Purpose The purpose of this document is to detail the requirements for 11kV, 20kV and 33kV pole mounted auto-reclose circuit breakers (PMAR) for use on the overhead line distribution networks of Northern Powergrid. This document supersedes the following documents, all copies of which should be destroyed.

Technical Requirements PMAR circuit breakers shall be designed and tested in accordance with ENA TS 41-36, ANSI S tandard C37.60 and the additional clauses or requirements located within this specification.
3.1
Environmental Environmental Conditions The PMAR’s shall be capable of operation within the following service conditions:
a) Ambient temperature tempera ture range of -25°C to +40°C wher e the average value of the ambient air temperature, temperat ure, measured over a per iod of 24h, does doe s not exceed 35°C . b) Wind pressure pressure not exceeding exceeding 730 Pa (corresponding to 33 m/s wind speed). speed). c) Maximum installation altitude not exceeding 1000m. Account shall be taken of any detrimental effects resulting from condensation and/or precipitation.
3.2 Ratings 3.2.1

** The preferred impulse insulation withstand voltage shall be as detailed in Table 1b of BS EN 622711:2008+A1:2011, 1:2008+A1:2011, however the reduced value detailed in Table 1.1a of ENA TS 41-36 will be acceptable for 20kV units. 3.2.3
Provision for Dielectric Tests on Cables
The additional Power Frequency Withstand Voltage Type Tests as detailed in ENATS 41-36 clause 1.4.2.2 are not required as Northern Powergrid do not accept PMAR’s as a point of isolation for work or cable testing purposes. 3.2.4

Rated Frequency
The rated frequency shall be 50Hz. 3.2.7
System Earthing
The PMAR’s are required for use on a system that has its neutral directly earthed, resistance earthed or earthed via an arc suppression coil. The equipment shall be suitable for use on three phase, 50hz, 11kV, 20 or 33kV electrical distribution networks in which the neutral point is earthed either directly with t ypical maximum earth fault passage levels of 2000A for 1.5 seconds or by means of a neutral earth resistor in which the earth f ault passage levels have been limited to 1200A for 1.5 seconds. On certain parts of the distribution system, the above earthing methods have been replaced by or supplemented with arc suppression coils. The arc suppression coils have been installed to manage earth faults that are transient in nature. The protection system has been designed in such a way that the coil remains in circuit for a specific period of time limiting the flow of fault current. This action negates the requirement for an immediate circuit breaker operation and thus allows the system to operate normally for transient faults. If the fault is sustained, the protection system reverts back to the more traditional resistance earthed protection environment detailed above.
3.3
PMAR and Mounting Mountin g Requirements 3.3.1
Mounting Arrangements
PMAR’s shall be designed to be mounted onto single wood poles utilising lightweight, compact pole mounting frames that shall be supplied with each PMAR. The mounting frames shall be designed to be secured to the pole utilising two M20 pole bolts vertically spaced with 360mm centres. The fixings within the mounting frame shall be designed with a M22 hole for the top fixing and an M22 keyhole slot for the bottom fixing. The preferred mounting arrangement will result in the PMAR being located vertically below the overhead conductors. PMAR units shall be supplied complete with manufactures data plates indicating the serial number and key technical parameters, including the weight of the PMAR. 3.3.2

