They becoe the eyes and ears of the court as they provide inforation aidin! in the identification and arrest of suspects. "n the process ho#ever, #itness ay e$perience and suffer fro threats and harassents #hich can affect their #ell%bein! and overall health. They e$perience a state of disbelief and often feel nub, deeply upset and trauatized. Soe of the e$perience physical syptos such as sha&es, sleeplessness and cryin! all the tie. 'lthou!h soe of these #itnesses ay not e$perience traua, ental ba!!a!e occurs as little stresses of everyday life build up. While they carry out their s#orn duties to the state, the stress load they e$perience ay be too uch to ta&e. They can e$perience depression, suffer fro ournin! that they have never overcoe, an$iety, post trauatic stresses, suicidal thou!hts and soe other probles that have not been treated. These stresses have the potential to ne!atively affect an individuals psycholo!ical and physical health ('*+). The delayed reactions to these stresses anifest itself in the for of psychosoatic syptos such as headaches, chronic usculos&eletal pain syndroes, stoach aches, heart palpitations and breathin! disturbances (attilio et al, 200-). ivin! #ith these stresses ay have an ipact on an individuals physical and psycholo!ical health, affect activities of daily livin! and ay threaten the stability of personal relationships thus affectin! /uality of life. 1
The World *ealth +r!anization (W*+) defines uality of ife as an individual1s perception of their position in life in the conte$t of the culture and value systes in #hich they live and in relation to their !oals, e$pectations, standards and concerns. "t is a broad ran!in! concept affected in a cople$ #ay by the person1s physical health, psycholo!ical state, personal beliefs, social relationships and their relationship to salient features of their environent. Several studies focused on the /uality of life of people #ith health probles such as *"3'"S, cancer, psychiatric disorder, deentia and any ore. To the best of the researchers &no#led!e, no study has been reported on assessin! the /uality of life of individuals aditted into the Witness rotection, Security and 4enefit ro!ra in 5e!ion "6. Thus, the researcher feels the need to assess th eir /uality of life in relation to their perspectives on health, current health conditions, and other relevant factors. This study #ill also enable the readers to better understand the daily challen!es e$perienced by such #itnesses.

Since then, issues re!ardin! /uality of life becae of !reat iportance in research and health care practice. 's there #ere only five (<) articles re!ardin! /uality of life listed in the =edline database, there had been an increase in the utilization of /uality of life (+) evaluation since 78->.

'ccordin! to a#ton (7887), + is a ulti%level concept reflectin! both acro% societal and socio%deo!raphic influences and also icro concerns, such as individuals e$periences, circustances, health, social #ell%bein!, values, insi!hts, and psycholo!y. "t therefore encopasses the objective and subjective diensions of a person or a !roup of people. There #ere several literatures revie#ed on /uality of life. +ne of #hich is the /ualitative study by =insuarez (2008). Si$ty%four (?9) participants #ere recruited fro the three (>) dialysis units of @aboan!a Aity naely, the @aboan!a Aity =edical Aenter (@A=A), Western =indanao =edical Aenter (W==A) and the @aboan!a octors *ospital (@*), usin! convenience saplin!. The inforation !athered #ere suarized into several thees these areB 5eaction to ia!nosis Cno#led!e of the isease and Treatent, Dffects of isease and ialysis Treatent in ife, Aopin! Strate!ies, Stren!th to Aontinue ivin!, and lastly, the 'ssessent of their uality of ife. "t has been concluded that the uality of life of the dialysis patients in the > ajor dialysis units in @aboan!a Aity are not lo# as confired by the + scores and the results of the in%depth intervie#. 'nother /ualitative study by Teps&i et. al (2072) adinistered the convenience saplin! ethodolo!y to fifty%si$ () first (7 st) to si$th (? th) year edical students in si$ (?) edical schools fro the different re!ions in 4razil. The lives of the edical students #ere e$plored utilizin! focus !roup discussions (EGs). The EGs #ere centered ainly on the factors affectin! their /uality of life durin! edical school as #ell as their dealin!s #ith hardships durin! their trainin!. 5esults revealed a variety of hardships durin! the stay in edical school. Eactors reported that have decreased their /uality of life included 3
