Introduction
1 Introduction 1.1 About WCDMA BTS site commissioning This document describes how to commission Flexi Lite WCDMA BTS sites using the Commissioning wizard in the BTS Site Manager software. This document provides instructions on how to proceed with manual commissioning when there is no commissioning file available, for template commissioning and planned commissioning with a commissioning file, and for reconfiguration of the already commissioned site. In addition there are chapters describing testing of the site after commissioning. Nokia Siemens Networks recommends that the user has the relevant knowledge of base station systems and equipment. Pay careful attention to all warnings and cautions. These instructions are based on the assumption that the user knows how to use basic computer software. At least the following actions are needed: installing SW, uninstalling SW and changing the IP address in the PC.

NOTICE: Only properly trained and authorised personnel may perform installation, commissioning, or maintenance operations on any Nokia Siemens Networks base transceiver station (BTS). Screenshots included are representations and should be considered as examples only. The current release of the BTS Site Manager software may differ slightly from the shots depicted. Also, different BTS configurations reflect the views in the Commissioning wizard accordingly.
1.2 Introduction to WCDMA BTS site commissioning Generic commissioning tasks Commissioning is a sequence of tasks, such as visual checks and inspections, parameter and SW configurations, tests and reporting, to ensure that the stand-alone equipment in question has been properly installed, has no faulty modules and is ready for integration. The generic commissioning steps can be seen in the following Commissioning overview figure. The details of each step depend on the equipment and version in question and can be found in the relevant documentation.

The autoconnection procedure starts automatically when the BTS is starting up and initializes transport connections to the upper network elements. During the autoconnection procedure, the transport part for online changes is disabled. Autoconnection procedure is stopped when a full configuration file is sent to the BTS and activated More information on the autoconnection and autoconfiguration issues can be found in Monitoring autoconfiguration and autoconnection chapter and in the WCDMA RAN rel. Introduction
Visual checks and inspection The first part of the visual check is done before powering on the BTS site at the power system. When all is proven to be OK, the 'Power on' check is done and the LED status is verified. The equipment is checked visually to see that there are no fatal installation errors, which might lead to equipment damage during the power on. The following items are checked: • • • • •
the grounding power cabling and supply voltage other cables and fibres LED status during power up TX/RX/antenna connector torque check
Local SW download This step contains all the actions required to update and/or download SW to the equipment or to the PC for managing the equipment at the site. The exact order in the step sequence is equipment-specific and thus might take place after some self tests.
Parameter setup This contains all the actions required to set up the parameters for commissioning and for integration. Parameters might include software parameters fed in manually or as a file. The equipment specific product documentation describes the details. Some of the parameters need to be given during the test step. Note that when a parameter is not mentioned in a commissioning instruction, the parameter should be left at its default value even though it might be possible to change it.
Commissioning tests This contains the key tests that need to be carried out to ensure the basic functionality of the equipment in question. Some of the tests are activated automatically, some of them are run as a part of the Commissioning wizard and some might need to be activated separately. Some of the tests are optional and are run for diagnostic purposes if there is a reason to suspect the functionality. Typical tests and measurements: • • • •
external alarm and control tests site tests site support system alarms shown at the BTS RF max power measurement (optional test)
Some of the functional tests need more parameters than are available during the commissioning and thus can be run only after the network element has been integrated and it is able to get the rest of the parameters from the RNC.
Troubleshooting The purpose of troubleshooting is to rectify the problems found by analysing the test results and perhaps running some further tests to identify the cause of the problem. Information about troubleshooting hints and optional tests can be found in the equipment specific documentation. To avoid double work, it is essential to be aware of the current

