of the Heart – of voters / of candidates / of the community. All three sectors, through ONE GOOD VOTE are to be encouraged and empowered to stand up and be counted in making elections really good. The long term fruit of ONE GOOD VOTE is to enable the Filipino electorate, particularly the masses to become captains of elections, politics and their lives. The hoped for short term benefit is to bring out into the open concrete proof that we can do it. That our ONE GOOD VOTE can overcome evil with good. You, as facilitators who will teach this module to voters, candidates and communities have the unique role of being special mentors for CHAMP Elections. But mentors must first be witnesses. Read and re-read this ONE GOOD VOTE Manual. May its contents enter your minds, your hearts and push your hands and feet to be ONE GOOD VOTE yourselves. Changing attitudes can come about not through theories but as Scripture tells us: what is heard and seen and touched in you and through you. Then think CHRIST, our true CHAMP ... he is the Truth, The Way and The Life for ONE GOOD VOTE ... for us and for our elections. Always with prayers, love and a hundredfold thanks.

EXPECTATIONS It is imperative to always begin a training program with a clear definition and presentation of its agenda (e.g. the topics and major themes that will be dealt with, and the methods that wil l be used.) This will make the participants aware of the role they will play and help them follow consciously the flow of the formation program. Through the participan t’s expressed expectations, the facilitator will be able to gauge whether the seminar design needs some modifications. Then both the participants and facilitator enter into a “psychological contract” to ensure mutual cooperation and maximum participation.

The facilitator introduces the purpose of the worksheet.

The facilitator then asks the participants to answer the given worksheet.

During the Sharing, the facilitator shall write on the board the list of the participants’ expectations for the formation program. He or she synthesizes the responses.

The facilitator then presents and explains the overall framework of the formation program. He or she points out how the expressed expectations will be met by the training. He or she also presents the seminar schedule and house rules that will serve as the facilitator’s expectations from the participants. And, if necessary, he or she prepares and solicits suggestions for modifications so as to come up with a better seminar design.

HOUSE RULES In order to benefit greatly from this formation, participants are strongly encouraged to observe the following House Rules during their stay in the training venue: 1
Upon registration you will be given a name card intended for use during training sessions. Wear it at all times. 2. Sessions in the morning start at 7:00 am, and in the afternoon at 1:00 pm. Please come on time. 3. Be where the other participants are. Consult your Training Schedule at all times. 4. Everyone is free to participate in all activities of the training seminar. 5. While sessions are ongoing, no one will be permitted to leave except for an emergency. 6 No loitering during sessions. Find where your group members are. 7. All cell phones are to be turned off or put in silent mode during sessions. 8. Please store your valuables in a safe place, or have the organizers keep your valuables for you. 9. Let us observe respect and kindness for one another during sessions. 10. Valuable articles must be surrendered to the secretariat of the seminar. 11. Only those who have completed the required formation hours will be issued a Certificate of Participation at the end of the seminar. 12. Introduce the overview of the manual. VOTER'S PRAYER
Lord, make me an instrument of your presence in the Polls. Where there is coercion and violence, let me sow seeds of love. Where there is bribery and vote buying, let me sow seeds of integrity. Where there is discord, let me sow seeds of unity. Where there is electoral fraud, let me sow seeds of honesty. Where there is duplicity and propaganda, let me sow seeds of truth. Where there is indifference, let me sow seeds of care and concern. And where there is despair in the electoral process, let me sow seeds of hope. O Divine Master, grant that I may not so much think of my selfish motives when I vote. There is rampant practice of vote-buying in all forms --- cash and kind for individuals, groups, and communities.
Vote-Buying takes different forms and deals with various opportunities. What is common, however, is that it usually feeds the felt need of people in an instantly gratifying way (e.g. Groceries, Cash). In some cases, it acts as a bond where a certain benefit (e.g. scholarship, job opportunity) is dependent upon one’s support for a candidate. The practice of Politics in our country has derailed our growth as a nation. This leaves us with a notably low level of trust with the major institutions and primary political leaders. It is a bane, a hindrance whereas; it could have served as a catalyst for growth.

One leadership guru said that “Everything rises and falls with leadership.” Precis ely, bad and corrupt leadership leads to such a low level of life.
The perspective of Philippine politicians in the conduct of elections pushes them to win at all cost, utilizing guns, goons, and gold. Like an investment, they ‘buy’ the votes that they need with the money they have (or do not have) and would regain them in whatever manner upon assuming position and access to resources. Public service becomes a business then, a family-run for some. The perspective of voters lead them to a sense of desperation and would then choose the presumed ‘lesser evil’ instead of emerging good leaders or taking a stand that no one is deserving of their vote. It becomes like a game of chance, risking their trust and hoping that whoever wins will serve them, even if it is a disservice to others.