copetition, unprepared teachers, e$cessive activities, and edical school schedules that deanded e$clusive dedication. ' /ualitative research done by *anson et. al (2070) revie#ed the e$istin! literature #hich inspected the functional ipact of crie victiization on the /uality of life %related edical, ental health, and eployer costs, and health care utilization. The revie# sho#ed that crie victiization influenced ultiple doains such as parentin! s&ills, reduced occupational functionin!, uneployent and intiate relationships. 'nother research by Silva et. al (2072) done in 4razil aied to analyze the /uality of life and ost%trauatic Stress isorder syptos of youn! adult in%patients #ho #ere victis of interpersonal firear violence. "nitially, one hundred forty%one (797) individuals #ere included as respondents but only ninety%five (8<) finished the study. The /uestionnaires #ere self%adinistered to respondents #ith sufficient ability #hile researcher %assisted /uestionnaires #ere adinistered on respondents #ho had difficulty understandin! and ans#erin! the listed ites. uestions #ere read out and the participants #rote do#n their respective ans#ers on their /uestionnaires. Soe respondents raised soe points for clarifications re!ardin! the survey /uestions, all of #hich #ere ans#ered by the researcher. 'fter ans#erin! the /uestionnaire, the scores #ere coputed and these #ere interpreted and classified as poor +, oderate + and !ood +. +f the forty%t#o (92) #itnesses under the Witness rotection, Security and 4enefit ro!ra in 5e!ion "6, thirty (>0) a!reed to participate in the survey. Ksin! the purposive saplin! ethod, ten (70) out of the thirty (>0) respondents #ere chosen for the in%depth intervie# based on their + results. Ca$e Su++ary ,: Poor %ua"ty of #fe 5ia is a 7?%year%old feale #ho is bothered by her apprehensions about any thin!s. She is the eldest aon! three (>) siblin!s. She has a ten (70) year%old%brother #ho is a fourth (9th) !rader and a t#o (2) year% old%sister. She !re# up in a sall house ade of i$ed aterials in one of the slu areas in the city. *er father is a construction #or&er #ho earns ( 2<0.00) a day and her other is a ve!etable vendor in the public ar&et in the street of =a!ay. With her parents liited incoe, their basic daily needs #ere not al#ays et. 4ecause of this, she helped by sellin! ice candy in her school and used the earnin!s for her school re/uireents and daily allo#ance. 's a second year hi!h school student in a public school, she said that she soeties feels ashaed of attendin! classes because she #as often teased by her classates as bein! too old to be a sophoore student. She said that #hen her father had an accident in the construction site three (>) years a!o, she #as forced to stop !oin! to school because she needed to ta&e care of her father, her siblin!s and at the sae tie help her other earn a livin! for their faily. 't a very youn! a!e of thirteen (7>), 5ia already assued the role of an adult. She did not have tie to play li&e the rest of the children in their nei!hborhood. These events in her life ade her sad and vie#ed life as useless and eanin!less. There #ere ties #hen she /uestioned God #hy these thin!s had to happen to her faily and #hy !ood 28

Their life becae better copared to the past years, but her e$periences in the past left a #ound in her heart that could not easily be healed. 4ut fate is really playfulP just #hen thin!s #ere becoin! !ood for her, an une$pected event happened that ade her hate life a!ain. She #itnessed a crie and #as as&ed to testify before the court. 't a very youn!, these events #ere very trauatic for her. She aditted that it is really difficult to be a #itness since she is al#ays filled #ith fears. *er o#n safety is al#ays priority thats #hy she avoided !oin! to places #here the incident happened. She believes that she is no lon!er the sae person she used to be since she be!an hidin! hiself fro people. *er #or &s at school and at hoe #ere also affected. She #as not able to concentrate anyore and lost focus on #hat she does. She said that there #as one instance #hen her father as&ed her to buy a lar!e%sized nail but #hen she arrived at hoe, she realized that she #asnt able to buy #hat she #as told and instead bou!ht a sall% sized nail. This caused her father to !et ad at her #hich ade her very sad. 5ia also becae restless. She &ept #al&in! around the house and cannot finish her #or&. 