known problems. The Technical Notes (TN), List of Generic Faults and maintenance packages need to be studied from time to time for latest information about known problems and work-around solutions. Based on the experience and HW repair statistics about the cause of the faults one major group is 'no fault found'. To minimize unnecessary shipping, spare waiting and 'no fault found' reports, it is essential to double-check the suspected module one more time before sending it to repair. Once the module is suspected and the replacement seems to rectify the problem, the original suspected module needs to be tried once more. In many cases the actual reason which rectified the problem is power off/on-reset or plug off/push in reset. When the module is really suspected or proven faulty, the appropriate error report attached with possible log or test report files is filled. The following information needs to be clearly available in the report: • • • • • • • •
site and equipment identification Flexi Lite BTS identification based on which test the Flexi Lite BTS was suspected faulty what parameters were used what other tests failed what was the error/fault message/alarm number what was the used SW version responsible engineer (report filled by) and contact info
In case of module replacement the site inventory need to be updated.
Bar code reading and site inventory To be able to trace a given module based on the serial number or the version number, it is important to collect and keep the information about the module version and serial numbers up to date. The most advanced modules and their SW versions support the electronic serial and version number detection and recording. Some less advanced and passive modules do not necessarily have this feature and those modules need to be scanned. Most of the modules installed on the BTS have a set of extra serial and version number labels, which must be attached to the BTS cabinet door or in the inventory form in the site folder during the installation. During the bar code reading also these labels need to be scanned. Reporting The most important part of the commissioning is the reporting. Without relevant reports the equipment can be considered not commissioned. The purpose of reporting is to keep track of the latest status of the equipment and the work done. Some new equipment supports features where the reports are automatically updated to the main database in the NetAct™ system, some need a few manual steps, and some reports need to be saved/printed manually. 2 Installing BTS Site Manager Purpose Follow these instructions to install BTS Site Manager software to your PC. Before you start You should be familiar with installing software to your PC and managing files in it. To set up and install the BTS Site Manager, you need to have an Internet connection available to download the BTS Site Manager installation file from Nokia Online Services (NOLS). The installation file can also be delivered on a removable media (CD-ROM, for example). Note that you will need administrator rights on your operating system in order to begin the installation. Check that your computer meets the system requirements listed in the following table. Table 1

Download the BTS Site Manager installation file. Save the file on your PC.

If you have BTS Site Manager running on your PC, close it before starting the installation.

Double-click the file to start the installation. The following page opens. Figure 2

Click Next, read and accept the terms of the licence agreement.

Click Next. Define the location where to install the BTS Site Manager. If you have earlier versions of the BTS Site Manager on your PC, you need to remove the installed versions before you can change the location. It is not required to remove earlier versions of the BTS Site Manager when a new version is installed. The correct BTS Site Manager version is selected automatically when the connection to the BTS is established. If the installation of the BTS Manager is unsuccessful, use the Clean Installation option to remove all BTS Site Manager versions from your PC and start the installation again.

Click Next and inspect the summary information for the installation procedure.

Click Next. The BTS Site Manager installer installs the software to the specified location.

Click Finish. The BTS Site Manager installer closes and you can use the BTS Site Manager (see Launching BTS Site Manager).

3 Launching BTS Site Manager Before you start Make sure the following conditions are fulfilled: •
If the PC is connected to the Flexi Lite BTS LMP port, specify your PC's network settings to match the following settings: – –

If you want to establish a connection to the BTS site locally, connect the PC to the LMP port on the Flexi Lite BTS using a twisted pair Ethernet cable with an RJ-45 connector. In a remote connection, the connection is established via DCN network. Check if actEthernetSec parameter allows local connection.
Note that one BTS can connect with only one BTS Site Manager at the same time. It is not advised to change Windows Date and Time settings after launching BTS Site Manager or establishing a connection to BTS. Date and Time change might lead to BTS Site Manager and a BTS crash.

Start BTS Site Manager by clicking the icon on your desktop. The Task Selection view opens.

If you want to establish a local connection, select the Local option from the IP Address list.

Using web interface, local user account information can be reset to factory defaults (Nemuadmin/nemuuser) via local connection. 5
Click Connect. The progress of the operation is displayed in the Task Selection view. If multiple versions of BTS Site Manager are installed on the PC, the appropriate BTS Site Manager version is selected automatically. If the BTS Software is incompatible with the BTS Site Manager, the upgrade of the BTS Software is required. Otherwise a compatible version of BTS Site Manager needs to be installed.

