ABSTRACT
Abstract of Report on Professional Training and Experience Acquired in the field Electrical & Electronic Engineering
This report provides an overview of my training gained through the 22 years of my working experiences in the field of electrical and electronic engineering. My experiences include both conceptual and detailed design aspects of tolled expressway and the operation and maintenance aspects of the highways. In the course of my work, apart from operation and maintenance, my experiences also encompass site supervision and project management of the highways during construction. I was also involved in the design and research of Integrated Circuit (IC) in the semiconductor industry at Toshiba Corporation in Japan. Currently, I am doing consultancy works for System Integration for Mass Railway Transit (MRT) – Sungai Buloh Kajang (SBK) Line. The challenges and problems that I faced throughout my experience and training had developed in making good and critical decision during the course of the projects or assignments.

INTRODUCTION It is essential for an apprentice engineer to undergo an appropriate training and acquire adequate experience and knowledge in his/her endeavor to becoming a professional engineer. All professional engineers are required to make critical decisions and good evaluations in the course of their works as they develop reliable and safe design within a reasonable cost. This report will describe my 22 years working experiences in an esteemed semiconductor company, highway concession companies and an engineering consulting company, Perunding Eagles Engineers Sdn. Bhd.

PROFESSIONAL TRAINING AND EXPERIENCES After graduating from Widener University at Pennsylvania, USA in 1990, I started my career as Test Engineer at Toshiba Electronics (M) Sdn Bhd at Telok Panglima Garang, Jalan Banting - Klang, Selangor. The company was involved in the semiconductor industry from assembly process until testing process/quality assurance of integrated circuits (IC). After working for one (1) year, I was assigned to go for On-Job-Training at Toshiba Japan specialized in TV/Video VLSI Circuit. In Japan, I was attached with Toshiba Research and Design Center at Tsurumi, Yokohama – Japan. I was trained by the Toshiba Engineers on the Know-How to design VLS Integrated Circuit until the mass production of the ICs at manufacturing plant at Kitakyushu, Japan. After working with the semiconductor manufacturing company for almost 5 years, I made a decision to explore a new field in my career which was highway operations and maintenance. I joined PLUS Bhd in 1995 as a Deputy Regional Engineer and after a short stint at PLUS, I joined a newly constructed highway which was Lebuhraya Damansara-Puchong as M&E Manager. At LITRAK, I was working together with Perunding Eagles Engineers Sdn Bhd for the Design, Tendering, Awarding, Installation, Testing & Commissioning and Evaluation of the Equipment and System of Toll Equipment, TCSS Equipment etc. Currently, I am attached with Perunding Eagles Engineers Sdn Bhd and doing a consultancy works on System Integration for MRT Project. 2.1
Senior Test Engineer at Toshiba (M) Sdn Bhd (Sep 1990 – Apr 1995) I started my working career at Toshiba Electronics (M) Sdn Bhd. On 22nd September 1990, I started my assignment as Test Engineer and worked under an experienced Japanese engineer namely Mr. Fukuda, who was my immediate superior responsible for test engineering pertaining to ICs Testing. I was promoted to Senior Engineer after working for 3 years at Toshiba.

My responsibilities and scope of works as a Senior Test Engineer include but not limited to the followings :1. Lead a team of engineers, technical executives and technicians to handle operation and maintenance of production test engineering. 2. To provide engineering support to manufacturing operations to achieve target. 3. Responsible for all maintenance of tester and handler equipment for ICs. To ensure that all preventive and corrective maintenance are carried according to the pre-plan maintenance standards and achieve the MTBF target. 4. To propose a design change of testers and handlers equipment in order to improve the machine index and production capacity. 5. Assist management in planning for a new transfer product, production up plan requirement, new machine requirement and specification. 6. Lead a team for productivity up plan so called Concept 250 which utilizing the labor, machine and operation lead time to increase productivity. 7. To resolve quality assurance rejection and customer claim in product performance.

