6.1 GENERAL 6.1.1.1
APPLICABILITY Part 6 prescribes the requirements for issuing approvals to organisations for the maintenance and modifications of aircraft and aeronautical products and prescribes the general operating rules for an Ap Approv roved Mainte inten nance Orga rganisa isatio tion (AM (AMO). The approv roval, when gran ranted ted, shall apply to the the whole organisation and shall be headed by the accountable manager.
6.1.1.2
DEFINITIONS (a)
For the purpose purpose of Part 6, the follow following ing definitions definitions shall apply— (1) Ac coun co un table tab le manager man ager (Main tenanc ten anc e). The manager who has corporate authority for ensuring that all maintenance, and modification required by the aircraft owner/operator can be financed and carried out to the standard required by the SSCA. The accountable manager may delegate to another person in the organization, in writing, to become the accountable manager, when so authorized by the SSCA. Implementing Standard: See IS:6.1.1.2 (a)(1) for details regarding delegating the accountable manager’s authority (2)

Certificate of Release to Service. Service. Refer to Maintenance Release (IS 6.5.1.6). Certificate of Maintenance Review. Refer to Part 5, 5.6.1.14 Appr Ap prov ov ed d ata. ata. Technical information accepted by the SSCA. Arti Ar ti cl e. Any item, including but not limited to, an aircraft, airframe, aircraft engine, propeller, appliance, accessory, subassembly, system, subsystem, component, unit, product, or part. (6) Calibration. Calibration. A set of operations, performed in accordance with a definite documented procedure, that compares the measurement performed by a measurement device or working standard for the purpose of detecting and reporting or eliminating by adjustment errors in the measurement device, working standard, or aeronautical product tested. (7) Certificated Certificated Approved Maintenance Maintenance Organisation. Organisation. Means approved by the SSCA. (8) Composite. Composite. Structural materials made of substances, including, but not limited to, wood, metal, ceramic, plastic, fibre-reinforced materials, graphite, boron, or epoxy, with built-in strengthening agents that may be in the form of filaments, foils, powders, or flakes, of a different material. (9) Computer system. system. Any electronic or automated system capable of receiving, storing, and processing external data, and transmitting and presenting such data in a usable form for the accomplishment of a specific function. (10) Equivalent system of maintenance. maintenance. This term relates to an AOC doing its own maintenance and is not applicable in Cambodia. All Cambodian AOC holders must hold an AMO certificate issued under this part if they wish to do any maintenance. (11) Facility. Facility. A physical plant, including land, buildings, and equipment, which provide the means for the performance of maintenance, or modifications of any article. (12) Housing. Housing . Buildings, hangers, and other structures to accommodate the necessary equipment and materials of a maintenance organisation that— (i) Provide working space for the performance of maintenance, or modifications for which the maintenance organisation is certificated and rated; and (ii) Provide structures for the proper protection of aircraft, airframes, aircraft engines, propellers, appliances, components, parts, and subassemblies thereof during disassembly, cleaning, inspection, repair, modification, assembly, and testing; and (iii) Provide for the proper storage, segregation, and protection of materials, parts, and supplies. (13) Maintenance release. release. A document which contains a certification confirming that the maintenance work to which it relates has been completed in a satisfactory manner, either in accordance with the approved data and the procedures described in the maintenance organization’s procedures manual or under an equivalent system. Refer IS 6.5.1.6 Maintenance. Means anyone or combination of overhaul, repair, inspection, modification or (14) Maintenance. defect rectification of an aircraft/aircraft component or appliance.

intended to be used to test, measure, or calibrate other measurement devices. It is not to be used to test, measure, or calibrate an aeronautical product. Primary Standard. Standard. A standard defined and maintained by a State Authority and used to calibrate secondary standards. Reference Reference Standard. Standard. A standard that is used to maintain working standards. Secondary Standards. Standards. A standard maintained by comparison with a primary standard. Signature. Signature. An individual’s unique identification used as a means of authenticating a maintenance record entry or maintenance record. A signature may be hand-written, electronic, or any other form acceptable to the SSCA. Specific operating provisions. provisions. The Specific Operating Provisions describe the ratings (Class and/or Limited) in detail and will contain or reference material and process specifications used in performing repair work, along with any limitations applied to the maintenance organization. The accountable manager and the SSCA sign this document. Standard. Standard. An object, artefact, tool, test equipment, system, or experiment that stores, embodies, or otherwise provides a physical quantity, which serves as the basis for measurement of the quantity. It also includes a document describing the operations and process that must be performed in order for a particular end to be achieved. Tools, Equipment and Test Equipment. Equipment. Used by an AMO for the performance of maintenance or calibration on an aircraft or aeronautical product. See also working standard. Traceability. Traceability . A characteristic of a calibration, analogous to a pedigree. A traceable calibration is achieved when each Measurement Device and Working Standard, in a hierarchy stretching back to the National Standard, was itself properly calibrated, and the results properly documented. The documentation provides the information needed to show that all calibrations in the chain of calibrations were properly performed. Transfer Standard. Standard. Any standard that is used to compare a measurement process, system, or device at one location or level with another measurement process, system or device at another location or level. Working Standard. A ca calib librate rated d sta stan ndard th that is us used in the the pe perfo rformance of of mainte inten nance and/or calibrations in any work area for the purpose of forming the basis for product acceptance or for making a finding of airworthiness (approval for release to service) to an aircraft or aeronautical product. A working standard may be maintained by comparison with primary standards, secondary standards, reference standards or transfer standards, as appropriate. A working standard is not to be used to test, measure, or calibrate other working standards or measurement easurement devices.

