How a bill is passed into a law in the Philippines? 1. To initiate initiate the law-making process, the proposed bill is signed by its author and filed with the Secretary of the either the ower House !for congressmen" or the Senate !for senators". #. The bill will go through three readings. $n the %irst &eading, the number nu mber and title of the bill is read, followed by its referral to the appropriate committee for study. '. $n the Second &eading, the bill is read in full along with amendments proposed by the committee who studied it. The bill is then sub(ected sub(ected to debates and discussion by the the members of the House where it was filed. )fter e*tensi+e discussion, the bill will be +oted on. f appro+ed, it would go through a third reading. . $n Third &eading, the bill will be submitted for a final +ote. f appro+ed again, it shall be transmitted to the other House for concurrence.
