What is the Katipunan ng Kabataan? The Katipunan ng Kabataan (KK) is an assembly o youth in the barangay composed o all Filipino citizens at least 15 to less than 18 years o age who are actually residing in the barangay or at least 6 months and registered in the list o the Sangguniang Kabataan or in the ocial barangay list in the custody o the barangay secretary. The Sangguniang Kabataan (SK) is the youth council or body tasked to govern the KK which shall be composed o the ollowing: 1. SK Chairman 2. 7 SK Members The SK secretary and the SK treasurer shall be appointed by the SK chairman rom among the SK members.
ADMINISTRATIVE REQUIREMENTS OF NEWLY ELECTED SANGGUNIANG KABATAAN (SK) OFFICIALS UPON ASSUMPTION TO OFFICE Within thirty (30) days upon assumption to oce, the Sangguniang Kabataan ocials shall accomplish and submit the ollowing: 1.
Oath or Armation o Oce in the prescribed orm, which shall be led with the oce o the SK Chairman and the Civil Service Commission [Sec. 92, LGC and Sec. 40, Admin. Code];

Sworn Statements o Assets, Liabilities and Net Worth (SALN), list o relatives within the 4 th civil degree o consanguinity or anity in government service; and 1

Personnel Data Sheet (PDS) [Sec. 91 (a), LGC].
The SALN and PDS shall be led with the Oce o the Deputy Ombudsman o their respective region and to the Oce o the SK Chairman. [Rule VII, Sec. 1 (c) (3), IRR o RA 6713]

I.
The Sangguniang Kabataan
The Sangguniang Kabataan as the representative o the youth shall perorm the ollowing: a.) Promulgate resolutions necessary to carry out the objectives o the youth in the barangay; b.) Initiate programs designed to enhance the social, political, economic, cultural, intellectual, moral, spiritual and physical development o the members; c.) Hold und raising activities, the proceeds o which shall be tax exempt and shall accrue to the general und o the SK: provided however, that in the appropriations thereo the specic purpose or which such activity has been held shall be rst satised; d.) Create such bodies or committees as it may deem necessary to eectively carry out its programs and activities; e.) Submit annual and end-o-term reports to Sangguniang Barangay on their projects and activities or the survival and development o the youth in the barangay; .) Consult and coordinate with all youth organizations in the barangay or policy ormulation and program implementation; g.) Coordinate with the appropriate national agency or the implementation o youth development projects and programs at the national level; and h.) Exercise such other powers and perorm such other duties and unctions as the SB may determine or delegate or as may be prescribe by law or ordinance. [Sec. 426, LGC] 4

II. Sangguniang Kabataan Chairman The SK Chairman shall perorm the ollowing roles, duties and responsibilities: a.) An ex-ocio member o the sangguniang barangay and shall exercise the same powers, discharge the same duties and unctions, and enjoy the same privileges as the regular sangguniang barangay members [Sec. 430, LGC]; b.) Chairman o the committee on youth and sports development [Sec. 430, LGC] ; c.) Call and preside over all meetings o the Katipunan ng Kabataan and the Sangguniang Kabataan; e.) Implement policies, programs and projects within his jurisdiction in coordination with the sangguniang barangay; .) Exercise general supervision over the aairs and activities o the Sangguniang Kabataan and ocial conduct o its members, and such other ocers o the Sangguniang Kabataan within his jurisdiction; g.) With the concurrence o the Sangguniang Kabataan, appoint rom among the members o the Sangguniang Kabataan, the secretary .and treasurer, and such other ocers as may be deemed necessary; h.) Exercise such other powers and perorm such other duties and unctions as may be prescribed by law or ordinance; and [Sec. 432, LGC]