Note that the update installation package and new installation package will be saved in different locations. 4 Monitoring Autoconfiguration and Autoconnection Purpose Autoconnection is a feature which enables the automated connection of the new or uncommissioned BTS to a server in the network through which commissioning may be automatically performed. The automated connection means the automatic establishment of IP connectivity over which IP based registration messages can be sent. Using the location information of the newly installed BTS, OMS server can correlate the BTS with the required logical configuration. The benefit for the operator is a cheaper and quicker network rollout. After installation the automatic establishment of a connection allows the commissioning to be completed remotely without the need for a commissioner to visit the site.

Observe the autoconnection phases. These phases consist of IP connectivity establishment, DHCP server connection and connections to dedicated and final O&M mediators. When the process is completed, the Autoconfiguration dialog box can be closed. Figure 12

Autoconfiguration and Autoconnection dialog boxes can be also accessed manually from Configuration menu in the BTS Site Manager main window. However, they still open only if the site is uncommissioned. 2
Observe the autoconfiguration phases. These phases consist of SW download, SW activation and reset, configuration file download and configuration file activation and reset phases. All are fully automated and no manual intervention is required. Autoconfiguration can be disabled by clicking the Disable button if for example the site needs to be commissioned manually. Also if autoconfiguration is not used at all you can close the dialog by clicking the Close button. Clicking the Enable button enables the autoconfiguration.

Updating BTS Site Software
5 Updating BTS Site Software Purpose The software for the transmission sub-module is included in the software package for the BTS site and cannot be upgraded separately. Software upgrade can either be performed manually for each BTS using BTS Site Manager, or automatically via the Network Management System (NetAct). Updating the Flexi Lite BTS software is optional. It should be performed only if the BTS does not have the required software version. In the Update SW to BTS Site dialog box you can update new software to the BTS site. This procedure does not download those application files existing in the Flexi Lite WCDMA BTS or Flexi Transport sub-module that have the same version information. You can view the current SW versions in the Site Information dialog box by choosing the Software → SW Versions menu item.

If the BTS site has a connection to Nokia Siemens Networks NetAct™, the NetAct will manage the BTS site SW (that is, checks the SW version and, if it is different than the SW in the NetAct database, downloads new SW in the BTS site). Please note that in order to perform update of BTS Site Software, port 13062 must be opened to use on the PC connected to the BTS.

Click the Select File button to locate the master file containing the new software. The Select Build Descriptor dialog box opens. Locate and select the master file (TargetBD.xml or SW package zip file), and click the Open button. If you select the zip file, the files will be decompressed when you click Open. The new SW version is displayed in the Update SW to BTS Site dialog box.

Select the Activate SW After Update check box to enable the activation of the new software in accordance with SW updating. Note that if you do not want to activate the new software at the same time with downloading it, you can leave the option unchecked, and the SW is downloaded to the BTS site in the background only. To activate the SW later with the Activate SW After Update option selected, you have to perform the SW update again.

Click the Update button. The Update button is enabled if a valid master file has been selected.

SW download takes about 20 minutes. The time depends on the number of items to be downloaded and the bandwidth of the DCN connection, for example. The Update Progress steps show the transfer status. Wait for the SW update to be completed. If the Activate SW After Update check box was selected, the SW will be activated and the site will be reset. If you want to stop the SW update, click the Stop button. If the SW download fails, update the software again. 6
If you want to view information on the SW download, click the View Report button. The Software Update Report dialog box opens.

6 Manual Commissioning 6.1 Starting Manual Commissioning Purpose If no commissioning file is available, Flexi Lite WCDMA BTS site has to be commissioned manually. The Flexi Lite WCDMA BTS is commissioned with the Commissioning wizard in BTS Site Manager. Commissioning can be started when the modules are in 'Initialised' state. The wizard features Back, Next, Cancel and Help buttons for navigating. The Next button confirms the entered parameters and brings up the following page in each commissioning line. The Back button reverses to the previous page in the wizard. The Cancel button cancels all the entered parameters and closes the wizard. The Help button displays a context sensitive help topic for each page.