Deputy Region Engineer at PLUS Bhd (May 1995 to Dec 1996) I started working at Projek Lebuhraya Utara-Selatan Berhad (PLUS) in 1995 overseeing the Operation and Maintenance of Mechanical & electrical and equipment/system for PLUS’s highway. My responsibilities and scope of works as a Deputy Region Engineer for Central Region include but not limited to the followings :1. To oversee the overall operation and maintenance of mechanical, electrical and electronic equipment and machineries inclusive of an upgrading and improvement works along the highway. 2. Project management works with contractors and respective departments for the implementation of all Integrated Transportation System (ITS) and M&E projects. 7
3. To ensure all preventive and corrective maintenance works were carried out according to the maintenance plan and meets the maintenance standard guidelines set by the Lembaga Lebuhraya Malaysia (LLM). 4. Responsible on the Maintenance Monthly Report to the Management and Lembaga Lebuhraya Malaysia (LLM). 5. Directly involved in the design and implementation of the Medium Voltage Street Lighting Project from Jalan Duta to Bukit Raja along NKVE Expressway.

M&E Manager at Lingkaran TransKota Sdn Bhd (LITRAK) (Jan 1997 to Feb 2003). (Concesssion Company for Expressway Damansara-Puchong and Sprint Highway) My responsibilities and scope of works as an M&E Manager include but not limited to the followings :1. Evaluation on the Design Brief for Toll Collection System (TCS), Traffic Control & Surveillance System (TCSS), Automatic Cash Transfer System (ACTS) and other associated equipment/system for the highway. Working together with Perunding Eagles Engineers Sdn Bhd under the supervision of Ir. Chan Sai Chok. 2. Provide Technical Information for preparation of tender and contract documents for TCS, TCSS and ACTS etc and assist in the analysis and review of contractors / consultant’s proposals/tenders. Working together with Perunding Eagles Engineers Sdn Bhd under the supervision of Ir. Chan Sai Chok. 3. Evaluation on the Technical and Functional Specification for TCS, TCSS, ACTS in accord to the operational and LLM’s requirements. Working together with Perunding Eagles Engineers Sdn Bhd under the supervision of Ir. Chan Sai Chok.

4. Evaluation on the Factory Acceptance Test (FAT) and Site Acceptance Test (SAT). 5. Review of Shop Drawings, Method Statements, Materials, Samples and AsBuilt Drawings. 6. Assist in Installation, Testing & Commissioning of TCS, TCSS, ACTS and other E&M services. 7. Develop and Implement Plans, Policies and Standard Procedures for the Operation and Maintenance (O&M) of the equipment/system and E&M services. 8. Undertake the development and review of the Operation and Maintenance (O&M) Manual for equipment/system and E&M services for the highway and associated buildings. 9. Control, Supervise and Co-ordinate the implementation of approved Maintenance Plan. 10. Develop and Implement Maintenance Standards for all Integrated Traffic System (ITS) such as CCTV, Variable Message Sign (VMS), Traffic Lights System, Street Lighting System, Traffic Counting System, Fiber Optic Communication System, Control Room Equipment etc. 11. To propose on any upgrading works to the equipment/system and other E&M services in order to improve highway operation and cost efficiency. 12. Preparation of Budget and Business Plan for the Operation and Maintenance of the Highway/Buildings.

Project Manager at Relong Megah Sdn Bhd (Mar 2003 to May 2011) There were various projects assigned to me during my tenure of services at Relong Megah Sdn Bhd. My involvement includes the various stages from Tendering, Site-Implementation and Installation, Testing and Commissioning of Laboratory and Security Equipment/System.
My responsibilities and scope of works as a Project Manager include but not limited to the followings :1. To oversee the overall business development of the company. 2. To undertake the Preparation and Submission of Technical Proposal to the government agencies/clients. 3. Handling all engineering technical matters with regards to the Technical Proposal. 4. Responsible to the contract administrations comprising progress payment, variation order, cost analysis and final account for closure. 5. Liaison with clients for approval of design/technical proposals and submissions. 6. Ensuring the implementation and execution of awarded contracts. 2.5
Facilities Manager at LATAR Expressway (Jun 2011 to Jul 2012) Started at LATAR as a Facilities Manager overseeing the Operation and Maintenance of the highway and associated buildings. I was also assigned to the project management on the construction of new toll plazas which involve the approval from LLM, tendering exercise and technical evaluation. My responsibilities and scope of works as a Facilities Manager include but not limited to the followings :1. Undertake the development and review of the Operation and Maintenance (O&M) Manual for equipment/system and E&M services for the highway and associated buildings.

