Mensagem do Presidente do Conselho de Administração Message of the Chairman of the Board of Directors and CEO É com bastante agrado e apreço que apresentamos o desempenho da Rede Nacional de Transporte de Energia Eléctrica ao longo do 2011, através do presente Relatório de Caracterização e Qualidade Técnica. Técnica. O presente relatório serve para informar, para efeitos de consulta, dos resultados do desempenho decorrentes das actividades de operação e exploração da Rede Nacional de Transporte ao longo do ano de 2011.
It is with earnest pleasure and gratefulness that we present the results of the performance of the National Transmission Transmission Network, Network, relatively relatively to 2011, 2011, through through the current Report of the Characterization and System Technical Quality. O ano de 2011, à semelhança de outros anos, foi um ano de grandes realizações e desafios para a EDM em geral, e em particular para a Direcção da Rede de Transporte (DRT). Estas realizações enquadram-se no Plano Estratégico da EDM 2010 – 2014 e PAO 2011, especificamente na vertente de continuidade de serviço e aumento da fiabilidade do sistema, optimização do uso das infrastruturas de comunicação e redução de perdas, a operacionalização do Centro Nacional de Despacho (CND) entre outras, com vista a beneficiar em quantidade e qualidade a nação Moçambicana em energia eléctrica.
Similarly to the previous years, 2011 was a year of remarkable accomplishments and challenges to EDM in general, and to the Directorate of the Transmission Network (DRT) in particular. Such achievements are within the framework of EDM 2010 – 2014 Strategic Plan and PAO 11, expressly in the continuity of supply and increased system reliability, optimization of the communication infrastructure and loss reduction, the operationalization of the National Control Centre among other activities, with the aim of benefiting in quantity and quality the Mozambican nation in electrical energy.
Neste contexto, destacam-se as seguintes realizações:
In that respect, highlight is made to the following accomplishments:

Abertura de acessos para rápido acesso das linhas de transporte e contínua desmatação dessas linhas, assim como a manutenção do equipamento eléctrico diverso aumentando assim o seu tempo de vida e de funcionamento;

O contínuo aumento dos pontos de entrega de energia situando-se actualmente em 62;
•

A manutenção da eficiência alta na gestão operacional dos sistemas eléctricos, garantindo assim uma disponibilidade do sistema de transporte de energia acima dos 99% do tempo;

O aumento da energia transitada na RNT de 31.991,56GWh contra 31.299,3GWh verificados em 2010, o que representa um aumento em 2.2.%;

•
A subida da ponta integrada do sistema para 616MW contra os 533.92 MW verificados em 2010, o que representa uma subida em 15%;

An up surge of the integrated MD to 616 MW against 533.92 MW in 2012, which represents an increase of 15%;
•
O Aumento global na capacidade de transferência da carga, o que se traduziu no aumento de mais famílias Moçambicanas com acesso a energia eléctrica de qualidade e quantidade suficientes à demanda económica e social.

A global increase in the load transfer capacity, which rendered more Mozambican families access to electrical energy of sufficient quantity and quality to their economic and social demands.

Os efeitos das realizações acima apontadas, emulam condignamente as aspirações, anseios e desejos do Governo Moçambicano inspirado na visão estratégica, que define o Distrito como pólo de desenvolvimento, cuja electrificação tem como fonte principal a energia de Cahora Bassa, transportada exclusivamente pela Rede de Transporte da EDM. Pese embora a importância destes resultados aqui mencionados, há consciência plena sobre os desafios ainda prevalecentes, prevalecentes, tais como a necessidade de uma gestão cada vez mais cuidadosa, criteriosa, eficiente e transparente com vista a fazer face à crise financeira a assolar o mundo em geral e o país e à EDM em particular, a falta generalizada de fundos para novos investimentos em novas infrastruturas e tecnologias modernas, necessidade de uma maior intervenção na estabilidade das linhas e na renovação dos equipamentos da rede obsoletos, a redução de perdas e o combate ao roubo da infraestrutura infraestrutura de transporte de energia eléctrica, a educação ao consumidor final com vista ao uso e consumo racional e poupança da energia eléctrica, a aposta na formação e capacitação do pessoal técnico, bem como na provisão dos meios intrínsecos, o que contribuirá para o aumento da disponibilidade dos sistemas e consequente redução da energia não fornecida. Devido a constrangimentos na Rede Nacional de Transporte, a energia não fornecida em 2011 foi de 17190.16MWh contra os 15700.49MWh em 2010 o que representa uma subida em cerca de 9% devido fundamentalmente a queda de torres na linha Infulene-Macia, defeitos verificados na Linha Centro-Norte e queda de postes na linha Infulene-Manhiça.

Notwithstanding the importance of the results herein underlined, there is full awareness of the challenges still lying ahead, such as the need for a more cautious, wise, efficient and transparent management, in face of the financial crisis devastating the world in general and the country and EDM in particular, generalized lack of funds for new investments in new infrastructures and modern technologies, the need for a major intervention in the lines stability and in the renewal of aged equipment, the reduction of losses and the fight against power assets theft, customer education for rational use and saving of electrical energy, the wagering in training and empowerment of technical personnel, as well as in the provision of intrinsic resources, which will contribute in the increase of system availability and consequent reduction in non-delivered energy.
We are cognizant that these results, although important, only represent part of a long journey and challenges to face in order to create the basic and indispensable conditions to keep on capitalizing the District as the central pole of the country’s development.
Assim, para 2012 com vista a fazer face a estes desafios, sobretudo na melhoria da eficiência de gestão operacional dos sistemas e da qualidade de fornecimentos, será continuada a expansão da rede nacional de transporte de energia eléctrica, consolidado o projecto de redução de perdas, reabilitadas algumas subestações estratégicas, incrimentadas as políticas e cultura de manutenção preventiva, e continuados os esforços anti-roubos de infrastrutura eléctrica bem como as campanhas de educação ao cliente rumo ao consumo racional e responsável de energia eléctrica, em benefício do todos, Governo, sociedade e EDM.

Due to constraints in the National Transmission Network, non-delivered energy in 2011 was 17190.16 MWh against 15700.49 MWh in 2010, which represents an increase of about 9% due mainly to the fall of towers on Infulene – Macia line, defects in LCN and fall of posts on Infulene – Manhiça line.

O presente relatório designado por “Caracterização e Qualidade Técnica de Serviço da Rede Nacional de Transporte” pretende avaliar o desempenho da Rede de Transporte ao longo do ano 2011 bem como as principais características eléctricas dos equipamentos (Linhas e Subestações). O relatório igualmente foca aspectos relacionados com incidentes mais significativos verificados e as suas principais causas.
This present r eport herei n “Characteriza tion and Technical Quality Report of the Transmission Network” aims to evaluate the performance of the Transmission Network in 2011 as well as the main electrical parameters of the equipment (Lines and Substations). Equally the report focuses aspects related to the most significant incidents recorded and their main causes.
Por forma a adequar o Relatório de Qualidade Técnica à Divisão Administrativa da Direcção da Rede de Transporte, os indicadores de Continuidade de Serviço, foram agrupados em função de cada uma das Áreas de Transporte. No entanto, o comportamento dos Principais Componentes da Rede, estão agrupados pelos níveis de tensão analisando-se caso a caso as origem dos desvios.
In order to match the Technical Quality Report with the Administrative Division of the Transmission Network Directorate, the indicators of Continuity of Supply were grouped according to each Area of Transmission. In the meant ime, the per formance of the Network Components was grouped by voltage level, and the causes of deviations, are analyzed case by case.
A continuidade de serviço foi garantida em 99.51% do tempo em 2011 contra 99.56% em 2010. A Duração Média de Interrupções (SAIDI) subiu em 12.3% comparando com o ano 2010 devido fundamentalmente a defeitos na Linha C21 que tiveram uma duração de 14h:40min, cortes programados a partir da Subestação de Matambo que levaram mais duas horas que o previsto, queda de 5 postes da Linha Infulene-Manhiça (DL5) com uma duração de 100h:02min e a queda de duas torres na Linha Infulene-Macia (CL1) cuja duração foi de 39h:46min. Com a subida desse indicador, embora a Frequência Média de Interrupções (SAIFI) tenha baixado em 25.8% como resultado de comissionamento da Subestação da Munhava, mudança de isoladoes, etc, o tempo de reposição de serviço (SARI) subiu em 51.4% comparando com o ano de 2010.
In 2011 there were 1273 actuations of the protections relays against 1510 registered in 2010 which represents an improvement of 15.8%. Of the faults registered in the NTN, 33.5% were cleared by distance protection relays and 618 of the faults were cleared between 0.4 and 1.0 seconds. The index of selectivity was at 32% against 17% in 2010.
Em 2011 tivemos 61 interligações de sistema de comunicação entre subestações por rádio em microondas (5), fibra óptica (18) e PLC (18).
In 2011 we had 61 communication systems interconnections among substations through radio in microwaves (5), fiber optic (18) and PLC (18).
Apesar de algumas avarias nos cabos de fibra óptica, PLCs e o resto da Rede Nacional de Transporte (RNT) ao longo do ano de 2011, o comportamento do sistema foi satisfatório.
Notwithstanding some damages in the fiber optic cables, PLCs and the remainder of the National Transmission Network (NTN) along 2011, the performance of the system was satisfactory.

