Statement on World Anti-Drugs Day

1. The poppy cultivations increase every year in the Union of Burma, especially in Kalaw Township, Aung Pan Township, Phekhun Township, Panglong Township, Laikha Township, Kaesi Township, Murng Nwan Sub-township, Kun Hing Township, Murng Pyin Township, Murng Pan Township, Murng Mit Township and Lashio District in Shan State. The Burmese Army collects taxes from poppy farmers and allows them to grow poppy freely. 2. Meanwhile, more drug refineries have been set up in various areas of Shan State by pro-junta militias, especially in Murng Nai Township, Hsi Hseng Township, Nam Zarng Township, Murng Hsu Township, Kun Hing Township, Lashio District, Tant Yan Township, Murng Fen Sub-township and Murng Kuk Murng Loon Sub-township. The Burma Army endorses and gets involved in the production of illegal drugs from these refineries through contracted local armed militias that carry out their bidding in exchange for protection.
3. Most of the drugs seized and destroyed in Thailand and China originate in the pro-junta militia groups. Restoration Council of the Shan State (RCSS) honors the Thai Government and Chinese Government for seizing of large amount of illegal drugs. 4.
As RCSS laid out its anti-drugs policy and eliminated the illegal drugs along Shan-Thai border from 2000 to 2005, no drug refinery is being set up in that area today. The drug refineries have been moved to set up near the towns that controlled by Burmese Army. To raid and destroy these refineries is beyond the strength of RCSS.

Because of the dangerous side effects of drugs, Shan State people have been facing many problems including social problem and mental problem as well as physical problem. To eradicate the illegal narcotic drugs, RCSS will cooperate with the international communities.
