Al J ub ail , in du st ri al ci ty and po rt ci ty in Saudi Arabia, located in Eastern Province (Ash Sharqiyah Province) on the Persian Gulf coast, 100 km northwest of Dammam. An ancient center of the Eastern Province and a caravan junction, the city of Jubail was famed for pearling. Located near the oil producing area, it was found suitable as the site of the world's largest petrochemical complex and major sea port.

As of today, Jubail is a major industrial city custom built over the last decade as a location for major primary and secondary industries including refineries, petrochemical complexes, and steel mills. A planned industrial city, Al Jubail contains an oil refinery, a steel mill and one of the world's largest desalination plants, which also generates electric power. In addition to refined oil products and steel, petrochemical products such as plastics and fertilizers are manufactured and exported. Other industries have been created to manufacture consumer goods and support the activities of the primary oil- and gas-based ventures. This large industrial complex on the Arabian Gulf, along with Yanbu, its twin on the Red Sea, stands as a symbol of the government's vision of Saudi Arabia's future development. The Royal Commission for Jubail and Yanbu was established to plan and administer all installations in these two "cities." The proposed state of art refinery located at Jubail-2 Industrial area, under name Jubail Export Refinery (JER) is planned as a joint venture of Saudi Aramco and TOTAL France. The capacity of the refinery is 400 000 TBD based on Arabian crude, producing various refinery and Petrochemical products along with Pet coke. Company (JER) is employing various implementation contractors for the carrying out of refinery related work at various stages from site grading leveling till commissioning of the refinery.

2. OVERVIEW OVERVIEW OF PROJECT L OCATION

Royal Commission is constructing a new industrial park (Jubail 2) to the west of the existing industrial park, following the successful implementation of the industrial zone at Jubail I. The Royal Commission for Jubail and Yanbu is established for constructing and developing two industrial cities in Jubail and Yanbu and for planning, constructing and operating the necessary infrastructure facilities in the two industrial cities. JER is located at Plot 9 in Jubail II industrial area. The exiting facility at King Fahd Industrial Port (KFIP) is utilized for exporting various products of the Refinery which is located at approximately 28 km from plot 9. Refer to an overview of Jubail 1 and 2 under section 4.3.

As part of the JUBAIL EXPORT REFINERY (JER) project, it is intended to construct “Temporary Construction Facilities” (TCF) dedicated to JER project in Jubail Industrial area. The TCF shall be located to the south but adjacent to JER project site, Industry “Plot 9 “Jubail Industrial Park 2. The TCF land area is outside the Jubail 2 land boundary and located on Saudi Aramco land under Land Use Permit agreement.

JER OPERATIONS

JER export facilities are being constructed within the existing KFIP port facilities and are linked to the main plant via a dedicated pipeline corridor. Accordingly; additional JER project TSF and lay down/fabrication areas shall also be constructed in the KFIP port area. These are envisaged essentially essentially as limited ‘satellite’ facilities to the main facilities.

Company has developed a temporary construction facilities solution which Company believe addresses the majority of project participant requirements and provides a safe and pleasant living and working environment for JER project construction workforce. The main TCF shall comprise camp area for Company / PMT and Contractors, Company / PMT and Contractor’s temporary site offices (TSF) and Contractor’s respective lay down / fabrication areas (TSF). The overall TCF complex shall be equipped with its own utility infrastructure, road network, associated lighting and traffic signals, security fencing and security access so that facility can operate as a standalone facility. The main entrance to the TCF shall be via a dedicated access road and junction to existing highway 274 which runs adjacent to the JER site “Plot 9”. Also a dedicated site access road and bridge over existing highway 274 shall facilitate a direct link between TCF and JER “Plot 9”. The self contained TCF with Direct and secure access to the Company’s site “Plot 9” shall greatly enhance project safety, security, traffic logistics and overall project participant performance. Jubail serves as a northern extension of the richest oil administration areas of Saudi Arabia, where Dammam dominates a cluster of cities. Jubail has a number of industrial plants, producing steel, gasoline, diesel fuel, petrochemicals, lubricating oil and chemical fertilizers. Jubail port serves a wide selection of products for export and imports. Jubail is among the best planned and most attractive cities in Saudi Arabia, housing even a number of artificial beach lagoons, with highways connecting all city quarters. Jubail is home to the world's largest seawater desalination plant. It provides 50% of the country's drinking water through desalination of the water from the Persian Gulf.


History of Jubail City The town of Al-Jubail on the Persian Gulf Coast of the Kingdom of Saudi Arabia has ancient roots. As long as 7,000 years ago, the people of Dilmun, whose civilization radiated up and down the Gulf, had established a settlement there.

The first arrivals might have been encouraged to stay by the site’s fine natural harbor and the abundance of fish and pearl oysters just offshore. More importantly, the presence of potable water wells near the town ensured the continued viability of human settlement. In September 1933, Jubail gained a measure of fame as the landing site for the first team of geologists to explore for oil in Saudi Arabia. In 1983, Jubail staked an even greater claim to fame. Jubail industrial city project was cited in the Guinness Book of Records as the largest engineering and construction project ever attempted.

Today, the former stretch of sand dunes and salt flats north of old Jubail is called Jubail Industrial City, Saudi Arabia’s biggest industrial center, host to more than 160 industrial enterprises and home to almost 220,000 full-time residents. Jubail Industrial city (Jubail I and Jubail II) located on the shore of the Arabian Gulf and is located near sources of energy and raw materials. Saline Water Conversion Corporation pumps 136,000 cubic meters of desalinated water per day to cover most of the City's consumption. The RC desalination plants provide supplementary quantities to meet the daily requirement levels.

