EXECUTIVE ORDER NO. 13 AN ORDER APPOINTING THE TH E GENDER AND (GAD) FOCAL PERSON
DEVELOPMENT
WHEREAS, Executive Order No. 12, enacted on 08 September 2010, created the Gender and Development (GAD) Focal Point for the years 2010 to 2013; WHEREAS, the GAD Focal Point is entrusted with the duty to establish GAD programs, projects and activities and other gender-related plans; WHEREAS, GAD programs can be efficiently and effectively implemented through the designation of a capable person to personally coordinate, put into operation and execute such programs; NOW, THEREFORE, I, ARNEL F. MENDOZA, Municipal Mayor of the Municipality of Bustos, Province of Bulacan, by virtue of the powers vested upon me by law, do hereby order: S ECTION 1. A PPOINTMENT OF THE G ENDER AND D EVELOPMENT (GAD) O CAL P ERSON . – The Gender and Development (GAD) Focal Point shall have a F OCAL GAD Focal Person who shall implement the GAD programs, projects and activities. For this purpose, the Municipal Social Welfare and Development Officer shall serve in this capacity. S ECTION
2. D UTIES
R ESPONSIBILITIES OF THE G ENDER D EVELOPMENT (GAD) F (GAD) F OCAL O CAL P ERSON . – The GAD Focal Person shall: AND

1. Implement the GAD Action Plan; 2. Catalyze, coordinate, provide direction, monitor and serve as technical adviser on programs and projects on women, gender and development concerns within the Municipality; 3. Advise and assist the GAD Focal Point and discharge its duties in between between its meetings; 4. Ensure that all barangays shall prepare a GAD Plan addressing gender issues of their locality following Sections 16 and 17 of the Local Government Code of 1991 and other related provisions; 5. Serve as secretary to the GAD Focal Point, keeping and maintaining all its records and preparing necessary documents; and 6. Submit to the Municipal Mayor at the end of every three (3) months progress reports on the implementation of GAD programs and an End Project Report (EPR) at the end of every activity, event or project, together with an in-depth liquidation of expenses. S ECTION 3. S EPARABILITY C LAUSE . – If any provision of this Order or its application to any person or circumstance is held invalid, then the invalidity shall not affect other provisions or applications of this subchapter which can
be given effect without the invalid provision or application, and to this end the provisions of this Order are severable. S ECTION 4. R EPEALING C LAUSE . – All orders, issuances, rules and regulations or parts thereof, which are inconsistent with this Order are hereby revoked or modified accordingly. S ECTION 5. E FFECTIVITY . – This Executive Order shall take effect upon approval. —• —