At the moment the Commissioning wizard supports English alphabet only. Please remember this when entering text in the parameter fields. You need to fill in the fields displayed with a yellow star. Those parameters are mandatory. Please note that the screenshots in this document show different configurations. Before you start All parameters needed to configure the BTS site are determined at the network planning stage. It is essential that the input values match the expected values in the network plan. Do not select the values randomly. For more information on commissioning parameters, see the Flexi Lite BTS WCDMA Parameters Excel and Flexi Lite BTS Transport Module Parameters Excel in WCDMA RAN Operating Documentation, Parameters in NOLS PIC.

Clicking the button opens the IP Addresses via DHCP dialog box, where you can configure IP addresses that are delivered via DHCP for the external site equipment. The IP addresses should be part of the subnet defined by the TRS IP address and Subnet Mask. The Subnet Mask address can be entered in IP form (for example: 255.255.255.0). Figure 17

Only one NTP server IP address is required. Additional NTP servers can be used to protect real-time updates, for example, if one NTP server is temporarily out of service. Clicking the NTP Servers button opens the NTP Servers dialog box, where you can configure more NTP IP addresses. Figure 18

LDAP server IP address and Port (optional) The default LDAP port is 389. The LDAP server is used to authenticate remote users from the LDAP server via the DCN network. If the LDAP server address is not configured, users are authenticated using the local super user account information (user name/password) that can be defined during commissioning in the Commissioning - Authentication Settings page. CMP/CA server IP address and Port The CMP server is used to authenticate remote users from the LDAP server via the DCN network. The address is needed if certificates are to be managed automatically. Certificate Repository IP address and Port The CMP server and Certificate Repository are used for automatic certificate management. The address is needed if certificates are to be managed automatically. Automatic renewal Enter the CA certificate and trust anchor and the BTS certificate renewal days. Enter also the certificate revocation list update period in the CRL update interval field. TLS for OAM interface You might choose a Mode from the drop-down list. CAC Committed Bit Rate Define the egress transport capacity towards one IP interface in the CAC Committed Bit Rate field. The range is from 0.4 to 99.9 Mbps in 0.1 Mbps steps. The CAC Committed Bit Rate is a total bit rate, which is available for all guaranteed traffic at the Iub. Signalling bit rate and DCN bit rate are subtracted from the CAC Committed Bit Rate and the rest is available for the userplane data connections which are under transport connection admission control. Signalling Bit Rate Define the guaranteed transport capacity for the signalling links towards the RNC in the Signalling Bit Rate field. The range is from 50 kbps to 1 Mbps in 50 kbps steps. 6.12 Defining IP Filtering Purpose In the Commissioning - IP Filtering page you can configure restricted mode exception rules, and activate or deactivate the restricted mode for LMP. In the so-called restricted mode of the LMP, it is possible to access only the local BTS site. All IP packets with public IP address in source or destination are to be discarded. You can define exception rules to the restricted mode so that any IP packet that matches for any rule in any ruleset is not discarded. In unrestricted mode other network elements within the same network can also be accessed. Figure 32

Define the properties for the units. Click the OK button to save the changes and return to the Commissioning - BTS Settings page. 10 Select the synchronization sources for BTS Fault Management. There are three possible sources: GPS, External 2.048 MHz synchronization, and Transmission synchronization (TDM/SyncE/ToP). The selection in the commissioning defines only the synchronization sources for the fault management functionality, that is, which signal sources there should be present for the BTS. At least one of the synchronization sources must be selected to be in use for BTS fault management. In BTS synchronization, source with priority 1is the PPS signal from GPS, source with priority 2 the external 2.048 MHz signal connected to the Sync In interface, and source with priority 3 is the reference from the transmission interface. A signal is always used as a reference source when it is present, according to the priority order: the higher one overrules the lower one.

