Title : Tolls On Roads and Expressways Should Be Abolished
Organisational Pattern : Monroe's Motivated Sequence

General Purpose : To persuade
Specific Purpose : To persuade my audience to oppose the
implementation of tolls on our roads and expressways.
Central Idea : Implementation of tolls on our roads posed many
disadvantages and burdens to the people. Therefore, we
must change the system or the oppression to the people
will go on.
Introduction
I. Most of everyone have at least one car per family for the means our
transportation.
II. We use it to travel from a place to another around cities and even
countries.
III. Especially in the city, we will encounter at least one toll booth
during our daily commute.
A. There are 21 expressways in Klang Valley area alone.
IV. I want all of you to ask yourself do the amount charged in our toll
booths are really justifying the accommodations they really
provide?
A. Amount charged for a journey in North-South Expressway from Shah
Alam to Penang or Johor Bahru is around RM45.
B. The toll prices never been reduced but in fact it is getting
higher over time since its first operation.
V. As a student, I never thought of how much the burdens that our
tolls cause to us citizen, working people and especially to the
poor and the low incomes.
VI. After experiencing it almost every day, I have done an extensive
research for this speech, road and expressways tolls should be
abolished.
VII. Today, I hope to persuade each of you oppose the implementation of
tolls and support its abolishment.
VIII. Because its implementation pose many disadvantages and burdens to
the people, we must against the tolls system or the injustice and
oppression will go on forever.
(Transition: Let's look more closely on why these tolls should be
abolished.)
Body
I. Although expressways and new roads provides faster and shorter
driving distance, the price of tolls charged are really does not
justify the benefits it gives.
A. The government are responsible in providing the infrastructure
needed and that benefits its people.
1. North-South Expressway construction cost is only
RM5.9 billion.
a. However, according to Works Minister Datuk
Fadillah Yusof, the overall toll collected was
RM36.39 billion at the end of 2015.
b. "Even if we took into account maintenance and
widening of roads, such extra cost cannot
exceed this RM36.39 billion collected from the
public" said Lim Guan Eng, Penang chief
minister.
1. Toll roads are literally a monopoly sanctioned and
protected by the state.
a. Citizen and highway users have no channel to
influence toll road management and pricing
decisions.
b. Upgrades and improvements to any highway viewed
as competing with the toll road are likely to
be ignored.
A. Greatly reduce and avoid serious traffic congestions on our
daily commute.
1. Queuing to pay the tolls really took a lot of time.
a. One can queue for as long as 30 mins in rush
hour to reach the toll booths.
2. Blocked roads due too long queues at the toll booths.
a. Traffic jams can affect kilometers of road
blocking users of touch and go and smart tags.
i. Long queue on ticket lanes blocking the
cashless system lanes.

B. Lessen the people's burden and expenses on transportation.
1. Tolls pricing are highly charged by the private
concession approved by the government.
A. An average toll charged about RM1.50 to RM2.50,
people spend about RM88 a month using this tolled
roads.
2. Rebates offered are not really helping the road
users.
A. These rebates does not automatically deducted the
moment we pay the tolls. We have to claim it at
the PLUS customer service counter and after 12
months without claim it become voided.
(Transition: So what's the solution?)
II. We can counter this problem by making some changes in our toll
system and its pricing.
A. Abolish toll booths on specific very highly congested roads.
B. Change the pricing of the tolls after the construction cost of
the roads and expressways are returned.
C. Implementation of Electronic Road Pricing(ERP) like in
Singapore.
(Transition: Our road system will be more efficient and fair if we abolish
these tolls or reform the system.)
III. There will be serious repercussions if we do not change the way our
tolls are implemented or abolished completely.
A. The situation we are facing now will only get worse in the
future.
1. Road congestion will be critically worse as there
will be more vehicles on the road.
2. Expressways concessions will only increase the toll
pricing due to profits and inflations.
Conclusion
I. Tolls on roads and expressways should be abolished as it does not really
benefit to the people and road users.
II. Hence, everyone should be aware how tolls really affect our financial
and productivity, all of us should encourage your friends and family to
oppose this sanctioned monopoly.
III. From now on, this injustice and unfair system should be eliminated for
the better.
IV. We can prevent the oppression and monopoly by these private
concessionaires by standing and speak up to the government if we all just
agree and support that these tolls should be abolished once and for all.
