Razali is the younger brother of Tan Sri Dato’ Dr. Mohd S hukor Mahfar, the Chief Executive Officer and Director General of Lembaga Hasil Dalam Negeri (LHDN). Razali is a member of the National Council of Professors. He holds three qualifications in aviation engineering and three post -graduate qualific ations in marketing. He is a Fellow and Member of five UK and three US professional bodies res pectively in engineering, aeronautics, marketing, leadership and management.
Tertiary Academic and Professional Qualifications He read aeronautical engineering in 1975 and graduated with distinction from St. Albans College, England, in 1978, and became the youngest recipient of the UK -CAA Aircraft Maintenance Engineer’s Licence (AMEL) in the UK aviation history. He later received the Malaysian -DCA AMEL for Boeing B737 landplanes in 1980, and Flight Engineer’s Licence (FEL) fo r Airbus A300B4 aircraft in 1982. Branching out into another area of specialisation, he earned his post -graduate Diploma in Mark eting Management with distinction (MAP/NP C) in 1985, the UK Chartered Institute of Marketing (CIM) professional Chartered Diploma in June 1990, and Master of Science in Int ernational Marketing from the University of Strathclyde in Glasgow in September 1990, where he, under the guidance of the world’s leading marketing aut horities, Prof. M.J. Baker and P rof. M.J. Thomas, and the su pervision of Dr. S. Rajagopal, wrote an academic thesis entitled “Competitiveness and Strategic Purchasing – an Investigation into t he Practices of Four UK Airlines” involving B ritish Airways, Britannia Airways, Monarch Airlines and Logan Airways, and became the first Malaysian to receive the ‘Bank of Scotland Prize’ for his academic achievement and for graduating at the top of a class of 120 post -graduate students from 20 countries. Industrial Experiences In the last 30 years, Razali has served key multinationals, public -listed companies, government research institutions and a higher learning institution, in the field of A viation (BRITA NNIA AIRWAYS of the UK and MAS); Automotive Manufacturing & Export Marketing (PROTON); Oil & Gas Exploration, Production, Manufacturing and Retail (ESSO and SHELL); ICT & Microelectronics - P olicy Development, R& D, Manufacturing and Business (MIMOS and A RRA Solutions); Industrial Technology R&D, Manufacturing Consultancy, Standards Development & Quality Certific ation (SIRIM); Tertiary Education Institutions (INCE IF, UTM) and an Investment Holding Company (DFH). He has held key and senior management positions in aircraft & flight engineering; production, manufacturing & quality assuranc e; business development & international marketing; purchasing, inventory & logistics management; health, safety & environment; transformation, performance improvement & change management; organization development & human capit al management; knowledge & IP management; social investment & external relations; corporate communications & branding; technology and R&D management; product development and commercialization due diligence; innovation and res earch grant management; and strategic planning. Whilst in SHELL, Raz ali was certified as a trainer for ‘The Shell Leadership Challenge Programme’, and together with Richard Ross, the co-author of the ‘Fifth Discipline Fieldbook’ wit h MIT P rofessor, Peter Senge, Razali conducted leadership programmes for more than 200 chief executives and senior leaders from around the world. Education Establishment and Transformation Experiences In 2006, Razali was among the pioneer team member, in the capacity of Chief Operations Officer, that set-up, INCE IF, a global post-graduate university in Islamic finance sponsored by Bank Negara Malaysia, the world’s first. Within 6 months INCE IF was to get university status and able to recruit key academic staff from USA, UK, Europe and Middle East and immediately rolled out the CIFP (Chartered Islamic Finance P rofessional) programme; which was recognised by MQA as equivalent to Masters. A year later Masters and PhD in Islamic financ e were rolled out. Razali played a critical role in designing the leading-edge c urric ula, world-class processes and systems, where through leveraging online learning technology, INCE IF was able to recruit 1500 students from more than 70 countries. In 2008, the University of Reading in t he United Kingdom and other top universities in Malaysia (IP TA and IP TS ), Indonesia, Thailand, Europe, Pakistan, India and Middle E ast adopt ed and adapted the CIFP curricula into their programmes. The first graduation was held in February 2009. In 2012, he was engaged by the Malaysian Insurance Institute, a professional and education body for the insuranc e industry set-up by Bank Negara Malaysia, to trans form its business model, governance structures and flags hip programmes to elevat e its position as the global professional institute for insurance expert practitioners in the world. The product of his work culminated into the MII Trans formation Blueprint 2013-2020.

