As the popularity of internet continues to grow at an exponential rate, easy and affordable access is quickly becoming a necessity of life. Public wants access to the methods of communication and volumes of information now available on the internet, and access at a cost they can afford and in such a way that they are not socially, economically, and politically isolated. Computer shop business is one of the most in demand businesses. Nowadays, internet cafes are really in demand because of the fast f ast changing technology that the people embraced, just like here in the Guimaras. Guimaras. Most students and professionals depend on the internet internet for research and projects, social networking sites and others. How far should an Internet café be from a school? This is a question that has been bugging the local authorities and Internet cafe owners for so long a time. Local government units already have have ordinances specifying certain distances distances of an Internet cafés from schools before business permits can be issued to the establishments. An act of regulating the operation and maintenance of internet cafes, video and computer game shops and other establishments, providing computer service within the vicinity of schools, public playgrounds, day care facilities and churches and for other purposes shows that rules vary from as near as fifty (50) meters to as far as five hundred (500) meters. There are some LGUs that do not have their own ordinances but imposed such distance provision based on a very old l aw that provide for cockpits, bowling alleys and similar establishments to be located away from schools and churches. They don’t even consider that such establishments are not allowed near
schools and churches because of the noise they produce in their premises. The distance provision for Internet café is supposedly aimed at curbing truancy among school children who would be inside Internet cafés instead of their classrooms. Many discussions among members of Parent-Teacher’s Associations (PTAs) would point fingers to Internet cafés as the culprits in the social malady of truancy among young school children. Rather than looking at themselves and how they impose discipline on their children, parents and teachers would conclude that the presence of Internet cafés near schools is the main cause of truancy and seek the help of their local government to keep Internet cafés away from
schools. This is the usual occurrence in a locality where the citizens think that the complex social problem of truancy among school children can be remedied by a simple solution of having a distance provision for Internet cafés. The owners or operators of internet cafes and other computer – related establishments near schools shall be required to post specific schedule for the use of computers by children and young students Students in school uniform are strictly prohibited to enter internet café, computer shops, to do computer related works during school days and school hours, provided with a written consent or permit from the school authorities or parents shall be presented for their research and other related online needs. Internet Café/Computer Shops shall not offer online and network gaming services during school days & class hours to students. School authorities in the area shall submit the schedule of classes of students to local legislator to closely monitor the entry of students to internet café/computer shops as per DepEd order #86 series of 2010 dated June 18, 2010. School authorities and DePED should help in implementing policies concerning internet cafes for the good outcomes of this regulation. The sanctions for internet cafes that violate policies shall be subject to the following penalties, a. A fine fi ne of 1,000 for 1st Offense, b. A fine of 2,000 for 2nd Offense, c. A fine of 2,500 for 3rd Offense and for the students,a. 1st offense: reprimand/guidance counselling, b. 2nd offense: parents needed, c. 3rd offense: suspension depends on the gravity of the offense and shall be conformed with the DepEd ruling (DepEd-86, Series of 2010). All internet cafes that implement policies should be rewarded certificate of excellence for doing a job well done. The regulation of Internet cafes near schools is necessary to all students who are going to make their research,assignments, projects in easiest and fastest way. This regulation of solving truancy by simply moving away the Internet cafés doesn’t matter at all . No matter how far
away you put Internet cafés from schools, the truants among the school children will still skip classes and play games if they are not getting disciplined for doing so. No amount of distance can keep them from doing what they want, if these children are getting away with their truant habits from their parents and teachers who look at others, instead of themselves, as the cause of the problem. Also, the farther you put the Internet cafés, the more difficult it would be to school children who are using them as the sources of knowledge on their studies. On the part of
the Internet café owners, they need to do their parts in solving the problem of truancy. Be part of the solution and not part of the problem. If they see their young customers to be deviants and spending time in their place rather than the classrooms where they should be, take it as responsibility to tell them to attend their classes. Let us not destroy the future of those children in exchange for a few pesos that you will earn.
