Powers and Duties of the Board . ) The Board *hall e?er+i*e e?e+uti6ead1ini*trati6e or 7ua*i-legi*lati6e 3rule-1aing4 or 7ua*i-=udi+ial 3in6e*tigati6e4 5ower* in +arrying out the 5ro6i*ion* of thi* A+t. The Board *hall authorie the duly integrated and a++redited ele+tri+al engineering a**o+iation and other regi*tered ele+tri+al engineering a**o+iation* to render a**i*tan+e in thi* fun+tion8 3h4 Pro1ulgate rule* and regulation* in+luding a +ode of ethi+*, ad1ini*trati6e 5oli+ie*, order* and i**uan+e* to +arry out the 5ro6i*ion* of thi* A+t8 3i4 In6e*tigate 6iolation* of the A+t and the rule* and regulation*, +ode of ethi+*, ad1ini*trati6e 5oli+ie*, order* and i**uan+e* 5ro1ulgated y the Board. Certificate of Specialty . ) Certifi+ate* of *5e+ialty *hall e i**ued y the Board, *u=e+t to the a55ro6al of the Co11i**ion, to 5rofe**ional ele+tri+al engineer* who ha6e een *+reened and re+o11ended y the integrated and a++redited ele+tri+al engineering a**o+iation. The*e are for *5e+ifi+ field* in whi+h the a55li+ant* ha6e *5e+ialied nowledge, training and e?5erien+e and ha6e de1on*trated their +o15eten+e and e?5erti*e. The Board *hall, *u=e+t to the a55ro6al of the Co11i**ion, and after +on*ultation with the *aid a**o+iation, 5re*+rie and i**ue the ne+e**ary guideline* for the i**uan+e of the*e +ertifi+ate*. $#C. 9G.
