1.
Purpose The primary purpose of emergency prevention, preparedness and response activities is to set in motion all the necessary actions that will help to prevent loss of life, to conserve the environment and to minimize damage to assets. The purpose of this section is to define the roles and responsibilities of each key member of the shipboard response team so that they know in advance their duties and responsibilities in the event of an emergency

Scope This section defines the roles and responsibilities of shipboard personnel for handling emergency situations.
3.
Reference ISM Code; Shipboard Oil Pollution Emergency Plan (SOPEP)

Responsibility This section applies to all shipboard personnel. The Shipboard Management Team has the responsibility to ensure that emergency organization on board is constituted and trained to work together for handling emergencies effectively.
5.
Guidelines 5.1 The emergency organization set out in this section is designed to make the best use of small, well-trained teams to respond to shipboard emergencies. 5.2

The existence of Emergency Teams does not in any way prohibit independent actions by persons discovering emergency situations.
Instructions 6.1 Roles and responsibilities of each member of the crew in emergencies must be displayed in the Emergency Station Bill, which must be kept updated at all times. 6.2 Team composition must be reviewed at each crew change in order to ensure that it is composed of the most suitable personnel available. 6.3 6.4
All crew joining a vessel must be familiarized in emergency duties in accordance with Checklist LTSSPL.601 / 602 / 612 / 613 / 614. As far as possible, Shipboard Emergency Teams must be organized as follows. Emergency Station Bill or Muster Lists showing names of every person sailing on the vessel, including crew, special personnel, supernumeraries, riding crew, sailing superintendents, repair teams, etc. and their allotted duties must be displayed at suitable locations on board ships.

Emergency Station Bills must contain full particulars of the signals / alarms that will be used in the ship to call all persons on board to their emergency stations and also specify the means of indicating when the ship is to be abandoned. Emergency Station Bills must be updated at every crew change or a person joining a ship, dated, signed by the Master and posted prior to the ship putting to sea. Emergency Station Bills must be supplemented by individual cards, issued to each person on board stating their names, boat station, muster point and duties in the event of an emergency. These cards should be displayed in the cabins and kept updated whenever a crew change occurs.

Purpose Shipboard emergency notification is governed by regulatory requirements. These requirements also specify conditions for notification exercises. This section provides details on making proper emergency notifications in accordance with regulatory and company requirements.

Responsibility The Master is responsible for ensuring that proper notifications of any shipboard emergency are made.

Guidelines 5.1 Contact information of shore side office personnel to be contacted in an emergency can be found in Section 7 of this manual, the SOPEP and in Form LTSSPL.1000 5.2 Contact details for Maritime Rescue Centers are available in ALRS; P&I contact details are available in Correspondents list; Class contact details are available in Class Directory; NOCP contact list is available in the SOPEP and Emergency Procedures Manual - Ship; contact details for contracted salvage and clean-up companies is also available in SOPEP. All such information should be kept readily available for use in an emergency.
6.
Instructions 6.1 Emergency Notification Procedure The following procedure is dedicated solely to the notification of an emergency. It is accessible on a 24 hour basis. Its purpose is to ensure that the initial notification of an emergency is conveyed to the Designated Person (DP) or Alternate Designated Person (ADP) within the LTSSPL irrespective of the time the incident occurs. Whenever an emergency is identified by the company, the means of communication will be specified. Whenever an emergency is declared on board, the following procedure must be followed:

