MESSAGE FROM THE PRINCIPAL It is my privilege to be part of Government Dyal Singh College, whose lonesome beauty is eclipsed by the glamour around. Nonetheless, it has fought hard to preserve its composure, its serenity, its modest elegance, in one word: grace. In all humbleness, let’s cherish this achievement. The historic institution has a bright prospect. A blend of devoted illustrious faculty with a variety of experience, a bunch of unceremonious, obedient pupils and the collegial environment characterized by love, affection and mutual respect_ all these indicators do promise a glorious era in the making. In the present perturbed socio-cultural scenario, the educational institutions have a role to play. The raw, invaluable potential of the students is a great source, which can be transformed into balanced, harmonious personalities by creating a conducive, learning environment. Reflecting on my modest experience in the educational setting, I can see that the time-tested centers of learning such as ours, can prove to be the catalyst for change in times to come. For this we need to revisit our existing educational practices. This means a shift from transmission mode to a transformational paradigm, which is so vital for a holistic, behavioural change. In the transformational paradigm three elements are vital, among which vision is the real core. A sublime vision unfolds the destination and the golden path. Let’s envision ourselves by drinking deep f rom the ever -fresh fountains of Quran and Sunnah, from our glorious traditions, and from invaluable contributions of the men of letters. Next important element is the nobility of character. This lost treasure must be rediscovered for regaining dignity as an individual, as a community and above all, as a nation. Professional excellence needs no emphasis. This is the life-line of a nation. In the modern era, which is known for quality and high standards of attainment, we must equip ourselves with state of the art knowledge, competencies and skills. This is what we desperately need if we aspire to survive, flourish, and excel in a highly competitive global environment. A blend of the three vital elements_ vision, character and professional excellence_ is direly needed in the existing critical phase, which poses us a variety of challenges. Let’s stand tall and resolve to convert the challenges into prospects. This change is due. It is fast approaching, as it is bound to. Where will it come from? THE FOUNDER OF THE COLLEGE The college is a philanthropic gift from Late Sardar Dyal Singh Majithia (1849-1898) for the people of Lahore. The Sardar Dyal Singh, a Jat of Gill tribe, was born at Kashi and returned to Majithia, India. His father, Sardar Lehna Singh inherited the Governorship of Amritsar alongwith the charge of Hill States. He was educated up to school level from Mission Church School. He regarded the English language as the key to all improvements and proceeded to Europe to study English language. With a religious bent of mind, he studied The Gita and The Quran Majeed too. Dyal Singh was fond of classical music and himself played sitar. He was a patron of wrestling and a keen kite-flyer. Chess was also his favorite game. Dyal Singh himself was an unusually generous, broad-minded and liberal person. He was financially very rich, had vast property in Lahore, Amritsar and Majitha and lived like a prince. He was appointed honorary Magistrate in Amritsar. He also acted as the Governor of the Hill States and was the chief administrator of Harmandar Sahib. He was married to the daughter of Sher Singh of Ambala. Being a man of literary pursuits and enthusiastic member of the Brahmo Samaj Movement, Sardar Dyal Singh, not only composed poetry, Sardar D al Sin h Ma ithia wrote articles, made friends with renowned literary and political figures of the time, but also extended generous financial assistance to various social and educational institutions. He made a handsome donation to Sir Syed Ahmad’s Anjman-i-Islamia. He was largely responsible for the setting up of Punjab University and was nominated member of the senate of Punjab University College. He realized the significance of education for the modern society which was still in embryonic form in the pre-partitioned India and, established “The Union Academy” in 1893 in Lahore. It proved as an asset that Sir Louise Dane, the Lieutenant Governor of Punjab, upgraded the Academy to college on May 3, 1910 and named it Dyal Singh College.

