1) 3G SSV/Cluster Acceptance Single Site Verification (SSV) UMTS - Single SITE Verification 1) Define the principles of SSV DT t est method and test route with customer. 2) Site audit - Engineering installation audit, such as antenna configuration, antenna tilts, BTS connections and other required parameters, confirm whether the installation is the same with initial planning. 3) Site basic configuration parameters audit, such as frequency, PSC, Power and Neighbor, correct the data configuration according to initial parameter planning. 4) Check and report the alarm list of Site. 5) Drive test &CQT - Make the single Site DT test, the test contents should includes but not limit to following contents: - Voice test ( long call, short call, Idle) - PS test - Throughput UL/DL test - Scanner test - MOS test if required 6) Trouble shooting and report generation - When abnormal events happen during the test, need to analysis the issue, give the recommendation and record it and escalate immediately to Huawei RF person in charge. After the recommendation approved by the expert and implemented, it is required to do verification for this Site again. 7) At the end of Single Site Verification, prepare and submit SSV report which includes site analysis (e.g. DT Route, all required functionality check list, RSCP/RxLev, EcNo/RxQual, swap feeder, SC/BCCH plot, handover, and throughput plot).Troubleshooting history tracker of hardware faulty and sites status will be recor ded. UMTS - Inbuilding Single SITE Verification 1) Perform Single Site Verification walk test to make sure that the service service functions of site and network performance is meet the target KPIs for each sector of the IBC sites. 2) If the site is a swap swap site, Subcontractor should do the SSV for two times, one time before the installation and one time right after the installation. One sector should do twice in different location when find some issues during the test should call HW RNP Engineer, make sure the test result meet the requirements. 3) SSV will be performed performed under Static Test Test Mode and test scenarios will be shared separately by Huawei according to the demand. Subcontractor need to draw a test floor plan and the report result shall be approved by Huawei. 4) Subcontractor performs SSV and analyze log file as requested to to locate and provide RF optimization suggestion on the worst cell or problem area which has been located and defined 5) Subcontractor need to have have a test method to locate the worse cell or issue area and get the approval from Huawei, Subcontractor shall fully follow the test requirement by Huawei. 6) Huawei reserves the right to request for the Subcontractor Subcontractor to re-perform walk test if necessary.

2) 2G Service and Data Migration 3) 2G Service and Data Migration (including OSS) GSM - Existing network coverage evaluation before Migration 1) Test routes or test points definition - The drive test routes need to be defined and endorsed by Huawei, there will be several revisions before approved by Huawei. It will be used for existing network performance evaluation and to be a benchmark of post-swap drive test. Basically the routes should cover the target areas, main road and important areas. 2) Drive test measurement or points test - Before start drive test, subcontractor needs to agree with Huawei about drive test methodology e.g. test method (long call, short call, data test, in-building test), tool setup (mobile phone location, FTP server) and testing periods which will be used for existing network performance evaluation and to be a benchmark setting for post-swap drive test. Apart from this, it’s recommended that the drive test engineer should control the average speed during drive test (to control number of samples between pre-post swap) and ensure that there is no data erroneous during drive test data collection. And then, an evaluation drive test will be performed to collect field measurements that include pilot scanning, CS & PS measurements. 3) Cluster and network performance benchmark - Upon received all necessary data, subcontractor needs to do analysis to evaluate and to record the existing network performance. Besides this the evaluation result will be used as the benchmark values for post swap/rehoming network performance. The main parts are on drive test data analysis in which the coverage plot (Rxlev), quality plot (Rxqual) and call statistic (e.g. CDR, CSSR, HOSR, throughput) will be included in the evaluation report. 4) Pre-benchmark report - Pre-benchmark report as according to agreed Huawei template should be output and submit to Huawei with the drive test data burnt in CD/DVD format with proper labeling on the next day after finished pre-benchmark drive test. However, final report requirements such as KPI Target, format and timeline of report delivery are subjective to Huawei/Operator requirements.
GSM – Post Swap Drive Test & RF Optimization & Traffic KPI Optimization Perform Cluster optimization test to make sure that the network is working well and service function & network performance are good to achieve Benchmark KPI (PA) and/or Improvement KPI (FA) for acceptance (PA: 1 month, FA : min 3 months) 1) The optimization and acceptance will be based on Cluster basis which may include 15~30 sites per Cluster 2) The optimization schedule should be discussed with Huawei and approved by Huawei. The PA optimization should be finished within 3 weeks with KPI achieved after all the sites of one cluster are on air and 1 week report preparation and submission. FA optimization should be finished minimum 3 months with KPI achieved and 1 week report preparation and submission. 3) Huawei have the right to request Subcontractor to assist Huawei for test route design, i.e. test route proposal, test route validity verification, and so on. The drive test route should be designed in mapinfo format with minimum overlapping, u-turn and pay attention to one-way and non-accessible roads. The estimated drive test route should be reasonably designed for finishing the cluster drive test in one day. The drive test route start and end point, total distance, total duration (excluding stop for any reason i.e. me al) and direction must be clearly stated. Drive test average vehicle speed shall be in range of 40 to 80 km/hr depending on speed limit. 4) The drive test routes need to be endorsed by Huawei and Operator before drive test starts, there will be several revisions before approved by Huawei. It will be used for existing network performance evaluation and to be a benchmark of post-swap drive test. Basically the routes should cover the target areas, main road and important areas. For swap sites, the same drive test route and direction as used in Pre Swap Cluster Evaluation must be used for Swap Cluster Optimization and Acceptance. 5) Before start drive test, subcontractor needs to agree with Huawei about drive test methodology e.g. test method (long call, short call, data test, in-building test), tool setup (mobile phone location, FTP server) and testing periods which will be used for existing network performance evaluation and to be a benchmark setting for post-swap drive test. Apart from this, it’s recommended that the drive test engineer should control the average