The DP / ADP will then immediately contact a senior member of the LTSSPL Emergency Response Team and provide details of the emergency. In the extremely unlikely event that DP or ADP cannot be contacted by the means listed above, and then Head Marine Asset / Operations or Technical Superintendent must be contacted immediately. All shipboard emergencies and casualties must be reported immediately to the LTSSPL and to local authorities in accordance with local regulations. In the event of any marine casualty or when a ship is overdue or defect discovered affecting the safety of the ship or the efficiency of the vessel’s operation, the master of the ship shall as the case may be, report at the earliest opportunity to the nearest Mercantile Marine Department (MMD) and concerned MRCC or the port state control authorities. First report of marine casualty / incident must be completed and faxed / e-mailed to DG Commcentre at the earliest but within 24 hrs positively. [email protected] In the event of release of Oil or hazardous substances or other wastes from the ship, the master shall immediately report all such incidents to the concerned port authorities, Indian Coast Guard, Maritime State Board, National Contact Points responsible for the receipt of reports on marine pollution incidents (MEPC. 6 / Circ. 5 dated 31st March 2009), including the Marine Department office on pollution incidents to the DG Commcentre Mumbai. The master shall immediately activate SOPEP or garbage management plan or other plan as applicable. He shall also seek the advice of the Indian Coast Guard, who is the nodal agency of Government of India for oil pollution response.

Notifications must also be made to commercial interests in accordance with the instructions in the Project/Voyage Orders. Initial Notifications should be made by phone and followed up with email notifications to
[email protected] Emails to the above email address relating to the event should carry the following subject line: “VESSEL – EMERGENCY – NATURE OF EVENT” e.g. “SHIPNAME – EMERGENCY – STEERING FAILURE” Incidents that involve minor injury, release of pollutants that are captured within the existing containment system, damage to equipment or minor damage to vessel which do not require any immediate office support should be reported by email to
[email protected] When making initial report of Oil Release, IMO Report Form A.851 (20) provided in SOPEP, should be used. Follow-up reports must be submitted as more information becomes available or at regular intervals and as decided with office, so that LTSSPL is constantly updated of the situation evolving on board. Casualties that affect the seaworthiness of the vessel require evaluation of the vessels residual strength and stability. LTSSPL has contracted with Classification society for the ERS or RRDA as the case may be for such evaluations. Messages related to assessment of damage stability and residual strength should be sent in accordance with Section 6 of Emergency Procedures Manual – Ship. The Master should use the best available communication methods to make notifications - by INMARSAT, mobile phone, fax, radio or email - according to whichever method best enables the vessel to transmit the information in the fastest, most concise manner. Since attention to vessel’s matters demand priority for reasons of safety or spill mitigation, once contact has been made with LTSSPL and the emergency notified, the shore office will assist the Master in making all further notifications to the appropriate authorities. The master of the vessel shall participate in the INDSAR Ship Reporting System developed under the International Convention on Search and Rescue (SAR 1979) applicable within the prescribed assigned area i.e. Indian Search and Rescue Region (ISRR). The master shall also participate in the Reporting System of the port (VTIMS) developed under the SOLAS Convention 1974. 1.
Purpose: Under certain exceptional circumstances a vessel may have to deviate from the regular course and put into a Port of Refuge, for the common safety of the crew, the ship and its cargo, which would be termed as a General Average Act. This section provides information on the actions to be taken by vessels when putting into a Port of Refuge.

Responsibility: The Master is responsible for ensuring that appropriate actions as listed in this section are taken.
5.
Guidelines: 5.1 Deviating for a Port of Refuge is considered a general average act under the York-Antwerp Rules. Hence certain costs and expenses incurred in proceeding to, entering, staying and leaving a Port of Refuge’ are accepted as general average. 5.2 Reasons for deviating to a port of refuge includes: Damage affecting seaworthiness of the ship; Major Fire; Shifting of loads, where applicable Serious Machinery Breakdown; Shortage of bunkers due to exceptionally severe weather 5.3 The owner / manager / master of the ship and the port / coastal state authorities should be guided by IMO Resolution A.949 (23) “Places of Refuge” in case of the total disability of a ship in need of assistance to carry out emergency repairs. The Directorate General of Shipping (DG Commcentre) is the Maritime Assistance Service (MAS) nodal point in India complying under IMO Resolution A.950 (23). • • • •

Instructions: 6.1 The Master’s primary responsibility is the safety of the crew, the environment, and the ship. 6.2 As soon as decision to deviate for a port of refuge is taken, the Master must inform LTSSPL, stating all the reasons.