Insulator Bushings
Insulator bushings shall be manufactured from light weight durable materials that are UV stable and comply with the rated insulation levels detailed in clause 3.2.2. 3.3.4
HV Connections
On the 11 & 20kV units, the PMAR shall be supplied equipped with 400A mechanical parallel groove type connectors or double holed lugs to allow the connection of insulated jumpers to the HV terminals of the circuit breaker. The clamps shall be designed to allow the connection of flexible copper insulated 2 jumpers of minimum cross section 70mm 70mm . All connections shall be shrouded to protect against interference from birds or small animals. On the 33kV units the PMAR shall be supplied equipped with 800A connectors and designed to allow 2 the connection of flexible copper insulated jumpers of minimum cross section 120mm . 3.3.5
Local Mechanical Trip Facility
Facilities shall be provided to allow the circuit breaker to be tripped manually without the need for external power supplies. This shall normally be provided through the use of a yellow pull ring mounted on the exterior of the circuit breaker. The trip ring shall be designed to be operated from ground level with the use of standard insulated operating rods. Once the manual trip has been operated, it shall not be possible to close the circuit breaker either locally or remotely by electrical means without the trip lever being manually reset. 3.3.6
Earth Connection
The PMAR mounting bracket shall incorporate a 22mm hole to allow the bracket to be bonded to the pole earthing system. 3.3.7 Erection Facilities The PMAR’s shall be supplied with suitably rated lift ing eyes, positioned to facilitate the lifting of the equipment in the correct orientation without the lifting straps transmitting any forces onto with the bushings during the lifting operation. W here this cannot be accommodated using standard slings, the PMAR suppliers shall provide Northern Powergrid with lifting frames for this purpose. All PMAR’s shall be marked to indicate the weight of the circuit breaker and the control cabinet and shall have a diagram of the lifting and slinging arrangement to facilitate the correct lifting methodology on site. 3.3.8
Arc Interruption Medium
HV switch arcs shall be interrupted using vacuum bottle technology. 3.3.9 Stored Energy The circuit breaker shall not be allowed to close unless there is sufficient stored charge available to allow the circuit breaker to be electrically tripped.

Anti-Corrosion Anti-Corrosio n requirements Ferrous surfaces shall be protected against corrosion by galvanisation or Zink spray coating. Surfaces shall be prepared in accordance with ENA TS 98-1. 3.4.1
Zink Spray
The zinc shall be applied to a thickness of Zn4 in accordance with BS E N ISO 2063. 3.4.2
Galvanising
Galvanising shall be applied by the hot dip process in accordance with BS EN ISO 1461 to achieve a minimum thickness of 85 µm and an expected expected min./max. durability figure of 40/>100 for C3 or 20/40 for C4 corrosivity categories as detailed in BS EN14713-1. Oversize tapping or re-tapping of female threads shall be provided where the bolt or male thread is hot dip galvanised. Nuts shall be tapped up to 0.4mm oversize after galvanising and the threads shall be oiled. Bolts and screwed rods shall be galvanised after thread forming.
3.5
Control Cabinet Requirements Requirements 3.5.1
Design of control cabinet
The control cabinet shall be large enough to incorporate the following equipment within the Cabinet: Control Relay Communications RTU, Battery charger and batteries, Heater and thermostatic control unit, Radio communications tray to allow a radio or modem unit to be installed. The control cabinet and doors shall be fabricated from stainless steel. The cabinet shall be designed to meet the "degrees of protection" and “Enhanced Security” requirements as detailed in clause 3.5.2 and 3.5.3 of this specification. The control cabinet shall incorporate a 12mm stud mounted externally in the base to allow a minimum of 2 earth connections to be made to the cabinet. The control cabinet shall allow external power supplies and communications aerials to be terminated into the base of the cabinet. To achieve this requirement the control cabinet shall be supplied with a bulkhead type TNC-TNC antenna fitting (installed in a M16 hole) with f emale sockets on each side. Additionally it shall incorporate an M22 hole to allow the LV supplies to be terminated onto an M20 cable gland (CW20S). The control cabinet shall be designed to be mounted onto a wood pole and be supplied with all brackets and fixings required. Under normal circumstances the control cabinet is required to be mounted on the pole with the main display at average eye line height. As such it shall be provided with an umbilical communication cord as detailed in clause 3.7

