ABSTRACT Background : Health School Program is a part of the health program of school-age children. Profile of Health
Departement at Ogan Ilir district in 2014, coverage of oral health services are inspected three years back steadily declining is 45.1%, 26.58%, and 21.8%. Health promotion in 2013 in Elementary School, and Junior High School were 43.7%, and 68.9% with target point was 80%. Screening program in 2013 in Junior and Senior High School were 5,1% and 10,1% with target point 30%. The aim of this study was to evaluate of Health School Program (UKS) and Recommendations for its improvements with Hanlon Method M ethod : This study was a qualitative research approach to evaluation. Information was collected through in-depth interviews to 9 informants, as well as observations and document review. Analysis of the data used is content analysis. Test the validity through triangulation of sources, methods, and data, futhermore data was analyzed and descibed base on recommendation priority analisys with Hanlon Method. Resul t : The results of the research program School Health Unit (UKS) in Ogan Ilir district is sourced of the budgeting from APBD and the BOK, the availability of officers, facilities and infrastructures has not reached standard that has been done but not optimal UKS activities. Conclusion : Process UKS activities include planning, implementation, training, record keeping and reporting is not optimal. The priority of problems handling are : 1) UKS activities promotive and preventive that hasn’t received funding in Regional Government Budget included in the POA BOK budget, Public Health Office proposes to increase the allocation of Regional Government Budget that related with School Health Unit. 2) Education and training enhanced. 3) Should be applied immediately Regional Health Information System Generic for recording and reporting activities and also increasing the motivation and commitment of personnel to carry out recording and reporting associated with UKS. 4) The planning should be implemented with bottom up.
ABSTRAK Latar belakang : Usaha Kesehatan Sekolah (UKS) bagian program kesehatan anak usia sekolah. Profil Dinas Kesehatan Kabupaten Ogan Ilir tahun 2014, cakupan pelayanan kesehatan gigi dan mulut yang diperiksa tiga tahun kebelakang terus menurun yakni 45.1%, 26.58%, dan 21.8%. Penyuluhan kesehatan tahun 2013 tingkat SD, dan SMP berurutan yakni 43.7%, dan 68.9%, target 80%. Kegiatan penjaringan tahun 2013 tingkat SMP, dan SMA yakni 5.1% dan 10.1% dengan target 30%. Tujuan penelitian untuk mengevaluasi Program Usaha Kesehatan Sekolah (UKS) dan rekomendasi perbaikan dengan Metode Hanlon. Metode : Penelitian ini penelitian kualitatif dengan pendekatan evaluasi. Informasi dikumpulkan melalui wawancara mendalam terhadap 9 informan, serta dilakukan observasi dan telaah dokumen. Analisis data yang digunakan adalah content analysis. Uji validitas melalui triangulasi sumber, metode, dan data, selanjutnya diolah serta deskripsikan berdasarkan analisis prioritas rekomendasi tindakan dengan Metode Hanlon. Hasil Penelitian : Hasil penelitian Program Usaha Kesehatan Sekolah (UKS) di Kabupaten Ogan Ilir ialah alokasi dana bersumber dari APBD dan BOK, ketersediaan SDM, sarana dan prasarana belum mencapai standar sehingga kegiatan UKS belum berjalan dengan optimal. Kesimpulan : Proses kegiatan UKS meliputi perencanaan, pelaksanaan, pembinaan, pencatatan dan pelaporan belum optimal. Rekomendasi prioritas penanganan masalah yakni : 1) Kegiatan UKS bersifat promotif dan prevevtif yang belum mendapat pendanaan APBD dimasukkan dalam POA dana BOK, Dinas Kesehatan mengusulkan peningkatkan alokasi pendanaan APBD terkait kegiatan UKS 2) Pendidikan dan pelatihan
ditingkatkan. 3) Sebaiknya segera diaplikasikan SIKDA Generik untuk kegiatan pencatatan dan pelaporan, dan meningkatkan motivasi dan komitmen petugas untuk melaksanakan pencatatan dan pelaporan terkait UKS. 4) Seharusnya perencanaan dilakukan secara bottom-up.
