procedures and Standards. A brief overview about how these HSE requirements and expectations are delivered / achieved.

4.2 Visitors On the other hand, the HSE Induction (Briefing) for visitors will be provided by the asset owner and following the guidelines as well as the HSE briefing contents of KOC.GE.020, HSE Briefing Program for Visitors. 4.3 Support of Permanent personnel (KOC/Contractors) All permanent personnel at site will also be involved in providing the support for the new employee/visitor: -

All personnel will be briefed and given clear guidance on their role in supporting new employee/visitor. A regular team member will be appointed to provide active support to each new employee/visitor during the duration of their induction or stay at the site.

5.0 HSE Induction & Site Induction Process 5.1 New Employee (KOC/Contractor) The duration process of HSE Induction & Site Induction for New employee is 60 – 90 days and steps as follows; 

Upon arrival new employee will be received and registered in the HSE Induction.



HSE induction is provided as per KOC.GE.028,HSE Training, Awareness & Continued HSE learning Process;



After completing the HSE induction, all new employees will be issued with HSE passport and green helmet.

 

An immediate supervisor will be assigned to the New employee to provide site induction (HSE and Activity Training) as per the developed modules (mentioned in section 5.5). Site induction by supervisor to be registered in HSE passport.



Supervisor to coach and continuously monitor new employees.



Supervisor evaluates adequate performance from new employees.

New employees must revert to the normal colour hat for their position on board after HSE Competency is demonstrated which is measured against a standard ((identifying hazardous or dangerous conditions in the subject work). Note: For workers/employees having 10 years & more experience the 15-30 days can be considered as an option provided a thorough evaluation is made by the supervisor on employee’s previous experience and to be documented as part of the Green Hat process for the new employee.

5.2 Identification of New employees and Visitors 

New employees: Will wear a green hat.



Visitors: Will wear a green hat with a yellow stripe

5.3 Imparting HSE Induction Awareness -

HSE induction Awareness to all KOC newly recruited employees will be provided by HSE Group.

-

HSE induction Awareness to Contractor’s Key Personnel and Seconded Personnel to KOC from external Consultants/Agencies as well will be provided by concerned Teams/Controlling Teams in association with Asset/Directorate HSE Team.

-

Contractor’s Key personnel that have completed their HSE Induction will cascade requirements of the HSE Induction Program to their New employee.

-

Contractor who takes full responsibility for HSE Induction of own personnel should provide update status to KOC Controlling Team.

-

KOC Controlling Team shall monitor the Contractor’s HSE Induction program to ensure effectiveness of its implementation.

5.4 Updating HSE Training Database -

Controlling Team will maintain the details & information in computer system data bank through CD&P Team and tracking (for first time training courses, awareness sessions as well as refreshing courses) for the Team itself.

Contractor to develop and maintain their own computer database system in recording and updating all HSE Training & Awareness for tracking and monitoring, this system can be audited by KOC at any time. 5.5 HSE Induction Modules -

The Controlling Teams with support from respective Asset HSE Teams will develop HSE Induction Modules covering both HSE induction & site induction and shall be based on the requirement and in line with the guideline (as mentioned above) on section 2.0 of KOC.GE.028, HSE Training, Awareness & Continued HSE learning Process along with its approved KOC Training Matrix for Company & Contractor’s Employees and will include as a minimum the priority HSEMS procedures to provide new employees the required HSE knowledge during their induction period. 5.6 Employees’ Performance Evaluation by Supervisor The supervisor will evaluate employee’s performance during the 60 -90 days induction period utilizing the evaluation check sheet (Attachment-B) to confirm that basic competencies are demonstrated by the worker. In case the employee failed the initial evaluation after completing the duration of the site induction, an additional 2 -3 weeks induction period focusing on the failed issues will be provided to complement the primary induction and guarantee that the employee is competent to execute his work safely and efficiently. All new employees after successful completion of the HSE and Site Induction under Green Hat program shall be monitored and assured that integral process training & competencies continues on technical skills, HSE behaviours, quality and others, ensuring all training and coaching provided is registered in their HSE passport and computer database system is updated after evaluation period after changing hat. 5.7 Audit Compliance The audits will be carried out and scheduled in the annual KOC Audit Register as a part of HSE Compliance Theme Audit on KOC.GE.028 and KOC.GE.020 to verify compliance and implementation of the program to ensure continual improvement.