A certifi tific cated ted approv roved mainte inten nance orga rganiza izatio tion may perfo rform mainte inten nance, or or modific ifica atio tions on an aircraft, airframe, aircraft engine, propeller, appliance, component, or part thereof only for which it is rated and within the limitations placed in its specific operating limitations. The AMO certificate will contain— (1) The certificate number specifically assigned to the AMO; (2) The name and location (main place of business) of the AMO; (3) The date of issue and period of validity; (4) The ratings issued to the AMO; and (5) The signature of an SSCA authorized person. Implementing Standard: See IS: 6.1.1.4(d) for a sample AMO certificate.

The AMO Specific Operating Provisions will contain— (1) The certificate number specifically assigned to the AMO; (2) The class or limited ratings issued in detail, including special approvals and limitations issued; (3) The date issued or revised (4) Ac Accountab table manager and the the sign ignatur ture of an SSCA autho thoriz rized person.

The certificate issued to each certificated maintenance organization must be available in the premises for inspection by the public and the SSCA.
ADVERTISING (a) (a)
No approved maintenance organization may advertise as a certificated approved maintenance organization until an approved maintenance organization certificate has been issued to that facility.
(b) (b)
No certificated approved maintenance organization may make any statement, either in writing or orally, about itself that is false or is designed to mislead any person.
(c) (c)
Whenever the advertising of an approved maintenance organization indicates that it is certificated, the advertisement must clearly state the approved maintenance organization’s certificate number.
DEVIATION AUTHORITY (a) (a)

The SSCA may, upon consideration of the circumstances of a particular maintenance organization, issue a deviation providing relief from specified sections of this Part, provided that the SSCA finds that the circumstances presented warrant the deviation and that a level of safety will be maintained equal to that provided by the rule from which the deviation is sought. This deviation authority will be issued as a Letter of Deviation Authority.

A re request for for dev deviati iatio on au autho thority rity mu must be ma made in a form form and ma manner acc acceptab table to to the the SS SSCA and submitted to the SSCA at least 60 days before the date the deviation from specified sections in this part is necessary for the intended maintenance, or modification. A request for deviation authority must contain complete statement of the circumstances and justifications for the deviation requested, and show that a level of safety will be maintained equal to that provided by the rule from which the deviation is sought.
(d) (d)
Each certificated maintenance organization that receives a Letter of Deviation Authority must have a means of notifying the appropriate management, certifying staff, and personnel of the deviation, including the extent of the deviation and when the deviation is terminated or amended.

6.2.1.2
ISSUANCE OF AN AMO CERTIFICATE (a)

An appli applicant cant may be issued a foreign AM AMO certificate certificate if, after after satisf satisfactory actory evaluation, SSC SSCA A finds finds that the applicant AMO is loc located ted outsid tside e Cambodia; ia; and (1) AM (2) Meets the applicable regulations and standards for the holder of an AMO (3) Has been authorized by it’s own regulatory authority to perform the work requested; and (4) Has paid any costs involved with the AMO evaluation by the SSCA. Note: The SSCA wi ll make every effort to have an agreement with the foreign authority for cooperation and supply of their oversight findings to SSCA during the foreign AMO approval or audit period.
6.2.1.3
DURATION AND RENEWAL OF CERTIFICATE (a) (a)

CONTINUED VAL VALIDITY IDITY OF APPROVAL CERTIFICATE (a)
Unless Unless the approval has previously previously been surrendered, superseded, superseded, suspended, suspended, revoked or expired expired by virtue of exceeding the expiration date that is specified in the certificate, the continued validity is dependent upon— (1) The AMO remaining in compliance with this Part; (2) The SSCA being granted access to the organization’s facilities to determine continued compliance with this Part; and (3) In the case of an AMO located outside Cambodia, the continued validity of the approval issued by their own authority; and (4) The payment of any charges prescribed by the SSCA.
(b)

CHANGES TO THE AMO AND CERTIFICATE AMENDMENTS (a)
To enable the SSCA to determine determine continued continued compli compliance ance with this Part, the AMO shall provide written written notification to the SSCA prior to any of the following changes— (1) The name of the organisation; (2) The location of the organisation; (3) The housing, facilities, equipment, tools, material, procedures, work scope and certifying staff that could affect the AMO rating or ratings; (4) The ratings held by the AMO, whether granted by the SSCA or held through an AMO certification issued by another contracting State; Note: See subsection 6.2.1.1(a).

The SSCA may— (1) Prescribe, in writing, the conditions under which the AMO may continue to operate during any period of implementation of the changes noted in subparagraph (a); and (2) Hold the AMO certificate in abeyance if the SSCA determines that approval of the AMO certificate should be delayed; the SSCA will notify the AMO certificate holder, in writing, of the reasons for any such delay.
(f)
If changes changes are made by the AMO to the item items s listed in subparagrap subparagraph h (a) wit withou houtt noti notifification cation to the SSCA and amendment of the AMO certificate by the SSCA, the AMO certificate may be suspended by the SSCA.

(ii) Class 2: Navigational equipment: Any avionics system used in aircraft for en-route or approach navigation, except equipment operated on radar or pulsed radio frequency principles, but not including equipment for measuring altitude or terrain clearance or other distance equipment operated on pulsed radio frequency principles. (ii) Class 2: Electrical: Any self-synchronous and electrical indicating instruments and systems, including remote indicating instruments, cylinder head temperature gauges, or similar electrical instruments. (iii) Class 3: Gyroscopic: Any instrument or system using gyroscopic principles and motivated by air pressure or electrical energy, including automatic pilot control units, turn and bank indicators, directional gyros, and their parts, and flux gate and gyrosyn compasses. (iv) Class 4: Electronic: Any instruments whose operation depends on electron tubes, transistors, or similar devices including capacitance type quantity gauges, system amplifiers, and engine analysers. (7) Accessory ratings. ratings. The accessories that depend on the use of an electron tube transistors, lasers, fiber optics, solid-state, integrated circuits, vacuum tubes, or similar electronic controls. (iv) Class 4: Auxiliary power units (APU’s) that may be installed on aircraft as self-contained units to supplement the aircraft’s engines as a source of hydraulic, pneumatic, or electrical power. Whenever the SSCA finds it appropriate, it may issue a limited rating to an AMO that maintains or alters only a particular type of aircraft, powerplant, propeller, radio, instrument, or accessory, or parts thereof, or performs only specialised maintenance requiring equipment and skills not ordinarily found in an AMO. Such a rating may be limited to a specific model aircraft, engine, or constituent part, or to any number of parts made by a particular manufacturer.