Record the ship’s position at the point of deviation and make an entry in the ship’s logbook. Sound all tanks and determine the quantity of all fuels and lube on board at the time of deviation. Keep a record of all events and any expenditure incurred, such as boats or tugs hired. If vessel is damaged or seaworthiness is affected, inform Port State and local harbor authorities in consultation with LTSSPL. Note Protest within 24 hours of arrival at the port of refuge in accordance with Section 13 of Shipboard Procedures Manual.

Purpose In cases of extreme emergency, for the safety of the crew, vessel and property, salvage assistance may be necessary. This section provides details of actions to be taken on board under such circumstances.

Responsibility The Master is responsible for ensuring that under those exceptional circumstances of salvage, the details provided in this section are complied with.
5.
Guidelines 5.1 In cases of extreme emergency when salvage assistance is necessary, the decisions to be made for the safety of the crew, vessel and property are the prerogative of the Master. 5.2 Considerable assistance can be derived by maintaining contact with LTSSPL office. 5.3 The Master must ensure that the vessel assists the salvor to the fullest and keeps the salvor fully informed of the vessel’s capabilities including propulsion and steering capabilities.
6.
Instructions 6.1 If a vessel breaks down at sea or is so damaged as to require salvage, all efforts must be made to contact LTSSPL. 6.2 If in the Master’s opinion, the vessel is in imminent danger requiring immediate assistance, the Master shall endeavor to secure the necessary assistance of outside craft on a towage basis, expressed as a towing job or on a flat agreement for a stipulated amount. 6.3 Failing this, the Master has the authority to bind the vessel and cargo interests (where applicable) to a salvage contract, under the terms and conditions contained in the Lloyd’s Open Form of Salvage Agreement (with SCOPIC clause included), which incorporates the principle, ‘No Cure – No Pay’. 6.4 If possible the Master must sign the Lloyd’s Open Form, but in the event that time, weather or other circumstances prevent signing, the Master must signal the salvor as follows:

EMERGENCY PROCEDURES MANUAL - SHIP SECTION 5 – DISTRESS AND RESCUE
1.
Purpose In certain exceptional circumstances, the vessel may be in a situation where salvage assistance can be provided to another vessel in need. This section provides details of actions to be taken on board under such circumstances.

Responsibility The Master is responsible for ensuring that under those exceptional circumstances of salvage, the details provided in this section are complied with.
5.
Guidelines 5.1 The Master, upon receipt of a distress signal, has a responsibility under law (SOLAS Ch. V / Reg. 33) to proceed to the rescue of any persons in distress at sea, if he is in a position to render such assistance.
6.
Instructions 6.1 Whenever a vessel deviates to render such services LTSSPL must be informed immediately. 6.2 If a vessel having received a distress alert is for any reasons unable to proceed to their assistance, the details of the circumstances preventing such actions must be entered in the ships log book. 6.3 Whenever salvage services are to be rendered to another vessel, the Master must make best efforts to inform LTSSPL and obtain permission. 6.4 For services rendered, endeavor to obtain from the Master of the salvaged vessel, or person in charge of the property, a signed statement of the nature and extent of the services being rendered. 6.5 On completion of services rendered, the Master must obtain a letter of acknowledgement that the salvaged property is in safety and no further aid is required. 6.6 A detailed log of the services rendered must be maintained, containing: Details of Lost Time •

Purpose This section provides information on handling various types of shipboard emergencies.

