BUILDING SERVICES - GENERAL 30.1
General The specifications outlined in this volume is in addition to Volume 1 Conditions of Contract that also forms part of the Scope Sco pe of Work. W ork. These specifications specif ications shall be read in conjunction with Sections 31 and 32 of this Volume and the drawings.
30.2
Approved Approved Sub-contractors
30.2.1
The Building Services installations shall be sub-let by the Contractor in accordance with the Contract to the following approved specialist Sub-Contractor: Engineer’s Office – Construction & Maintenance Division

The contractor shall submit his tender bid based on the approved list of specialist subcontractors furnished above. Should the contractor wish to carry out all or part of the works by himself or employ specialist sub-contractors outside the furnished list of approved sub-contractors, an alternative tender bid amount should be submitted alon gside the fully compliant main tender bid. All alternative tender bids should be accompanied with an application for approval to the Engineer identifying which part of the works he wishe s to sub-contract, the details of the alternative sub-contractors and compliance statement undertaking full compliance to project specifications and requirements. The acceptance of any of the alternative tender bids is at the Engineer’s discretion. Should the Engineer during the tender tende r evaluation do not approve the alternative subcontractor, the fully compliant base tender bid shall be considered for final evaluation.
30.3
Scope of Work
30.3.1
These specifications specificatio ns relate to the Building Services installations. The Contractor is responsible for the supply, sup ply, co-ordination, installation, testing testi ng and commissioning of all of the Building Services.
30.3.2
The scope of work shall include the whole of the labour and unless otherwise indicated, all the materials necessary to form a 'complete installation' and such

commissioning and testing as are prescribed in subsequent clauses and as may otherwise be required to give an effective and safe working installation. 30.3.3
The words 'complete installation' above shall mean not only the major items of plant and equipment covered by the specifications detailed in clause 30.1 'General' but all incidental sundry su ndry components necessary nece ssary for the complete execution execution of the Works and for the proper operation of the installation, with their labour charges, whether or not these sundry components are mentioned in detail in the Tender Documents.
30.3.4
The words 'as indicated', 'where indicated' or 'unless otherwise otherwise indicated' refer to items or requirements which are or may be given elsewhere in the Tender Documents.
30.3.5
The project development has been planned in two Phases, the extent of which has been set out in the drawings. Phase – 1 : Phase – 2 :
Shell & Core Construction. Interior Fit-out Construction.
Under Phase –1 of the project, all plant elements and primary distribution elements of building services shall be supplied, installed, tested and commissioned. Under Phase –2, the secondary seconda ry distribution of building services shall be carried out in co-ordination with Interior Design and to suit the scheme to be developed by the Interior Designer. The Building Services Contractor shall, however, be responsible for both the phases and setting and re-adjusting the systems on completion of interior fit-out works. The air conditioning system and electrical electric al power systems shall be made operational prior to commencement of interior fit-out works and the contractor shall operate and maintain the operating systems throughout the Phase – 2 works. The formal taking over of the Building Services installations shall be effective subsequent to completion of Phase – 2 works. A supplementary “Taking Over Certificate – Building Services Installations” shall be obtained by the contractor from the Engineer/Client which shall form fo rm part of the completion documents of the project.
30.4
Operating Conditions It is a requirement for f or all equipment, app apparatus, aratus, materials and machines to be suitably rated for the local adverse ambient conditions which are as follows: Minimum ambient temperature in winter Maximum ambient conditions in summer Maximum relative humidity

30.5
Electricity Supply
30.5.1
Unless otherwise indicated all apparatus and wiring shall be suitable for use with a 3 phase, 4 wire, 400/230 400/23 0 volt, 50 Hz earthed neutral system with an overall power factor of not less than 0.9 lagging.
30.5.2
Unless otherwise indicated, all electrical equipment shall be suitable for use in ambient temperatures of 50 deg. C. Equipment shall be proof against atmospheric corrosion, including that of saline air and materials shall not be susceptible to mould growth or

attack by vermin.
30.6
Regulations
30.6.1
Meet the requirements of the General Conditions of Contract.
30.6.2
Meet the requirements and recommendations of all authorities having jurisdiction.
30.6.3
All work shall be carried out in accordance with the relevant Safety Regulations applicable to the Site.
30.6.4
The installations shall comply with all relevant statutory instruments and regulations current at the date of Tender (unless stated otherwise in this Specification or on any Drawing) as follows: -

