Road Safety Audit Report 7.1 Introduction A Road Safety Audit (RSA) is a formal safety performance examination of an existing or future road or intersection by an independent audit team. The RSA team considers the safety of all road users, qualitatively estimates and reports on road safety issues and opportunities for safety improvement. RSAs may be conducted practically at every stage in the lifecycle of a transportation facility. RSAs applied early in the planning and preliminary (functional) design of roads offer the greatest opportunity for beneficial influence. As a design progresses into detailed design and construction, changes that may improve safety performance typically become more difficult, costly, and time-consuming to implement.
7.1.1 Pre-construction Phase Road Safety Audits Pre-construction RSAs are performed at those points in the project lifecycle before the construction of the facility begins. In this phase, changes may still be made with limited delay to the project and with less expense.
7.1.2 Construction Phase Road Safety Audits Construction RSAs are generally performed during preparations for construction, during actual construction, and during the pre-opening period. In this phase, the audit team may actually view the project as-built, along with the final detailed plans, so that their review may be more comprehensive
7.1.3 Post-construction Phase Road Safety Audits RSAs of existing roads are conducted on a previously opened roadway or intersection. This type of RSA is somewhat different from those conducted during the pre-construction or construction phases. By performing a day and night review the audit team will be able to observe how road users are interacting with the road facilit y.

7.2 Study Area The Road safety audit was conducted on road inside of COLLEGE campus. The road stretch is from Hostel 1 till Hostel 12 through Hostel 5. The survey was conducted on 23-08-2013 during evening and night time. Map of Tanya showing study location is given in Figure 1 below.
7.3 Objective The objective of this experiment is to conduct a Road safety audit of the given study area during day and night time to find out the safety issues in the area.
7.4 Observation Different factors reviewed during the Road safety audit are the condition of pavement, foot path, drainage, and absence of traffic signs, lighting systems and pedestrian crossings etc.
7.4.1 Traffic Signs
No sign boards indicating speed limits and curves in many places along stretch.
No information board in front of swimming pool.
No information boards near the intersection (Campus hub & Front of Hostel 4) as shown in Figure 2
7.4.2 Intersection
Both intersections near hostel 4 and Campus hub do not have median, sign boards and proper road markings as shown in figure

7.4.3 Pavement Condition
The condition of pavement is good in stretch from Hostel 1 to Campus hub
The condition of pavement is bad from Hostel 5 to Hostel 12 with small pot holes, pavement edge break and abrasions as shown in figure 3.
The shoulder portion is also damaged in this stretch
7.4.4 Foot Path
Foot path is present only in one side of the road in our study stretch.

The condition of foot path is good in the stretch between Hostel 1 and campus hub except in one place near swimming pool where it is sli ghtly damaged.
The foot path in the stretch is good in most places except near hostel 9 where the condition is bad as shown in figure 4.

7.4.5 Lighting System
The lighting is good only near street lamps. Visibly is relatively poor in between any two existing street lights through the study area as shown in fi gure 5.

7.4.6 Road Markings
The road markings were in good condition in stretch from Hostel 1 to Campus hub.
Road markings near hostel 12 were not in good condition as shown in figure 6.
7.4.7 Drainage
Open drains are found near the footpath in the stretch from hostel 1 to Campus hub
The camber provided was sufficient for drainage in the study stretch.
Water logging was observed in the shoulder area at some places between Campus hub and hostel 12 as shown in figure 7

7.4.8 Pedestrian Crossing
Pedestrian crossings are not provided anywhere in study stretch
7.4.9 Obstructions
The tree in front of Tanya Hostel was protruding in the road and could affect heavy vehicles passing that way as shown in figure 8.

Recommendation
1) Sign boards indicating speed limit and curves needs to be installed at required places. 2) Sign boards indicating direction of places needs to be installed in intersections. 3) Foot path could be provided on both sides and damaged areas needs to be repaired. 4) Frequency of street lights needs to be increased. 5) Road markings wherever poor needs to be redrawn. 6) Pedestrian crossing could be marked in at specific places where pedestrian crossing is high and speed breakers could be before it. 7) Medians could be provided in intersections to streamline traffic. 8) Obstruction to traffic like tree branches protruding over pavement could be removed. 9) The pavement distresses like pot holes, pavement edge breaks and abrasions should be treated. 10)