The standard low voltage used in industry is 480 V, 3Ph, 3W, 60 Hz. Along with this the grids of higher voltage such as 34.5KV, 13.8KV, 4.16KV are followed for special application/ high capacity demands. On SEC power transmission voltages of 115kvA, 34.5kvA are very commonly used. For household purposes 115 V, 1Ph, 60 Hz. and 220 V, 3Ph, 60Hz AC are utilised.


Saudi Electric Company (SEC) supplies the Jubail Industrial City with electricity for all its needs through a 1716-km network.

The seawater-cooling network comprises 12 kilometers of open canals and 85 kilometers of pipes of various diameters. The network is designed in such way that maintenance work can be carried out without the need to shut down the facility.


The combined capacity of the seawater cooling pumps is 960,930 cubic meters/hour. Attained capacity is 722,000 cubic meters/hour. : E T A D

King Fahd Indus trial Port (KFIP):

Extending along 15 Kilometers of coastline, Jubail’s King Fahd Industrial Port is the largest oil and Petrochemical exporting complex on the Red Sea. It was constructed by the Royal Commission in 1982 and is operated by the Saudi Arabian Seaports authority.

Over the years, the crude oil terminal has pumped billions of barrels of oil destined for markets around the world.

King Fahd International Airport, has been operational since 1983, and is today’s one of the most modern airports in Saudi Arabia. King Abdul Aziz Port in Dammam is the main port for the Queen of the Arabian Gulf and is located on the mid-east coast at latitude 26 -30 degrees north and longitude 50-12 degrees east. King Fahd Causeway:

King Fahd requested the formation of a joint committee, between Saudi Arabia and Bahrain to study the feasibility of constructing a land bridge between the two countries. Upon completion of the feasibility studies work commenced on Sept 29 th 1981 and completed on Nov 26 th 1986. The cause way is 25 kms in length of dual carriageway and can be navigated conveniently from both countries. Immigration and customs for Saudi Arabia and Bahrain are at the mid-span of the causeway.

Bahrain International Airport:

Bahrain International Airport is a key network hub for global airlines providing a service for the northern gulf and the rest of the world and is the base of Gulf Airlines. Other airlines operating from/to Bahrain are; British Airway, KLM, Lufthansa etc. The airport deals with 273 arrivals / departures a week, and the airport is a regional hub for many freight companies. Bahrain is easily accessible to near by countries via King Fahd Causeway i.e. Saudi Arabia, Doha, UAE, Kuwait. Traveling time between Bahrain and Saudi Arabia, at off peak periods usually is 30 minutes and peak periods being 2-3 hours.

6. SCHOOL DETAILS Education:

Royal Commission has built schools that provide a modern education environment for children as well as for adults requiring technical training. There are separate schools for Boys and Girls. The kindergarten school may be common to male and female. Overview of Kindergarten Schools :

The number of kindergartens has reached 18 to date of which 11 are operated by the Royal Commission and 7 by the private sector. Use the tips below to enjoy your stay in Saudi Arabia and make the most of your time in this very hospitable country.

Be offended if your handshake is refused by a Muslim. Handshakes are most often refused to members of the opposite sex. It is not meant personally, but simply a religious prohibition applicable to other Muslims and non-Muslims alike.



Be annoyed if your guest / contact is late just remember time is more elastic in Saudi Arabia.



Take a photograph without permission of either people (including the police or armed forces) or sensitive sites. Arabic women and many older people strongly object to being photographed.



Use a high-factor sun block on all exposed skin (even in the winter sun), including the tops of your feet if wearing sandals, Children and fair-skinned people also need hat or cap.

Use your left hand for contact with other people or eating. Following Muslim conventions the right hand is considered more propitious and the left hand is reserved for bodily functions.



Remember the air-conditioning, which can chill you to the bone at restaurants, cinemas and malls. Take along a light jacket or sweater as a precaution.

Sit with the soles of your shoes or feet pointing to your Saudi Arabia hosts; it’s considered insulting. Equally, don’t sit with your back to the other guests.



Drink alcohol. Alcohol in Saudi Arabia is a strictly prohibited and there is zero tolerance for drink-driving or rowdy behavior.



Go barefoot in the sea, where stonefish (who look like stones) lie along the shoreline. Although rare, their poisonous defense mechanism causes excruciating pain and needs a hospital visit.



Watch out for separate counters and sections for women in banks, public places and utilities.



Enjoy Saudi Arabia at night as it is one of the safest places in the world and during the hot summer and during Ramadan you will see people around town well into the early morning.

Ask an Arabic lady for information or directions in a public place if you are a man. Arabic ladies will be more than willing to help other females and if you are a family let your wife do the talking!

Hired taxis in white color are available, normally at predetermined fixed rates. The majority of the drivers don’t speak English. Know basic words in Arabic and area you want to visit when use the service.

Jubail Commercial and Industrial Ports lie on Arabian Gulf in the Eastern Province of the Kingdom of Saudi Arabia, both being 80 Kilometer north of Dammam. They are one of the biggest ports in the Kingdom, which has the most modern cargo handling, safety and fire fighting facilities. The Commercial Port has an area 50 km2, with a breakwater berth of ten kilometers. King Fahd Industrial Port (KFIP) is located adjacent to Jubail Industrial City and is designed for importing raw materials required for local industries and also for the export of the industrial products such as Petrochemicals, Refined Petroleum Products, Chemical Fertilizers and Sulphur. These Ports can be the focal point for importing equipment and raw material for the Company’s project. The Ports are connected to Jubail II Industrial area by a dedicated modular haul routes for oversize material and equipment.