Our Goal is to spread One Good Vote as a grassroots and faith-impelled process of strengthening the personal and social consciences of the Filipino people by Voting Good and by rejecting all forms of Vote-buying. PASTORAL CYCLE The Pastoral Cycle is a tool, a method, of analysis and questioning, not only of problems or concerns that are faced but also what causes them and what obstacles need to be overcome. The Pastoral Cycle is a continuous process of engagement with, and reflection upon, the World and the Word of God, so that courses of action may be discerned, and taken, to make things different. The Pastoral Cycle provides for the outcomes of this action to be celebrated, and evaluated and, if necessary, subjected to further analysis and questioning etc., in a continuing cycle, or spiral, as further changes are found to be needed.

BASIC GUIDELINES FOR THE FACILITATOR 1. The main themes and concepts are provided provided in this manual. Please do not overfeed the audience with so much technical information. If possible use the following strategies strategies for group group process. a. Introducing Participants: several several tools are now available; however, however, try to formulate your own creative way of doing i t. This will set the atmosphere for the discussions. Try to make your audience feel at ease using this segment. b. Ice Breakers: their use and importance cannot be limited to a particular particular part of the session. Use them to liven up the group, to focus the group’s attention, to give a break from too much sessions or intellectual undertaking.

c. Feedback after each Talk (session): a good way to gauge the impact of your talk and to check if the prepared speech design is still consistent with the needs of the group. d. Assignment of Tasks: make each participant feel that they are still a part of your sessions. The audience should share in performing certain tasks such as preparing liturgy, ice breakers, keeping time, arranging the room and convening the group. e. Group Celebration: Working for change is best done in a group. Community-building is thus essential in the form of a short program, eating together, games and fun. f. Individual Consultation: some participants might need assistance in clarifying personal issues with the matter discussed. This can be best done alone wih a facilitator who can help process the participant concerned!
HELPFUL TIPS ON GROUP DYNAMICS 1. Treat everyone as VIP’s. In a situation where you encounter people a lot, treating people warmly or as VIP’s will make them feel good, welcomed, important and affirmed, and you can expect dynamic, participation from them. Treating people otherwise will make them feel rejected, not welcome and therefore, you cannot expect participation from them. In all our dealings with people, their attitudes will always be determined by the way we treat them. 2. Dynamic handshake. Always extend a firm handshake. In a way, the firm handshake will convey a feeling of warm and friendly reception. - Notice color of eyes. - Push a positive thought. 3. Sincere compliments. After the handshake, make a sincere compliment to the person by the way he/she looks. And, as we are complimented always say “Thank You” No more. No less.

4. Catch and praise people doing something right. It always feels goods to be doing something right for others. 5. Looks matter a lot. The degree of our credibility is measured by the way we look. How do we dress up when speaking in front of people? Do you wear the proper attire? Your grooming? We will always be judged by the way we look. 6. Two-second magic smile. The best way to extend cordiality is to give a twosecond magic smile to the people we encounter. Not a smirk 7. Push out empathy. Empathy is putting oneself into the shoes of other people’s situation. Compassion is one mark of a true leader. This is entirely different from sympathy which connotes comfort and understanding of how one feels. 8. Respond to people’s emotions , not what they say. Another mark of a true leader is his/her ability to read people’s emotions and making a proper response to those emotions without being swayed

Childlikeness is characterized by wonderment.
One is never too old to be amazed and awed, to hold one’s breath, open one’s eyes, open one’s mouth like a child at the sights and sounds of Mother Earth. At the simple goodness of people. At the miracle of ONE GOD VOTE.

ONE VOTE? So you think your vote is not going to count? if you stayed at home and watched from the sidelines, your vote is not going to be missed? Absolutely wrong! Here are some instances in history when one vote made the difference between winning and losing. In many cases, the destiny of nations has been changed because one individual ballot was cast - or not cast. (By the way , such a single, deciding vote is called a swing vote. That’s to impress your friends with a richer vocabulary next time the talks get around to elections.) •
In 1645, one vote gave Oliver Cromwell control of England.

In 1649, one vote gave literally cost King Charles I of England his head. The vote to be ahead him was 67 against and 68 for:

In 1846, a one vote margin in the U.S. Senate approved President Polk’s request for a Declaration of War against Mexico.

