2.0 SCOPE OF SUPPLY Vendor shall be responsible for the design, engineering, supply of materials, manufacturing, and assembly, shop testing, packing for delivery and operating and maintenance manuals for the Equipment / materials listed in the present requisition. All items not specifically mentioned in this specification, but necessary and required to form an operational system as described herein, shall be identified and provided by the Vendor as part of the system. Any errors or omissions in this specification shall not absolve the Vendor from the responsibility of designing and providing complete and fully functional equipment as described in this requisition. The design / manufacturing of the Equipment / Materials shall be in accordance to all specifications, drawings, procedures, standards and other documents attached hereto and with the best modern practice and shall be such to facilitate inspection, cleaning, maintenance and repair to ensure satisfactory operation of the Equipment / Materials under all service Conditions.

3.0 GENERAL REQUIREMENTS 3.1

Design Changes Any design changes recommended by the manufacturer, which will affect this Requisition and/or Specifications, drawings, etc., shall be brought to the buyer’s attention for buyer’s written approval before proceeding with the work.

3.2

Marking Marking of the Equipment / Materials shall be as per requirements of the Requisition and applicable standard.

3.3

Interpretation In any instance where the name of a particular manufacturer appears herein, such shall be interpreted to mean the product of that manufacturer or its equivalent (unless purchase of a particular manufacturer’s product is shown as mandatory).

3.4

Shipping Weights and Volume Vendor shall provide shipping weights and volume per each equipment.

3.6

Tagging Vendor shall provide and install stainless steel tags with all referenced engineering tag numbers in accordance with the required attachments.

3.7

Conflicts, Deviations & Exception In case of any conflict between the requirements of this document and the attached specification or data sheet or deviations from the relevant SATORP Standard, the conflict, deviation or exception shall be brought to the attention of the buyer for resolution. Vendor shall provide listing of the exceptions, deviations or conflicts to all Standards referred herein. Listing is to refer to number, name and section of the standard to which reference is made. If no exceptions, conflicts or deviations to a Standard, the Vendor is to state the same. Vendor shall provide a point by point compliance to the applicable SATORP Material specifications (JERMS). Any deviations and/or exceptions should be noted in the point by point submission.

3.8

The proposal The Proposal must include a list of exceptions / exclusions to the specifications attached to the present enquiry. Any exclusions I exceptions are not indicated in the proposal it will be understood the proposal is in full agreement with the specification

3.9

Inconsistencies If any inconsistency exists between these requisitions, the attached documentation and other applicable SATORP documents, industry standards or drawings, the inconsistency will be solved in writing.

Painting shall be in accordance with the attached Data Sheets. 3.11 Inspection and Testing Inspection and Testing requirements shall be in accordance with SATORP JERITP FORMS. Inspection Level for Equipment / Materials Mentioned in this MR shall be: 1 Level 1: Includes, as a minimum, pre-inspection meetings, “in progress” surveillance inspection shall be on a regular basis (daily, weekly or bi-weekly), all witness and hold points, final inspection, and release for shipment. 3.12 Warranty Pass-Through Statement “Vendor and GCC (Gulf Consolidated Contractors Co. Ltd.) understand that GCC (Gulf Consolidated Contractors Co. Ltd.) is contracting with Seller for the purchase of goods hereunder for ultimate transfer to, and use by, the Saudi Aramco TOTAL Refining & Petrochemical Company (SATORP) in Saudi Arabia. Therefore, Seller agrees that, in any event, all rights of GCC (Gulf Consolidated Contractors Co. Ltd.) for any failure to meet specifications, or any other breach of warranty, shall run to the benefit of and be fully enforceable by SATORP. 3.13 Environmental Conditions Vendor shall consider the Environmental Conditions at the site(s) as per SATORP Standard JERES-A-112. 3.14 Spare Parts 3.14.1 Spare Part Lists Vendor to submit following spare parts lists with the tender: •

Recommended spare parts for Initial Start up and Commissioning.

•

Recommended special tools for Initial Start up and Commissioning.

•

Recommended Spare Parts for two year Operation

•

Recommended Materials / Consumables for one year Operation

•

3.14.2 Spare Part – Manufacturing or Supplying Vendor to provide statement that spare parts for equipment/material quoted will be produced for a minimum period of 10 years. 3.15 Special Tools Special Tools required for the Erection of the Equipment or Materials shall be included in the scope of supply. 3.16 Assistance during Erection Vendor shall quote separately for vendor representation in event it is required during Erection. 3.17 Assistance during Start-up and Commissioning Should Services of the Vendor’s Representative be required during Start-up and Commissioning that these services shall be included in vendor price. 3.18 Reporting Progress Reporting shall be on a bi weekly basis starting one week from the date of issue of the Requisition until fulfillment by the Vendor of all its duties and obligations under the Purchase Order. 3.19 Alternatives Vendor may submit or propose an alternative design. As a minimum, following data is required: • Detailed drawings, showing the design • Description of the design and methods of Construction Calculations, clearly justifying all the details of the design. The calculations shall be self-explanatory and shall indicate the sources of information and the derivation of all parameters, formula’s and assumptions used.

4.0 VENDOR DOCUMENT REQUIREMENT 4.1

Language All literature, documentation, correspondence, and other printed matter pertaining to this Requisition shall be in the English language.

4.2

Vendor engineering requirements The vendor shall be responsible as a minimum for: A. Preparation and submittal of data sheets, calculations and drawings in English Languages with Metric units. B. Submittal of all manufacturers and sub-vendors drawing and data sheets as identified in the non-material requirements section and attachments to this requisition. C. All vendor submittals shall be of microfilm quality (CAD drawings are preferred). D. Requirements for final and Certified Documents are specified elsewhere. E. Responsibility for all auxiliary equipment and their associated controls (if any). F. Recommended spare parts and catalogue of all spare parts as per SATORP requirements Submission of all documents is an integral part of the Purchase Order Obligation. The Purchase Order shall only be complete, when all document requirements have been fulfilled and are accepted by Purchaser and Client.

6.0 NON-MATERIAL REQUIREMENTS Failure to submit the documents listed below shall cause the supply to be considered unfulfilled. All documents, even if preliminary, shall be stamped and signed by the supplier and show SATORP Requisition number. Final and Certified Documentation Package to be submitted in a format approved by Purchaser and Client. 6.1

Non Material Requirements (Attached NRM-7907, 7918, 7919, 7923, 7925, 7927. 7930)

Vendor should submit NMR to GCC for verification and approval. SATORP should approve any modification. 6.2

ISO 9000 Quality System Requirements

Vendor shall meet the Technical & Quality Requirements of the Work. Vendors Quality System shall meet the appropriate ISO 9000 system requirements; The Vendor shall be evaluated, approved and listed as accepted supplier by GCC and SATORP prior to placing the purchase order. 6.3

Inspection & Test Plan (ITP)

Vendor shall prepare a Quality Control Plan for Review and Approval according to the requirements of the Requisition, and Particularly SATORP JERITP FORMS. Note: The ITP is required to be submitted by vendor along with the bid submission.