6.3 HOUSING, HOUSING, FACILITIES, EQUIPMENT, EQUIPMENT, & MATERIAL MATERIALS S 6.3.1.1

Storage conditions shall provide security for serviceable parts, segregation of serviceable from unserviceable parts, tooling, ground equipment, other non aircraft parts, and prevent deterioration of and damage to stored items.

6.3.1.3

EQUIPMENT, TOOLS, AND MATERIAL (a) (a)
The AMO shall have available the necessary equipment, tools, and material to perform the approved scope of work and these items shall be under full control of the AMO. The availability of equipment and tools means permanent availability except in the case of any tool or equipment that is so rarely needed that its permanent availability is not necessary.
(b) (b)
The SSCA may exempt an AMO from possessing specific tools and equipment for maintenance or repair of an aircraft or aeronautical product specified in the AMO's approval, if these items can be acquired temporarily, by prior arrangement, and be under full control of the AMO when needed to perform required maintenance or repairs.
Note: The SSCA need not amend the approval to delete the aircraft or aeronautical product on the basis that it is a temporary situation and there is a formal agreement from the AMO to re-acquire tools, equipment, etc. before performing any maintenance or repair. (c) (c)
The AMO shall control all applicable tools, equipment, and test equipment used for product acceptance and/or for making a finding of airworthiness.
(d) (d)
The AMO shall ensure that all applicable tools, equipment, and test equipment used for product acceptance and/or for making a finding of airworthiness are calibrated to ensure correct calibration to a standard acceptable to the SSCA and traceable to the International Standards.
(e) (e)
The AMO shall keep all records of calibrations and the standards used for calibration.
(f) (f)
The AMO shall keep up to date regulatory and technical publications.

6.4 ADMINISTRATION 6.4.1.1
PERSONNEL AND TRAINING REQUIREMENTS (a)
A managem management person or group of persons persons acceptable to the SSCA, whose whose responsibili responsibilitities es include include ensuring that the AMO is in compliance with these regulations, shall be nominated. Such person(s) must ultimately be directly responsible to the accountable manager who must be acceptable to the SSCA. The minimum entry qualifications are(1) For a Maintenance Director/Manager (MDM) An An Aviati iatio on Mainte inten nance Engine ineer (AM (AME) lic licence with ith rati ratin ngs applic licable to the the AMO capabilities; 3 years’ experience in maintaining the same category and class of aircraft or components maintained by the AMO including 1 year in the capacity of returning to service; and 1 year supervisory experience maintaining the same category and class of aircraft or components maintained by the AMO. (2) For a Maintenance Quality Director/Manager (MQDM) An An Aviati iatio on Mainte inten nance Engine ineer (AME) lic licence with ith rati ratin ngs applic licable to the the AMO capabilities; 3 years’ experience in maintaining the same category and class of aircraft or components maintained by the AMO including 1 year supervisory experience in the quality management department of an AMO or AOC holder Note: Ex military staff entry qualifications for the above positions sha ll be determined by the Director of Airworthiness on a case by case review at the time of application. This review will be based on the AOC holder providing evidence that the military engineer holds similar experience and qualifications as his civilian counterpart.

Such senior person must have the right of direct access to the accountable manager to ensure he is kept informed on quality and compliance matters.
(d)
The AMO shall employ suffici sufficient ent personnel to plan, perf perform, orm, supervise and inspect and and release release the work in accordance with the AMO certificate.
(e)
The person signing signing a Maint Maintenance enance Release in a domesti domestic c AMO AMO shall be qualified qualified in accordance with Part 2 as appropriate to the work performed and be acceptable to the SSCA.
(f)
The maintenance aintenance personnel, personnel, the certifying certifying staff, staff, and and the quali quality ty audit audit staff shall shall meet meet the qualification requirements and receive initial and continuation training to their assigned tasks and responsibilities in accordance with a program acceptable to the SSCA. The training program established by the AMO, in addition to technical subjects, shall include training in knowledge and skills related to human performance, including co-ordination with other maintenance personnel and flight crew.
(g)
Each person within within the AMO AMO who is directly directly in charge of maintenance, aintenance, or modif modificat ication, ion, of any aircraft, airframe, aircraft engine, propeller, appliance, or component, or part thereof and each person issuing a MR for the maintenance performed shall be an appropriately licensed or approved and rated engineer in accordance with the requirements of Part 2, subpart 2.5, as applicable. In addition each person issuing a MR or CMR shall be approved by the company for the purpose by the issue of a company certification or authorization.
(h)
A person who is directly directly in charge shall be on site site but need need not physical physically ly observe observe and and direct direct each each worker constantly, but shall always be available for consultation and decision on matters requiring instruction or decision from an authority higher than that of the persons performing the work.
(i) (i)
The maintenance organization must ensure that certifying staff have an adequate understanding of the relevant aircraft and/or aircraft component(s) to be maintained together with the associated organization procedures before the issue or re-issue of a company certification authorisation. Relevant aircraft and/or aircraft component(s) means those aircraft and/or aircraft component(s) specified in the particular certification authorisation.
(j) (j)
The maint maintenance enance organisation organisation must must ensure ensure that all certif certifying ying staff staff issuing a MR or CMR are involved in at least 6 months of actual aircraft maintenance experience in the 2 years period preceding the issue of a MR. For the purpose of this sub-paragraph, involved in actual aircraft maintenance, means the person has worked in an aircraft maintenance environment and has either exercised the privileges of the certification authorisation and/or has actually carried out maintenance on at least some of the aircraft type systems specified in the particular certification authorisation.
(k) (k)
The AMO must ensure that all certifying staff receives sufficient continuation training in each 2 years period to ensure that such certifying staff have up to date knowledge of relevant technology, organisation procedures and human factor issues.
(l) (l)
The AMO must establish a programme for the continuation training and a procedure to ensure compliance with these sub-paragraphs as the basis for issue of a company certification authorisation to certifying staff, plus, if applicable, a procedure to ensure compliance with the SSCA licencing requirements.
(m)