In 1850, California was admitted to the Union by a margin of one vote.

The Alaska Purchase of 1867 was ratied by just one vote-paving the way for the eventual annexation of America’s largest state in 1958.

In 1875, a one vote margin changed France from a monarchy to a republic.

In 1941, the Selective Service Act (the draft) was saved by a one vote margin- just weeks before Pearl Harbor was attacked.

In 1994, the U.S House of Representatives enacted a law banning specic classes of assualt weapons. The vote was initially tied but one member changed his vote to approve the ban.

In 2000, the U.S Presidential election was decided by an extremely narrow margin. George W. Bush won the state of Florida by just 537 votes, making him the next President of the United States. Close to 6 million voters went to the polls in Florida. It might not have been by one vote, but certainly every vote counted.

ONE VOTE? So, REGISTER NOW AND VOTE ON ELECTION DAY! If it comes to the point where a swing vote is needed, yours could be it. No social (political) transformation is genuine and lasting where people themselves do not actively participate in the process ... In the context of our society today, where the poor and marginalized have little genuine participation ... we realize that the integral development of people will be possible only with their corresponding empowerment ... we understand “people power” to include greater involvement in decision-making, greater equality in both political and economic matters, more democracy, more participation ... the following truths must guide the participation of Catholics in political life: a) b) c) d) e)
that the basic standard for participation be the pursuit of the common good ; that participation be characterized by a defence and promotion of justice; that participation be inspired and guided by the spirit of service; that it be imbued with a love of preference for the poor ; that empowering people shall be carried out as a process and as a goal of political activity.

ELECTIONS AND THE DUTY OF THE CHRISTIAN
It is not dicult to feel the election fever -- even if the 2016 elections are still so months away. It has always been complained that the efforts of the Church and other non-political groups to educate voters come too late. It is the reason for this letter, this early -- so that it may never be again said that we spoke too late. The exercise of the right of suffrage is not only a political right. It is also a moral obligation. For the Christian it is one of the most meaningful and eff ective means of contributing to the flourishing of the Kingdom of God, a kingdom of justice, peace and love. And so while politicians plan and strategize, and, this early, find ways of circumventing the law against pre-mature campaigning, the Church cannot be remiss in its obligation of forming the consciences of Catholic and Christian voters. Vote for the right reasons. Vote, not because you have been paid, or promised bounty, not because you or your relatives have been promised employment or privilege but because you trust a person to lead the community and to lead the country. Just as the discerning voter will not be easily won over by all the flattery in favor of one candidate, neither should a voter allow ‘demolition jobs’ to dissuade him from choosing a person who is truly t for oce. Reject the notoriously corrupt, but neither should one readily jump on the bandwagon of condemnation

in the absence of incontrovertible evidence, for, these days, one’s reputation, so painstakingly built by sincerity and honesty over the years, can so easily be tarnished by the truly evil work of “spin-doctors” in the payroll of one or the other political aspirant! End political dynasties. Do not vote for family members running for the same positions as family members before them to perpetrate the family’s hold on public oce. When it is clear that one politician clings to public oce, seeking election to some other position after he has run the length of the permissible number of terms in one elective oce, the Christian voter should prudently choose others who may have equal if not superior abilities and competencies for the position. There is no monopoly on ability for government, and truly no one in government is indispensable! Ask the right questions as basis of your selection among candidates. Do not demand to know of a congressman or a senator what his or her local projects have been. Legislators are not supposed to have local projects. They are supposed to legislate, to attend congressional sessions, rise to debate and actively take part in committee hearings. Ask, rather, whether or not they have attended the sessions of the Lower House or of the Senate diligently and regularly. On the other hand, do not make ‘kapit sa taas’ a criterion for the choice of local elective ocials, because a local ocial leads by his own charisma and leadership skills. We reject a government by patronage! A person who aspires for high oce but who, because of inexperience, will be totally dependent on advisers is not the best possible candidate for national positions, but we should be willing to repose trust on those who, we are convinced, are capable of leading and of serving with probity, high above suspicion and with skill, competence and wisdom that comes from abiding faith. That a person is a

firm believer, and that he or she practices her faith should be a crucial consideration for the Catholic voter. Every vote a Christian casts is not only an instance of the exercise of those liberties and rights we have as free citizens. Because the Kingdom of God is God’s gift, inaugurated, as Lumen Gentium teaches, in the world by the life, ministry, death and Resurrection of Jesus, The Lord, we are commissioned to do what is within our ability to make God’s Kingdom a living experience for all of his people.
