INTRODUCTION
When it comes to finding a job, manpower agencies play a major role. Job seekers will often head straight to their local manpower agency when they are looking for a new job as they know that most of these agencies will find the best jobs available and will do everything possible to match them with the perfect position. The material percentage of the labor force in Tacurong City remaining unemployed encourages the establishment of a manpower agency that would facilitate in seeking jobs locally and will initiate series of skills development training to prepare job-seekers for their future employment. Private manpower agencies can either promote equal opportunities and improve transparency in the labor market or perpetuate the discriminatory practice. Through the fear of losing existing or potential clients, employment agencies might discriminate in recruitment. Nevertheless, the proposed manpower agency for temporary jobs will establish a number of measures to promote equal opportunity. These include a free line for temporary workers alleging discriminatory treatment, training for, and the obligation of staff not to accept discriminatory job requirements by employers, under threat of sanctions including dismissal. Manpower considers diversity in the workplace essential. It defines diversity as differences of race, national origin, religion, cultural background, gender, age, disability, sexual orientation and gender identity. This means promoting mutual respect and understanding between people with different personal situations and backgrounds. The proposed establishment of a manpower agency will generate opportunities for women to
engage and thrive in the workforce at a time when it was not socially acceptable for women to work outside the home and develop careers. The proposed manpower agency in the locality will mainly serve the purpose of providing not only satisfactory but excellent service to clients, implementing every client's policies and regulations and most specifically the Labor Code Law. The vision is to provide each applicant with a suitable job within the locality and employers be given the qualified personnel they need. 1. TRADE NAME
The proposed business will have a trade name of “SPERO MANPOWER AGENCY”. It is derived from the Italian term Spero meaning “I Hope”. One core reason for the existence of this business is to stimulate hope to job-seekers. The trade name Spero Manpower Agen cy will encourage everyone, “Hope, the best job awaits you”.
2. PROBLEM STATEMENT
2.1 The Need The need for a manpower agency continues to increase as workforce and the labor market in Tacurong City and neighboring municipality expands. The need has been due to a number of factors, first a rapidly changing and flexible labor market; second, constraint in the operations of public employment services; and lastly, the use of other networks for placement. This business will provide an adequate supply of well-trained labor force needed by employers venturing business in Tacurong City and other neighboring municipalities.

Generally the study aims to determine the feasibility and economic viability of establishing Touch Wellness Center in Tacurong City. 4. SIGNIFICANCE OF THE STUDY
The study for the establishment of manpower agency will help maximize the available workforce in the locality enabling local job employment for qualified applicants. The job-seekers, employers, entities and other interested parties will be greatly benefited with the manpower agency through matching skills and expertise with the appropriate job. The study will allow investors to have access to information with regard to the feasibility of putting up a manpower agency. The
proposed business is the only local manpower agency in the locality; it is indeed a help in promoting employment.
