INTRODUCTION
Environmental impact assessment is required to be conducted for the proposed I x 210 MW extension unit no.8 of Raichur Thermal Power Station, Shaktinagar, near Raichur. The location of the plant is shown in the enclosed drawing (Annexure-I). 2 .0
SCOPE OF WORK:
The scope of the work consists of two parts viz., 1. Rapid Environmental Impac t Assessment and 2. The Comprehensive Environmental Impact Assessment. 2.1
The detailed scope of work for Rapid Environmental Assessment for a period of of 3 months shall cover the following aspects:
2.1.1
DATA GENERATION:
Methodology for collection of Environmental Baseline Data shall be as per the guidelines of the Ministry of Environment and Forests. Environmental Baseline Data shall be collected from the following attributes of the environment. 2 .1 .2
AIR E NVIRONMENT
Data on air environment in the area shall be ascertained by Ambient Air Quality Survey (AAQS) within 25km radius of project site. For rapid EIA studies, AAQ monitoring shall be done for three months at a frequency of two days per week. In the 1996 amendment, National AAQ standards are prescribed as 24 hour averages for all air pollutants except CO, which is 8 hour average. Assessment of impact to air environment and conducting air quality modeling (Gaussian model) shall be done as per CPCB guidelines.

The data on wind speed and wind direction can be obtained from the nearest IMJD station (but not from climatological tables) of the nearest airport. 2.1.3
WATER ENVIRONMENT:
Water environment samples shall be collected and analysed as per CPCB/SPCB approved standards for sampling and analysis. The possible effect on aquatic life in the river due to discharge of treated effluent shall also be studied. 2.1.4
NOISE AND TRANSPORTATION SURVEY:
Noise survey shall also be monitored as per the requirement of OSHA (Occupational Safety and Health and Administrative Standard), State Pollution Control Board and Ministry of Environment and Forest, 24 hrs continuous monitoring interval on an hourly basis near the existing roads and major highway junctions etc., in addition to the proposed site, and at required locations covered in 25 km. radius of the study area. Transportation survey shall also be done once a month. 2 .1 .5
SOIL SURVEY:
Collection and physico chemical analysis of soil samples from various location s on the proposed site shall be done. The selection of sites shall depend on the topography of the area and hydrogeological characteristics of the soil sampling and analysis, once a season during the survey period. 2.1.6
METEOROLOGICAL SURVEY:
The meteorological data shall be monitored for wind direction, wind speed relative humidity, temperature and solar radiation. The data shall be collected on an hourly basis for a period of 3 months.

DATA COLLECTION
Data required to be collected for the preparation of Rapid EIA shall include: I) Details of flora/fauna in the area 2) Topographical maps of the area 3) Details of surrounding major industries 4) Details of sensitive places, historical monuments and sanctuaries within 25km. radius. 5) Land use pattern and physical character within core zone. 6) Land use pattern and details of surrounding habitat. 7) Micro-meteorological data for the last three years. 8) Socio Economic data population within 25km radius. 9) Identification of water bodies and hills etc. within 25km radius and collection of data regarding discharge of streams and flow levels. 10) Any other relevant deta ils not included above but having impact on the project and Environment. 3.0
The scope of work for Comprehensive Environmental Impact Assessment for a period twelve (12) months shall cover the following aspects.

DATA GENERATION:
Methodology for collection of Environmental Baseline data shall be as per the guidelines of the Ministry of Environment and Forest, Govermnent India. Environmental baseline data shall be collected from following attributes of the Environment. 3 .2
AIR ENVIRONMNET:
Data on Air Environment in the area shall be ascertain by Ambient Air Quality survey within 30 km of radius of project site for the monitoring period of twelve months at 6 locations and samples days will be: 6 locations x 2 days/week x 22 weeks = 264 sample-days Assessment of Impact to air environment and conducting air quality modeling (Gaussian Plume Model) shall be done as per CPCB 1998 guidelines. Parameters to be monitored are specified below:

Using the above data and the expected emissio ns from the Thermal Plant, the predicted levels (isopleths) of these pollutants shall be computed for an area within a radius of 25 km around the plant. 3 .2
WATER E NVIRONMENT:
Water samples shall be collected from the following sources, in the area, once a month. a) Ground Water b) Surface Water c) Krishna River Water samples shall be collected and analysed as per the CPCB Guidelines. With respect to the number of samples, and sampling frequency for water shall be as follows: Water sampling :10 locations x once a month x 5 months = 50 samples EIA shall include details of the source and total requirements of water and quality of water required for the process, cooling system, colony etc. The intake and the final discharge for cooling water for Natural draft cooling tower shall be indicated. The water characteristics of the cooling tower and condenser blow down shall be predicted. Finally, derails of the proposed liquid effluent treatment systems and the impact of the discharge water temperature on aquatic life shall be clearly spelt out. Data on ground water profile along with the estimation of the levels of heavy metals in the area vis-â-vis soil permeability data shall be collected and reported. 3 .3
NOISE AND VIBRATION H AZARDS:
Noise survey shall also be monitored (24 hrs. continuous monitoring, interval on an hourly basis) near the existing roads and major highway junctions etc. in addition to the proposed site and at required locations covered on 25km radius of the study area. Transportation survey shall also be done once month. The expected impact of the noise and vibrations due to operation of the plant on the surrounding area shall be studied and studies for effective remedial measures to control the noise and vibration hazards.

With respect to the number of samples, and sampling frequency for noise and traffic survey shall be as follows: Noise sampling: 6 locations x once a month x 12 months = 72 samples Traffic survey: 3 locations x once a month x 12 months = 36 samples 3 .4
SOIL SURVEY:
Collection and Physico Chemical analysis of soil samples from various locations on the proposed site shall be done. With respect to the number of samples, and sampling frequency for soil shall be as follows: Soil sampling: 10 locations x once a month x 5 months 50 samples 3.5
OCCUPATIONAL SAFETY AND HE ALTH:
The estimation of likely stresses (heat, noise, dust and chemical pollutant s) in different areas of the plant and a listing of protective and safety measures to be taken for workers engaged in different operations, especially at the Coal handling areas etc. shall be given. 3 .6
FUEL TRANSPORT AND H ANDLING:
The studies shall contain details of transportation and handling of Coal to the plant. 3 .7
METEOROLOGICAL S URVEY:
The meteorological survey shall be monitored for wind direction, wind speed, relative humidity, temperature and solar radiation. The data shall be collected on an hourly basis for the entire study period as per CPCB guidelines. 3 .8

IMPACTS O N SE NSITIVE T ERRESTRIAL TARGETS:
Within the 25 km radius of the project site both short-term and long-term impacts on especially sensitive targets, such as habitat of endnngered species of wildlife or plants. sites/monuments of historical and cultural importance, centres with concentrated populations of senior citizens or school going children etc., shall be spelt out separately. 3.10
CONTROL TECHNOLOGIES:
The EIA study report shall contain a description of necessary measures and control equipment to be adopted to meet the stipulated standards. Details of post-operational environmental monitoring and the redundancies incorporat ed in control technologies shall also be provided. Details pertaining to necessary planned safeguards to be built in during the construction phase of the proposed 1 x 210 MW unit 8 of Raichur Thermal Power Station and planned periodical monitoring after the plant has become operational in respect of the following shall be indicated in ETA study report. a) b) c) d) e) f) g) h)

The study shall also include impact due to transportation of fly ash by trucks/bunkers from RTPS to cement factories and other places and its management. Consultants shall provide the required technical assistance for clearance of the ETA report from the various State/Central Government Agencies. The study shall be performed taking into account the effective environmental guidelines during the study period for Raichur Thermal Power Station issued by the Department of Environment. Forests and Wildlife (Ministry of Environment and Forests), Karnataka State Pollution Control Board. Department of Fisheries, Department of civil Aviation &