30.6.5
Do not reduce the quality of work specified and/or shown on drawings because of regulatory requirements. Where W here the contractor finds apparent appa rent discrepancies between between these drawings and specifications and the above requirements, the contractor shall notify the Consultant/Engineer Consultant/Enginee r in writing and obtain clarification before before proceeding with the work.
30.6.6
Give all necessary notices, obtain all permits and pay for all governmental fees, taxes and other costs in connection with the work. File all necessary Contract Documents,

prepare submission and obtain approval of regulatory bodies having jurisdiction.
30.7
Compliance with Standards The equipment and installations shall comply with all relevant British Standards and Codes of Practice. In the event of a discrepancy between the specifications and any British Standard or Code of Practice, this Specification shall be followed. Throughout the execution of the works, the Contractor shall be responsible for ensuring compliance with the requirements listed in this specification and shall notify the Engineer of any infringements which directly or indirectly detract from the safe and satisfactory operation of the installation(s) whether or not such infringements relate to the association works of others. Provide new materials and equipment of proven design and quality. Provide current models of equipment equipmen t as specified of proprietary manufacture, having agency or trade licence in United Arab Emirates. Workmanship and installation methods shall conform to the best modern practice. Employ skilled skille d tradesmen to perform work under the direct supervision supervision of fully qualified qualified personnel. Install equipment equ ipment strictly in accordance acco rdance with manufacturer’s manufacturer’s written recommendation recommendations. s. Meet ASHRAE, CIBSE and other industry standards in the sel ection and provision of equipment, materials, pipe and duct components and systems. 30.8
Drawings and Measurements Drawings show general design and arrangement of M+E system installation, and diagrammatic. Obtain further clarification of Drawings or Specifications from Consultant/Engineer prior to installation. 30.9
Co-ordination

30.9.1
The Contractor shall work from the drawings and specifications specifica tions provided for Tender purposes by the Engineer. These drawings show the design intent having taken into account the buildings and all services so that plant rooms, services voids and ducts are adequate for the accommodation of plant and services.
30.9.2
Examine the site and all Contract Documents prior to bid submission. No allowance will be made for any difficulties encountered due to any features of the building, methods of construction, cons truction, site or surrounding public and private property which existed up to the bid close.
30.9.3
The Contractor shall be responsible for co-ordinating the works and shall produce such drawings as are necessary for co-ordination and for the proper installation of plant and services. These drawings shall take into account. (a) (b) (c) (d)
The final choice of equipment. The inter-relationship of all engineering systems servicing the buildings and their relationship to the buildings. Accepted good practice for the installation of Mechanical and Electrical systems. In order to achieve detailed co-ordination the Contractor may depart from the Engineer's drawings subject to the approval of the Engineer.
30.9.4
Identify and resolve interference problems prior to prefabrication and installation of equipment. Submit interference drawings for review upon Consultant/Engineer’s request.
30.10
Shop Drawings
30.10.1
Within Withi n two weeks of the instruction to commence the Contract the Contractor shall submit to the Engineer for approval the following shop drawings: (a) (b) (c) (d)
Builders work drawings Detailed plant room drawings Detailed building services layout and fabrication drawings Purpose made diagrams detailing separately all the composite electrical circuit and wiring layouts.

Shop drawings of all equipment and items made 'off Site'. All drawings must be approved by the Engineer within four weeks of signing the contract or as directed by the Consultant/Engineer. 30.10.2
Shop drawing shall be A1 size, all units and dimensions in SI units, symbols shall follow the same pattern and Legend as used on the tender drawings.
30.10.3
Shop drawings shall be in English and include complete data on the equipment including physical dimensions and other information required for installation, performance capabilities and limitations, and schedules indicating locations where more than one type of an item is to be used.
30.10.4
If abbreviations are employed for the designation of components, an integral schedule shall be provided on the drawings to explain the meanings of the abbreviations.