The AMO must issue a company certification authorisation that clearly specifies the scope and limits of such authorisation to those staff that it nominates as certifying staff on behalf of the organisation when satisfied that such staff are in compliance with sub-paragraphs (i), (k) and (o) plus (j) as applicable. Continued validity of the certification authorisation is dependent upon continued compliance with sub-paragraphs (i) and (k) plus (j) as applicable.
(o) (o)
The manager or person responsible for the quality system must also remain responsible on behalf of the AMO for issuing company certification authorisations to certifying staff. Such manager or person may nominate other persons to actually issue the company certification authorisations in accordance with a procedure acceptable to the SSCA.
(p) (p)
The AMO must maintain a record of all certifying staff which must include details of the aircraft maintenance licence held, all training completed and the scope of their company certification authorisation. The record must include those with limited company certification authorisations.
(q) (q)
Certifying staff must be provided with a copy of their company certification authorisation. The copy may be in either a documented or electronic format.

6.4.1.3
No person may assign, nor shall any person perform maintenance functions for aircraft, unless that person has had a minimum rest period of 8 hours prior to the beginning of duty. No person may schedule a person performing maintenance functions for aircraft for more than 12 consecutive hours of duty. In situations involving unscheduled aircraft unserviceability, persons performing maintenance functions for aircraft may be continued on duty for up to 16 consecutive hours. Following unscheduled duty periods, the person performing maintenance functions for aircraft shall have a mandatory rest period of 10 hours. The AMO shall relieve the person performing maintenance functions from all duties for 24 consecutive hours during any 7 consecutive day period.
RECORD OF CERTIFYING STAFF (a)
The AMO shall maintain a roster of all certifying staff and audit staff, which includes details of the scope of their authorisation.
(b)
Certifying staff shall be notified in writing of the scope of their authorisation.

An AMO AMO shall have a dangerous goods traini training ng programme for its its employees, employees, whether whether full time time,, part time, or temporary or contracted, who are engaged in the following activities: (1) (1) Loading, unloading or handling of dangerous goods; (2) (2) Design, manufacture, fabrication, inspection, marking, maintenance, reconditions, repairs or tests of a package, container or packaging component that is represented, marked, certified, or sold as qualified for use in transporting dangerous goods; (3) (3) Preparation of hazardous materials for transport; (4) (4) Responsibility for the safety of transportation of dangerous goods; (5) (5) Operation of a vehicle used to transport dangerous goods, or

Supervision of any of the above listed items Ensures that each employee performing or directly supervising any of the job functions specified in item (a) above is trained to comply with all applicable procedures; and (8) (8) Enables the trained person to recognise items that contain, or may contain, dangerous goods regulated under under these these regulati regulations ons.. (b)
The dangerous goods traini training ng of the AMO shall be approved by the Authori Authority ty and shall contain the items in IS: 6.4.1.4.
(c)
An AMO shall document, in a form and manner manner acceptable to the Authority, Authority, the individual individual employee employee training required under this section. These training records shall be retained for a minimum of two years.
6.5 AMO OPERATING RULES 6.5.1.1
APPROVED MAINTENANCE ORGANISATION PROCEDURES PROCEDURES MANUAL Note: The purpose of the Approved Maintenance Organisation Procedures Manual is to set forth the procedures, the means, and methods of the AMO. Compliance with its contents wi l assure compliance with the Part 6 requirements, which is a prerequisite to obtaining and retaining an AMO certificate.

(a)
An AMO AMO Maint Maintenance enance Procedure Manual Manual and any subsequent subsequent amendm amendments ents thereto shall be approved by the SSCA prior to use. Foreign AMOs will require those parts of their Manual which cover procedures for maintenance of Cambodian aircraft, to be accepted by the SSCA. The other parts of the foreign AMO manuals that have been approved by their own Authority do not require approval by SSCA.
(b)
The AMO AMO Maint Maintenance enance Procedures Manual Manual shall shall specify specify the scope of work work required of of the AMO AMO in order to satisfy the relevant requirements needed for an approval of an aircraft or aeronautical product for return to service.
(c)
The procedures manual manual and any other manual manual it identifies identifies must: must: (1) Include instructions and information necessary to allow the personnel concerned to perform their duties and responsibilities with a high degree of safety; (2) Be in a form that is easy to revise and contains a system which allows personnel to determine current revision status; (3) Have the date of the last revision printed on each page containing the revision; (4) Not be contrary to any applicable Cambodian regulation or the AMO’s specific operating provisions; and (5) Include a reference to appropriate civil aviation regulations.
(d)

