Instruction
The purpose of this document is to define the process flow of cluster optimization and regulation during cluster optimization. This document will guide subcontractor how to roll out during cluster optimization. The figuer1 show main flow of cluster optimization.

Figure 2 show the cluster optimization work flow, it be separated on 3 phases. In different phase subcontractor will finish partial work and output document.

2.1 Phase 1 2.1.1 Work flow of phase 1

2.1.2 Start Cluster Optimization Huawei RNO will inform SRNO start cluster optimization if 75% sites on air in this cluster.
2.1.3 Drive Test I. Task and Responsibility SRNO must finish drive test for all on air sites in cluster. Test route must cover all cells. DT Engineer must find out problem of antenna swap and missing neighbour 2014-11-25

during drive test . Transfer Test data. DT engineer must transfer test data to DA engineer after finish drive test. II. Time Point SRNO must finish DT within half day since receive information from HRNO. DT engineer must transfer test data to DA engineer within half day. III. 2.1.4 Drive Test Analyze I. Task and Responsibility Analyzing Poor coverage problem or coverage holl and give effective solution. II. Time Point DA engineer must finish analyzing within half day since receive test data. III. Output Phase1 Cluster optimization Report Problem Report
2.1.5 Antenna Reverse Check , Neighbor Optimization I. Task and Responsibility DT engineer must find out these problem and transfer result to DA engineer. II. Output Output Missing neighbour Table.

2.1.6 Coverage Holl Optimization I. Task and Responsibility Data analyze engineer must find out coverage holl area and provide effective solution. II. Output Output figure of signal Rxlevel distributing into cluster Optimization report. Please refer to cluster optimization report template for detail requirement.
2.1.7 Any problem I. Task and Responsibility If there is no problems in phase 1 and coverage performance meet target .SRNO must submit Phase 1 cluster optimization report to HRNO. After check by HRNO,SRNO will start phase 2 optimization. If there are any problem in phase 1 and these problems need deal with by HBSS or RRNO. Please SRNO submit problem report to HRNO. II. Time point SRNO must submit cluster optimization report and problem report to HRNO within 1 day after finish data analyze.
2.1.8 Problem Check HRNO will check problem report , If no error in report it will be submit to RRNO ; if any error in report ,Problem report will be return to SRNO until no error in report.
2.1.9 Solve hardware problem Any hardware problem will be send to BSS engineer and must be solved by BSS engineer within 1 days.

2.1.10 Solve plan problem Any plan problem will be send to RRNO and must be solved within 3 days.
2.1.11 Transfer HRNO receive the tuning result from BSS or RRNO, HRNO will inform SRNO within 1 hour. SRNO will drive test again for whole cluster, if there are not any problem during test and coverage performance meet target . SRNO submit phase 1 optimization report. SRNO will start phase 2 optimization after check by HRNO. And this test result can be as test data for phase 2 . If there are any problem during test again or not meet DT performance target , The process will be roll out again until there are no problem and meet coverage performance target. All phase 1 work shall be finished within 4 days.

2.2.2 Drive Test I. Task and Responsibility The final test data for phase1 optimization can be as the test data for phase 2. II. Time Point This test must be finished within half day after start phase 2 optimization.

2.2.3 Drive Test Analyze I. Task and Responsibility In phase 2 ,SRNO must finish solving problems about C/I, Rxqual, BER, and abnormal event and ensure these performance meet target. II. Time Point SRNO must finish analyzing and output report within 3 day after receive the test data. III. Output SRNO must output problem report and cluster optimization report.
2.2.4 C/I, Rxruql , BER, Interference ,Event Optimization I. Task and Responsibility Actually these problem will refer to 5 ways Hardware Problem TRX Problem Antenna & Feeder Interference Intra-interference Inter-interference RF Problem Parameter Problem Equipment Problem Before starting cluster optimization, BSS engineer will clear alarm and solving 80% hardware problem. So Huawei require SRNO must solve all interference and RF problem during phase 2 optimization. 2.2.5 Any problem, Problem Check, Solve hardware, plan problem, Transfer These Process is same phase1.
2.2.6 Target
Below show performance target: C/I Target: shall be more than or equal 12 dB Rxqual: 95% area shall be less than or equal 4 BER shall be less than or equal 2 Call Drop Rate shall be less than or equal 2% Call setup Success Rate shall be more than or equal 98% Handover Success Rate shall be more than or equal 98% Phase 2 work shall be finished within 4 days.

2.3 Phase 3 2.3.1 Work Flow of Phase 3
Figure 5 Phase 3 work flow In phase 3 optimization include MOS opti and EDGE opti. Huawei will provide support and training for subcontractor.
2.3.2 Drive Test
I. Task and Responsibility Because call type is different , SRNO need drive test twice for whole cluster in phase 3.One is for MOS, another is for EDGE.

2.3.3 Drive Test Analyze I. Task and Responsibility SRNO must finish analyze for MOS and EDGE. II. Output SRNO must output cluster optimization report and problem report. III. Time Point SRNO must finish analyze and output report within 2 day after receive test data.
2.3.4 MOS Optimization I. Task and Responsibility SRNO must ensure MOS performance meet target. II. Output

Throughput II. Output SRNO must output figure of call setup time ,call setup success, drop call and throughput into cluster optimization report. Please refer to cluster optimization report for detail requirement
2.3.6 Any problem, Problem Check, Solve hardware, plan problem, Transfer These Process is same phase1.
2.3.7 Target
Below show performance target: MOS fraction must more than 3.2. EDGE Target Call setup time shall be less than or equal to 300ms Call setup success rate shall be more than or equal to 98% Drop call Rate shall be less than or equal to 2% Average Throughput shall be more than or equal to 230kbps
2.4 Backup After finish each phase optimization and achieve the target, Final test data and report must be upload into server by SRNO. Each changer for antenna or parameter must be record and Upload by HRNO every week.
2.5 AC If all DT performance meet target, SRNO must submit cluster optimization report to Huawei. Then Cluster optimization will be finished. 2014-11-25

2.6 Naming convention The drive test log files shall be named as below: YYMMDD_Cluster ID_Call Type
Chapter 3 Report and Table Template If all DT performance meet target, SRNO shall submit cluster optimization report.
3.1 Cluster Optimization Report Actually Cluster optimization report is aggregate of 3 phase cluster optimization report.