't the a!e of nineteen (78) she learned that she #as adopted by her aunt and uncle, #hen her biolo!ical other left her. Knli&e other people #ho becae an!ry upon &no#in! that they #ere adopted, 'naliza did not share the sae sentient. Sec. -. Aonfidentiality of roceedin!s. V 'll proceedin!s involvin! applicati on for adission into the ro!ra and the action ta&en thereon shall be confidential in nature. o inforation or docuents !iven or subitted in support thereof shall be released e$cept upon #ritten order of the epartent or the proper court. 'ny person #ho violates the confidentiality of said proceedin!s shall upon conviction be punished #ith iprisonent of not less than one (7) year but not ore than si$ (?) years and deprivation of the ri!ht to hold a public office or eployent for a period of five (<) years. Sec. :. 5i!hts and 4enefits. V The #itness shall have the follo#in! ri!hts and benefitsB (a) To have a secure housin! facility until he has testified or until the threat, intiidation or harassent disappears or is reduced to a ana!eable or tolerable level. When the circustances #arrant, the Witness shall be entitled to relocation and3or chan!e of personal identity at the e$pense of the ro!ra. This ri!ht ay be e$tended to any eber of the faily of the Witness #ithin the second civil de!ree of consan!uinity or affinity. (b) The epartent shall, #henever pract icable, assist the Witness in obtaini n! a eans of livelihood. The Witness relocated pursuant to this 'ct shall be entitled to a financial assistance fro the ro!ra for his support and that of his faily in such aount and for such duration as the epartent shall deterine. (c) "n no case shall th e Witness be reoved fro or deoted in #or& becaus e or on account of his absences due to his attendance before any judicial or /uasijudicial body or investi!atin! authority, includin! le!islative investi!ations in aid of le!islation, in !oin! thereto and in coin! therefroB rovided, That his eployer is notified throu!h a certification issued by the epartent, #ithin a period of thirty (>0) days fro the date #hen the Witness last reported for #or&B rovided, further, That in the case of prolon!ed transfer or peranent relocation, the eployer shall have the option to reove the Witness fro eployent after securin! clearance fro the epartent upon the recoendation of the epartent of abor and Dployent. 'ny Witness #ho failed to report for #or& because of #itness duty shall be paid his e/uivalent salaries or #a!es correspondin! to the nuber of days of absence occasioned by the ro!ra. Eor purposes of this 'ct, any fraction of a day shallconstitute a full day salary or #a!e. This provision shall be applicable to both !overnent and private eployees. (d) (d) To be provided #ith reasonab le travelin! e$penses and subsistence allo#ance by the ro!ra in such aount as the epartent ay deterine for his attendance in the court, body or authority #here his testiony is re/uired, as #ell as conferences and intervie#s #ith prosecutors or investi!atin! officers. (e) To be provided #ith free edical treatent, hospitalization and edicines for any injury or illness incurred or suffered by hi because of #itness duty in any 50
private or public hospital, clinic, or at any such institution at the e$pense of the ro!ra. (f) "f a Witness is &illed, because of his partici pation in the ro!ra , his heirs shall be entitled to a burial benefit of not less than Ten thousand pesos (70,000.00) fro the ro!ra e$clusive of any other siilar benefits he ay be entitled to under other e$istin! la#s. "n case of death or peranent incapacity, his inor or dependent children shall be entitled to free education, fro priary to colle!e level in any state, or private school, colle!e or university as ay be deterined by the epartent, as lon! as they shall have /ualified thereto. Sec. 8. Speedy *earin! or Trial. V "n any case #here a Witness aditted into the ro!ra shall testify, the judicial or /uasijudicial body, or investi!atin! authority shall assure a speedy hearin! or trial and shall endeavor to finish said proceedin! #ithin three (>) onths fro the filin! of the case. Sec. 70. State Witness. Sec. 72. Dffect of 'dission of a State Witness into the ro!ra. V The certification of adission into the ro!ra by the epartent shall be !iven full faith and credit by the provincial or city prosecutor #ho is re/uired not to include the Witness in the criinal coplaint or inforation and if included therein, to petition the court for his dischar!e in order that he can utilized as a State Witness. The Aourt shall order the dischar!e and e$clusion of the said accused fro the inforation. 