1. OBJETIVO El propósito de esta norma es establecer las características técnicas adecuadas de los equipos utilizados para medición de energía eléctrica (medidores, transformadores para instrumentos de medida, equipos auxiliares de medida, entre otros.). Las características de estos equipos están definidas en función de las características propias de la instalación eléctrica en el punto de conexión y de las características propias de la carga a medir. 2. FUNCION Esta norma aplica para todas las instalaciones eléctricas que están conectadas a las redes eléctricas de EPM y que requieran conectarse de una manera indirecta o semidirecta para el registro de la energía eléctrica consumida, para efectos de control o de comercialización. 3. DEFINICIONES DEFINICIONES Para los propósitos de esta norma aplican las siguientes definiciones, la gran mayoría de éstas son tomadas de la norma NTC 5019 versión 2007-03-21:
Acometida eléctrica. De acuerdo con el RETIE es Derivación de la red local del servicio respectivo que llega hasta el registro de corte del inmueble. En edificios de propiedad “
horizontal o condominios la acometida llega hasta el registro de corte general.” Y de acuerdo con la CREG 070 de 1998 1998 : “Derivación de la red local del servicio respectivo que llega hasta el registro de corte del inmueble. En edificios de propiedad horizontal o condominios y, en general, en las Unidades Inmobiliarias Cerradas de que trata la Ley 428 de 1998, la acometida llega hasta el registro de corte general”.
Ajuste de un instrumento de medida. Son medida. Son las operaciones para reducir, en la medida de lo posible, el error de indicación de los equipos de medida. En otras palabras, es realizar aquellos procedimientos destinados a llevar a un instrumento a un estado de utilización.
BIL (B as ic Ins ula ulation Level Level) es el Nivel Básico de Aislamiento por su traducción del inglés y corresponde al límite hasta el cual un equipo puede soportar el impulso debido a las descargas atmosféricas. El impulso se genera en el aislamiento debido a la alta tensión, sobretensiones y picos debido a las descargas atmosféricas. Calibración. Conjunto de operaciones que establece bajo condiciones específicas, la relación entre las señales producidas por un instrumento y los correspondientes valores de referencia de un instrumento patrón.
Carga nominal ( Burden). Es el valor de la carga que se pueden conectar en el secundario del transformador de medida, expresada en voltamperios (VA) u Ohms con un factor de potencia determinado. De acuerdo con lo anterior, para el cálculo del burden se deben conocer las cargas correspondientes a los instrumentos de medición y los conductores empleados para llevar las señales eléctricas.
Carga o capacidad instalada. De acuerdo con la resolución CREG 070 de 1998:
Carga instalada o capacidad nominal que puede soportar el componente limitante de una instalación o sistema eléctrico.”
Cargabilidad. Se define como la relación entre la corriente máxima y la corriente nominal.
Corriente térmica nominal de corta duración ( Ith ). Es el valor RMS (eficaz) de la corriente primaria que el transformador transformado r puede soportar en 1 segundo, con el secundario en corto sin sufrir daños y sin sobrepasar la temperatura de los devanados. La corriente térmica se expresa de la siguiente manera:

Corriente dinámica nominal (I dyn ). Es el valor máximo o pico de la corriente primaria primari a que el transformador puede soportar cuando el secundario está en cortocircuito sin sufrir daño eléctrico o mecánico. La corriente dinámica se calcula así: Idyn Idy n = 2.54 * I th
Clase de exactitud. Designación asignada a medidores, transformadores de corriente y de tensión, cuyos errores permanecen dentro de los límites especificados para las condiciones de uso prescritas.
Corriente a plena carga. Valor de corriente máxima en una instalación eléctrica calculado con base en la capacidad instalada.
Corriente básica (lb). (lb). Valor de la corriente de acuerdo con el cual se fija el desempeño de un medidor de conexión directa.
Corriente máxima (Imáx). Máximo valor de la corriente que admite el medidor cumpliendo los requisitos de exactitud de la norma respectiva. Para medidores conectados a través de transformadores de corriente, la corriente máxima del medidor corresponde al valor de la corriente máxima admisible en el secundario del transformador transforma dor de corriente. Los valores normalizados de la corriente máxima son 120 %, 150 % y 200 % de la corriente nominal.
Corriente nominal (ln). Valor de la corriente de acuerdo con el cual se fija el desempeño de un medidor conectado a transformadores.

Corriente primaria nominal. El valor de la corriente primaria en la cual se basa el funcionamiento del transformador.
Corriente secundaria nominal. El valor de la corriente secundaria en la cual se basa el funcionamiento del transformador.
Corriente primaria nominal extendida. El valor de la corriente primaria, por encima del valor de la corriente primaria nominal, hasta el cual se garantizan los requerimi entos de exactitud del transformador de corriente definidos en la NTC 2205 para la corriente primaria nominal.
Equipo de medida. Conjunto de dispositivos destinados a la medición o registro del consumo de energía.
Frecuencia nominal o de referencia. Valor de la frecuencia en función de la cual se fija el desempeño del medidor.
Índice de clase. Número que expresa el límite del error porcentual admisible para todos los Ib, e Imáx, Imáx, o entre 0,05 In e Imáx con factor de valores del rango de corriente entre 0,1 Ib, potencia unitario (y en caso de medidores polifásicos con cargas balanceadas) cuando el medidor se ensaya bajo condiciones de referencia (incluyendo las tolerancias permitidas sobre los valores de referencia) tal como se define en la parte relativa a requerimientos particulares.
Instalación eléctrica. Conjunto de aparatos eléctricos y de circuitos asociados, previstos para un fin particular: generación, transmisión, transformación, rectificación, conversión, distribución o utilización de la energía eléctrica.
Medidor electromecánico. Medidor en el cual los flujos producidos por las corrientes que circulan en bobinas fijas, reaccionan con las corrientes inducidas por estos flujos en un elemento móvil, generalmente un disco, haciéndolo mover de tal forma que el número de revoluciones es proporcional a la energía a ser medida.
Medidor estático. estático. Medidor en el cual la corriente y la tensión actúan sobre elementos de estado sólido (electrónicos) para producir una salida proporcional a la energía a ser medida.
Medidor de energía prepago. Equipo de medida o dispositivo que permite el control de la entrega y registro del consumo al suscriptor o usuario, de una cantidad de energía eléctrica por la cual paga anticipadamente.
Medidor de energía activa. Instrumento destinado a medir la energía activa mediante la integración de la potencia activa con respecto al tiempo.
Medidor de energía reactiva. Instrumento destinado a medir la energía reactiva mediante la integración de la potencia reactiva con respecto al tiempo.
Medidor multi-tarifa. Medidor de energía provisto de un número de registros, cada uno de los cuales opera en intervalos de tiempo específicos correspondientes a tarifas diferentes.

