EN12999:2009 European Standard
The European Standard is a harmonized standard for loader cranes in accordance with health and safety requirements from the Machinery Directive. .
Note: It specifies the minimum requirements for design, calculation, examination and testing of hydraulically powered cranes and their mounting on vehicles or static foundations.
EN12999:2009 European Standard
The European Standard is a rule and originates from a public standardization process (CEN). (CEN frz. Comite Europeen de Normalisation) .
Note: The CEN is responsible for European Standards (EN) in almost all technical areas amongst others also for the EN 12999. A working group existing of representatives of authorities and producers making a draft standard, this draft will be ratified by the CEN committee. After the ratification the European Standard must be adopted unchanged into the national standards. (Austria

EN12999:2009 Definition of loader crane 3.1.1 Loader crane ..powered crane comprising a column, which slews about a base, and a boom system which is attached on to the top of the column. The crane is usually fitted on a commercial vehicle (including trailer) with a significant residual load carrying capability. Loader cranes are designed for loading and unloading the vehicle as well as for other duties as specified by the manufacturer in the operator's manual. NOTE 1: A loader crane, as defined above in 3.1.1, installed on a static foundation is still considered a loader crane.

EN12999:2009 Extract from the operators manual
EN12999:2009 Motion Limiter 5.6.5.1 Unless the geometry of the crane ensures that the boom system remains stable in all working positions (e.g. booms approaching or passing the vertical), the crane shall be equipped with motion limiters for that purpose. This requirement does not apply to movements for coming in to or out of transport position.

existing boom angle monitoring system will be extended to limiting the maximum angle of the boom system in relation to the load situation of the crane.
It
will be applied on all cranes with linkage system from a certain number of extension upwards.

EN 12999:2009 Limiting and indicating devices 5.6.1.8 For cranes with a rated capacity of 1000 kg or above, or a maximum net lifting moment of 40000Nm or above, the stability of the vehicle shall be included in the safety function of the rated capacity limiter.
NOTE: Stability in this case means: Deployment of every stabilizer is monitored by the rated capacity limiter and the rated capacity is reduced or the crane is stopped, if not fully deployed.

EN 12999:2009 Securing for transport 5.4.3.1 When the boom system of a vehicle mounted loader crane is to be parked on the load platform or on top of the load during transport, an indicator (e.g. angle sensor) shall be provided, see 5.6.1.3. 5.6.1.3 A warning visible and audible from the transport driving position shall indicate when the crane height exceeds a predetermined maximum (as described in 7.2.3.4). The audible warning may be silenced by an acknowledgement button or by a signal that the parking brake of the vehicle is engaged.

EN 12999:2009 Control Stations
5.8.1. The control station for stabilizer extension deployment shall only operate movements in full view of the operator. These requirements also apply to stabilizer extensions that are remote controlled, in which case a device shall be provided that detects that the operator can have a clear view of a stabilizer extension before it may start to extend.