The System Average Interruption Duration Index (SAIDI) grew by 12.3% compared to 2010 due mainly to faults along C21 line which had a duration o f 14h:40 min, programmed interruptions from Matambo substation which took two hours more than previewed, fall of 5 posts of Infulene – Manhiça (DL5) line with a duration of 100h:02 min and the fall o f two towers on Infulene – Macia (CL1) line whose duration was of 39h:46min. With the rising of this indicator, although the System Average Interruption Frequency Index has fallen by 25.85 as a result of the commissioning of Munhava substation, replacement of insulators, etc., the System Average Restoration Index grew by 51.4% compared to 2010.
Em 2011 tivemos 1273 actuações dos relés de protecção contra as 1510 registadas em 2010 o q ue representa uma melhoria em 15.8 %. Dos defeitos verificados na RNT, 33.5% foram eliminados por relés de protecção de distância e 618 defeitos foram eliminados entre 0.4 a 1.0 segundos. O índice de selectivi dade situou-se em 32% contra 17% em 2010.

O presente relatório designado Caracterização e Qualidade da Rede Nacional de Transporte – 2011, é a síntese dos dois relatórios anteriores designadamente Relatório de Qualidade Técnica e Caracterização da Rede de Transporte. Por estes relatórios estarem a se referir dos mesmos equipamentos constituintes da Rede de Transporte e para facilitar a sua percepção e monitoramento, sentiu-se a necessidade de pô-los num único relatório, assim, este relatório terá as seguintes partes:
This report, herein named Characterization and Technical Quality Report of the National Transmission Network – 2011, is a merger of the two previous reports namely Technical Quality Report and Characterization of the National Transmission Network. As linhas de 400 e 132kV localizadas na Área de Transporte Sul (ATSU) pertencem a rede da Motraco, as linhas de 400kV da Área de Transporte Centro-Norte (ATCN) pertencem a EDM mas são operadas pela HCB e 78.8km da rede de 66kV na ATCE são da Vale.

A RNT era constituída até 31 de Dezembro de 2011, por 5285km de linha de transporte distribuído em 75 linhas nos diferentes níveis de tensão. Os comprimentos totais das linhas nos diferentes níveis de tensão sintetizam-se na tabela 1.
The National Transmission Network herein NTN until December 31, 2011 was composed of 5285km of transmission lines distributed in 75 lines on differing voltage levels. The total lengths on the differing voltage levels are summed up in table 1.
No período em referência, a rede da EDM era constituída por 5041km de linhas. O gráfico da figura 1 mostra a proporção das linhas (da EDM) por nível de tensão e por Área de Transporte.

Do gráfico da figura 1, pode se notar que a Área de Transporte Norte (ATNO) só tem o nível de tensão de 110kV, que por sinal é o nível de tensão que predomina em toda a rede de transporte, isto é, em todas as Áreas de Transporte.
The 400 and 130kV lines in the Area of Transmission South (ATSU) belong to Motraco network, the 400kV lines of Area of Transmission Centre-North (ATCN) belong to EDM but are o perated by HCB and 78.8km of the 66kV network in the Area of Transmission Centre (ATCE) are of Vale’s. In the period under reference, EDM network was composed by 5041km of lines. Figure 1 chart shows the proportion of EDM’s lines by voltage level and by Area of Transmission. From figure 1 chart it’s notable that the Area of Transmission North (ATNO) only has 110kV voltage level, which by the way is the prevailing voltage level in the entire transmission network, i.e., in all Areas of Transmission.
A proporção da predominância dos níveis de tensão na rede de transporte é apresentada no gráfico da figura 2.
The proportion of the predominance of the levels of voltage in the transmission network is shown in figure 2 chart.
É claramente visível que a rede de 110kV é que maior predomina na rede de transporte com 53% seguida da rede de 220kV com 35% e a rede com a menor predominância é a de 275kV com 2% que só existe na ATSU. O anexo A apresenta as características técnicas de cada linha de transporte.
It’s plainly visible that the 110kV network is the prevailing transmission network with 53% followed by the 220kV network with 35%, while the 275 kV network with 2% is the less prevailing and it ’s only found in ATSU. Annex A shows the technical characteristics of each transmission line.
Em termos de potência instalada, até 31 de Dezembro de 2011, a rede era composta por 5558.7 MVA, dos quais 1500MVA da rede da Motraco, 44 MVA da rede da HCB, 50MVA da Vale e a rede da EDM dispunha de 3299.7MVA. O gráfico da figura 3 apresenta a proporção da potência instalada por Área de Transporte.
In terms of installed capacity, until December 31, 2011, the network was composed of 5558.7 MVA, of which 1500MVA of Motraco network, 44 MVA of HCB and 50MVA of Vale, while EDM held 3299.7MVA. Figure 3 chart shows the proportion of installed capacity by Area of Transmission.

A potência instalada na ATSU inclui a da rede da Motraco (1500MVA), a instalada na ATCN inclui a potência instalada em Songo (665MVA) da rede da EDM operada pela HCB e da ATCE inclui 44MVA da rede da HCB e 50MVA da Vale. Esta potência está distribuída em 72 subestações das quais 7 são móveis.
The installed capacity in ATSU includes that of Motraco network (1500MVA), in ATCN includes that of Songo (665MVA) of EDM network operated by HCB, and in ATCE includes 44MVA of HCB network and 50MVA of Vale. This capacity is distributed in 72 substations, 7 of which are mobiles.

The installed capacities in each substation and the characteristics of the power transformers and autotransformers including those of the Hydro Power Stations are illustrated in annexes B.
Para além de subestações a rede dispunha ainda de 02 postos de seccionamento.
Besides the substations, the network is composed of 02 section-gaps stations.
Para efeitos de controlo do nível de tensão na rede de transporte, a RNT dispunha até 31 de Dezembro de 149.3 MVAr capacitivos instalados em 12 baterias de condensadores e 304 MVAr indutivos correspondentes a 12 reactores, instalados em diversas subestações, cujas características se encontram no anexo C.
For effective voltage control in the transmission network, until December 31, 2011 NTN had installed 149.3 MVar capacitive in 12 batteries of compensators and 304 MVar inductive corresponding to 12 reactors, installed in varied substations, whose characteristics are available in annex C.
Faz parte dos componentes da RNT um Compensador Estático Reactivo (CER) vulgo SVC instalado na subestação de Alto-Molócuè (embora estando a operar apenas na sua parte indutiva) e um reactor variável (Plunge Core Reactor) instalado na subestação de Nampula 220. As resistências de terra estão todas fora de serviço, estando os transformadores aterrados directamente a terra.
An SVC (Static Var Compensator) installed in AltoMolócuè substation and a plunge core reactor installed in Nampula 220 substation are par ts of the NTN components. The ground resistances are all out of order, and the transformers are grounded directly to earth.