los transformadores de medida. Ésta se da entre la tensión primaria nominal y la tensión secundaria nominal, y entre la corriente primaria nominal y la corriente secundaria nominal. Factor de cargabilidad. Relación entre la corriente primaria nominal extendida y la corriente
primaria nominal del TC. 4. TIPOS DE EQUIPOS DE DE MEDIDA Para medir la energía eléctrica se tienen tres tipos de medida, dependiendo si la conexión a la red es directa o indirecta mediante elementos de transformación. 4.1
EQUIPO PARA MEDICIÓN DIRECTA
En este tipo de medida, los equipos se conectan directamente a la tensión y a la corriente del servicio eléctrico, sin la necesidad de requerir Transformadores de Corriente (TCs) o Transformadores de Tensión (TPs). 4.2
EQUIPO PARA MEDICIÓN SEMI-DIRECTA
Para la medición semi-directa de energía se utiliza el (los) medidor(es) de energía (activa y/o reactiva) y un TC por cada fase que alimenta la carga. 7. REQUISITOS DEL CÓDIGO DE MEDIDA Los criterios establecidos en este capítulo fueron tomados de la resolución CREG 025 de 1995 y de la Resolución CREG 038 de 2014, y tienen aplicación para aquellas instalaciones eléctricas que correspondan a fronteras comerciales del Mercado Mayorista independiente del nivel de tensión al cual están conectadas. 7.1

7.2.2 Para potencias instaladas mayores o iguales a 100KVA y menores 30MVA, (Punto de medición tipo 2 y 3), los transformadores de corriente deben ser 0.5 S (gama extendida). 7.2.3 El artículo 9 establece la verificación del error porcentual en la medida debido a la caída de tensión que se generan en las señales de los transformadores transformador es de tensión. El error porcentual máximo (en módulo y fase), a un factor de potencia 0.9, introducido en la medición de energía por la caída de tensión en los cables y demás accesorios ubicados entre los circuitos secundarios de los transformadores de tensión y el equipo de medida no debe superar el 0.1%. El cálculo de este error deberá estar documentado en cada sistema de medición, reposar en la hoja de vida de que trata el artículo 30 del código de medida y estar disponible para las verificaciones correspondientes. Es decir, que en sentido práctico, es necesario verificar esto en el nivel de tensión III, donde es probable que las señales de tensión tengan recorridos largos, y se pueda sobrepasar este valor. 7.3 UBICACIÓN DE DE LAS FRONTERAS FRONTERAS COMERCIALES De acuerdo a la Resolución CREG 038 de 2014, Artículo 19, el punto de medición debe coincidir con el punto de conexión. En el caso de que la conexión se realice a través de un transformador, el punto de medición debe ubicarse en el lado de alta tensión del transformador. Por lo tanto, en los casos de instalaciones con medida en el nivel de tensión I, que requieran cambiarse de comercializador, que sean propietarias del transformador y que éste solo sirva a esa instalación, es obligatorio que el equipo de medida se cambie al nivel de tensión II para autorizarse dicha frontera comercial. 7.4 MEDIDORES DE ENERGÍA Todos los sistemas de medición deben contar con el tipo de conexión acorde con el nivel de tensión y el consumo o transferencia de energía que se va a medir. En las fronteras de generación, las fronteras comerciales conectadas al STN y las fronteras de los puntos de medición tipos 1 y 2, se deberán instalar dos medidores (principal y de respaldo), para las mediciones de energía activa y reactiva. En los puntos de medición en los que se presenten o se prevean flujos de energía en ambos sentidos se deben instalar medidores bidireccionales para determinar de forma independiente el flujo en cada sentido.

En el caso que los plazos sean superados, los elementos del sistema de medición deben someterse a una nueva calibración. 7.9 MEDIDOR DE ENERGIA REACTIVA En los puntos de medición asociados a las fronteras de generación, las fronteras de comercialización conectadas al STN y en los puntos de medición que se encuentren ubicados en niveles de tensión iguales o superiores a 57,5 kV se deben instalar medidores de energía reactiva bidireccionales. Para niveles de tensión inferiores a 57,5 kV, el OR puede exigir al represe ntante de la frontera la instalación de medidores de energía reactiva cuando al realizar mediciones previas se verifique el consumo en exceso de energía reactiva de acuerdo con lo establecido en la Resolución CREG 097 de 2008 o aquella que la modifique, adicione o sustituya. De acuerdo a la norma NTC 5019, se debe instalar medidor de energía reactiva cuando la Capacidad Instalada (CI) sea mayor de 15 kVA, excepto para los casos que el ente regulador especifique. 8.