MAINTENANCE PROCEDURES PROCEDURES AND INDEPENDENT QUALITY ASSURANCE SYSTEM (a)
The AMO shall establish establish procedures acceptable to the SSCA SSCA to insure good maint maintenance enance practices practices and compliance with all relevant requirements in these regulations such that aircraft and aeronautical products may be properly released to service.
(b)
The AMO shall establish establish a quality quality system acceptable to the SSCA, that includes; (1) (1) Independent audits in order to monitor compliance with required standards and adequacy of the procedures to ensure that such procedures invoke good maintenance practices and airworthy aircraft/aircraft components. In the smallest organisation the independent audit part of the quality system may be contracted to another organisation or a person with appropriate technical knowledge and proven satisfactory audit experience acceptable to the SSCA, and

directly responsible for the quality system and ultimately to the accountable manager to ensure, as necessary, proper and timely corrective action is taken in response to reports resulting from audits. The quali quality ty assurance assurance system shall include a procedure procedure to initially initially qualif qualify y and periodically perform perform audits on persons performing work on behalf of the AMO.
Note: The quality assurance system may be an independent system under the control of the quality manager that evaluates the maintenance procedures and the correctness of the Equivalent Safety Case process.
6.5.1.3 6.5.1.3
(d)
The maintenance aintenance procedures shall cover cover all aspects aspects of maint maintenance enance activit activity y and describe standards to which the AMO intends to work. The aircraft/aircraft component design AMO standards and aircraft operator standards must be taken into account.
(e)
The maint maintenance enance procedures should address the provisions provisions and limitat limitations ions of this this Part.
(f) (f)
The AMO’s quality quality system shall be be suffici sufficient ent to review review all maint maintenance enance procedures as described in the Procedures Manual in accordance with an approved program once a year for each aircraft type maintained.
(g)
The AMO’s quality quality system shall indicate indicate when when audits are due, when when complet completed, ed, and establish establish a system of audit reports, which can be seen by visiting SSCA staff on request. The audit system shall clearly establish a means by which audit reports containing observations about non-compliance or poor standards are communicated to the accountable manager.
CAPABILITY LIST (a) (a)
Each certificated approved maintenance organisation must prepare and retain a current capability list approved by the SSCA. The approved maintenance organisation may not perform maintenance, or modifications on an article until the article has been listed on the capability list in accordance with this Part and 6.5.1.1(d)(19).
(b) (b)
The capability list must identify each article by make and model, part number, or other nomenclature designated by the article’s manufacturer.
(c) (c)
An An artic rticle le may be lis listed ted on the the capabilit ility y lis list on only if the the artic rticle le is with ithin the the scope of th the rati ratin ngs and classes of the approved maintenance organisation’s certificate, and only after the approved maintenance organisation has performed a self-evaluation in accordance with 6.5.1.1(d)(19). The approved maintenance organisation must perform the self-evaluation described in this paragraph to determine that the maintenance organisation has all of the facilities, equipment, material, technical data, processes, housing, and trained personnel in place to perform the work on the article as required by this part. If the approved maintenance organisation makes that determination, it may list the article on the capability list.
(d) (d)
The document of the evaluation described in paragraph (c) of this section must be signed by the accountable manager and must be retained on file by the approved maintenance organisation.
(e) (e)
Before adding additional articles on its capability list, the maintenance organisation must send a copy of the amended list to SSCA for approval.
(f) (f)
The capability list(s) must be available in the premises for inspection by the public and the SSCA.
(g) (g)
The self-evaluations must be available in the premises for inspection by the SSCA.

PRIVILEGES OF THE APPROVED MAINTENANCE ORGANISATION (a)
The AMO shall carry out the following following tasks as permitted permitted by and in accordance with the AMO AMO maintenance procedures manual— (1) (1) Maintain any aircraft or aeronautical product for which it is rated at the location identified in the approval certificate; (2) (2) Maintain any aircraft for which it is rated at any location subject to the need for such maintenance arising from unserviceability of the aircraft; (3) (3) Support a specific AOC holder where that AOC holder has requested the services of the AMO at locations other than the location identified on the AMO certificate provided the AMO has been rated to maintain the aircraft of that specific AOC holder at the location specified in the AM AMO operati ratin ng prov rovisio ision ns ; and (4) (4) Issue a CRS in respect of subparagraphs (a) (1), (2), and (3) of this subsection upon completion of maintenance in accordance with limitations applicable to the AMO.
(b)
An AMO may contr contract act out out the maintenance, aintenance, modification odification or alt alteration eration of of a complete complete type-certi type-certifificated cated product to a non-approved organization, provided the AMO is rated for the work and carries out supervision and certification during and after the completion of the work.
(c)
The AMO may may maint maintain ain or or alter any article article for which it is rated rated at a place other other than the AMO AMO, if— (1) (1) The function would be performed in the same manner as when performed at the AMO and in accordance with this Subpart; (2) (2) All All ne necessary pe personnel, eq equipm ipment, ma materi teria al, an and tec technica ical and and/or /or ap approv roved sta stan ndards rds are are available at the place where the work is to be done; and (3) (3) The maintenance procedure manual of the station sets forth approved procedures governing work to be performed at a place other than the AMO.
LIMITATIONS LIMITA TIONS ON THE AMO The AMO shall maintain an aircraft or aeronautical product for which it is approved only when all necessary housing, facilities, equipment, tools, material, approved technical data and certifying staff are available.
6.5.1.6
MAINTENANCE RELEASE (a)
A mainte inten nance rele relea ase shall be iss issued by approp ropria riately tely autho thoris rised certif rtify ying ing staff taff when satis tisfie fied tha that all required maintenance of the aircraft or aeronautical product has been properly carried out by the AM AMO in accorda rdance with ith the the approv roved data and the the mainte inten nance proc rocedure manual.
Note: An aeronautical product which has been maintained off the aircraft requires the issue of a maintenance release for such maintenance and another maintenance release in regard to being insta led properly on the aircraft, when such action occurs.
(b)
A mainte inten nance relea lease shall contain tain— — (1) Basic details of the maintenance carried out; (2) The date such maintenance was completed; and (3) The identity, including the authorisation reference, of the AMO and certifying staff issuing the certificate. 6.5.1.7
MAINTENANCE RECORDS (a) (a)

