A enda Workshop Overview Led by a highly experienced Master Mariner, this course will provide an in-depth understanding of vetting inspections under the OCIMF SIRE programme for oil tankers, complementing it with navigational audits that will further improve on overall vessel condition. Participants will be taken through the details and aspects of tanker vetting and what ship inspectors wi ll be looking for in their inspections. To begin with, a comprehensive background of SIRE and OCIMF will be discussed to provide solid context to participants regarding the nature of the inspections. Rules and regulations such as ISGOTT, International Rules, and VIQ will be covered. Each aspect of the vessel is covered in detail with regards to what inspectors are looking for, what standards are expected, and the appropriate action recommended to correct anything found lacking. To complement this, third-party navigation audits are introduced to improve participants’ grasp of tanker safety and quality standards. The trainer uses case studies and exercises along the way to cement participants’ newly-acquired skills and help them apply them to real situations. Equally as important, a look at the mindset of the inspector is given through the discussion of inspection reports, thus giving participants an additional boost in anticipating potential problems and correcting them beforehand. At the completion of this course, participants will be familiar wi th the international standards for vessel management quality and be able to comply with TMSA. They will also be able to effectively implement corrective action plans in response to vetting reports.

ABOUT YOUR COURSE FACILITATOR David Savage is the Managing Director of Wing field Marine Services, a consultancy service for the tanker industry. He is a Master Mariner with over 40 years of experience in all aspects of tanker management and operations, carriage of oil cargoes, international maritime regulations, industry standards, and port & terminal operations for oil tankers. He also acts as a consulting auditor to numerous tanker operators, conducting third-party external navigation audits. David spent 1 years managing and developing the Oi l Companies International Marine Forum (OCIMF) Ship Inspection Report (SIRE) Programme. When he joined OCIMF in 1994, he was the SIRE Programme Manager and subsequently the Training & Development Manager until 2009. He introduced and developed the accreditation procedures under the SIRE Inspector Training and Accreditation Programme to formally train and examine tanker inspectors. He also worked with tanker operators to better understand the SIRE Programme through training courses to familiarize fleet superintendents and sea staff towards attaining successful SIRE inspections. From 1994 to 1998, David managed the SIRE computer database that collects and distributes tanker inspection reports to OCIMF members and other users. Thereafter, he managed the introduction of a major upgrading to produce a uniform inspection report format for SIRE, and developed the standard for ship operators to compile and submit detailed particulars to the SIRE database. He was also integral in the annual revisions to the SIRE Vessel Inspection Questionnaire, Harmonised Vessel Particulars Questionnaire, and Inspector Manual. David has conducted many presentations at prestigious international governmental and industry conferences. He served as past Chairman of the OCIMF Asia Paci fic Terminal Forum, chaired regular buyer/seller conferences with up to 50 multinational participants, and presented at the China Shipping Conference for several years. Since 2010, he has worked with the Classification Society of Lloyds Register (LR) to conduct training courses for superintendents and seagoing of ficers. His speaking engagements have brought him to worldwide locations such as Athens, Abu Dhabi, Beijing, Copenhagen, Cyprus, Doha, Dubai, Glasgow, Istanbul, Kuwait, Liverpool, London, Manila, Naples, Riga, Shanghai, and the Americas. David was previously the Technical Advisor for the Mobil Oil Indonesia/Pertamina Joint Management Group, where he coordinated the operational and technical issues for the carriage of LNG under long term shipping contracts with Japanese and Korean buyers. Cancellations/Substitutions If you are unable to attend, a substitute delegate is always welcome at no additional charge. All bookings carry a 50% liability immediately after a fully completed sales contract has been received by the UNI of fice. Please note that a written notice of the cancellation must be received via mail or fax 3 weeks prior to the event date in order to obtain the balance of the event fee as a credit to be applied against another UNI conference, summit or training course.