11 Define the IP Iub signaling settings (optional). Define the Maximum association retransmissions and Maximum path retransmissions settings. You might choose values between 1 and 15 retransmissions.

There is the alternative mechanism of license distribution process. Because of high load of the BTS during startup, targetId verification procedure can be postponed until the BTS has entered OnAir state. This means that cells must be unlocked to establish once again targetId verification procedure. You can deploy automatic licensing feature for BTS during commissioning, which means that after a feature is activated in commissioning (by an activation parameter, by a configuration parameter or by presence of an object instance), the needed licenses for license based applications are loaded from the NetAct’s license pool to BTS and if free licenses are not available, then license missing fault is raised. Manual license management can also be used to download licenses manually from BTSSM to BTS.

Select the Enable SW monitoring check box. Select the Enable SW monitoring check box if you want to enable the software monitoring. If Enable SW monitoring is activated during commissioning, then it is necessary to have Generic License active in License Management.

RX signal level monitoring in use With this checkbox activated it is possible to monitor the performance of the antenna line. The antenna alarm gives information to the operator if, for example, an antenna is broken. By comparing the signal levels in both receiver antennas, an alarm is raised if there is higher than 4 dB difference in the received wideband noise between the main and diversity branches. If both main and diversity branches are under -112 dB, a cell fault and an alarm is raised for both branches.

Define the R99 Channel Elements number. Enter the number of the R99 channel element licenses. This is used for automatic license activation purposes. Number of channel elements might be between 0 and value dependant on maximum HW capability.

Local cell identifiers are determined at the network planning stage. It is essential that the value input matches the expected value in the radio network plan. You should not select the values arbitrarily. Output power is regulated (Min and Max) up to Antenna connectors as per the setting. Additional gain added in integrated (6-9 dBi) or external antenna needs, is to be used when local regulation is taken into account.

Define the cell id for the first cell in the Local Cells list.

Assign the antennas of radio modules to the local cell by selecting the appropriate check boxes. The Flexi Lite BTS can house a maximum of 4cells. Tx/Rx usage shall be defined separately for each antenna. Valid cell must contain at least one Tx and one Rx resources. Proper Tx/Rx usage is important when selecting the sector configuration types.

Define the MIMO settings. If the configuration supports MIMO, select the MIMO type from the dropdown list.

Select the Virtual antenna mapping in use checkbox. If the configuration supports VAM, you might select the Virtual antenna mapping in use checkbox.

Select the carrier power for the local cell from the Carrier Power list. When the Tx antenna is used for the local cell with the maximum carrier power (the default carrier power for the local cell), it is not possible to create another local cell from the same Tx antenna. If the same Tx antenna is used for two or more local cells, a proportional part of the carrier power (a half - in case of 2 cells) has to be selected for the local cell.

If MIMO or VAM is selected to be in use, the commissioned carrier power, for example 10 W, is valid for both Txs, which means that the cell output power is set to 10 W. When creating more than two cells from the Antenna RF Module ANT1 and ANT3 or from FRx ANT1 and FRy ANT1, take into account that the power of the PA is not exceeded. The rule for a local cell setting is that the first and third local cell created in commissioning use the same PA. Therefore, the power of the 1st and the 3rd local cell must not exceed the maximum power capability of RF Modules. The same rule is valid also for the 2nd and the 4th local cell.

Enter the UARFCN for each local cell in the UARFCN column. Up to four different values might be defined for each frequency band. The frequencies are calculated according to the entered channel numbers and displayed in the Frequency MHz column. When local cells share the same radio module and filter, define the UARFCN values to differ at least the minimum carrier spacing but no more than the maximum carrier spacing displayed in the UARFCN Spacing (Min...Max) column. When running test models, lower WCDMA carrier frequency will be commissioned for a lower local cell ID within a sector. The carrier candidates are used in testing purposes and when validating local cell group settings. When the BTS is in the test dedicated state, you can run different test models, BER test and site tests. The parameter uses the so-called UARFCN convention defined in the IUB specification. The parameter specifies the downlink frequency.