INTRODUCTION Government Dyal Singh College, a century old institution, welcomes the newcomers for their wise selection of this institution for their career building. It is situated in the heart of Lahore. It has been fully catering to the academic needs of especially the middle and lower classes besides contributing to the development of the country for more than one hundred years. Some of the prominent figures of society which Govt. Dyal Singh College has produced so far include: Gen ( R ) Nazakat Ali Khan, Munir-Ud-Din Chughtai, Dr. Rafiq Ahmad, Muneer Niazi, Air Marshal (R ) Anwar Shamim, Syed Noor, Ijaz Durrani, Nasir Naqvi, Najeeb Ahmad, Khalid Ahmad alongwith many other doctors, engineers and other professionals. Throughout this period, the college has been proud of its excellent faculties. The names of legendary professors like Syed Abid Ali Abid, Shams-Ul-Ulama, Tajwar Najeebabadi, Ashfaq Ahmad Khan, Anjum Rumani, Maulana Farooq, Egbert Azariah, Klaemet W illiam, B. A. Khan, Talib Tirmizi, Zaheer-Ud-Din, Zafar Ali Khan, Muhammad Tariq, Noor-Ul-Amin Malik and Muhammad Ashraf Siddiqui are still mentioned with great reverence. It is by the grace of Allah Almighty that the graph of academic progress of Govt. Dyal Singh College has been remarkably soaring for more than a decade. The college administration has managed to introduce st nd M.A English, M.Sc. Mathematics, B.Com. I.Com. and I.C.S. classes, both in 1 and 2 shifts. Co-education, in a peaceful atmosphere, is guaranteed at postgraduate and B.Com levels. In scouting, sports and cocurricular activities too, Dyal Singh College is making a mark and, is a leading name among other educational institutions. Provincial Minister for Higher Education has reiterated his Government’s aim of making Govt. Dyal Singh College a model college of Lahore. The new entrants are warmly welcomed to witness the time when Govt. Dyal Singh College has completed First Century of its existence. Needless to remind you that it is the students and not the building that constitutes an institution; and it is your hard work, regularity, punctuality and discipline that really would make the difference.

Instructions for Admission (Intermediate, Graduate & Post-Graduate Classes) Admission to all classes will be granted on merit in accordance with the rules & regulations and policy designed by the Government of the Punjab. Applications for admission will be received on prescribed forms/online admission forms within specific time period as announced by Board of intermediate and Secondary Education, Lahore and University of the Punjab, Lahore and which will be notified in the newspapers. Admission committee is authorized not to grant admission to any student convicted and penalized in the past.

The applicant who fails to deposit his/her dues within the specified time will forfeit his/her right of Admission. Keeping in view the available-seats in 3rd Year (Arts only) the students with compartment in on ly ONE subject may also be admitted conditionally. Such a student will have to pass the subject (in which he had been declared failed in ONE chance, otherwise his Admission will automatically stand to be cancelled. The maximum age limit for the applicants seeking admission to inter (1st year) is 18 years, for B.A / B. Sc / B.Com (Part I) is 21 years and for M.A. / M.Sc. (Part I) is 26 years. Admission with late fee will be granted subject to the availability of seats. Applicants getting admission with late fee or migrating from other Board/Universit y will themselves be responsible for their registration with the res pective board/university. Preference will be given to the fresh applicants who have passed in the same year. Admission will n ot be granted to those applicants who passed their respective examinations two or more years ago. The applicant must show his physical presence before the admission committee at the time of admission. 2. ADMISSION PROCEDURE Two modes of admissions are being offered by the college. ONLINE ADMISSION Govt. Dyal Singh College Lahore is one of the selected colleges for Intermediate Online Admission in collaboration with the PITB and The Bank of Punjab. IT Centre has been established in the college, equipped with latest computers and skilled staff. Online Admission in three steps. 1. Visit www.ocas.punjab.gov.pk Enter your Matric Roll Number and select your Board. 2. Select college and program. Print application processing fee slip. 3. Deposit processing fee (Rs.25) at any branch of The Bank of Punjab. IMPORTANT INFORMATION 1. Apply from any place that has Internet access. 2. Applicants can submit multiple applications to different programs. 3. Applicants who may not want to apply online can apply through the manual process. 4. Candidates from federal board and boards of other provinces will apply on manual system.

MANUAL ADMISSION After the declaration of Lahore Board / Punjab University results college advertises Admission Notice in the newspapers. College Admission Guidelines alongwith admission form can be obtained from college office during working hours. Application form for admission must be filled in by the candidate in his/her own handwriting and signed by his parent/guardian. Candidates seeking admission must attach the following documents along with their application form: For Inter Classes/ For Graduation classes. a) 3 attested photocopies of Secondary School Certificate/result card for Intermediate classes,. b) 3 attested photocopies of Secondary School Certificate & HSSC/Result Cards for Graduation classes. c) 3 attested photocopies of Secondary School Certificate , Intermediate & Graduation Certificates/result cards for M.A/M.Sc. classes. d) 1 attested copy of Character Certificate by the Head of the Institution last attended. e) For private candidates Character certificate issued by any Gazetted Officer, Nazim or Deputy Nazim must be attached. f) 3 fresh passport size photographs with blue background (with one attested photograph), bearing the name and father's name on the back. g) 1 attested copy of the Computerized National Identity Card of the applicant/parent/guardian. h) Original Migration Certificate/NOC is required from the student who has passed SSC /HSSC/Graduation Examination from a Board/University outside the territorial jurisdiction of Lahore Board/Punjab University. 3 . Approval of Admission Admission will be granted by the Principal/Director Admission on the recommendation of the Admission Committee. His decision will be final and cannot be challenged in any court of law. Copies of the certificates and photographs will not be returned, even if admission is refused. Admission got on fake documents or miss-statement of facts is liable to be cancelled at any time, without assigning any reason. 4 . Admission Dues:

