I.
Background:
The Dangerous Drugs Board, in partnership with the El Nido Local Government Unit, has successfully conducted an Orientation Seminar on Community- Based Intervention Program for Barangay Anti-Drug Abuse Councils Focusing on OPLAN SAGIP held last 17-19 July 2017, in El Nido, Palawan. This seminar is a three-day program designed to orient the participants on the fundamentals of drug abuse prevention in order to update their knowledge on current developments and integrate these learnings into their work as barangay leaders.
II.
Profile of Trainers/Participants Trainers/Particip ants In attendance were one hundred and seventeen (117) multi-sectoral representatives from different barangays in El Nido, composed of barangay captains and officers, police officers, health workers, educators and leaders of various faith-based organizations.

HIGHLIGHTS OF THE ACTIVITIES
The program began with a short opening ceremony. The opening message was delivered by Hon. Nieves C. Rosento, the Municipal Mayor of El Nido. She expressed her sincere gratitude gratit ude to the Dangerous Drugs Board for helping their province address the drug problem, since El Nido is a tourist destination and considered as a risk area for drug trafficking. She also reported that the government’s anti-drug anti -drug campaign in the Municipality of El Nido was successful, since seven of their barangays were recently declared drug-free, with two more barangays still on the drug-clearing process.
As part of the training introduction, introduction, Ms. Nelia L. Fiecas, Health Education Promotions Officer II, gave the briefing of the activity. She discussed the ground rules and facilitated the expectation setting. Mr. Julie P. Tarrayo, Chief PETID from DAPCO Muntinlupa, discussed the topic “Overcoming Stigma Caused by Drug Addiction. Addiction. ” He also talked about the Salient Features of Republic Act 9165 and the Board Regulation No. 4, Series of 2016. He cited the different unlawful acts and their corresponding penalties. He also discussed the Guidelines on the Voluntary Surrender of Drug Users and Dependents. Ms. Teresita C. Pineda, Chief of the Preventive Education Training and Information Division, tackled Evidence2
Based Interventions and Policies on the Prevention of Drugs and Substance Use. She explained its rationale, levels of efficacy, effi cacy, human stages of development, prevention targets and key settings. She also discussed Mobilizing Community Resources and Monitoring
Mechanisms and oriented the participants on Board Regulation No. 4 Series of 2016. Dr. Bernardino Vicente, Director IV of the National Center for Mental Health (NCMH), discussed the topic “Community“Community -Based Services for People Who Use Drugs.” He discussed the definition of community-based treatment, its philosophies and basic principles, chronic care management, case management approaches, setting up of community-based treatment programs, and client flow charts. Ms. Delpha E. Denosta, Project Development Officer III from DDB – – PETID, discussed Basic Interviewing Techniques as well as effective ways of interviewing and facilitating voluntary surrenderers and users. Ms. Nelia L. Fiecas led the action planning workshop. She grouped the participants by cluster and guided them in formulating action plans that they could implement in their respective communities. The different groups came up with good ideas and suggestions, including sports 3
fests, household visitations, engaging surrenderers into taking Search and Rescue Trainings, seminars to encourage the spirit of volunteerism, parenting seminars, youth awareness seminars, conduct of campus ministries, lifestyle and behavioral change programs.
IV.
CLOSING CEREMONIES The closing ceremonies started with impressions from the representatives from each sector. They all thanked the DDB for the seminar semin ar and they expressed willingness willingnes s to attend more DDB activities. The participants assured the DDB team that they will be cascading the information to their communities and workplaces.
Undersecretary Maria Belen Angelita V. Matibag, Executive Director of the Dangerous Drugs Board, delivered a short closing message assuring the participants of the DDB’s continuous support and cooperation and detailed the agency’s plans agency’s plans for more seminars in El Nido and all over the Philippines in the future. She stressed the importance of the BADACs and LGUs as the center of the DDB’s efforts, and emphasized that the most effective interventions are the ones carried out by and for the community. Undersecretary Matibag also touched upon the issuance of relevant Board Regulations for voluntary surrenderers and Monitoring Mechanisms of Barangay Anti-Drug Abuse Campaigns. In closing, she urged the participants to continue helping drug users to turn 4
their lives around, not only for the benefit of the individual but the community as well. She encouraged the participants to continue in their efforts to help drug dependents and to prevent the youth from falling prey to the ill-effects of illegal drugs. Hon. Nieves C. Rosento, the Municipal Mayor, also gave her remarks and extended gratitude to the DDB and encouraged the participants to practice what they learned. The program ended with the distribution of certificates and a photo opportunity.
V.
Evaluation The participants were given a simple one-page questionnaire to fill out during the last day to aid DDB in assessing whether the seminar-workshop was successful in fulfilling its objectives. The document contained questions pertaining to the registration, effectiveness of speakers, physical arrangements, topics, expectation and conference materials. The majority of the participants gave the program “Outstanding” and “Very Good” ratings. rating s. In the comments and suggestions section of the evaluation sheet, the participants thanked the DDB staff for conducting the seminar and remarked rem arked that they hope to implement similar simi lar programs in their own municipalities, with the assistance of DDB. The results of the post-evaluation indicated that the objectives of the seminar were met as reflected in the plan of actions formulated by the participants, which will be monitored by the assigned PETID coordinator. The participants were also given a 20-item pre- and post-test. The majority of the participants showed an increase in score, indicating that they understood the lecture and gained knowledge from it.