Select the Override Nominal Frequency check box if necessary and enter a frequency value for frequency bands needed. Enabling the override nominal frequency check box makes it possible to set a filter center TX frequency value for needed frequency bands also in multiband configurations. The filter center TX frequency defines absolute TX frequency in kHz for overriding nominal filter center frequency tuning. The parameter can be used to override the nominal filter tuning to minimize noise to the neighboring frequency bands. Because of high attenuation requirements in two system co-location cases, the setting needs to be possible for both high and low frequencies. If the parameter value is not defined, the TX filter frequency is evaluated as an average of the configured center frequencies from the RNC.

Performing Mapping HSPA Local Cells to Baseband HW. User can map HSPA local cells to Baseband HW resources (to master system module and to extension system module). SCF parameter hspaMapping for local cells is used for mapping HSPA local cells to Baseband HW resources. It can get value FSM1 and FSM2. If mapping HSPA cells to HW is not commissioned, value “None” is used.

When Mapping HSPA Local Cells to Baseband HW is enabled, HSUPA processing set licenses are divided between the System Modules present in the configuration. Mapping HSPA local cells to Baseband HW shall be done basing on following rules. Rules are validated against system modules in HW configuration: •

Rule 1: Mapping HSPA local cells to Baseband HW resources is not used by default. When it is taken into use, it has to be taken into use for all frequency layers (WCDMA carrier candidates) belonging to the same local cell group. Rule 2: Mapping HSPA local cells to Baseband HW resources can be taken into use if HW configuration contains release 2 Baseband HW (system module in Flexi) and if HW configuration contains extension module. HW release for Flexi Baseband HW can be checked from Flexi BPF/siteconf property Supports.Flexible.Bb.Configuration. Value “true” is for release 2 HW and value “false” is for release 1 HW. Rule 3: In mapping HSPA local cells to Baseband HW, all local cells with the same WCDMA carrier candidate value (UARFCN) shall be mapped to the same Baseband HW. Rule 4: Each Baseband HW can be selected to many frequency layers (WCDMA carrier candidate values (UARFCN)). Rule 5: HSPA mapping is not supported if SRIO is supported between the system modules.
HSPA local cells might be also mapped to Parallel Interference Cancellation (PIC) pools. It is only possible for system modules supporting flexible baseband pooling. Rules for configuring the PIC pools: • • • • •

Rule 1: By default, the PIC pools are not used. Rule 2: All cells mapped to a PIC pool shall be part of the same local cell group. Rule 3: All cells of one frequency layer shall be mapped to a PIC pool. Rule 4: The cells of one frequency layer shall be mapped to the same PIC pool. Rule 5: In case there are multiple PIC pools configured in the BTS, the PIC pools shall be completely independent of each other, that is: cells belonging to one PIC pool cannot belong to another PIC pool. Rule 6: Number of the cells supported in a PIC pool depends on the system module. Rule 7: Maximum number of the PIC pools is 4. Rule 8: PIC pool supports up to 2 frequency layers.
Addition and removal of the PIC pools in BTS during runtime In order to add or remove a PIC pool during runtime (that is without BTS reset), following steps should be undertaken. PIC pool addition: a) Lock all the cells of the BTS