[email protected] In 2012, he also provided advisory services to the Ministry of E ducation in t he setting up of private vocational colleges in t he field of aircraft maintenance engineering. He also attended and passed t he Ministry of Human Resource, Department of Skills Development’s DESCUM (Development of Skills Curriculum) programme and reviewed a few NOSS (National Occupational Skills Standard) for insurance and aircraft engineering. In early 2013, he was engaged by the Institute of Bankers Malaysia, a professional and educ ation body for the banking and financial services industry set-up by Bank Negara Malaysia, to re-engineer its business model, governance structures and flagship programmes to elevate its position as the global professional institute for banking and financial services expert practitioners in the world. Razali is very conversant with the Malaysian laws on education, higher education, skill training, professional education and accredit ation. In 2011, he was appointed by Universiti Teknologi Malaysia as its adjunct faculty, carrying full Professorship title and benefits, attached to its Perdana School of Science, Technology and Innovation Policy. Whilst with UTM, he was also involved in the development of the Razak School of Engineering, Masters programme in Reliability Engineering. Other Transformation Projects In earlier years, he was involved in major t rans formation projects in Esso, Proton, Shell and Mimos working closely with global strat egy consultants such as Anderson Consulting, Mc Kinsey, Booz, AT Kearney, Alexander Proudfoot and Crossby, Hay Group and Mercer, to name a few. He was also involved in major information technology-led, Enterprise Resource Planning (SAP R1/2/3) and e-Campus implement ations and trans formation projects in the last twenty years. National Level Contributions At the national level, Razali lectured for over three years at INTAN’s public sector ‘Top Management and Leadership Programme’ (Pra-JUSA) on ‘Business Policy and Strategic Management’, involving more than 200 public service leaders, including military generals, commissioners of police, secretary generals, director generals and chief executives of government institutions. Since 1995, he had also contribut ed to various national -level committees, government agencies and higher learning institutions such as MARA, MIGHT, EP U, MOE CD, MOS TI, MITI, NP C, MOF, PDRM, IIUM, UUM, UiTM, UPM and UTM. His contributions towards the Malaysian government agencies includes, amongst others, Langkawi International Dialogue (LID) Facilitation, Malaysia’s Ten-year Industrial Master Plan (IMP3), Malaysia’s Ten-year Human Resource Master Plan, Intensification of Innovation in Malaysian Industries, National Airline Trans formation Blueprint, Malaysia Aeros pace Blueprint, National Technology Mapping, Malaysia’s Electronics Industry Development Master Plan, Malaysia’s Market Driven R& D Strategy Blueprint, Malaysia’s A viation Industry Clustering Strategy, National Intensification of Research Priorities Areas Review, Member of National Utility Panel and Universities’ Engineering and Business Curriculum Committees. He also imparts knowledge through the teaching of Strategic Management, Project Management, Marketing Management, Human Resource Management, Research Methodology and Technology Management at post-graduate level with local and foreign universities. In 2005, in recognition of his expertise in technology research, development, commercialization and management, Razali was appointed by the Commercial Crime Division of Royal Malaysian Police (PDRM) to assist in a complex technical investigation and forensic audit which led to the solving of a major case involving t he misappropriation of hundreds of millions of Ringgit (RM253 million; although the police report lodged by complainant was only for RM50 million) meant for technology

International Level Contributions On the international front, he had served on the E XCO of an international non -profit organization, t he Global Knowledge Partnership, and h ad contributed to the World Economic Forum (as Member of t he Global ICT Taskforce for B ridging the Digital Divide), World B usiness Council for S ustainable Development (EMS Hand-holding Project for SMEs) and Islamic Development Bank (St rategic Plan Review and Validation). Decorations In recognition of his contributions to the nation, in October 2008, Razali was conferred the ‘Darjah Mulia Seri Melaka’ by His Excellency, the Governor of the State of Melaka which carries the title ‘Datuk’.