The AMO shall provide a copy of each maintenance release to the aircraft operator, together with a copy of any specific airworthiness data used for repairs/modifications performed.
(c) (c)
The AMO shall retain a copy of all detailed maintenance records and any associated airworthiness data for two years from the date the aircraft or aeronautical product to which the work relates was released from the AMO.
Note: Where an AOC holder contracts an AMO to keep the aircraft operator's certificates of release to service and any associated airworthiness data, the retention period will be that required by Part 5.
(d)
(e)
Each Each person who who maintains, performs performs rebuilds, or modifies an aircraft/aeronau aircraft/aeronautitical cal product product shall make an entry in the maintenance record of that equipment containing the following details: riptio tion and refe refere ren nce to data acceptab table to the the SSCA of work perfo rformed; (1) A descrip (2) The date of completion of the work performed; (3) The name of the person performing the work if other than the person specified in this subsection; (4) If the work performed on the aircraft/aeronautical product has been performed satisfactorily, the signature, certificate number, and kind of certificate held by the person approving the work; (5) The authorised signature, the AMO certificate number, and kind of certificate held by the person approving or disapproving for return to service the aircraft, airframe, aircraft engine, propeller, appliance, component part, or portions thereof; (6) The signature constitutes the approval for return to service only for the work performed, and (7) In addition to the entry required by this paragraph, major repairs and major modifications shall be entered on a form, and the form disposed of by the person performing the work, in the manner prescribed by the SSCA. No person shall describe in any any required required maint maintenance enance entry or form form the overhaul of an aircraft aircraft or aeronautical component unless: (1) (1) Using methods, techniques, and practices acceptable to the SSCA, it has been disassembled, cleaned, inspected as permitted, repaired as necessary, and reassembled; and (2) (2) It has been tested in accordance with approved standards and technical data, or in accordance with current standards and technical data acceptable to the SSCA, which have been developed and documented by the holder of the type certificate, supplemental type certificate, or a material, part, process, or appliance approval under a TSO. Note: For definitions of overhaul see 5.1.1.2(a)(5).
(f) (f)
No person may may describe in any required required maint maintenance enance entry or form, form, an aircraf aircraftt or other aeronautical product as being rebuilt unless it has been— (1) Disassembled, cleaned, inspected as permitted; (2) Repaired as necessary; and (3) Reassembled and tested to the same tolerances and limits as a new item, using either new parts or used parts that either conforms to new part tolerances and limits, or to approve oversized or undersized dimensions. Note: For definitions of rebuild see 5.1.1.2(a)(6).

No person may approve for return to service service any aircraf aircraftt or aeronautical product that has undergone maintenance, rebuilding, or modification unless: (1) The appropriate maintenance record entry has been made, and (2) The repair or modification form authorised by or furnished by the SSCA has been executed in a manner prescribed by the SSCA; If a repair or or modification odification results in any change change in the aircraft operating lim limitations itations or flight flight data data contained in the approved aircraft flight manual, those operating limitations or flight data shall be appropriately revised and set forth as prescribed by the SSCA.

(i)
The person approving approving or disapproving disapproving for return to service an aircraft/aeronau aircraft/aeronautitical cal product, product, after any inspection performed in accordance with this Part, shall make an entry in the maintenance record of that equipment containing the following information: (1) The type of inspection and a brief description of the extent of the inspection; (2) The date of the inspection and aircraft total time in service; and (3) The authorised signature, the AMO certificate number, and kind of certificate held by the person approving or disapproving for return to service the aircraft, airframe, aircraft engine, propeller, appliance, component part, or portions thereof; (4) (4) If the aircraft is found to be airworthy and approved for return to service, the following or a similarly worded statement—I certify that this aircraft has been inspected in accordance with (insert type) inspection and was determined to be in airworthy condition; (5) (5) If the aircraft is not approved for return to service because of needed maintenance, noncompliance with the applicable specifications, airworthiness directives, or other approved data, the following or a similarly worded statement—I statement—I certify that this aircraft has been inspected in accordance with (insert type) inspection and a list of discrepancies and unairworthy items dated (date) has been provided for the aircraft owner or operator; and (6) (6) If an inspection is conducted under an inspection program provided for in this Part, the entry shall identify the inspection program accomplished, and contain a statement that the inspection was performed in accordance with the inspections and procedures for that particular program.
(j)
If the person performing any inspection required by this Part Part finds that the aircraft is not not airworthy airworthy or or does not meet the applicable type certificate data sheet, airworthiness directives, or other approved data upon which its airworthiness depends, that person shall give the owner or lessee a signed and dated list of those discrepancies. Implementing Standard: See IS: 6.5.1.7
6.5.1.8
AIRWORTHINESS DATA (a)
The AMO shall be in receipt of all airworthiness data appropriate to support the work performed, from the aircraft/aeronautical product design organization, the State of Design for receiving mandatory continuing airworthiness information, and any other approved design organization in the State of Manufacture or State of Design, as appropriate.
(b)
Where the AMO modifies airworthiness data specified in paragraph (a) to a format or presentation more useful for its maintenance activities, the AMO shall submit to the SSCA an amendment to the maintenance procedure manual for any such proposed modifications for acceptance.
(c)

6.5.1.9

REPORTING OF UNAIRWORTHY CONDITIONS (a)
The AMO shall report to the SSCA any identified condition that could present a serious hazard to the aircraft.
(b)
Reports shall be made on a form and in a manner prescribed by the SSCA and contain all pertinent information about the condition known to the AMO.
(c)
Where the AMO is contracted by an AOC holder to carry out maintenance, that AMO shall report to the AOC holder and SSCA any condition affecting the aircraft or aeronautical product.

