Chapter I INTRODUCTION On January 2, 1991, The Bureau of Jail Management and Penology was created thru R.A. 6975 as a line Bureau under the Department of Interior and local Government. The Jail Bureau is the upgraded version of its forerunner. The Bureau of Jail Management and Penology referred to as Jail Bureau, is the agency of the government that is focused on the rehabilitation of the inmates and reform them to be law-abiding and productive citizens of the community. It is more concerned on the treatment of inmates, as a physician does to sick person and design to encourage and enhance the imamate self-respect. Correction as one of the Five Pillars of Criminal Justice System is considered as the weakest pillar. This is because of its failure to deter individuals in committing crimes as well as the reformation of inmates. This is evident in the increasing number of inmates. This evident in the number of inmates in jails or prison. Hence, the need of prison management is necessary to rehabilitate inmates and transform them to a lawabiding citizens after their release. Correction is the fourth pillar of the Criminal Justice System. This pillar takes over once the accused, after having been found guilty, is meted out the penalty for the crime committed. He can apply for Probation or he could be turn over to non-institution or institutional agency or facility for custodial treatment and rehabilitation. Every Inmates/Prisoners who had been committed a crime and found guilty and convicted of final judgment are still part of our society. They still have the right to be treated as human beings. Everyone deserves second chance. It is necessary that nowadays, wrongful things happened even inside the penitentiary. The inmates/prisoner is under the custody of the Bureau of Jail Management and Penology. Roberts (1934) – The safer prison management and effective prison discipline through the reduction of vain. Vain in prison is risky. It can give rise to boredom and frustrations that can explode in disputes among inmates and in attacks by inmates upon prison staff. Prison industrial activity is, first and foremost, a management tool. It enhances discipline within prison by keeping inmates occupied and by raising their moral. During the 20th century, periods of greatest unrest in prisons throughout the United States have coincided with periods of depression in prison institution.
RATIONALE: The study aims to determine the level of hope of inmates of the Bureau of Jail Management and Penology in Urdaneta City District Jail. The researchers will conduct study to know the inmate’s
level
of
hope
and
productivity
after
serving
their
sentence. The respondents are the inmates of the Bureau of Jail Management and Penology in Urdaneta City, Pangasinan. The data that will be gather from the survey questionnaires will be tally, analyze, and interpret by the researchers using statistical tools.
THEORETICAL/ CONCEPTUAL FRAMEWORK The Bureau of Jail Management and Penology is one of the five pillars of the Criminal Justice System of the Philippines. It was created to address growing concern of jail management and penology problems. Primarily, its clients are detainees accused before a court who are temporarily confined in such jails while undergoing investigation, waiting final judgment and those who are serving sentence declared by the court for three (3) years and below. The BJMP manual (1996) that the concern of the jail authority is to confine inmates safely, institute correctional measures and provide rehabilitation services that would deter criminal inclination and rebuild favorable values, making them law-abiding and productive citizens again. The Philanthropy approach must emphasize. A person while confined in the jail would not have the impression that he/she is an enemy of society but rather a part of society. It is calculated into his mind that as a member of the society, he is also responsible for the maintenance of peace and order in the community; putting him in jail is not only for punishment of the act committed but also to rehabilitate and reform him so far that after his release from confinement. The objectives of the jail system in the country from which the other system emanate are geared toward the intention for correctional purposes and rehabilitation of inmates. An inmate is interviewed and screened by the staff from the case management, medical and mental health units. Afterwards, an inmate is assigned to the Admission and Orientation (A&O) Program, where he/she receives a formal orientation to the programs, services, policies, and procedures of that facility. This program provides an introduction to all aspects of the institution. Research has conclusively demonstrated that
participation in a variety of programs that teach marketable skills helps to reduce recidivism. Additionally, institution misconduct can be significantly reduced through programs that emphasize personal responsibility, respect, and tolerance of others. Accordingly, the Bureau of Penology offers a wide variety of programs opportunities for inmates that teach Prosocial and Life-skills. These programs include vocational training, the life, connection programs, parenting programs, and mock job fairs. This study assess the inmates level of hope as well as he productivity of inmates in Bureau of jail Management and Penology, Urdaneta City District Jail, Urdaneta City, Pangasinan. Figure 1 shows the paradigm of the study. The Paradigm presents the relationship of independent variables and the dependent variable. The independent variables are profile of the inmates in terms of crime committed according to: a.) Years of Imprisonment b.) Sentence c.) Age at the time of Conviction Dependent variable is the Inmates Level of Hope of Bureau of Jail Management and Penology. Urdaneta City District Jail. And the moderator variable is the Inmates of Bureau of Jail Management and Penology.

SIGNIFICANCE OF THE STUDY This study will give us an insight of inmates still have hope despite of the crimes they committed and its level. In connection, knowing the productivity of inmates or can be a consideration to give them second chance and to lessen the discrimination we put to them especially when they are already released. Thus, this study will add to the existing literatures about the inmates or prisoners level of hope that can support or contradict the existing findings about the said topic.
