FOREWORD: It has been observed over the time that TCH blocking (include Ho) % is quite high in ALCATEL ne twork. To scale the magnitude of TCH blocking (Include HO) % in Alcatel, relative comparison with the HUAWEI was done and following findings in terms of the OS S KPI were identified .Please refer to the below mentioned statistical graphical description.
TCH Mean holding time (Seconds/ Calls) in HUAWEI and ALCATEL.

TCH blocking ratio (Exclude Ho) %.

Conclusion: As per the analysis of the before mentioned OSS KPI following

In HUAWEI Load (TCH Blocking) is one of the dec iding factor identified besides the neighbor cell Levels to rank the cell in candidate cell evaluation process during Handover management. However no such load ( TCH blocking)criteria has been observed during cell r anking in cell candidate evaluation process in Alcatel which could be one of the obvious reason TCH Blocking( Include Ho)% is quite low in HUAWEI land compared to Alcatel. In Alcatel Candidate cell priority setting can be tuned per adjacency level and could be m anipulated in ranking the loaded cells to the lower position in ranking, making it not the first option to handover the call to a loaded cell. Proposal: In wake to reduce the RTCH HO Blocking in ALU network, per adjacency level Priority Priority (0, n) setting could be tuned to bring down the Include HO blocking in system. Cells with high RTCH HO congestion could be made less favorable for handover during candidate cell e valuation in ALU HO algorithm process. This practice may affect other KPI as well since the loaded cell could be an idle cell to handover the call (Saving call drops), which wouldn’t be a candidate anymore in the below mentioned criteria.
Proposed Criteria Load Threshold (in term of TCH Blocks (Include Ho): As per Assumption Source Cell: Cell C Neighboring Cell A Load > Load Threshold Neighboring Cell B Load < Load Threshold Set Priority Cell (0, A) < Priority Cell (0, B)