After the approval of admission the applicant will have to obtain the challan form from the college office and deposit admission dues within the stipulated date in the specific bank. College funds for the whole academic session will be received at the time of admission; whereas the tuition fee will be cha rged in two equa l installments.(Details on th e last page) Admission will stand cancelled automatically if the applicant fails to pay his dues within the prescribed time schedule. All dues once paid are non-refundable and non-transferable except Library Security. College Roll No. will be issued two days after the submission of admission dues. Admission forms & dues are different for Second Shift (Contact College office for details).
5 . Admission Policy: According to the admission policy announced by the Government 96% admission will be on merit. 2% seats in arts are reserved for sports and 2% for disabled applicants. Applicants seeking admission on Disabled seats must submit the certificate of their physical disability issued by the M.S. of a Government hospital. Applicants seeking admission on sports basis will appear for trials. The candidates recommended by the college sports board will be called for interview. The candidates who remain absent or fail in interview will have no claim for admission. 6. Attendance. Leave & Fine Rules: All the rules and regulations of B.I.S.E, Lahore and Punjab University regarding attendance will be observed strictly by the college administration. Punctuality and regularity are considered of supreme importance and cooperation of parents is solicited in this regard. The following rules shall be observed strictly: According to rules and regulations of B.I.S.E, Lahore, only those students are eligible for appearing in the Intermediate Examinations who have attended at least 75% of the lectures delivered during the session. According to rules and regulations of Punjab University, only those students are eligible for appearing in the B. A / B. Sc Examinations who have attended at least 66% of the lectures delivered during the session.

All applications of leave should be submitted on a prescribed leave slip available from the college office. Leave does not cover shortage of lectures, but only saves from absence fine. Student absent without leave or being absent from a class will be fined according to rules and regulations prescribed by the Department of Education. Students without uniform will be fined or those students who are liable to misconduct and indiscipline will be fined after disciplinary proceedings and endorsements of College Council. Application for Medical Leave extending over a period of three days must be signed by the parent/guardian. Leave application for more than 3 days must be accompanied by M.C of the M.S. of a Government hospital. If a student is absent from the college without leave for 10 days in one month his name will be struck off the college roll. Request for readmission should be made within 10 days of the issuance of SOR notification. Readmission is subject to satisfaction and approval of all the concerned teachers and can be granted only after the payment of re-admission fee and fine. In case of frequently irregularity after first readmission the student will be specially fined according to the decision of nd the College Council. No readmission is allowed if a student is struck off the college roll for the 2 time during his academic session. Students who remain absent from the college examinations will be fined by the Controller of Examinations but after the approval of the College Council fine is Rs. 50 per paper. 7. College Examination There is a regular system of Exams and Monthly Tests during the whole academic session. It is compulsory for every student to appear in all such exams and monthly tests conducted in the college. All such examinations and monthly tests help the teachers as well as the college administration to judge the academic performance of the students. A student who remains absent from examination will be duly fined. No leave can be granted for absence from college exams. Only Medical leave is acceptable if it is submitted within a week before the examination ends. A Medical Certificate issued by the M.S of a Government hospital must be attached with the medical leave.