Scope Shipboard Emergencies

Reference Shipboard Oil Pollution Emergency Plan (SOPEP); SOLAS Training Manual; IAMSAR Manual; Perils at Sea and Salvage; On board documentation
4.
Responsibility Every member of the crew must understand their roles in emergency situations and act accordingly. Overall command of the situation on board rests with the Master.
5.
Guidelines 5.1 The SOPEP is the primary document to be referred to while handling situations that result in an oil spill or where threat of an oil spill exists. 5.2 Where information in this section varies with that contained in either of the above referenced documents, it must be borne in mind that the SOPEP is approved document.
6.
Instructions 6.1 All Officers must make themselves fully familiar with on board documentation relating to handling emergencies on board. Instructions and training should be further enhanced through training demonstrations and drills. 6.2 Handling Shipboard Fires 6.2.1 Observer should sound the alarm and where possible and safe to do so, should attempt to contain the fire with the nearest fire extinguisher. 6.2.2 Conduct a head count in order to account for any persons who may be trapped and need to be rescued. 6.2.3 Boundary cooling is an important element in controlling the spread of fire; hence divisions that bound a fire on all sides must be inspected for signs of heating. This includes all six sides of the space. 6.2.4 Spaces such as engine room and pump room are protected by fixed fire fighting installations and these should be used as appropriate.

Collisions 6.3.1 Stop the main propulsion. 6.3.2 Sound the Emergency Stations Alarm, muster crew and conduct a head count. 6.3.3 Send notifications as required by SOPEP and as per section 2 of this manual. 6.3.4 Attempt to contain spill, if any, in accordance with SOPEP. 6.3.5 Exchange information with the other vessel in accordance with the requirements of SOLAS and inquire if any assistance is required. 6.3.6 If impaled with the other vessel, evaluate the situation carefully before attempting to break free. 6.3.7 Close all watertight compartments and attempt to contain flooding. 6.3.8 Sound all bunker tanks and other compartments that are part of or close to the damaged area. 6.3.9 Compile and send stability and strength assessment notification 6.3.10 Checklist LTSSPL.1010 covers actions to be taken in case of Collision.
6.4
Grounding / Stranding 6.4.1 Stop the engines. 6.4.2 Sound the Emergency Stations Alarm, and activate the onboard response team. 6.4.3 Remove the excess ballast / transfer project cargo to support vessels, if any. Subsequent reduction in draft may lead to automatic re-floating of the vessel. 6.4.4 Send notifications as required by SOPEP. 6.4.5 Attempt to contain spill, if any, in accordance with SOPEP. 6.4.6 Sound all tanks to confirm that the ship is structurally intact. 6.4.7 Take soundings around the vessel to establish the vessels position on the bottom. 6.4.8 Compile and send stability and strength assessment notification. 6.4.9 In case the vessel’s hull is not breached and it has been assessed to be safe to do so, attempt to re-float using the ship’s propulsion system / thrusters.

Abandon Ship 6.5.1 Sound the alarm. 6.5.2 Muster crew and take head count. 6.5.3 Send out a distress alert providing as much information as possible. 6.5.4 Prepare lifeboats and liferafts for launching. 6.5.5 Bring all locating and portable communicating devices to each of the lifeboats. 6.5.6 Close all openings and hydraulic valves, if possible. 6.5.7 Await Master’s final verbal instructions to abandon ship.
6.6
Man Overboard 6.6.1 Anyone seeing a person in the water must immediately throw a lifebuoy and raise the alarm. 6.6.2 If the ship is underway the Officer on Watch must release the Man Overboard lifebuoy and activate the Man Overboard button on the GPS. 6.6.3 If offshore construction in progress, same must be stopped and assistance of tugs in vicinity taken. 6.6.4 The bridge must conduct a maneuver by “Single Turn Maneuver” or “Williamson Turn” or “Scharnow Turn” to return the vessel to the location of the casualty as appropriate. 6.6.5 The Emergency Response Team should muster at the rescue boat or at the lifeboat designated for use as the rescue boat. 6.6.6 Post two lookouts with binoculars to look out for the casualty and keep him in sight. 6.6.7 Ship’s propulsion system / Thrusters must be prepared for maneuver. 6.6.8 At night, arrange extra persons to operate search lights and signal lamps. 6.6.9 Rig ladders, nets, etc and prepare first aid and artificial resuscitation equipment. 6.6.10 The rescue boat must be launched once the casualty has been sighted.
6.7
Missing Person Procedure 6.7.1 If a person is found to be, or is suspected to be missing, but has not been seen to fall overboard, this procedure must be initiated immediately.