Reports shall be made as soon as practicable, but in any case within three days of the AMO identifying the condition to which the report relates.
6.5.1.10 SSCA INSPECTIONS Each certificated approved maintenance organisation must allow the SSCA to inspect that approved maintenance organisation and any of its contract maintenance facilities at any time to determine compliance with this part. Arrangements for maintenance, or modifications by a contractor must include provisions for inspections of the contractor by the SSCA. 6.5.1.11 PERFORMANCE STANDARDS (a)
Each certif certificat icated ed approved maint maintenance enance organisation organisation that performs performs any maintenance, aintenance, modif modificat ications ions for an air operator certificated under AOCR having an approved maintenance program under AOCR 8.12 and approved continuous maintenance program under AOCR 8.13 shall perform that work in accordance with the air operator’s manual.
(b)
Except as provided in paragraph (a), each certificated approved maintenance organisation shall perform its maintenance and modification operations in accordance with the applicable standards in Part 5. It shall maintain, in current condition, all manufacturer’s service manuals, instructions, and service bulletins that relate to the articles that it maintains or modifies.
(c)
In addition, each certificated approved maintenance organisation with an avionics rating shall comply with those sections in Part 5 that apply to electronic systems, and shall use materials that conform to approved specifications for equipment appropriate to its rating. It shall use test apparatus, shop equipment, performance standards, test methods, modifications, and calibrations that conform to the manufacturer’s specifications or instructions, approved specification, and if not otherwise specified, to acceptable good practices of the aircraft avionics industry.
6.5.1.12 TAGGING AND IDENTIFICATION All All artic ticles les undergo rgoing ing mainte inten nance with ithin the the fac facilit ility y shall be ide identifi tifie ed in some manner de depending ing on the the size, complexity, and ratings of the maintenance organization. Colored tags or work orders shall be attached to the part. The objective of identification is to ensure that the status of any article can be easily determined. Articles awaiting repairs shall be identified by a yellow tag. Green color shall be used for serviceable tag. Art Artic icle les s tha that are are deemed non-rep repaira irable or scrap rap shall be clea learly ide identifi tifie ed by a red red colou loured tag tag, an and need to be stored in a segregated area within the facility. Parts in the store room(s) will need to be identified with the tags to ensure traceability to an approved source. 6.5.1.13 CERTIFICATE OF MAINTENANCE REVIEW

for aircraft not operated under an AOC, by a person specifically authorized by the Quality Manager of the AMO which normally maintains the aircraft.
(c)
A person referred to in sub-parag sub-paragraph raph (b) shall shall not issue a certificate certificate of of maintenan maintenance ce review unless he has first verified that: (1) (1) maintenance has been carried out on the aircraft in accordance with the maintenance schedule approved for that aircraft; (2) (2) inspections and modifications required by SSCA have been completed as certified by the relevant maintenance release; (3) (3) defects entered in the technical log of the aircraft have been rectified or the rectification thereof has been deferred in accordance with procedures approved by SSCA; and (4) any Maintenance Releases have been issued in accordance with these requirements.
(d)

Where it is impractical to control the noise source, such personnel should be provided with the necessary personal equipment to stop excessive noise causing distraction during inspection tasks. The AMO shall establish a technical library containing regulatory and technical publications. All publications shall be kept up to date with latest amendments. Sample list of the publications include; (i) (i) Civil Aviation Regulations of the Kingdom of Cambodia; (ii) Air Airc craft raft Mainte inten nance Manuals for for all the the airc ircraft raft mainta intain ine ed; (iii) Structural Repair Manual for all the aircraft maintained; (iv) Supplementary Structural Inspection Document as applicable; (v) (v) Corrosion Control Document as applicable; (vi) Service Bulletins for all aircraft maintained; (vii) Service Letters as applicable; (viii) Service Instructions as applicable; (ix) NDT Manual for all aircraft maintained as applicable; (x) (x) Welding manual (xi) Parts Catalogue for all aircraft maintained; (xii) Type Certificate Data Sheets for all aircraft maintained, and (xiii) any other specific document issued by the type certificate or supplementary type certificate holder of the equipment on the scope of approval of the AMO;

(2) (2) Mechanics are able to carry out maintenance tasks to any standard specified in the maintenance instructions and will notify supervisors of mistakes requiring rectification to re-establish required maintenance standards. (4) (4) Human performance, including coordination with other maintenance personnel and flight crew. Each AMO shall assess the competency competency of its its employees employees for performing his or or her assigned duties duties after completion of initial, recurrent, specialized and remedial training. This assessment of competency shall be appropriately documented in the employee’s training records and shall be done by any of the following methods, depending upon the size of the AMO, its capabilities and experience of its employees: (1) Written test. (2) Completion of a training course. (3) Skill test. (4) Group exercise. (5) On the job assessment. (6) Oral examination in the working environment. and includes some product sampling as this is the end result of the maintenance process. It represents an objective overview of the complete maintenance related activities and is intended to complement the requirement in 6.5.1.6(a) for certifying staff to be satisfied that all required maintenance has been properly carried out before issue of the Maintenance Release. Independent audits should include a percentage of random audits carried out on a sample basis when maintenance is being carried out. This means some audits during the night for those organizations that work at night. (d) (d)
Except as specified in sub-paragraphs (g) and (i), the independent audit should ensure that all aspects of Part 6 compliance are checked every 12 months and may be carried out as a complete single exercise or subdivided over the 12 month period in accordance with a scheduled plan. The independent audit does not require each procedure to be checked against each product line when it can be shown that the particular procedure is common to more than one product line and the procedure has been checked every 12 months without resultant findings. Where findings have been identified, the particular procedure should be rechecked against other product lines until the findings have been rectified after which the independent audit procedure may revert back to 12 monthly for the particular procedure.
(e) (e)
Except as specified otherwise in sub-paragraph (g), the independent audit should sample check one product on each product line every 12 months as a demonstration of the effectiveness of maintenance procedures compliance. It is recommended that procedures and product audits be combined by selecting a specific product example, such as an aircraft or engine or instrument and sample checking all the procedures and requirements associated with the specific product example to ensure that the end result should be an airworthy product.
For the purpose of the independent audit a product line includes any product under an approval class rating as specified in the AMO approval schedule issued to the particular organization. It therefore follows for example that an approved maintenance organization with a capability to maintain aircraft, repair engines, brakes and autopilots would need to carry out 4 complete audit sample checks each year except as specified otherwise in subparagraphs (e),(g) or (i).
(f)
The sample check of a product means to witness any relevant testing and visually inspect the product and associated documentation. The sample check should not involve repeat disassembly or testing unless the sample check identifies findings requiring such action.
(g)
Except as specified otherwise in sub-paragraph(i), where the smallest approved maintenance organization, that is an organization with a maximum of 10 personnel actively engaged in maintenance, chooses to contract the independent audit element of the quality system in accordance with paragraph 6.5.1.2(b) it is conditional on the audit being carried out twice in every 12 month period.
(h)
Except as specified otherwise in sub-paragraph (i), where the approved maintenance organization has line stations listed the quality system should describe how these are integrated into the system and include a plan to audit each listed line station at a frequency consistent with the extent of flight activity at the particular line station. Except as specified otherwise in sub-paragraph (i) the maximum period between audits of a particular line station should not exceed 24 months.
(i)
Except as specified otherwise in sub-paragraph (e), the SSCA may agree to increase any of the audit time periods specified in this document by up to 100% provided that there are no safety related findings and subject to being satisfied that the approved maintenance organization has a good record of rectifying findings in a timely manner.