O grande ganho na rede de transporte em 2011 foi a entrada em serviço de 132km linha de 110kV ligando Metoro e Macomia e a subestação de Macomia 110/33kV, 10MVA em Março.

I.3. Caracterização do sistema de telecomunicação
I.3. Characterization of the Telecommunication System
O sistema de telecomunicações da rede nacional de transporte (RNT) é constituído por sistema de comunicação por onda portadora (PLC´s), sistema de fibra óptica e sistema de comunicação em microondas, usados apenas para a transmissão de dados e voz e, por um sistema de radiocomunicação em HF e VHF/UHF, exclusivamente usado para a comunicação de voz.
The telecommunication system of the National Transmission Network (NTN) is made up of communication system through portable Line Carriers (PLC’s), fiber optic system, communication system in microwaves only for data and voice transmission, and of a radio communication system in HF and VHF/UHF exclusively for voice communication.
Em 2011, a RNT contou com 61 interligações interconectando as diversas subestações. Destas interligações, 5 são mantidas por sistemas de rádio em microondas, 18 pela fibra óptica e as restantes 37 por sistemas de comunicação por PLC´s.
In 2011, the NTN relied on 61 interconnections to communicate with the varied substations. Of these interconnections, 5 are sustained by radio systems through microwaves, 18 by fiber optics and the remaining 37 by PLC’s.

No ano transacto foi restabelecida a interligação entre as subestações de Infulene e Komatipoort, cuja fibra óptica em OPGW, estava interrompida em dois locais. A única interligação de fibra óptica que se encontrava inoperacional até ao final do ano, é a de Tete-Manje, danificada na zona da ponte Samora Machel, na cidade de Tete, aquando da realização das obras de reabilitação da ponte.
Substations and the other interconnecting Metoro and Macomia substations. In the previous year the interconnection between Infulene and Komatipoort substation was re-established, whose fiber optic in OPGW, was interrupted in two sites. Up to the year end, Tete - Manje was the only fiber opt ic interconnection out of order, damaged at Samora Machel bridge zone, in the city of Tete, during rehabilitation works of the bridge.
O número de interligações por PLC cresceu em 2011 de 35 para 37. Destes, 25 encontram-se em perfeitas condições de funcionamento representando uma percentagem de 67,6%. Como é evi dente da figura 2, esse número representa um aumento em interligações em bom estado em relação às dos anos anteriores, desde o ano de 2007. Apesar de ter reduzido o número de interligações inoperacionais, houve um aumento (de 4 para 6) do número de interligações que funcionam deficientemente. Esse aumento notou-se na ATCN (Área de transporte Centro-Norte), nos links Alto Molócuè – Gurúè e Alto Molócuè – Uapé.
The number of P LC’s grew in 2011 fro m 35 to 37. Of these, 25 are in perfect operating conditions representing a percentage of 67,6%. From figure 2 obviously, these number represents an increase in interconnections in good status relatively to the previous years, since 2007. Despite the reduction of the number of non-operational interconnections, there was an aggravation (from 4 to 6) of the number of mal functioning interconnections. This aggravation was notable in ATCN (Area of transmission CentreNorth), on Alto Molócuè – Gurúè and Alto Molócuè – Uapé links.

2.1. Individual Indicators
A instalação de painéis de protecção nas linhas de 33kV na SE9 e o fim dos cortes da CL71 (linha Mavuzi – Beira) e CL75 (linha Chibata – Beira) para trabalhos na subestação da Munhava, contribui na redução do número de indisponibilidades cumulativas na rede em 24.3% onde em 2010 verificaram-se 4767 indisponibilidades cumulativas contra 3697 indisponibilidades cumulativas verificadas em 2011.
The inst allati on of protec tion bays i n the 33 kV line s in SE9 and the end of the interruptions on CL71 (Mavuzi – Beira line) and CL75 (Chibata – Beira line) for works in Munhava substation, contributed in the reduction of the number of cumulative out ages in the network by 24.3%, where in 2010 4767 cumulative interruptions were recorded against 3697 in 2011.
O gráfico da figura 6 apresenta os 10 Pontos de entrega (PDE´s) com maior número de indisponibilidade.
Figure 6 chart illustrates the 10 Points of Delivery (PoD’s) with greater number of outages.
A falta de painéis de corte e protecção das linhas de média tensão na subestação de Riopele, faz com que qualquer perturbação e/ou necessidade de intervenção numa linha de média tensão se reflita no transformador, assim, mais de dois terços do total das indisponibilidades deste PDE foi devido a disparos e cortes devido a perturbações e/ou intervenções na rede de média tensão, tornando este PDE líder em número de interrupção onde em 2011 verificou no total 3 29 indisponibilidades (em média 1 por dia).
The lack of breaking bays and protection of the Medium Voltage lines in Riopele substation, subject that any disturbance and/or necessity to intervene in a MV line passes on to the power transformer, thus, more than two thirds of the tot al outages in this PoD were due to trippings and interruptions from distu rbances and/or interventions in the MV network, turning t his PoD into a leader in the number of interruptions whereby in 2011 registered in total 329 outages (1 per day on average).
O elevado número de indisponibilidades na Subestação de Uapé foi devido a defeitos de terra verificados no transformador no mês de Janeiro que registou um total de 89 disparos. A situação foi corrigida após intervenção de técnicos especializados em Protecção de Sistemas.
The elevated number of Uapé outages was due to earth faults registered on the power transformer in January (89), which with the intervention of the specialized technicians the problem was settled.
Os pontos de entrega da Área de transporte Centro (Chimoio 1 barramento de 6.6kV – CH1,6 , Chimoio 1 barramento de 22kV – CH1,22, Inchope, gondola, dondo e lamego) têm um número elevado de indisponibilidades devido a defeitos fugitivos nas linhas CL71 e CL75 que por estas não apresentarem religadores automáticos qualquer pequena perturbação na rede resulta na interrupção de fornecimento de energia eléctrica.
The points of deliver y of the Area of transmi ssion centre (Chimoio 1 6.6kV – CH1, 6 bus bar, Chimoio 1 22kV – CH1, 22, bus bar, Inchope, Gondola, Dondo and Lamego) have a greater number of outages due to transitory faults in CL71 and CL75 lines, which from lack of auto-reclosers any slight disturbance in the network results in interruption of the power supply.

Para o PDE de Lionde o elevado número de indisponibilidade é devido a interrupções da CL3 (Linha Macia Lionde) por defeitos fugitivos causados por excrementos de pássaros gigantes que provocam contornamentos nos isoladores. Outras indisponibilidades que afectam o PDE de Lionde provêm da Linha CL1 Infulene – Macia.