2. Control, Supervise and Co-ordinate the implementation of Approved Maintenance Plan. 3. Develop and Implement Maintenance Standards for all Integrated Traffic System (ITS) such as CCTV, Variable Message Sign (VMS), Traffic Lights System, Street Lighting System, Traffic Counting System, Fiber Optic Communication System, Control Room Equipment etc. 4. To propose on any upgrading works to the equipment/system and other E&M services in order to improve highway operation and cost efficiency. 5. System Integration Specialist For Mass Rapid Transit (MRT) Project : Sungai Buloh – Kajang (SBK) Line. (Aug 2012 – Present). Perunding Eagles Engineers Sdn Bhd and PYPUN-KD Associates Limited Joint Venture has been awarded a Consultancy Works for the System Integration between Civil Work Packages Contractors (CWPC) and Railway System Work Packages (RSWP). Perunding Eagles is to undertake the establishment and the execution of the Interface Management and Control Plan until the Full Completion of the MRT Project (Phase 1 and 2) and during the 2-Year Defect Liability Period (DLP). Basically, I am working under the supervision of several PYPUN-KD Professional Engineers for the MRT Project. The Railway System Work Packages consist of the followings :a) Electric Trains (ET) b) Depot Equipment and Maintenance Vehicle (DEMV) c) Signal and Train Control System (S&TCS) d) Power Supply and Distribution System (PS&DS) e) Platform Screen Door (PSD) f) TrackWork (TWK) g) Telecommunication (COMMS) 11

My responsibilities and scope of works as a System Integration Specialist include but not be limited to the followings : 1. To Develop and Establish a System Engineering Management Plan (SEMP) on System Interface in order to ensure all system integration are in place and meet the Employer’s Requirements. 2. To initiate Inaugural Interface Meeting between the interfacing contractors ie. Civil/System and System/System. 3. To Develop and Establish an Interface Management Plan (IMP) Template. To guide and facilitate contractors in preparing the IMP. The framework of IMP consists of the followings :a. Introduction and Overview. b. Resource Management. c. Interface Requirement. d. Process Management ie. IDCP and IRCR . e. Document Management. f. Communication Management. g. Interface Hazard management. h. Work Programme. 4. To Develop and Establish Interface Management Tools ie. Interface Action Log Register, Interface Information Exchange Register and Interface Matrix. 5. Review and Report on the IMP Submission. 12
6. To Develop and Establish an Interface Coordination Plan (ICD) Template. The ICD details out all interface requirements between contractors on the Physical/Mechanical Interface, Electrical Interface, Functional Interface and Work Programme. 7. To facilitate the preparation and development of ICD between the interfacing contractors. Review and Report on the ICD Submission. 8. To facilitate contractors on the preparation of Integrated Test Plan ie. Program, Test Procedures etc. 9. Drive the process of Installation, Testing & Commissioning. Witness and facilitate the Interface Test and Integrated Functional Interface Test for all systems. 10. Record, Document and Keep all Interface Documents for the submission to the clients.
3.0 CONCLUSION The experiences gained from my involvement and assignments had not only enabled me to handle critical decisions and make good engineering evaluations but also to implement the best engineering practices in the various roles and responsibilities. The vast experience in the operation and maintenance helps me to understand better the standard of services rendered by the customers and end-users. The experience gained by doing a System Integration consultancy works at MRT has also made me realized and understand the importance of good and ethical engineering practice in System Engineering Management Plan (SEMP) to develop and construct safe and reliable systems in a complex high-technology.