'dission into the ro!ra shall entitle such State Witness to iunity fro criinal prosecution for the offense or offenses in #hich his testiony #ill be !iven or used and all the ri!hts and benefits provided under Section : hereof. Sec. 7>. Eailure or 5efusal of the Witness to Testify. V 'ny Witness re!istered in the ro!ra #ho fails or refuses to testify or to continue to testify #ithout just cause #hen la#fully obli!ed to do so, shall be prosecuted for contept. "f he testifies falsely or evasively, he shall be liable to prosecution for perjury. "f a State Witness fails or refuses to testify, or testifies falsely or evasively, or violates any condition accopanyin! such iunity #ithout just cause, as deterined in a hearin! by the proper court, his iunity shall be reoved and he shall be subject to contept or criinal prosecution. =oreover, the enjoy ent of all ri!ht s and benefits under this 'ct shall be deeed terinated. The Witness ay, ho#ever, pur!e hiself of the contuacious acts by testifyin! at any appropriate sta!e of the proceedin!s. Sec. 79. Aopelled Testiony. V 'ny Witness aditted into the ro!ra pursuant to Sections > and 70 of this 'ct cannot refuse to testify or !ive evidence or produce boo&s, docuents, records or #ritin!s necessary for the prosecution of the offense or offenses for #hich he has been aditted into the ro!ra on the !round of the constitutional ri!ht a!ainst selfincriination but he shall enjoy iunity fro criinal prosecution and cannot be subjected to any penalty or forfeiture for any transaction, atter or thin! concernin! his copelled testiony or boo&s, docuents, records and #ritin!s produced. "n case of refusal of said Witness to testify or !ive evidence or produce boo&s, docuents, records, or #ritin!s, on the !round of the ri!ht a!ainst selfincriination, and the state prosecutor or investi!ator believes that such evidence is absolutely necessary for a successful prosecution of the offense or offenses char!ed or under investi!ation, he, #ith the prior approval of the departent, shall file a petition #ith the appropriate court for the issuance of an order re/uirin! said Witness to testify, !ive evidence or produce the boo&s, docuents, records, and #ritin!s described, and the court shall issue the proper order. The court, upon otion of the state prosecutor or investi!ator, shall order the arrest and detention of the Witness in any jail conti!uous to the place of trial or investi!ation until such tie that the Witness is #illin! to !ive such testiony or produce such docuentary evidence. Sec. 7<. erjury or Aontept. V o Witness shall be e$ept fro prosecution for perjury or contept coitted #hile !ivin! testiony or producin! evidence under copulsion pursuant to this 'ct. The penalty ne$t hi!her in de!ree shall be iposed in case of conviction for perjury. The procedure prescribed under 5ule -7 of the 5ules of Aourt shall be follo#ed in contept proceedin!s but the penalty to be iposed shall not be less than one (7) onth but not ore than one (7) year iprisonent. 52

V "n all criinal cases, the fact of the entitleent of the Witness to the protection and benefits provided for in this 'ct shall not be adissible in evidence to diinish or affect his credibility. Sec. 7-. enalty for *arassent of Witness. V 'ny person #ho harasses a Witness and thereby hinders, delays, prevents or dissuades a Witness froB (a) attendin! or testifyin! before any judicial or /uasiju dicial body or investi!atin! authorityP (b) reportin! to a la# enforceent officer or jud!e the coission or possible coission of an offense, or a violation of conditions or probation, parole, or release pendin! judicial proceedin!sP (c) see&in! the arrest of another person in connection #ith the offenseP (d) causin! a criinal pros ecution, or a proceedin! for the revoc ation of a parole or probationP or perforin! and enjoyin! the ri!hts and benefits under this 'ct or attepts to do so, shall be fined not ore than Three thousand pesos (>,000.00) or suffer iprisonent of not less than si$ (?) onths but not ore than one (7) year, or both, and he shall also suffer the penalty of perpetual dis/ualification fro holdin! public office in case of a public officer.