dates should be discussed with such department(s) before the quality department or nominated quality auditor confirms such dates in the report. The relevant department(s) are required by IS 6.4.1.1 to rectify findings and inform the quality department or nominated quality auditor of such rectification. The independence of the audit should be established by always ensuring that personnel not responsible for the function, procedure or products being checked carry out audits. An approved maintenance organization with a maximum of 10 maintenance staff actively engaged in carrying out maintenance may contract the independent audit element of the quality system to another approved maintenance organization or a competent person acceptable to the SSCA.
(k) (k)
The management control follow up system is the second element of the quality system and may not be contracted to outside persons. The principal function is to ensure that all findings resulting from the independent audit are corrected in a timely manner and to enable the accountable manager to be properly informed of the extent of compliance with this part and any safety issues. The accountable manager should hold regular meetings with staff to check progress on rectification except that in the large organizations such meetings may be delegated on a day to day basis to the quality manager subject to the accountable manager meeting at least once per year with the senior staff involved to review the overall performance.

Where instructions include a requirement to insure that a dimension or test figure is within a specific tolerance as opposed to a general tolerance, the dimension or test figure shall be recorded unless the instruction permits the use of GO/NO gauges. When extensive maintenance has been carried out, it is acceptable for the maintenance release to summarise the maintenance as long as there is a cross-reference to the work-pack containing full details of maintenance carried out. Dimensional information shall be retained in the work-pack record.

The person issuing the maintenance release shall use a full signature and preferably a certification stamp except in the case where a computer release to service system is used. In this latter case, the SSCA will need to be satisfied that only the particular person can electronically issue the release to service. Note: One such method of compliance is the use of a magnetic or optical personal card in conjunction with a personal identity number (PIN) which is keyed into the computer and known only to the individual. Properly executed and retained records provide owners, operators and maintenance personnel with information essential in controlling unscheduled and scheduled maintenance, and troubleshooting to eliminate the need for re-inspection and rework to establish airworthiness. Some gas turbine engines are assembled from modules and a true total time in service for a total engine is not kept. When owners and operators wish to take advantage of the modular design, then total time in service and maintenance records for each module is to be maintained. The maintenance records as specified are to be kept with the module and should show compliance with any mandatory requirements pertaining to that module. Reconstruction of lost or destroyed records can be done by reference to other records which reflect the time in service, research of records maintained by repair facilities and reference to records maintained by individual mechanics etc. When these things have been done and the record is still incomplete, the owner/operator may make a statement in the new record describing the loss and establishing the time in service based on the research and the best estimate of time in service. The reconstructed records should be submitted to the SSCA for acceptance. NOTE: Additional maintenance may be required. The maintenance record can be either a paper or computer system or any combination of both. Paper systems should use robust material, which can withstand normal handling and filing. The record should remain legible throughout the required retention period. Computer systems may be used to control maintenance and/or record details of maintenance work carried out. Computer systems used for maintenance should have at least one backup system, which should be updated at least within 24 hours of any maintenance. Each terminal is required to contain programme safeguards against the ability of unauthorized personnel to alter the database. The records should be stored in a safe way with regard to fire, flood and theft. Computer backup discs, tapes etc. should be stored in a different location from that containing the working discs, tapes etc., in an environment that ensures they remain in good condition. Where an AMO terminates its operation, all retained maintenance records covering the last two years should be distributed to the last owner/customer of the respective aircraft or component. If it is impossible to trace the owner/customer, the maintenance records should be stored as required by the SSCA.

Some examples of approved maintenance-related documents are: (1) Civil Aviation Regulations, Associate iated d adviso isory materi teria al, (2) As Airw worth rthine iness dire irectiv tives, (3) Air (4) Manufacturers' maintenance manuals, (5) Repair manuals, (6) Supplementary structural inspection documents, (7) Service bulletins, (8) Service letters, (9) Service instructions, (10) Modification leaflets, Airc craft raft mainte inten nance prog rogram ram, (11) Air (12) NDT Manual, etc. (13) Welding Parts catalogue, catalogue, (14) Parts (15) Type certificate data sheet and any other specific document issued by the type certificate or supplementary supplementary type certifi certificate cate (STC) (STC) holder as approved data Note: Paragraph (a) primarily refers to maintenance data that has been transcribed from the SSCA and all Type Certificate (TC) holders into the AMO's format, such as customized maintenance cards or computer base data.

(e)
Where computer systems are used to maintain airworthiness data, the number of computer terminals shall be sufficient in relation to the size of the work program to enable easy access, unless the computer system can produce paper copies. Where microfilm or microfiche readers/printers are used, a similar requirement is applicable.
