With that information the neighbor lists can be optimized to include such cells that would be good handover targets.

When the Detected Set Reporting & Measurements feature (optional) is enabled in the RNC, the parameter can have the following values:: 0: DSR is not allowed. 1: DSR is enabled but SHO to detected cell is not allowed.