EMERGENCY PROCEDURES MANUAL - SHIP SECTION 6 – SHIPBOARD EMERGENCIES 6.7.2 The crew must be mustered and a systematic search of all compartments must be carried out. 6.7.3 The following facts must be ascertained: The time person was last seen on board The time at which person was found to be missing 6.7.4 Based on the above timings sea area to be searched should be defined, beginning with a sector search and continued with an expanding square search. 6.7.5 Lookouts must be posted and the rescue boat crew mobilized. 6.7.6 Rescue boat must be launched only after the casualty has been sighted. 6.8
Towing 6.8.1 If the vessel suffers a casualty or is otherwise standing into danger the Master must decide whether salvage assistance is needed. 6.8.2 Notification in accordance with the vessels Emergency Procedure Manual / SOPEP should be made whenever such assistance is required. 6.8.3 Vessels may be towed by the bow or stern in an emergency. 6.8.4 Instructions provided in the vessel’s Emergency Towing Arrangement manual, where provided, must be followed whenever this is being rigged.
6.9
Rescue and Salvage Rendered 6.9.1 A vessel is legally bound to render assistance to another vessel or person in distress at sea if it is in such a position as to be able to render such assistance. 6.9.2 The vessel may receive requests for assistance directly or through a Rescue Coordination Center and must proceed as quickly as possible. 6.9.3 LTSSPL must be informed whenever a vessel responds to such requests. 6.9.4 In the event of a vessel being involved in salvage services to another vessel, no agreement as to compensation or award should be made, except under instructions from LTSSPL. 6.9.5 A careful record should be made of all stores, equipment and bunkers consumed in rendering such services.
6.10
Main Propulsion / Thrusters / Auxiliary Engine Breakdown 6.10.1 If a vessel suffers a main machinery failure that affects safe navigation, the Master must notify the Port Authorities prior to

Such notification may be made through LTSSPL or the ships Agents. 6.10.2 Following immediate actions must be taken in the event of Main Propulsion / Thrusters / Auxiliary Engine failures: •
Inform the Chief Engineer immediately
•
Use remaining headway to move towards a safe area
•
Clear away the anchors and prepare for anchoring
•
Do not hesitate to call for assistance, or tow, especially when navigating in confined waters
6.11
Steering System Failure 6.11.1 The main steering system comprises two identical power units, so arranged that in the event of a failure in one system, steering capability can be maintained or speedily regained. 6.11.2 Use of the main propulsion system and thrusters when steering capability is not available may be very helpful in changing the drift direction and speed or even in stopping the ship altogether. 6.11.3 Personnel repairing damaged or failed steering system should be warned before any thruster movements are used.
6.12
Security Threats 6.12.1 For procedures to follow during emergencies related to following security threats, the Ship Security Manual should be referred to: Piracy Local War Terrorism Stowaways Bomb Threats Hijacking
6.13
Serious Injury / Death 6.13.1 In the event of a serious injury or death on board the Master should make best efforts to render assistance on board in accordance with the guidance provided in the International Medical Guide for Ships. 6.13.2 Radio Medical Aid should be obtained wherever necessary in accordance with Section 3 of the Shipboard Procedures Manual. 6.13.3 The Initial Injury Report Form LTSSPL.400 should be sent to LTSSPL stating details of the person involved and the nature of injury. Helicopter Operations 6.14.1 Routine Helicopter Operations and operations during emergency should be conducted in accordance with the guidance contained in ICS Guide to Helicopter / Ship Operations. 6.14.2 During helicopter operations fire fighting equipment should be provided and kept ready for use in accordance with the ICS Guide to Helicopter / Ship Operations. 6.14.3 Fire-fighting equipment provided as part of ships fire-fighting equipment can be used during helicopter operations. Under normal circumstances the equipment located closest to the vicinity of helicopter operations should be used and kept in close proximity to the landing or winching area.
Records 7.1 Proper entries must be made in the logbook of events that occur on board during an emergency and all actions taken in handling it. 7.2 Details of rescue services rendered at sea must also be recorded in the ships logbook.