i.) Member o the Barangay-based Institutions, such as, but not limited to: 1. Barangay Development Council (BDC); 2. Barangay Peace and Order Committee (BPOC) pursuant to EO 366, DILG MC 2002-02 and POC 2002-05; 3. Barangay Council or the Protection o Children (BCPC) pursuant to PD 603, RA 7610 and DILG MC 2002-121; 4. Barangay Disaster Coordinating Committee (BDCC) pursuant to PD 1566; 5. Barangay Anti-Drug Abuse Council (BADAC) pursuant to DILG MC 99-236; 6. Barangay Ecological Solid Waste Management Committee (BESWMC) pursuant to RA 9003, DILG MC 2001-38 and DILG MC 2004-151.
III. Sangguniang Kabataan Secretary The unctions and duties o the Sangguniang Kabataan secretary are: a.) Keep all records o the katipunan and Sangguniang Kabataan; b.) Prepare and keep the minutes o all meetings o the katipunan ng kabataan and Sangguniang Kabataan; c.) Prepare all orms necessary or the conduct o registration, elections, initiatives, reerenda, or plebiscites, in coordination with the barangay secretary and the COMELEC; and d.) Perorm such other duties and discharge such other

unctions as the chairman o the Sangguniang Kabataan may prescribe or direct. [Sec. 432, LGC]
IV. Sangguniang Kabataan Treasurer The unctions and duties o the sangguning kabataan treasurer are: a.) Take custody o all Sangguniang Kabataan property and unds not otherwise deposited with the city or municipal treasurer; b.) Collect and receive contributions, monies, materials, and all other resources intended or the Sangguniang Kabataan and katipunan ng kabataan; c.) Disburse unds in accordance with an approved budget or the Sangguniang Kabataan; d.) Certiy to the availability o unds whenever necessary; e.) Submit to the Sangguniang Kabataan and to the sangguniang barangay certied and detailed statements o actual income and expenditures at the end o every month; and .) Perorm such other duties and discharge such other unctions as the chairman o the Sangguniang Kabataan may direct. [Sec. 433, LGC]

V. The Sangguniang Kabataan (SK) Task Forces There shall be in every barangay task orces to be organized as ollows: a.) Green Brigade Task Force Head - 1st SK Member Members - 10% o the katipunan ng kabataan b.) Livelihood and Entrepreneurship Task Force Head - 2nd SK Member Members - 10% o the katipunan ng kabataan c.) Disaster Coordination and Health Task Force Head - 3rd SK Member Members - 10% o the katipunan ng kabataan d.) Education Services. Moral Recovery Activities and AntiDrug Campaign Task Forces Head - 4th SK Member Members - 20% o the katipunan ng kabataan e.) Sports Program and Community Immersion Activities Task Force Head - 5th SK Member Members - 20% o the katipunan ng kabataan .) Inrastructure Task Force Head - 6th SK Member Members - 10% o the katipunan ng kabataan

g.) Legislative Works Task Force Head - 7th SK Member Members - 10% o the katipunan ng kabataan [Art. XVIII, Sec. 1, 2001 Katipunan ng Kabataan and Sangguniang Kabataan Constitution and By-Laws,]
VI. Meetings o the SK In order to ulll the above unctions, the SKs are expected to: a.)
Meet regularly once a month on the day, time, and place to be arranged among themselves;
b.)
Conduct special meetings that may be called by the SK chairperson or any three (3) SK members by giving a written notice to all members o the date, time, place, and agenda o the meeting at least one (1) day in advance;
Notices o regular and special meetings should also be given to the barangay captain and to the Sangguniang Barangay.
VII. Quorum Required A majority o all elected SK members shall constitute a quorum to transact ocial business. I there is no quorum, the presiding ocer may declare a recess until such time as a quorum is reached. A majority o the SK members present may also adjourn rom day to day and may orce the immediate attendance o

any member absent without good cause. They can do this by designating a member o the SK, with the assistance o local police orce member/s, to arrest the absent member and present him/ her at the session. I there is still no quorum, no business shall be transacted.
BENEFITS AND PRIVILEGES OF SK OFFICIALS a.) During their term, all SK ocials are exempted rom payment o tuition and matriculation ees while enrolled in public tertiary school including state colleges and universities (SUCs); b.) The SK chairman is entitled to the same compensation, allowances, emoluments and such other privileges enjoyed by the sangguniang barangay ocials; and [Sec. 434, LGC] c.) The SK chairman, as ex-ocio member o the sangguniang barangay, is entitled to the same leave privileges as those enjoyed by appointive local ocials.

