The Sangguniang Kabataan is defined through its history, objectives, objectives, & responsibilities as an official A. The History and Objectives of the Sangguniang Kabataan are elaborated. 1. The Sangguniang Kabataan (SK) was incorporated into the Local Government Code on 199 1, replacingthe previous youth representation in the government called Kabataang Barangay created during President Marcos’ era. 2. The Sangguniang Ka bataan’s objectives are to have youth representation in local government and serve as training grounds for future leaders. B. The Sangguniang Kabataan Officials are given with duties and responsibilities as their means of serving their respective baranggays. 1. The SK Officials, depending on their positions as a member, secretary, treasurer or chairperson, are given with specific duties. 2. The Sangguniang Kabataan is responsible for carrying out the youth’s plans and objectives to their respective baranggays, conduct programs for the development of their members and make activities for the benefit of their baranggay. The early involvement of SK Officials in practices of corruption, misallocation of budget, and political dynasty are the main reasons for its suggested abolition. A. The cases of corruption in SK Officials are rampant in most of the baranggays throughout the country. B. The SK system promotes political dynasty when baranggay officials force their children or relatives to participate and be a part of the SK of their baranggays, which result to having specific families taking control of the system. C. The SK officials throughout the country are observed to produce programs and projects with low quality and minimal effect to the youth and their community. The Sangguniang Kabataan is suggested to be eliminated by completely abolishing the system or making a new means for youth representation in the government. A. The SK system can be eliminated as part of the government if a bill is passed from the congress or senate for its abolition. B. Making a new program can be studied for youth’s involvement in the local government that may not result to problems same as the Sangguniang Kabataan.
