In this lick, the open E string is used as a “pedal tone”. The E note is present in all three chords, so you know it’ll sound right throughout. On the E-A change, Vinai plays the E note simultaneously with the main melody, melody, but over the C#m-A he inserts it between the other notes, using pull-offs.