Os incidentes ocorridos na rede de transporte como é o caso da queda de 4 postes da DL5 – linha Infulene Manhiça devido a um camião basculante, contribuíram para o aumento da duração das indisponibilidades que no total foi de 2856:12h contra 2387:03h verificadas em 2010. O gráfico da figura 7 apresenta os 10 pontos de entrega com maior duração de indisponibilidades. Os pontos de entrega de Riopele e Manhiça apresentam uma elevada duração das indisponibilidades devido ao incidente da DL5 acima referenciado, no entanto, para Riopele, verificou-se a contribuição dos cortes para trabalhos na rede de média tensão e disparos associados a defeitos nas linhas de média tensão. Os cortes da CL3 (linha Macia – Lionde) para instalação de espanta – pássaros e mudança de isoladores acrescido da avaria da CL1 (linha Infulene – Macia) caracterizada pela queda de 2 torres no mês de Outubro fez com que o PDE de Lionde fosse o segundo PDE com maior tempo de indisponibilidade. Os PDE´s de Manje e Tete foram afetados pela avaria do transformador 220/22/33kV da subestação de Matambo em Janeiro de 2011, a avaria da linha DL3 (Matambo – Tete) e cortes para efeito de integração de alguns painéis de média tensão na SE de Tete e comissionamento do scada, sem deixar de l ado os cortes programados a partir de Matambo para trabalhos de manutenção em Junho e em Novembro. O facto de se encontrarem no estremo da Linha CentroNorte, os PDE´s de Lichinga, Nacala e Cuamba apresentam um elevado tempo de indisponibilidade por estarem sujeitos a todas as perturbações desta linha. A móvel de khongolote apresenta um elevado tempo de indisponibilidade devido aos incidentes da DL5, acrescido de cortes para trabalhos na rede de média tensão. O PDE de Lindela foi afectado pelo incidente da CL1 acima referenciado, acrescido de alguns cortes na CL9 para trabalhos de comissionamento do transformador móvel.
For Lionde PoD, the larger number of outages was caused by interruptions of CL3 (Macia - Lionde line) from transitory faults caused by giant birds’excrements that cause flashovers in the insulators and interruptions in CL1. The incidents verified in the transmission network such as the tumbling down of 4 posts of DL5 (Infulene – Manhiça line) by a dump truck, contributed to the increase in the duration of the outages that totaled 2856:12h against 2387:03h registered in 2010. Figure 7 chart presents the 10 points of delivery with higher time duration of the outages. Riopele and Manhiça PoDs have high outages duration due to DL5 incidents above mentioned, nevertheless, for Riopele, there were contribution of the interruptions for works in the MV network and tri ppings associated with faults in the MV lines. The interruptions of CL3 (Macia – Lionde line) to install scarecrows and replacement of insulators, inflated by the damage of CL1 (Infulene – Macia line) from falling of 2 steel towers in October made this PoD of Lionde to be the second PoD with higher time of outages. The PoD’s of Manje and Tete were affected by the damage of Matambo substation power transformer, rated 220/22/33kV in January 2011, the damage of DL3 (Matambo – Tete line) and interruptions for integration of some MV bays in Tete substation and commissioning of SCADA system, let alone the programmed interruptions in Matambo for maintenance works in June and November.

Os indicadores gerais são analisados com base em indisponibilidades verificados na rede de transporte, olhando-se uma área e/ou um sistema. Para o nosso caso, a análise será feita tendo como base a divisão técnica da rede de transporte, isto é, por Área de Transporte e no global.
The general indicators are analyzed based on registered outages in the transmission network, regarded as an area and/or a system. In our case, the analysis will be made taking into consideration the technical division of the transmission network, i.e., by Area of Transmission and global.
A tabela abaixo ilustra o comportamento dos indicadores gerais no global, comparando 2010 e 2011.
Table below illustrates the performance of the general indicators in global, comparing 2010 and 2011.
A rede nacional de transporte é caracterizada pela prevalência de linhas longas e radiais, e muito vulneráveis às intempéries. A idade de algumas infraestruturas com mais de 30 anos, e o aumento dos níveis de carregamento do sistema, resultam no aumento de avarias e interrupções no fornecimento de energia, sobretudo durante as trovoadas e ventos fortes.
The National Transmission Network distinguishes itself by the prevalence of long and radial lines, and too vulnerable to weather adversities. The fact that the PoDs of the Centre – North line such as Lichinga, Nacala and Cuamba are located at the extreme end of the line, present an elevated time of outages for they are subjected to all disturbances of this line. The Khongolote mobile substation has an elevated time of outages due to DL5 incidents, exacerbated by interruptions for works in the MV network. Lindela PoD was affected by the CL1 incident mentioned above, exacerbated by some i nterruptions along CL9 for commissioning works of the mobile transformer.

As indisponibilidades verificadas na Rede de Transporte aliada a avarias no equipamento como é o caso de uma indisponibilidade da C21 (linha Alto-Molócuè – Gurúè) verificado no dia 30 de Janeiro de 2011 devido a uma cobra na saída da linha na subestação de Alto-Molócuè, que por a linha não possuir localizador de defeito levou muito tempo a ser localizada e removida a cobra da linha, contribuíram para o aumento da Duração Média das indisponibilidades e o Tempo Médio de Reposição de Serviço. O gráfico da figura 8 apresenta a evolução dos indicadores de qualidade nos últimos 5 anos. Do gráfico da figura 8 é notório a melhoria do SAIFI relactivamente a 2010 essa redução foi devido pelo comissionamento da subestação de Munhava (Beira) e a mudança de isoladores em muitos pontos críticos das linhas de 110kV da Área de Transporte Centro (Beira 1 e Beira 2), contribuiu na melhoria dos indicadores de qualidade nesta Área de Transporte. A passo que as avarias verificadas na rede contribuíram para o aumento da duração das indisponibilidades e o tempo médio de reposição de serviço que registaram o pior índice dos últimos 4 anos.
The outages registered in the Transmission Network allied to damages in the equipment, such as the o utage of C21 (Alto-Molócuè – Gurúè line) registered on January 30, 2011 due to a snake in the outlet of the line in Alto-Molócuè substation, which from lack of faults’locator prompted a delay in the localization and removal of the snake from the line, contributed to the i ncrease of the System Average Interruptions Duration and the System Average Restoration Time.

Figure 8 chart shows the evolution of the indicators of quality in the last 5 years. From figure 8 chart SAIFI improvement is notable relatively to 2010, which is attributed to the commissioning of Munhava (Beira) substation and to the replacement of insulators in many of the critical points of the 110kV lines of Area of Transmission Centre (Beira 1 and Beira 2), and contributed in the improvement of the indicators of quality in this Area of Transmission. Nevertheless, the breakages registered in the network contributed to the increase of the duration of the outages and to the System Average Restoration Time, which scored the worst index of the last 4 years.

É notório a melhoria do SAIFI em todas as Áreas de Transporte com a excepção da Área de Transporte Centro-Norte que teve um agravamento de 9.7% deste indicador que foi devido a disparos do transformador de Uapé por defeito de terra no mês de Janeiro de 2011 (89), situação essa que já foi resolvida. A grande melhoria deste indicador verificou-se na Área de Transporte Centro que foi de 36.3%, para as outras Áreas a melhoria foi de 29 .7 e 23% para a ATNO e ATSU respectivamente.
SAIFI improvement is notable in all Areas of Transmission with the exception of Area of Transmission Centre-North that had a worsening of 9.7% of this indicator due to Uapé power transformer trippings from earth faults in January 2011 (89), a situation already solved. The huge improvement of this indicator was achieved in the Area of Transmission Centre (36.3%), while for the other Areas the improvement was 29.7 and 23% for ATNO and ATSU, respectively.
Contrariamente aos anos anteriores que a subida de um indicador na ATCN significava subida do mesmo indicador na ATNO, isso não se verificou em 2011 uma vez que as interrupções que ditaram o aumento do SAIFI na ATCN foram num ponto de entrega e não na linha de interligação destas duas Áreas de transporte. A frequência de interrupção verificada no gráfico acima , teve uma duração média de acordo com o gráfico da figura 10 onde é ilustrada a evolução do SAIDI nos últimos cinco anos.