Guidelines on how public ofcials conduct themselves It is important or all SK ocials to remember that they are covered by Republic Act 6713 or the “Code o Conduct and Ethical Standards or Public Ocials and Employees”, a guidelines on how public ocials, including SK ocials, are expected to conduct themselves. Specically, it provides that public ofcials are accountable at all times to the people and should discharge their duties with utmost responsibility, integrity, competence, and loyalty; act with patriotism and justice; lead modest lives; and uphold public interest over personal interest. 1.
Duties o public ofcials a.) Act promptly on letters and requests. SK ocials must respond to letters and requests sent by the public within teen (15) working days rom receipt thereo; b.) Submit annual perormance reports. SK Chairpersons and SK Federation Presidents should submit a perormance report o the local SK within orty-ve (45) working days rom the end o the year. This report should be open and available to the public within regular oce hours; c.) Process documents and papers expeditiously. Ocial papers and documents should be processed and completed within a reasonable time and should contain not more than three (3) signatories as much as possible; d.) Act immediately on the public’s personal transactions. Public ocials should attend to anyone who wants to avail o the services o their oces; and e.) Make documents accessible to the public. Ocial papers and documents should be readily available to the public within reasonable working hours.

2. Norms o Conduct o Public Ofcials The SK, as public ocials, should observe the ollowing as standards o personal conduct in the discharge and execution o ocial duties: a.) Commitment to public interest. SK ocials should uphold the public’s interest over and above personal interest; b.) Proessionalism. SK ocials should enter public service with utmost devotion and dedication to duty. They should perorm and discharge their duties with the highest degree o excellence, proessionalism, intelligence and skill; c.) Justness and sincerity. SK ocials should at all times respect the rights o others, and should rerain rom doing acts contrary to law, good morals, good customs, public policy, public order, public saety and public interest. They should not dispense or extend undue avors on account o their oce to their relatives; d.) Political neutrality. SK ocials should provide service to everyone without unair discrimination; e.) Responsiveness to the public. SK ocials should extend prompt and courteous service to the public. As much as possible, they should ensure openness and clarity o inormation; .) Nationalism and patriotism. Public ocials should at all times be loyal to the Republic and to the Filipino people; g.) Commitment to democracy. SK ocials should maintain the principle o public accountability and maniest the supremacy o civilian authority over the military. They should uphold the Constitution and put loyalty to country above loyalty to persons or party; and h.) Simple living. SK ocials should lead modest lives appropriate to their positions and income.
3. Prohibited acts and transactions or public ofcials 13

SK ocials should not engage in the ollowing unlawul acts and transactions: a) Financial and material interest. SK ocials should not, directly or indirectly, have any nancial or material interest in any transaction requiring the approval o their oce; b) Outside employment and other activities related thereto. During their term, SK ocials should not accept jobs in any private enterprise regulated by their oce or engage in the private practice o their proession, unless expressly allowed by the law; c) Disclosure and/or misuse o condential inormation. SK ocials should not use or share condential or classied inormation ocially known to them by reason o their oce and not made available to the public; and d) Solicitation or acceptance o gits. SK ocials should not solicit or accept, directly or indirectly, any git, gratuity, avor, entertainment, loan or anything o monetary value rom any person in the course o their ocial duties. This also includes gits rom a person other than amily or relatives during celebrations or estivities i the git is o signicant value or i the git is given in anticipation o, or in exchange or, a avor. The law does, however, allow SK ocials to accept
the ollowing kinds o gits or grants rom oreign government: 1.) Gits o nominal value; 2.) Gits in the nature o a scholarship, ellowship grant, or medical treatment; and 3.) Travel grants or expenses or travel taking place entirely outside the Philippines i such is consistent with the public interest and is permitted by the head o the oce to which he/she belongs. 14