speed during drive test (to control number of samples between pre-post swap) and ensure that there is no data erroneous during drive test data collection. And then, an evaluation
drive test will be performed to collect field measurements that include pilot scanning, CS & PS measurements. 6) Subcontractor should fully follow the procedure and be responsible for the data validity, otherwise immediate re-test is compulsory and subcontractor to bear all cost. If the delivery period is affected due to this reason, corresponding warning and penalty will be imposed to the subcontractor as accordingly. 7) Subcontractor to perform drive test, analyze drive test events, signaling analysis and traffic statistic as requested to troubleshoot and provide RF optimization suggestion including antenna tuning and radio parameter optimization for the worst cell or problem area until the problem resolved. Subcontractor shall test and achieve for each DT KPI Items. 8) If there is call setup failure, call drop, call block or other abnormal events appeared during the test, Subcontractor should find out the reason and provide effective solutions by analyzing DT log file, analyzing call trace log file or other methods. Drive test might be conducted repeatedly to achieve such purpose. 9) Perform all necessary optimization to ensure the coverage and quality is good, check and add the missing neighbor cell if needed. Inform Huawei if finding is not due to RF and provide troubleshooting suggestion. 10) Subcontractor needs to perform daily network performance monitoring, capacity management, key event assurance, OSS KPI Optimization and attend customer complaints. Perform routine parameter consistency check and audit, neighbor clean-up, worst cell troubleshooting, collect the OSS performance statistic data and perform detailed counter and cause reason analysis together with alarm, signaling trace and drive test results. Then provide OSS parameter recommendation and execute after Huawei approval and must ensure all Huawei required KPI can meet the KPI Target. For KPI cannot meet target, need to provide detailed justification and must be accepted by Operator. Prepare the performance report according to Customer & Huawei’s requirement.
11) All CRs (Change Request) during optimization should be updated in Tracker. 12) From time to time, there might be important “infill” sites on air within on-going cluster and optimization shall carry on for the whole cluster including newly on air site s. 13) SSO acceptance is required when a new/swap site is being brought on air to an accepted cluster or island site. This site is required to be optimized and accepted as part of PA and/or FA. Drive test and OSS Performance KPIs are required as part of the SSO acceptance and to st
be measured for the new site and its 1 tier neighbour.
14) Subcontractor to perform other add-hoc drive test and OSS related activities as per required in the on-going clusters without affecting acceptance progress. Huawei will design the test method and subcontractor shall fully follow the test requirement. 15) Subcontractor shall finish a test/optimization/PA/FA report based on the template provided by Huawei, and submit to Huawei with the drive test data upload via FTP or deliver in CD/DVD format if FTP not accessible with proper naming and labeling after finished drive test. The main parts are on drive test data analysis in which the coverage plot (Rxlev), quality plot (Rxqual) and call statistic (e.g. CDR, CSSR, HOSR, throughput) will be included in the evaluation report. 8) Pre-benchmark report - Pre-benchmark report as according to agreed Huawei template should be output and submit to Huawei with the drive test data burnt in CD/DVD format with proper labeling on the next day after finished pre-benchmark drive test. GSM - Post Swap Drive Test & RF Optimization 5) Perform cluster drive test to collect field measurements, use the same methodology as or Pre-DT. 6) Prepare the benchmarking for Pre and Post DT comparison and long/short call event analysis report base on Huawei requirements. 7) Subcon engineer will follow up and perform details analysis of the KPI which cannot meet the agreed KPI target. Further parameter and antenna tuning will be proposed in order to improve the KPI. 8) Subcontractor is required to perform cluster re-drive again in order to verify if KPI can be met after parameter tuning.
8) Drive Test including Analysis UMTS - Trouble Shooting Drive Test GSM - Trouble Shooting Drive Test
1) Perform drive test / walk test depending on test situation and provide report, analysis including recommendations for Huawei further action until issue is closed. 2) i. Trials/Features - Huawei deploy strategies, prepare the parameter scripts and enable the features in the selected site(s). Subcontractor perform drive test with analysis repeatedly in the selected area by reference to test cases and KPI determined by Huawei, provide RF suggestion and complete the report template provided by Huawei. ii. VIP complaints – Perform testing at complain location and provide report, analysis and recommendations based on Huawei requirement. iii. Ad hoc – Perform testing as required based on current issue. 3) Huawei to provide test plan, site database, alarms and network information. 4) Huawei reserve the right to ask Subcontractor to design drive route. 5) If performing multiple tests tools and drive team must be the same to ensure consistent results.
9) Antenna Tuning 1. Perform physical antenna tuning according to optimization requirement and collect the existing antenna information as request. 2. Once Huawei issue the change request, subcontractor should execute the physical antenna tuning within 1 day upon site access approval. 3. Antenna Tuning will be per site basis (if is 2G/3G/LTE co-located, consider one site regardless of technology). 4. Antenna rigger should have valid license, certificate and tools to perform the mentioned field work i.e. inclinometer, compass, digital camera, safety equipment 5. Basic knowledge on antenna system and associated hardware i.e. TMAs, RET. Know the difference between Grid North, True North and Magnetic North 6. Employ safe work practices and be trained in r escue situations 7. Huawei reserves the right to request subcontractor to collect the 2G/3G/LTE antenna information when the Subcontractor executes the physical tuning on sites. 8. If necessary, Huawei reserves the right to request subcontractor to take photo of antenna, rooftop and surrounding environment as proof of work completion