Enter the scheduling weight value in the HSPA Scheduling Weight (0...100) column. Define a weight value for each Scheduling Priority Indicator (SPI) value after defining in the RNC setup how the different traffic classes (Background, Interactive, Streaming) are mapped to different SPI values and which SPI values are configured with Nominal Bit Rates (NBR). For optimum division of resources, configure the weights in the BTS in accordance to the SPI mapping of RNC. SPI values which are mapped for Streaming traffic class are recommended to have low weight value (default is 1). Interactive and Background class SPIs can be configured freely. If you want to save the report, click the button, and enter the file name and select the location for the file to be saved. Click the Finish button to finish the commissioning.
Expected outcome You can check the status from the Status bar of the BTS Site Manager main window. If the commissioning was successful, the status bar should display 'Commissioned' or 'On Air' when exiting the wizard. After the successful commissioning, there should be no Commissioning parameter mismatch alarms shown in the Alarms view. Further information Typically the network configuration is stored on individual module serial number level to enable fast and efficient search in the network, in case such information is needed. One of the entry points for this data is after commissioning. Depending on the requirements of the IM system where this information is stored, there might be several options to collect the data. The most typical is to scan the modules with a bar code reader. Nokia Siemens Networks recommends a certain bar code reader HW and SW to enable more automated transfer of data to Nokia Siemens Networks NetAct™. More information is available in the NetAct documentation Using Bar Code Scanner and Using Asset Manager documents.

7 Performing Template Commissioning Purpose Template commissioning provides an option to commission network elements using a predefined template file. Since the same configurations are commonly used in several network elements, you can store a commissioning file and use it as a template file when commissioning elements for example with a similar hardware configuration. This will significantly reduce the number of parameters that need to be configured, mainly only site specific parameters need to be changed - BTS name, id and IP address, for example. Site specific parameters are configured on the Site Properties and BTS properties commissioning pages. All parameters needed to configure the BTS site are determined at the network planning stage. It is essential that the input values match the expected values in the network plan. For more information on commissioning parameters, see the Flexi Lite BTS WCDMA Parameters Excel and Flexi Lite BTS Transport Module Parameters Excel in WCDMA RAN Operating Documentation, Parameters in NOLS PIC. Commissioning can be started when modules are in 'Initialised' state.

Performing Planned Commissioning
8 Performing Planned Commissioning Purpose Planned commissioning provides an option to commission network elements by loading to the Flexi Lite WCDMA BTS and/or Flexi Transport sub-module a commissioning file that has been specifically made for the BTS site. All parameters needed to configure the BTS site are determined at the network planning stage. It is essential that the input values match the expected values in the network plan. For more information on commissioning parameters, see the Flexi Lite BTS WCDMA Parameters Excel and Flexi Lite BTS Transport Module Parameters Excel in WCDMA RAN Operating Documentation, Parameters in NOLS PIC. The commissioning file can be made with the Plan Editor tool in NetAct Radio Access Configurator. The file is downloaded to the PC by means of the NetAct Radio Access Configurator - Site Configuration Tool. For more information on the procedures in planbased commissioning with Radio Access Configurator, see the Rolling out the WCDMA RAN document in the Nokia Siemens Networks NetAct Radio Access Configurator product documentation. You can also create the commissioning file with BTS Site Manager. For more information on the file creation, see the BTS Site Manager Online Help. If the selected file has XML validation errors or the commissioning file version differs from the version that the BTS Site Manager uses, you need to go through all the wizard pages. In that case see Defining site properties (if the BTS site or only the TRS will be commissioned) or Defining BTS settings (if only the BTS will be commissioned) as how to continue.

Performing Reconfiguration Commissioning
9 Performing Reconfiguration Commissioning Purpose Reconfiguration commissioning provides an option to commission already commissioned network elements. The reconfiguration can be used when a new configuration can solve problems or when a new configuration can release HW resources for another site and/or make an element to function more efficiently. During the reconfiguration, the site remains operational up until the mandatory site reset at the end of the commissioning. All parameters needed to configure the BTS site are determined at the network planning stage. It is essential that the input values match the expected values in the network plan. Hot inserted Extension System Module does not require manual commissioning in order to be used. ESM is autocommissioned - no action from operator is required. In that case no hot-inserted ESM data is available in the backed-up commissioning files. If the operator wants to have this data in backed-up commissioning files, manual commission-ing of ESM is required.

Select the commissioning target by clicking the appropriate option: BTS Site, BTS or TRS. You can select only the elements that are already commissioned. The BTS Site option is enabled only if both the TRS and BTS are commissioned.