4. Grounds or Disciplinary Actions Like any elective local ocial, SK ocials ace certain sanctions i they do not ulll their duties or use their powers properly. An SK ocial may be disciplined, suspended, or removed rom oce on any o the ollowing grounds: a.) Disloyalty to the Republic o the Philippines; b.) Culpable violation o the Constitution; c.) Dishonesty, oppression, misconduct in oce, gross negligence, or dereliction o duty; d.) Commission o any oense involving moral turpitude or an oense punishable by at least prison mayor; e.) Abuse o authority; .) Unauthorized absence or teen (15) consecutive working days, except in the case o members o the Sangguniang panlalawigan, sangguniang panlungsod, sangguniang bayan, and sangguniang barangay. g.) Application or, or acquisition o, oreign citizenship or residence or the status o an immigrant o another country; and h.) Such other grounds as may be provided in the Code and other laws. I. Basics o Parliamentary Procedure 1. What is Parliamentary Procedure? Parliamentary Procedure is a set o rules and precedent governing ormal proceedings o a deliberative body or assembly, as in the case o the provincial, city, municipal or barangay council. 2. What is the objective o the Parliamentary Procedure? It aims to ensure an order and smooth conduct o deliberations, which depends to a large measure on the skills o the presiding ocer (also reerred to as “The Chair” who controls all the discussion). 3. What are the “sessions o the sanggunian or council”? a. “Regular Sessions” are sessions which are convened at scheduled times and deal with both the general and usual business o the sanggunian, and b. “Special Sessions” are sessions which are called as the need arises to tackle specic item(s) or issue(s). 4. How to address the presiding ocer? During the sessions o the sanggunian, members address the presiding ocer as Mr. or Madam Chairman/ Chairperson; the chairperson reers to himsel or hersel in the third person. 5. How to address the members? Individual members o the body in session are reerred to in the third person. 17

or and the speakers who are against the motion. d.) No member shall speak the second time until all members who need to speak have had the chance. 12. How to terminate a debate? a.) To terminate the debate, the presiding ocer may signal this intention by asking the members: “Is the membership ready to act on the questions? b.) I there should be opposition, he may call or a voice vote or show hands. The Chair should see to it that the question has been adequately deliberated upon beore the Chair’s nal action. c.) On the other hand, a member may initiate to terminate the debate by saying: I move the previous question. This motion cannot be debated and must be put to vote immediately which requires a 2/3 vote o the members. [ISKOLAR-BOS Manual]
II. Minutes o a meeting or Session Minutes reers to the ocial document recording o what happens during session or meeting o a deliberative body like the Sangguniang Kabataan. 1. The Sangguniang Kabataan Secretary is responsible or the preparation o the minutes. In his absence,the Sangguniang Kabataan may choose rom among themselves a temporary secretary. 2. Minutes o the meeting shall contain the ollowing: a.) Name o organization calling or holding the meeting. 21

b.) The place or venue o the meeting/assembly. c.) Date and time o meeting. d.) Attendees e.) Agenda o the meeting .) Minutes o the previous meeting, which may refect data/ gures, letters, reports and legal papers that might be used as reerence to keep the meeting run smoothly and ruitully. 3. In preparing the minutes o the meeting, it shall be brie and shall cover the essential points.
III. How to drat and adopt SK Resolution A Resolution is an act o the Sanggunian Kabataan on matters involving ministerial unctions or duties, expressing its collective desire or an objective whose realization is dependent on another body or entity.
1. Essential parts o a Resolution: a.) Heading
- is that which indicates the origin o the resolution b.) Number - refects the series in the order o the local resolutions. c.) Title - expresses in a single sentence the substance o the entire resolution. d.) ‘Whereas” Clauses - that which enumerates the purpose o the resolution e.) Main Resolutory Portion- that which shows the name o the principal authors, the certication o the presiding ocer and attestation o the SK Secretary; and the nal approval o the SK Chairman.
