PURPOSE This manual is written to provide those Stena Drilling personnel with responsibility for drilling operations, with the specific information and procedures needed to set-up and operate the drilling unit in a drilling mode. Each well programme as prepared by an Operator may require drilling procedures of a more specific nature than those contained in this manual. Such procedures may be followed provided they are not in variance with those in this manual. Stena Drilling will be referred to as the Company throughout this manual. The procedures described in the Drilling Procedures Manual apply to all installations owned or managed by Stena Drilling, and shall be regarded as the Company's minimum requirement. Nothing in this manual is intended to constrain the freedom of the OIM/Senior Toolpusher from taking whatever action he may consider best to secure the safety of the drilling operation and its personnel. The manual is also provided to comply with government legislation and to satisfy the internal obligations of the drilling unit's owners and operators. The main objective, during all drilling operations, is to ensure that the Drilling Department operates effectively and safely. To achieve this, certain operating procedures have been adopted, and are based on the following principles: •
That all operational personnel should be adequately trained to fulfil their job description.

That all drilling unit systems are checked immediately before and periodically during use.
•
That systems should have full redundancy during all working stages of the proposed operation.
•
That the procedures adopted should take into account the limitations of the system.
•
That a full appraisal of each new worksite shall be made by key personnel prior to commencement of operations.
•
That good communications and transfer of information is maintained, at all times, between the drill floor and the other control centres.
2.0
SCOPE The scope of this manual is limited to the operational procedures required to set-up and conduct drilling operations in a safe and efficient manner on-board the drilling units. The manual should be used in conjunction with the instruction/operating manuals issued from the various suppliers/manufacturers of the rig equipment, as well as the drawings and pertinent information. All this information is to be found in the Rig Office(s) on-board. None of the procedures in this manual are intended to compromise or constrain the normal authority of the OIM to deal with any situation which may arise as he sees fit. The procedure should only be suspended in unique circumstances and, in the event that the OIM suspends a procedure, he is to record the circumstances in writing, and inform the Head Office accordingly.

RESPONSIBILITIES
3.1
Senior Rig Manager This Manual is verified by the Senior Rig Manager.
3.2
Rig Manager The Rig Manager is responsible for developing and updating the Drilling Procedures Manual, and for ensuring that the procedures are adapted to changing circumstances and developments in technology.
3.3
QA Manager QA Manager is responsible for keeping the manual up to date. Proposals for changes in this manual should be forwarded to the QA Manager.
3.4
Other Personnel Those persons holding a registered copy are responsible for inserting the revised sections into the manuals.