Contrarily to the previous years where the increase of one indicator in ATCN meant the increase of the same indicator in ATNO, it’s not the case in 2011 for the interruptions that dictated the increase of SAIFI in ATCN were in a PoD and not in the interconnector between the two Areas of transmission. te com maior enfoque para as Áreas de Transporte Norte e Centro-Norte, isto deveu-se a indisponibilidade do dia 30 de Janeiro caracterizado por um defeito de terra na linha C21 que alimenta Gurúè, Cuamba e Lichinga (estes dois últimos PDE´s pertencentes a ATNO) devido a uma cobra abraçada a estrutura metálica fazendo contacto com a parte activa da linha que teve uma duração de 14h e 40 minutos, acrescido do corte programado para manutenção do dia 12 de Junho a partir de Matambo que levou mais duas horas em relação ao ano anterior. Verificou-se também a influência da queda do cabo da Fibra Óptica sobre os fiadores numa das transposições próximo da torre da linha B05 – Linha Chimuara – Mocuba (que alimenta as províncias de Zambézia, Nampula, Cabo Delgado e Niassa) que teve uma duração de 03 horas e 29 minutos. A ATCN e ATNO registou uma subida deste indicador em 36.8% e 39.9% respectivamente.
Centre-North, which was due to the outage of January 30, caused by an earth fault in C21 line that supplies Gurúè, Cuamba and Lichinga (the last two PoD’s belonging to ATNO) owing to a snake that embraced the metal structure making a contact with live part of the line and lasted for 14h and 40 minutes, inflated by the programmed interruption for maintenance in June 12 from Matambo and took two hours more comparatively to the previous year. There was also an influence from a Fiber Optic cable fall over drop outs in one of the transpositions next to the tower of B05 line – Chimuara – M ocuba (that supplies the provinces of Zambézia, Nampula, Cabo Delgado and Niassa) which lasted 03 hours and 29 minutes. ATCN and ATNO registered an increase of this indicator by 36.8% and 39.9%, respectively.
O incidente do dia 07 de Outubro caracterizado pela queda de duas torres na linha CL1 – Infulene – Macia (que alimenta as províncias de Gaza e Inhambane e uma parte da província de Maputo – Xinavane) com uma duração de 39 horas e 46 minutos influenciou na subida do SAIDI na ATSU. Para além deste incidente, a ATSU viu o SAIDI subir devido a queda de 5 postes da linha DL5 (Infulene – Manhiça) que foram derrubadas por um camião basculante com uma duração de indisponibilidade de 100 horas e 02 minutos. A subida do SAIDI nesta Área de Transporte foi de 9.3%. No global a subida do SAIDI foi de 12.3% influenciado pelas causas acima mencionas. Outros i ncidentes que contribuíram para a subida deste indicador estão na secçã II. A duração média das indisponibilidades no global foi de 43 horas e 13 minutos o que corresponde a uma fiabilidade de serviço de 99.51% contra 99.56% verificado em 2010. A subida da duração média das indisponibilidades aliado a descida da frequência média das indisponibilidades, resultou na subida do tempo médio de reposição do sistema, assim, todas as Áreas de Transporte registaram uma subida do SARI comparativamente a 2010, tendo se verificado uma subida de 99.1% na ATNO, 24.8% na ATCN, 57.5% na ATCE, 42.0% na ATSU e 51.4% no global. O gráfico da figura 11 representa a evolução do SARI nos últimos cinco anos.
The October incident identified by the fall of two towers in CL1 line – Infulene – Macia (that supplies the provinces of Gaza and Inhambane and parts of Maputo province – Xinavane) with 39 hours and 46 minutes of duration influenced in the increase of the SAIDI in ATSU. Besides this incident, ATSU witnessed the increase of SAIDI due to the fall of 5 posts of DL5 line (Infulene – Manhiça) which were knocked down by a dump truck with the outage duration of 100 hours and 02 minutes. The increase of the SAIDI in this Area of Transmission was 9.3%. The average duration of outages in global was of 43 hours and 13 minutes, which corresponds to a reliability of the system of 99.51% against 99.56% registered in 2010. The increase of the average duration of the outages associated with the decrease of the average frequency of outages, resulted in the increase of the System Average Restoration Time, thus, all Areas of Transmission registered an increase of SARI comparatively to 2010, having been registered an increase of 99.1% in ATNO, 24.8% in ATCN, 57.5% in ATCE, 42.0% in ATSU and 51.4% in global, respectively. Figure 11 chart illustrates the evolution of SARI in the last five years.

A energia não fornecida é uma função da potência interrompida e da duração das indisponibilidades ocorridas no sistema. Ainda que se possa alcançar níveis razoáveis de duração das indisponibilidades e do tempo médio de reposição do serviço, o crescimento da demanda no sistema irá resultar efectivamente num crescimento da energia não fornecida. Como tal, este indicador visa essencialmente ilustrar o impacto cada vez maior que as interrupções de serviço vão tendo no desempenho económico da EDM, o que justifica a necessidade de redobrar esforços na reabilitação e reforço das infraestruturas de transporte e distribuição de energia.

Comparativamente a 2010, a ATCE teve uma subida deste indicador em 0.8% isto devido a avaria do transformador de Matambo acrescidos as avarias na linha DL03 (Matambo – Tete) em Março devido a perfuração do cabo de 66kV a entrada de Tete e a roptura de um fiador na mesma linha no dia 24 de Dezembro que teve uma duração cumulativa de 32 horas e 26 minutos. Non Delivered Energy is a function of interrupted power and the duration of the outa ges registered in the system. Notwithstanding that reasonable levels of outage duration and system average restorati on times that can be achieved; the demand growth of the system will effectively result in an increased non delivered energy. As such, this indicator aims essentially to illustrate the ever growing impact that the power supply interruptions inflict in the economic performance of EDM, which justifies the need to redouble the efforts in rehabilitation and reinforcement of the energy transmission and distribution infrastructures.

In this context, becomes chiefly necessary to implement projects that gradually will confer redundancy in the lines and substations, in order to reduce the impact of interruptions and disturbances in the network. On the other side, live work techniques during network maintenance should be more and more capitalized upon, as a way to mitigate the vulnerabilities peculiar to a network predominantly radial such as the NTN.

Assim em 2011 o volume de energia não fornecida (ENF) foi de 17190.16 MWh contra 15700.49MWh registados em 2010.

Por possuir maior potência instalada, a Área de Transporte Sul apresenta o maior volume de energia não fornecida como se pode ver no gráfico da figura 13 que apresenta a evolução da energia não fornecida nos últimos cinco anos por Área de Transporte e no global. Do gráfico da figura 13 é notável um ligeiro abrandamento da energia não fornecida na ATCE em 2011 comparativamente a 2010 na ordem de 3%, isto devido ao comissionamento da subestação da Munhava e a diminuição dos cortes das linhas Beira 1 e Beira 2 para trabalhos nesta subestação. As Áreas de transporte Norte, Centro-Norte e Sul tiveram um aumento da energia não fornecida de 13, 9 e 12% respectivamente.
Do total da energia não fornecida em 2011 que foi de 17190.16MWh, 50% foi interrompida nos 10 pontos de entrega com maior volume de energia representado no gráfico da figura 14.

Because of its larger installed capacity, the Area of Transmission South has the greater vo lume of non delivered energy as shown in figure 13 chart that presents the evolution of the non delivered energy by Area of Transmission and global in the last five years. From figure 13 chart a slight slackening of the non delivered energy in ATCE in 2011 comparatively to 2010 in the order of 3% is notable, due to the co mmissioning of Munhava substation and the reduction of interruptions in B eira 1 and Beira 2 lines for works in this substatio n. The Areas of transmission North, Centre-North and South had an i ncrease in the non delivered energy of 13, 9 and 12%, respectively.

O PDE de Riopele teve o maior número de indisponibilidade, maior tempo de indisponibilidade e consequentemente um elevado volume de energia não fornecida, devido a avarias mencionadas da DL5, dos disparos devido a avarias na rede de média tensão e cortes para trabalhos na rede de média tensão, tendo resultado numa energia não fornecida de 1625.68MWh. O PDE de Tete o elevado volume de energia não fornecida foi devido a avaria do transformador de Matambo em Janeiro de 2011 aliado a avarias da linha de 66kV de Matambo a Tete e aos cortes para comissionamento do SCADA, aliado ao facto deste ponto de entrega ter uma ponta de 19MW, o volume da energia não fornecida neste PDE foi de 1240.89MWh. Os disparos da linha CL3 (Macia – Lionde) por defeitos fugitivos e a avaria da CL1 (queda de duas torres em outubro de 2011) contribuíram para o elevado volume de energia não fornecida no PDE de Lionde que foi de 1027.37MWh. Os defeitos e avarias da DL5 resultaram no elevado volume de energia não fornecida no PDE da Manhiça que foi de 968.15MWh. Os 765.38MWh não fornecidos em 2011 no PDE de Nacala é devido ao facto deste ponto de entrega se encontrar no fim da linha Centro-Norte e estar sujeita a todas anomalias desta linha aliado ao facto deste ponto entrega ter uma ponta de 14MW. O PDE de Lindela para além de estar no fim da linha Sul e estar sujeito a todas as anomalias desta linha, a avaria da CL1 em Outubro de 2011 contribuiu para o elevado volume de energia não fornecida neste PDE que foi de 681.92MWh. A energia não fornecida pela móvel de Khongolote foi devido as avarias e disparos da DL5 acrescido aos cortes e disparo de transformador devido a defeitos e/ou trabalhos na rede de média tensão, este PDE não forneceu 653.64MWh. Os PDE´s de Chicumbane e Xinavane tiveram um volume de energia não fornecida elevado devido a avaria da CL1 e aos disparos da mesma, o volume de energia não fornecida por este PDE´s foi de 605.72 e 547.90MWh em Chicumbane e Xinavane respectivamente.
Riopele PoD had the highest number of outages, highest time of duration of the o utages and consequently greater volume of non delivered energy, due to damages of DL5 above mentioned, trippings due to faults in Medium Voltage network and interruptions for works in the MV network, which resulted in a non delivered energy of 1625.68MWh. In Tete PoD the elevated volume of non delivered energy was due to a breakage of Mat ambo power transformer in January 2011 coupled with damages of the 66kV line fro m Matambo to Tete and with interruptions for the commissioning of the SCADA system, and to the fact that this PoD has 19MW of MD, which prompted the volume of non delivered energy to reach 1240.89MWh. The trippings of CL3 line (Macia – Lionde) from transitory faults and the damage of CL1 line (fall of two towers in October of 2011) contributed to the large volume of none delivered energy in Lionde PoD which was 1027.37MWh.