Admission to Board/University will be withheld if a student fails to show satisfactory results in December test (send up). rd It is necessary for 3 year students to appear and pass all the major subjects in the Promotion Test otherwise, they will be detained or struck off from the college roll. The student can be fined or expelled from the college if he is found using unfair means during the examination. 8. College Uniform The following uniform is compulsory for all students: Summer: Sky Blue Shirt & Steel-grey Trousers OR Sky blue Shalwar Qameez Winter: Sky Blue Shirt & Steel-grey Trousers OR Sky blue Shalwar Qameez Navy blue blazer/sweater/jersey 9. College Identity Card It is compulsory for every college student to have the College I.D. Card. A student should keep his identity card with him at all times. I.D. card should be produced (a) While getting books issued from the library (b) While making payment of college dues (c) When receiving stipends/scholarship (d) At the time of the examination. Students should submit their passport size photographs at the time of admission so that their I.D. Cards can be prepared in time. A student is responsible for the safety of his I.D card. If an I.D card is lost a new card will be issued after the payment of Rs. 50 as fine. 10. Transport Facility Transport facility is available for the college students on specific routes. Two college buses ply on their respective routes daily. Every student of the college can avail this facility. The Worthy Minister for Education has promised to provide TWO new buses to the college soon. Students are expected to behave decently while using the college transport facility. 11. Government Dyal Singh College, Lahore publishes its annual magazine, Afshan which has four different sections: Arabic, English, Punjabi and Urdu. It quenches the literary thirst of the students, encourages their natural writing talent and enhances their analytical abilities. 1 2 . The Gazette The college Gazette is published fortnightly to keep students informed of all orders, notices and programmes relating to the college affairs. Articles, poems, college news, and views are also published to encourage the creative Abilities of the students. 13 . Book Bank (Arts &Science) Book Bank was established in the college in 1998 to provide text as well as helping books to the needy and poor students. Some publishers, college teachers, students as well as their parents provide books for this purpose. Every deserving student of the college can avail himself of this opportunity. 1 4 . College Libraries Main Library Postgraduate Library Library plays a vital role in providing up-to-date information and helps in keeping abreast with the fast changing times. The main library of the college, comprising a big hall, has a good collection of books on History, Literature, Religion, Political Science, Commerce, Physics, Chemistry and Biology. There is a Reading Room adjacent to the main library. More than 20 newspapers, magazines and journals are provided daily to the students. Postgraduate Library has started its function in 2004 with the Commencement of B.Com, M.A English and M.Sc. Mathematics classes. This library has a handsome collection of books to meet the requirements of Commerce and masters'/ Postgraduate students as well as faculty members. 15. Library Card: Students must obtain their library cards after the commencement of regular academic session. Library facilities are available during college hours. Students can get books issued to them for 14 days, after that fine of Rs.5/-per day will be charged.

In case a book is lost by a student, he will have to provide a new copy of the lost book of library. If the book is not available in the market at that time, then the student will pay the new cost of the book, not the old cost that was printed on the book at the time of its publication. Following books and magazines can be consulted only in the college library and cannot be issued to the students. Reference Books Latest magazines Text books prescribed by Board/Universities. Students should observe complete silence in the library. Students should collect their library security fee within two years of leaving college otherwise it will lapse. 16. Science Labs Modern education is impossible without practicality. For every scientific field laboratory is an essential element. Government Dyal Singh College has provided separate experimental laboratories for Physics, Chemistry, Botany, Zoology and Statistics. These laboratories are equipped with modern instruments and research oriented atmosphere. Science students have to perform practically whatever they learn. 17 .Chishty Computer Lab Computer is an indispensable part of modern education. There is a fully equipped Chishty Computer Lab In the college to cater or the requirements of the student. Our competent computer experts and trainees are completely aware of the modern necessities and they guide the students in the field of Computer and Information Technology. Computer training equips the students to face the future professional challenges in a better way. 1 8 . College Dispensary: A small dispensary is there to provide first-aid facilities to the college students in case of minor injury or ailment. 1 9 . Any political, sectarian or immoral activity is strictly prohibited in the college premises. No student is allowed to show his affiliation to any political party/sectarian group. Weapons of any kind are strictly prohibited in the college premises. Any student found violating this rule may be expelled from college or an FIR will be registered against him o r both. No outsider is allowed in the college. Every student must take care of college property and furniture. Any student found damaging college property or furniture will be dealt with severely. Every student is expected to observe high moral values and decent behavior during his stay in the college. Smoking is strictly prohibited in the college premises. Violation of this rule will render a student liable to strict action. No student is allowed to paste, exhibit or distribute any poster, pamphlet, handbill and any notice on the college campus. Any student found guilty of bringing outside influence in the college shall be liable to disciplinary action which may result in his expulsion from the college. Mobile phones are not allowed in the college premises. Violation of this rule may be resulted in the confiscation of the gadget. It is obligatory for stud ents to abide by the P roctorial Rules notified by the college from time to time. Breach of the above mentioned Rules/Regulations/ Instructions will render the students liable for strict disciplinary action such as fine, struck off from the college roll or expulsion from the college. 2 4 . Proctorial Board For the maintenance of general discipline and order, there is a Proctorial Board in the college. Cases of violation of college discipline are to be reported to the Chief Proctor. Any fine or penalty imposed by the Chief/Deputy Proctor cannot be remitted or cancelled in any case. 2 5 . Appeal to Parents / Guardians Your child is a precious asset.