Protection Against Ingress of Moisture - The degree of protection for pole-mounted enclosed equipment shall be not less than IP34 in accordance with IEC 60529. The weatherproofing test method shall be the method given in annex C of IEC 60694. 3.5.3
Enhanced Security – To protect against unauthorised Interference
Cabinets shall be designed to reduce the likelihood of interference with the equipment located within the cabinet. Typical methods of achieving this requirement shall include, but not be limited to the following methods:Multi-point locking system Reinforced cabinet doors
3.5.4
Cabinets shall be tested in accordance with the LPS 1175 (Loss Prevention Standard) so that they achieve a minimum security rating classification of 2 (with options for class 3), t ool category C. Manufactures shall provide details of their proposals to satisfy this clause and any testing they have carried out to verify the effectiveness of the design. Batteries and Chargers Control cabinets shall include battery charger unit s and secondary batteries. The batteries shall be low loss rechargeable 12V batteries that have a minimum operational lifetime of 10 years in an environment that complies with clause 3.1 Typically the charging units will be supplied from externally mounted auxiliary Voltage transformer (system voltage /230V), although they may also be supplied from local 400/230V 50Hz supply networks. All charging units shall incorporate battery condition and test software. Manufactures shall provide details of the quiescent drain placed on the batteries when the LV auxiliary supplies are not available. In the event of a failure of the t he external supply voltage or of the battery charger or battery, a means shall be provided to generate an alarm that registers both locally on the controller display located in the control cabinet and remotely as a SCADA output indicating the failure condition. The control cabinets shall incorporate a double pole isolator in the LV power supply circuit. The cabinet shall have the facility to isolate potential LV supplies from a single location within the cabinet.

Electromagnetic Compatibility
The equipment (including control and communication systems) shall comply wit h EMC Directive 89/336/EEC, IEC60694 and BS EN 62271. 3.5.7
Operational Safety and Locking
The control cabinet and relay unit shall be designed to allow a field operative to select and secure the equipment in an open or closed status. Once in this designated status, it shall not be possible to change the status of the equipment by b y remote control means. The control cabinet door(s) shall be suitable for application of a padlock with a 7mm diameter shackle. 3.5.8
Computer Port
The electronic controller shall be supplied with a 25 way female D-type connector providing RS232 communication to the electronic controller. 3.5.9
Programming Software
Software shall be provided to control or programme the units via the computer port in clause 3.6.5 3.5.10 Internal Power Socket A electrical socket outlet designed for operation at 240V shall be provided within the control cabinet. The socket shall be protected with a suitable MCB to li mit the maximum current available to less than 500mA. (Suitable for powering typical laptop power supplies only) 3.5.11 Remote Operation of the Control Relay The control relay must incorporate an integral RTU (Remote Terminal Unit). The RTU shall provide via a suitable communications system, a remote control and indication facility. Appendix B provides details of the DNP3 point assignments required by the RTU to integrate into the existing Northern Powergrid SCADA control system.

Power Management
The RTU unit shall incorporate a radio power management system. If the auxiliary power supply fails, the unit shall monitor the time of the f ailure and after a user settable time (timers shall be programmable up to 12 hours and by default the timers shall be set at 4 hours) shall disable the power supply to the radio. When the auxiliary power supply becomes available again, the RTU shall re-enable the power supply to the radio. The batteries shall have sufficient capacity to provide an estimated 2.5 days backup time with the Key radio system attached and 3.5 days with the Radius radio system.
3.7
Cabinet and Circuit Breaker Connection Connectio n The circuit breaker shall be connected to the control cabinet by an umbilical cable. The cable shall be provided in a standard 7m length. An option for an 11m version shall be available. The cable shall connect the recloser to the cabinet and be designed so as to short out the recloser CTs when the umbilical cable is unplugged.
3.8
Circuit Breaker Operational and Control Requirements Requirements The following control functions shall be provided both locally and remotely through the SCADA system. At the local control panel the control functions will be p rovided by separate open and close switches, and separate protection control switches for each f unction. The following protection modes shall be accommodated using the control relays programmable logic and standard soft keys: • •

Normal Automatic Sequence Mode (Auto recloser on) Live Line Mode (Auto recloser disabled – Instantaneous Trip & Lockout only) This function shall be enabled using the “Hot Line Tag” front panel soft key which w ill o be relabelled as “Live “ Live Line”. Line”. Non Auto Mode – (Fault Hunting - Auto reclose and Instantaneous protection off) turns off reclosing and goes to alternate protection group w ith a delayed curve. As described this mode allows only 1 delayed trip before lockout.