Em 2011 foram reportadas 1273 actuações dos sistemas de protecções contra 1512 em 2010 o que representa uma melhoria em 15.8%. A instalação de celas de protecção nas linhas de média tensão (a 33kV) na SE9 contribui para a melhoria da actuação do sistema de protecções, pese embora tenham prevalecido defeitos nas linhas de 110kV.

The 765.38MWh not delivered in 2011 in Nacala PoD was due to the fact that this PoD is located at the extreme end of the Centre-North line and is subjected to all anomalies of this line, coupled with its MD of 14MW. Lindela PoD besides being located at the extreme end of the South Line and be subjected to all anomalies of this line, was affected by the damage of CL1 line in October 2011, and both events contributed to the elevated volume of the non delivered energy of 681.92MWh in this PoD. The non delivered energy of Khongolote mobile substation was due to damages and trippings of DL5 line, aggravated by interruptions and trippings of the power transformer from faults and/or works in the MV network, having hit 653.64MWh. Chicumbane and Xinavane Pod’s had greater volumes of non delivered energy of 605.72 and 547.90MWh, respectively, due to the damage of CL1 and trippings of the same line. Do total dos defeitos verificados na rede de transporte cerca de 33.5% foram eliminados pelas protecções de distância (Z<). Seguem-se a actuação das protecções de defeito de terra primeiro escalão (Ig>) com 20.3%, as actuação sem clareza na sinalização referida como outras protecções caracterizado pela actuação de protecções do transformador por defeito de linhas de média tensão sem protecções. Of the total faults recorded in the transmission network about 33.5% were cleared by distance protections (Z<). Earth fault protections actuations o f first level (Ig>) with 20.3% followed, while the actuations of protections without signalization referred to as other protections characterized by the actuations of the power transformers protections from faults in the Medium Voltage lines without protections came next. The maximum intensity protections second level (I>>) with 10.3%, over and under voltage (U> e U<) with 3.5 and 0.2%, respectively came last. Relactivamente a selectividade, ela situou-se em 32% contra os 17% verificados em 2010, esta subida teve como causa os disparos no transformador de Uapé (108 disparos) no mês de Janeiro de 2011 que foi prontamente solucionado e os problemas de comissionamento da subestação de Metoro e Macomia.

Do gráfico da figura 18 é facilmente notável que o índice de selectividade tende a piorar de ano para ano, tendo 2011 sido o ano com pior índice de selectividade, esta tendência prende-se com a constante movimentação das subestações móveis, a saturação dos equipamentos da rede de transporte e deficiência no comissionamento de novos equipamentos da rede de transporte e distribuição.

From figure 18 chart it’s easily notable that the index of selectivity tends to worsen from year to year, and 2011 was the year with the worse index of selectivity. This tendency has to do with the constant relocation of the mobile substations, the saturation of t he transmission network equipment and new equipment commissioning deficiencies in the transmission and distribution networks.

Em 2011, 618 dos defeitos representando 48.5% dos defeitos registados na rede, foram eliminados com tempo inferior a 1 segundo e superior a 0.4 segundos, que representam defeitos do primeiro escalão da protecção de máxima intensidade. Segue-se com 37.9% totalizando 483 defeitos eliminados instantaneamente sendo constituídos pelos defeitos do primeiro escalão (zona 1) das protecções de distância e o segundo escalão das protecções de máxima intensidade.
In 2011 618 of the faults representing 48.5% of the faults registered in the network, were cleared between 1 and 0.4 seconds, which represents first level faults of the maximum intensity protections. With 37.9% totaling 483 faults were cleared instantaneously and are made up of first level faults (zone 1) of distance protections and second level of maximum intensity protections.
Cerca de 9.3% dos defeitos foram eliminados com tempo inferior a 0.4 segundos que na sua maioria representam defeitos do segundo escalão (zona 2) da protecção de distância e apenas 4.2% dos defeitos foram eliminados com tempo superior a 1 segundo, sendo da actuação da protecção de sub e sobretensão. O gráfico da figura 19 representa o tempo de actuação do sistema de protecção. Do gráfico da figura 19 pode-se notar que os componentes da rede de transporte não foram submetidos à grandes esforços electrodinâmicos prolongados como resultado de defeitos pois, mais de 90% dos defeitos foram eliminados em menos de 1 segundo.

Figure 19 chart presents the time of actuation of the protection system. From figure 19 chart it’s notable that the transmission network components weren’t submitted to prolonged electrodynamics strains as a result of faults since more than 90% of the faults were cleared in less than a second.

No geral as linhas de transporte tiveram um desempenho positivo, como resultado dos trabalhos de manutenção preventiva e correctiva que tiveram lugar ao longo do ano, principalmente na rede de 220kV , onde verificou-se uma redução no número e duração das indisponibilidades. É de assinalar o aumento do número de defeitos nalgumas linhas com incidência na rede de 110 kV onde algumas linhas foram concebidas sem cabo de guarda e noutras regista-se o envelhecimento dos isoladores e alguns acessórios.
In general, the transmission lines had a positive performance as a result of the preventive and corrective maintenance works undertaken along the year, mainly in the 220 kV networks where a decrease in the number and duration of outages was scored. It’s to be pointed out the increase of the number of faults i n some lines with incidence to 110 kV networks where some lines were designed without the surge arrestor cable while others are showing the ageing of insulators and some accessories.
Desde 2010 que se verifica um novo fenómeno que compromete o bom funcionamento da rede, que se caracteriza pela explosão das caixas terminais de linhas de 66kV na SE Matola 275, afectando aquelas que tem terminação por cabo, como é o caso das linhas CTM – Matola275, e Matola 275 – Cimentos.
Since 2010 a new phenomenon emerged compromising the good performance of the network, characterized by the 66 kV line end terminal boxes explosions in substations, affecting those that end in cable, such is the case of CTM – Matola 275 and Matola 275 – Cimentos lines.
Prevaleceu o fenómeno dos pássaros nas linhas, pois, se até finais de 2007 o problema circunscrevia-se na linha Macia – Lionde onde o problema resumia-se na contaminação dos isoladores com excrementos de pássaros, em 2008 o problema alastrou-se para a linha Nampula – Monapo – Nacala e em 2009 o problema faz-se sentir na linha Infulene – Macia onde os pássaros constroem ninhos por cima do ponto de fixação dos isoladores e em caso de pequeno vendaval e/ou chuva, os ninhos desprende-se provocando defeito de terra.
The birds on the lines phenomenon prevailed, for, if up to year 2007 end the problem circumvented to Macia – Lionde line where simply consisted in the contamination of the insulators with t he birds’excrements, in 2008 and on escalated to Nampula – Monapo – Nacala line, reaching Infulene – Macia line where the birds build nests on top of the insulators fixation point and in case of gusts of wind and/or rain the nests crumble and cause earth fault.