Department of Ecology and Enviromnent etc. (Copy of the Environmental Guidelines for thermal power plants issued by the Ministry of Environmental and Forests is furnished as Annexure-II. It shall be responsibility of the Bidder to follow the guidelines for ETA studies for Raichur Thermal Power Station with Coal as fuel and carryout the studies in accordance with such guidelines issued by MOEF, CPCB State Pollution Control Board etc., till the environmental clearance is issued. 3.11
EQUIPMENT/INSTRUMENT AND LAB ORATORY FACILITIES:
Consultant shall indicate the field testing equipment available with them for field studies/testing. Consultant shall make use of computer facilities and in house developed software applications. 3.12
CONTENTS OF EIA STUDY REPORT:
The ETA study report shall also contain the following sections wherein all claims are supported by the data collected from field studies and by scientifically established data/modeling. 3.12.1 DESCRIPTION OF SITE AND ITS EN VIRONS:
The details related to the site, including the current land use pattern, the demographic and socio-economic profiles of the villages and nearby towns, flora and fauna etc., shall be described. 3.12.2 LAND REQUIREMENT:
The details related to total area and type of land to be acquired for the plant itself, for the housing colony, marshalling yard and ash disposal area, with proposals for fuel transportation and power evacuation corridors shall be described with necessary justification. The forest areas, which would be affected by the transmission lines, shall be detailed. 3.12.3 REHABILITATION AND DISPLA CED POPULATION:
The details relating to persons who are displaced or have lost agricultural land due to setting up of the power plant shall be described. Plans for the relocation and effective rehabilitation of the displaced people, owners and dependents on land shall be detailed out. These plans must incorporate the existing occupational and cultural ways of the rehabilitation sites along with the land capability surveys and availability of water at the Raichur Thermal Power Station site shall be reflected. Details of compensation to be paid (land in lieu of land or cash payment, job etc.,) to each affected family vis-a-vis their Page 7 of 9
willingness or otherwise shall be mentioned. Objections received on the notification made for the acquisition of land shall also be reflected in the rehabilitation plan. 3.12.4 IMPACTS DURING CO NSTRUCTION:
The EIA study report shall also include plans as to from where construction materials like stones and sand will be acquired and transported to the site. ETA report shall include the impacts on land, soil, hydrology, water quality, air quality, ecology, demography etc., during the construction phase. 3.13 EMISSIONS AND DISCHARGE:
The standards for emissions or discharge of environmental pollutants shall be as notified under Environment (Protection) Act 1986 and latest amendments. 3.0
PROVISION OF STAFF AND E QUIPMENT:
The bidder is required to provide all staff and equipment and also establish a laboratory at the site to carry out the regular tests. The necessary safety, security and insurance for all the staff, equipment and laboratory shall be the responsibility of the Bidder. The KPCL representative will have the right to supervise and check the method of collection of data and also witness the various laboratory tests. 4 .0

The comprehensive EIA studies shall be for period of 12 months from the date of starting of the work at the site. A rapid interpreted ETA report shall be s ubmitted within three (3) months from the date of start of the work. The work shall be started within 10 days of letter of award. Comprehensive interpreted EIUA report shall be su bmitted within one (I ) month after the completion of ETA studies. The BIDDER shall submit along with the BID, a detailed programme of work in the Format given under Para 10.0

BID PRICE:
7.1
Bidder is re quired to quo te an al l-inclusive lum p sum firm pri ce fo r bot h Rap id an d Comprehensive report in Format given at Para 9.0. The lump sum price shall include all costs like mobilisation, demobilisation, local boarding, lodging, transport, communication insurance, taxes and duties etc.
7.2
The Bidder’s quoted price shall include all charges for visits to Delhi and other places in the Country as and when required for discussions / clarifications with MOEF/KSPCB/ CPCB to defend the studies in public hearing and any other activity related to environmental clearance.
7.3
The Bidder shall also quote separate rates for public hearing and also for providing extra copies of rapid/comprehensive EIA reports as per requirement of the KPCL.
7 .4
TERMS OF PAYMENT:
a. 10% of init ial payment within 10 days aft er acceptance of LOA ag ainst B.G fro m a scheduled Bank for an equivalent amount. b. 15% of total amount after submission and acceptance of Rapid E.I.A studies limited to a maximum of the price quoted for REIA studies. c. 45% pay ment in three equal installments of 15% each on subm ission of Int erim report for each of the 3 seasons. d. 20% payment on submission of final report. e. Balance 10% payment after 3 months of submission of final report. 7.5
Performance security in the form of 13G from a scheduled Bank equivalent to 10% of the contract amount valued for a period of two years i.e., upto a period of one year beyond submission of the comprehensive report.