Select the Reconfiguration option. Selecting this option enables the Backup Commissioning Files button. Clicking the button opens the Backup Commissioning Files dialog box, where you can save the commissioning file for backup before changing the configuration.

Defining BTS Output Power Test
10 Defining BTS Output Power Test Purpose Running the BTS output power test after commissioning is optional. Before you start Before running any tests the BTS should be commissioned and an external measuring equipment (a power meter or a spectrum analyzer) should be connected to the BTS. The BTS should be reset to the Test Dedicated state before you can run the BTS output power test: 1. Choose the Tests → Enter BTS Test State menu item. You can follow the BTS reset status in the Enter BTS Tests dialog box.

For integrated BTSs (I UB connected) the reset takes about 5 minutes. For stand-alone BTSs the reset is faster. 2. Wait for the status “Completed” to be reached and click Close. Figure 53

The site is now reset and ready for testing.

Choose the Tests → BTS Test Models menu item to open the BTS Test Models dialog box. In the BTS Test Models dialog box you can test the BTS cells with six test models. Test Model 1 is for testing the BTS output power.

Defining BTS Output Power Test
Click the Start button to run the test, and click the Stop button to stop the test. Once you have started the test, it will run until you stop it.

Enter the reading from the external measuring equipment in the Result from external measuring equipment field.

Click the Save As button to save the test results You can select whether you want to save the test results to an existing Commissioning Report or to a separate file.

After you have run the desired tests, click the Close button.

11 BTS Commissioning Troubleshooting In the case of a failure in any part of the whole commissioning procedure, an alarm will appear in the Alarms view. The descriptions for various alarms and faults can be found in the Flexi WCDMA Base Station Faults document and in the BTS Site Manager Online Help. You can check the cause of a failure from the commissioning reports. Check also the LED states of modules. After successful commissioning the LED state is stable green. The commissioning procedure may fail, for example, when: • • •
autodetect feature did not find all modules in the BTS site no connection to the BTS - check that the BTS is powered up - the LED on a power supply module is a good indicator cabling is not connected correctly.
You can use a snapshot file for troubleshooting purposes. The snapshot file contains the current status of elements and BTS Site Manager: used HW configuration, logs, alarms, and HW and SW version information, for example. For more information on saving a snapshot file, see the Troubleshooting Flexi WCDMA Base Station document. You can view all site information in the Site Information dialog box by choosing the Tools → Site Information menu item in BTS Site Manager.
BTS Site Manager installation To set up and install the BTS Site Manager, see the instructions in Installing BTS Site Manager. To connect the PC to the BTS, see Launching BTS Site Manager. If the connection to the BTS is lost for some unexpected reason, it may take a few minutes before the reconnection is established.

13 Appendix B: Flexi License Management Details 13.1 General General In the WCDMA Flexi BTS there are several HW and SW related features controlled by means of License Keys (LK). License Keys are protected files which are stored in the WCDMA Flexi BTS and have the following properties: • • •
They contain Feature information They define the available capacity related feature They are valid for a single System FSMx unit only
License Keys for WCDMA Flexi BTS are always delivered via the Net Act License Manager and stored on the master system unit. The needed License Key capacities are taken from NetAct dedicated Pool Licenses by the NetAct License Manager. In order to decouple the task of commissioning and HW replacement from the License Key download to BTS a so called “License Free Period” has been introduced.
13.2 License Free Period All Flexi Lite BTS Units which are either new or coming from NSN repair do provide a license Free Period of 14 days. During this time the WCDMA Flexi BTS can be configured independently of any license Keys. This makes new installations and Flexi Lite BTS swaps independent from centrally performed license Key download activities. The license free period is basically a timer which starts to run after the Flexi Lite BTS has been taken into use for the first time. The trigger for that timer to run is the initial reception of the SNTP signal (Simple Network Time Protocol). That time stamp is stored in the Flexi Lite BTS and available even if the Flexi Lite BTS is taken out of use during the license free period. If this Flexi Lite BTS is taken back into use at a later point in time the license free period has expired and can’t be reset by customers.