Quanto as linhas cujos acessórios registam algum envelhecimento destacam-se as linhas Komatipoort – Infulene (BL2), Matambo – Chimuara (B03), Corumana – Infulene (CL4), Mavuzi – Beira e Mavuzi – Chimoio 1 (DL1), onde a maioria dos defeitos foi caracterizada por roptura das cadeias de isoladores e fiadores. Devido ao estado de envelhecimento da linha Mavuzi – Chimoio1, em 2010 esta linha ficou a maior parte do tempo fora de serviço, sendo a alimentação ao PDE de Chimoio 1 garantida pela linha Chibata – Nhamatanda (CL75) via SE Chimoio 2.

Os trabalhos de reabilitação que a BL2 beneficiou em 2009 e 2010, aumentaram a disponibilidade da linha, por sua vez as linhas BL1 e BL3 já começam a apresentar necessidade de manutenção preventiva o que fez com que as mesmas registassem cortes diminuindo assim a disponibilidade das mesmas. O gráfico da figura 21 apresenta a evolução do número de indisponibilidade das linhas de 275kV. O gráfico da figura 22 apresenta a evolução da duração das indisponibilidades da rede de 275kV, onde pode se notar que a linha BL2 apresenta uma grande diminuição na ordem de 79%. Do gráfico da figura 22, nota-se que a linha BL1 é que apresentou mais tempo de indisponibilidade, esse aumento foi devido a explosão do transformador de medida desta linha na subestação do Infulene no dia 27 de Maio de 2011 que originou uma indisponibilidade com duração de 38horas e 36 minutos.

The rehabilitation works that benefited BL2 in 2009 and 2010, increased its availability, and by their turn BL1 and BL3 lines have already signaled the need for preventive maintenance, which made them to incur interruptions thus reducing their availability. Figure 21 chart presents the evolution of the number of outages of the 275kV lines. Figure 22 chart presents the evolution of the outages duration of the 275kV network, where it’s notable that BL2 line shows big reduction in the order of 79%. From figure 22 chart, it’s notable that BL1 line presented more time of outage, due to the explosion of a measuring transformer of this line in Infulene substation on May 27, 2011 which originated an outage with duration of 38hours and 36 minutes.

Os defeitos verificados na linha BL1 e a falta de selectividade na subestação de Infulene, originaram a actuação das protecções desta linha como se pode ver no gráfico da figura 23.

As can be seen in figure 23 chart, the betterment works that benefited BL2 yielded effects considering that this line had a reduction in faults in the order of 92%, and a global reduction of 50%. As Áreas de Transporte Centro e Centro Norte é que possuem linhas deste nível de tensão, compreendem um comprimento de 1756km dos quais 320 na ATCE e os restantes 1426km na ATCN.

Em 2011 esta rede teve um total de 170 indisponibilidades com uma duração de 174:32horas nas 8 linhas que compõem esta rede. Comparativamente a 2010 esta cifra representa uma diminuição de 20.9% no número de indisponibilidade e aumento em 21.2% na duração das mesmas.

O baixo nível da potência de curto-circuito na linha Centro -Norte, acrescido com o aumento constante da carga, torna esta linha instável e susceptível a qualquer alteração da carga, essa instabilidade, foi muitas vezes minimizada com a actuação das protecções com vista a proteger o sistema, assim, em 2011 a rede de 220 verificou 58 disparos contra 41 de 2010 o que representa um aumento de -9% comparativamente a 2010. O gráfico da figura 27 apresenta a evolução do número de disparos da rede de 220 kV.
The low level of short circuit power in Centre-North line, inflated by the steadfast load growth, make this line unsteady and susceptible to any load change. The unsteadiness was often times minimized with the protection actuations in order to protect the system. Thus, in 2011 the 220 kV network registered 58 trippings against 41 in 2010 which represents an increase of 9% comparatively to 2010. A rede de 110kV é a mais longa e a única que cobre todas as áreas de transporte e é caracterizada por ter linhas sem cabo de guarda e algumas muito antigas (CL71 Mavuzi – Beira com 56 anos). A rede é constituída por 2662km dos quais 1211km na ATNO, 256km na ATCN, 603 na ATCE e 593 na ATSU. Por esta rede apresentar muitas linhas, os gráficos serão apresentados por Área de Transporte.
The 110kV network is the longest and the only one that covers all Areas of transmission and is characterized by lines without surge arrestor cable and some aged ones (CL71 Mavuzi – Beira with 56 years of age). A mudança de isoladores nos troços críticos da linha Beira 1 (CL71 Mavuzi – Beira) e Beira 2 (CL75 Chibata – Beira), contribuiu significativamente para a redução dos disparos nas linhas de 110kV que foram 404 contra 500 disparos verificados em 2010 uma redução de 19.2%. A evolução do número de disparos das linhas de 110kV é apresentada no gráfico da figura 32.
The replacement of insulators in critical line sections of Beira 1 (CL71 Mavuzi – Beira) and Beira 2 (CL75 Chibata – Beira) lines, contributed significantly to the reduction of trippings in 110kV lines, which were 404 against 500 verified in 2010, a reduction of 19.2%. O número de defeitos por 100km de linha também registou uma melhoria significativa, comparativamente a 2010 que foi de 28.7% e foi o segundo melhor dos últimos cinco anos. O gráfico da figura 33 apresenta a evolução do número de defeitos por 100km de linha.

2.4.2.4. 66 kV Network
A rede de 66kV é constituída por 506km de linhas dos quais 298km na ATSU e 208km na ATCE. Deste comprimento, teve-se em conta na ATCE as linhas Matambo – Moatize – Benga – Matambo e exclusão do comprimento da linha Mavuzi – Chimoio 1 que foi vandalizada, na ATSU, excluiu-se o comprimento da DL4 antiga.
The 66kV network is constituted by 506km of lines of which 298km in ATSU and 208km in ATCE. Of this length included were Matambo – Moatize – Benga lines in ATCE, and Mavuzi – Chimoio 1 line length excluded from presently being in a vandalized status, while in ATSU the length of the old DL4 was also excluded.

Os transformadores de potência tiveram um comportamento aceitável em 2011, apenas algumas anomalias caracterizadas por fugas de óleo nas subestações de Dondo, Nacala TR101 e TR102, Monapo, Nampula Central, Manica, Messica, SE6 e o TR3 do Infulene foram as grandes preocupações. Verificou-se também constrangimentos em termos de sobrecarga dos t ransformadores (o desenvolvimento deste tópico mais abaixo). No âmbito dos trabalhos de rotina, foram realizados testes da rigidez de óleo nos transformadores que culminou na circulação de óleo em quase todos os transformadores para a diminuição da humidade.

2.4.3.1. Outages of Power Transformers
Em 2011 verificaram-se 4215 interrupções nos transformadores de potência dos quais 3297 (representando 78.2% do total das indisponibilidades) foram a montante, causados por disparos de linhas e/ou outros transformadores da rede, 682 (representando 16.2% ) foi devido a disparos dos transformadores, por defeitos próprios e por defeitos em linhas de médias tensões sem protecção como é o caso das linhas que partem da subestação de Riopele. O gráfico da figura 39 apresenta as indisponibilidades dos transformadores por Área de Transporte e por causa.

A instalação de protecções nas linhas de 33kV na subestação SE9 contribuiu para a diminuição do número de disparos no TR2 contrariamente a 2010 onde este transformador era o que mais disparava devido a defeitos nas linhas de média tensão, contudo, prevaleceram disparos nos transformadores devido a defeitos nas linhas de média tensão no transformador móvel do Infulene e de Khongolote.
The installat ion of lines’ protec tions ba ys in the 33k V lines in SE9 substation contributed to the reduction of the number of trippings of TR2 contrarily to 2010 where this power transformer was the one which tripped the most, owing to faults in the medium voltage lines. However, trippings in the power transformers due to faults in the medium voltage lines still prevail in Infulene and Khongolote mobile substation.
Na área de transporte Centro-Norte registou-se uma subida dos disparos nos transformadores de potência devido aos disparos verificados no mês de Janeiro (96 disparos) na subestação de Uapé devido a defeitos de terra.

