RESOLUTION NO. 5 Series of 2018

A RESOLUTION APPROVING THE COMPRHENSIVE BARANGAY YOUTH DEVELOPMENT PLAN (CBYDP) FOR THE COMULATIVE CALENDAR YEAR FROM 2019-2022 OF BARANGAY JILOCON, SAN JOSE, NEGROS ORIENTAL. WHEREAS, in compliance with RA 10742 An Act Establishing Reforms in the Sangguniang Kabataan Creating Enabling Mechanisms for Meaningful Youth Participation in Nation-Building, and For Other Purposes Purposes or commonly known as the Sangguniang Kabataan Reform Act of 2015;

WHEREAS, as specified in Sect Section ion 8 Powe Powers and Func F unctti ons of of the Sanggunian Sangguniangg K abataan abataan paragraph (a) The Sangguniang Kabataan shall in consultation and with the concurrence of the Katipunan ng Kabataan and within three (3) months from assumption of


office, formulate a three (3)-year rolling plan, which shall be known as the Comprehensive Barangay Youth Development Plan (CBYDP), which shall serve as basis in the preparation of the Annual Barangay Youth Investment Program. This plan shall be aligned with the Philippines Youth Development Plan (PYDP) and other Local Youth Development Plans in every level, municipal, city and provincial as is relevant;

WHEREAS, as it is particularized in Section 12 Powers and F unctions of the Sangguniang K abataan Chairperson paragraph (b) of RA 10742 The Sangguniang Kabataan Chairperson shall exercise such powers and discharge such duties as follows: Take the lead in the formulation of the Comprehensive Barangay Youth Development Plan and in the preparation and implementation of the Annual Barangay Youth Investment Program;

WHEREAS, within 3 months from assumption of Office, the Sangguniang Kabataan Council of Barangay Jilocon headed by the Sangguniang Kabataan Chairperson formulated a 3-year rolling plan consisting of proposed projects, programs and activities which focuses on youth development;

WHEREAS, the proposed programs, projects and activities which concentrated on the 9 centers of youth development as established in the Philippine Youth Development Plan (PYDP) and the Municipality’s Local Youth Development Plan (LYDP) were p resented to the Katipunan ng Kabataan during the Katipunan ng Kabataan First General Assembly held last October 07, 2018, 3:00 o’clock in the afternoon at Barangay Jilocon Barangay Hall, Jilocon, San Jose, Negros Oriental;

WHEREAS, the Office of the Sangguniang Kabataan Council of Barangay Jilocon through the consultation and concurrence of the Katipunan ng Kabataan, identified issues and the priority programs, projects and activities t o address these issues, and further approved the same as established in the Sangguniang Kabataan Resolution No. 4, Series of 2018, entitled “A

NOW, THEREFORE, on motion of Hon. Niño John S. Aneslagon, duly seconded by Hon. Lemray John I. Silorio;

RESOLVED, as it is hereby resolved, through the consultation and concurrence of the Katipunan ng Kabataan of Barangay Jilocon and as duly approved by the Office of the Sangguniang Kabataan, the priority programs, plans and activities will be enclosed in the Comprehensive Barangay Youth Development Plan (CBYDP) and shall be implemented within the cumulative calendar year from 2019 - 2022 as per attached;

RESOLVED FURTHER, that a copy of this resolution be furnished to the Office of the Punong Barangay, Office of the Local Youth Development Officer, Office of the Department of Interior and Local Government, Office of the Municipal Accountant and other concerned, all of San Jose, Negros Oriental for their information and guidance.
