▪ Special Education: – Boston is just above the state rate of Special Education identification (19% compared to statewide average of 17%)
– Massachusetts has one of the highest state rates, a reflection of being on the vanguard, not a manifestation of statewide policies
▪ Organization: – Every department does onboarding and PD in their own ways, with pockets of greatness that are not being shared
▪ Overextension: – Districts that right-size find savings between $300K and $700K per school

The Phase II workshop will be designed to:
▪ Understanding – A new understanding of where some of BPS’ biggest
▪ Present the deep dives across the three areas for investigation and discussion
▪ Workshop additional probes in the deep dive areas that might be useful
▪ Pivot towards roadmaps for capturing the opportunity, opportunity, working to identify pitfalls and approaches that will be most impactful for BPS
opportunities lie and how they might be captured
▪ Refining – Next steps on any additional analyses that would help further define the scope of the opportunities for Phase III
▪ Path forward – Alignment on what what direction workplans should be pushing and at what level of the organization buy-in will be needed for Phase III