Na Área de Transporte Centro, os disparos do transformador de Tete devido a defeitos na linha de 33kV, contribuiu para o aumento do número de actuações das protecções do transformador desta Área em 2011.
In the Area of Transmission Centre, the trippings of Tete substation power transformer due to faults in the 33kV line, contributed to the increase of the number of protections actuations in this Area in 2011.
No geral, registou-se uma descida no número de actuações das proteções dos transformadores em 10.3% comparativamente a 2010, esta diminuição verificouse devido a grande diminuição do número de disparos na ATSU de 26.0% enquanto que as outras Áreas tiveram um aumento de 5.1%, 40.5% e 36.8% para ATCE, ATCN e ATNO respectivamente. O gráfico da figura 40 apresenta a evolução do número de disparo dos transformadores nos últimos cinco anos por área de transporte.
In general, there was a decrease in the number of power transformers protections actuations by 10.3% comparatively to 2010, owing to the huge decrease of the number of trippings in ATSU of 26.0%, while the other Areas had an increase of 5.1%, 40.5% and 36.8% for ATCE, ATCN and ATNO, respectively. A rede eléctrica Nacional é composta pela Rede da EDM, HCB e Motraco onde será analisada o fluxo de energia, de salientar que a energia que fluiu na rede da EDM é proveniente da HCB via Eskom a partir da linha de corrente contínua (HVDC), da rede de Motraco e da Central de Corumana para a ATSU, da HCB via Songo – Matambo para a ATCN e ATNO, da HCB via Songo – Matambo – Chibata e das Centrais de Mavuzi e Chicamba para a ATCE.
The National Transmission Network is composed o f EDM, HCB and Motraco networks where the power flow will be analyzed. Fluiu sobre a rede da EDM em 2011, 5,286.23GWh contra 5,019.9GWh que fluíram em 2010, dessa energia fluida em 2011, 63.07% (correspondendo a 3,334.11GWh) foi consumida internamente, 26.72% (correspondendo a 1,412.53GWh) foi para a HCB sobre a linha songo-Bindura, 9.34% (correspondendo a 493.53GWh) foi para contratos bilaterais com os países da região e menos que 1% fluiu de volta para a Eskom. O gráfico da figura 44 apresenta a distribuição da energia que fluiu na rede da EDM.

O gráfico da figura 47 apresenta a proporção da energia transportada pela rede da Motraco.

A energia da rede da Motraco consumida na EDM foi a que teve maior crescimento comparativamente a 2010, e foi de 1,810.7GWh, enquanto que a energia para a SEB teve um decréscimo de 5.17% e a consumida na Mozal teve um aumento desprezível de 1.14%. A energia que retornou a Eskom não se toma em conta uma vez que foi menos de 0.3%. A evolução da energia nos últimos cinco anos é apresentada no gráfico da figura 48.

O remanescente, foi referente a energia para a EDM Norte na ordem dos 6.0%, para a ZESA (na rede da EDM operada pela HCB) foi de 8.9%, fluiu também nesta linha (Songo-Bindura) energia para a Eskom via SAPP. In 2011 of the energy wheeled by HCB, 82.4% was wheeled by the HVDC to Eskom and EDM South under a bilateral contract between the parts. The remainder refers to energy to EDM North in the order of 6.0%, and 8.9% to ZESA (in the EDM network operated by HCB), having also flowed in t his line (Songo-Bindura) energy to Eskom via SAPP. A HCB teve um nível de perdas de 7.8% onde a linha HVDC é que teve maior volume de perdas que foi de 47% do total de perdas, como se pode ver no gráfico da figura 52.

O volume de energia que transitou na rede da EDM e foi consumida internamente (em Moçambique) em 2011, foi de 3,334.1GWh o que representa um aumento de 12.8% em relação a 2010.

The domestic generation under analysis includes the energy from hydro power stations of Mavuzi and Chicamba in Manica province with larger volume of generation and that of Corumana hydro power station which is basically a peaking power station to make for the needs of energy demand during peak hours in the southern region of the country in Maputo province.

As linhas de 400kV compreende duas linhas de 1350 MW cada e pertencem à MOTRACO, com uma ponta aproximada de 1410MW, onde 950MW são para a Mozal, 369MW para EDM (ATSU) e 100MW para a SEC (Swazilândia). Devido ao crescimento da carga na Região Sul, a rede de 400kV já não tem redundância o que implica reduzir cargas (restrições) em caso de falha duma das linhas ou de equipamento de compensação, para mitigar a situação há necessidade de:

Instalar bancos de condensadores na rede de 275kV (SE Infulene) dentro de 12 meses para melhorar o perfil da tensão;

A longo prazo avançar-se com a terceira linha da MOTRACO independentemente do CESUL (horizonte de 10 anos).

a) 400kV Lines The 40 0kV li nes c ompr ise two lines of 13 50 MW each, belonging to MOTRACO, with an MD of about 1410MW, where 950MW are for Mozal, and 369MW for EDM (ATSU) and 100MW for SEC (Swaziland). Due to the load growth in South Region, the 400kV network has gone out of redundancy which implies load reduction (load shedding) in the event of failure of one of the lines or compensation equipment, and to mitigate the situa tion there’s need to:

Install banks of capacitors in t he 275kV network (SE Infulene) within 12 months to improve the voltage profile;
•
Assure the availability of CTM in terms of fuel stock;
•
The gas generation projects in Ressano Garcia may alleviate the system within 5 years horizon;
•
At long term the Motraco third line must be put forward independently of CESUL (10 years horizon).

Este nível de tensão é basicamente usado para alimentar as províncias de Gaza e Inhambane, tendo como a principal a CL1 (chamada linha Sul) e o limite térmico desta linha (80 MW) será ultrapassado pela demanda dentro de 2 a 3 anos, uma vez que em 2011 a carga média transportada na ordem de 60MW e a ponta do sistema em 2011 foi de 62MW com restrições na ordem de 10 MW na Açucareira de Xinavane. Este constrangimento faz com que:

Haja necessidade de instalação de bancos de condensadores em Chicumbane e Lindela até Novembro de 2012;

Necessidade de instalação dum SVC na Macia é uma alternativa de médio prazo ( 2 anos) e poderá ser transferido para Lindela após a expansão da rede de 275kV;

Para aumentar de forma efetiva a capacidade de transferência na linha sul, deve-se expandir a rede de 275kV para Macia e Chicumbane.
d) Linhas de 66kV As linhas de 66kV têm condutores de secções variadas, com limitantes de 38 MVA que resultam no congestionamento da rede face à demanda, encontrandose algumas linhas congestionadas como é o caso da DL7 com ponta registada de 32 MW é a mais crítica, e tem frequentemente obrigado a restrições; acresce-se também ao facto de a DL5 e DL1 estarem degradadas e clamarem por uma reabilitação. Para aliviar a DL7, deve-se concluir a DL8 e interligar com a SE9.
•
During peak hours Infulene substation operates with excessive voltage (121kV against 115kV) and in Lindela is the other way around, it operates below regular voltage (≥104kV);

Necessity to install the banks of capacitors in Chicumbane and Lindela by November 2012;
•
Necessity to install an SVC in Macia is a medium term alternative ( 2 years) and can be transferred to Lindela after the expansion of 275kV network;
•
To effectively increase the transfer capacity of the South Line, the 275kV network must be extended to Macia and Chicumbane.
d) 66kV Network The 66kV network has conductors with differing cross sections, with limits of 38 MVA that result in network jams in face of the demand, and some lines such as DL7, the most critical, are congested with a registered peak demand of 32 MW, and has frequently obligated to restrictions; to that, the fact that DL5 and DL1 are degraded and claim for a rehabilitation exacerbates the situation. To alleviate DL7, DL8 must be concluded, commissioned and interconnected to SE9.
