Mr. President: The Committees on Accountability of Public Officers and Investigations ( Blue Ribbon) Ribbon) and Justice and Human Rights have conducted an inquiry, in aid of legislation, into the faking or fabricating of land titles and the selling or transacting of these fake land titles pursuant to P.S. Resolution Nos. 149 and 295 introduced by Senators Robert S. Jaworski, Sr. and Aquilino Q. Pimentel Jr. respectively. The Committees have the honor to submit the results of said inquiry to the Senate with the following recommendations: 1. For the Office the Ombudsman, to prosecute and/or cause the prosecution of Atty. Jose S. Loriega Jr., then the Head of the Land Title Verification Task Force of the Land Registration Authority, who issued and/or approved these conflicting Reforts which prejudiced the interest of the Republic of the Philippines in the judicial proceeding filed by it against Kenrick Development Corporation for the cancellation of the latter’s land titles. 2. For the Integrated Bar of the Philippines, to investigate and recommend to the Supreme Court the disbarment of, or imposition of appropriate disciplinary sanctions on said Atty. Jose S. Loriega.
