introduction
This dossier sets out the competition Master Plan of Capital City has been prepared to brief for the design of the Capital Complex, a 367.26Ha area of the Capital that will house it’s most iconic landmarks. The following chapters outline the project context, technical specications and information on the requirements of the competition.
Government of Andhra Pradesh has initiated process of planning and development of “People’s Capital of Andhra Pradesh”, a world class new Capital City for Andhra Pradesh , named as ‘Amaravati’. The site for proposed Capital City with an area of approx 217 sq.km., is located between existing cities of Vijayawada & Guntur, in Andhra Pradesh, India. The Capital City has been named ‘Amaravati’ due to close proximity of new Capital City to historically signicant Buddhist archaeological heritage sites at Amaravati village, located within the Capital City Region. Government of Andhra Pradesh’s vision for new Capital City is to create a vibrant, inclusive, modern city for 2.5 million people ; a symbol of pride & achievement for people of Andhra Pradesh.

The 217 sq.km expanse of Capital City is planned to be developed in phases, as a smart city with implementation of urban infrastructure in tandem with growth of the new Capital City.

The proposed Capital Complex of civic Capital City (seat of governance & administrative hub) is envisioned as a contemporary, smart, green and sustainable urban environment, with both physical & symbolic relationship with its environmental and cultural context, r e f l e c t i n g democratic and inclusive values of people and the state. The Capital Complex, apart from housing buildings for apex institutions of Legislative, Executive & Judiciary of state of Andhra Pradesh, shall act and serve as a landmark central, grand public space of the new Capital City with unique architectural and urban design language suitable for the functional and symbolic requirements of the Capital Complex. The Capital Complex shall not only act as a place to conduct business, but shall also attain the status of a landmark public place for a much larger region, for the people of Andhra Pradesh to celebrate, participate and interact. The beautiful location of Capital Complex along Krishna river, provides a unique opportunity for development of large vibrant public realm and a skyline dening the new capital city’s iconic architectural, urban design and landscape character along the riverfront. The Capital Complex shall house buildings for key institutions of state like State Assembly, State Secretariat, High Court, Raj Bhavan ( Governor’s Residence), along with VIP Housing Enclave, Govt Housing, etc. along with ceremonial public space, civic plaza , river front dev., large landscaped greens etc. Capital Complex area shall also include space/area/buildings for MICE (meetings, incentives, conferencing and exhibitions) facilities for Govt & public use,
recreational facilities ( indoor & outdoor) , restaurants, F&B (food and beverage), retail etc for visitors, people, employees of Capital Complex. Capital Complex shall not be merely a cluster of administrative buildings, but shall provide complete eco-system for government to function effectively to serve the people, and act as facilitator for people of State. The ripple effect of development of Capital Complex on the surrounding areas of the Capital City and beyond , shall be profound. A key aspect of Capital Complex design shall be creation of riverfront design, seamlessly integrated (aesthetically, physically and functionally) with Capital Complex development. The architects need to include a well known landscape architect / designer as part of their team for this project, as landscape design at macro and micro level shall be integral part of concept design of Capital Complex.

Andhra
Pradesh ‘Capital
Region Development Authority’ (AP CRDA) is apex government authority for planning and implementation of new Capital City. The Capital Complex, spread across the Government and Justice Cities, shall be the heart of ‘Amaravati’ , and the most important public node for people to relate to in the overall vision of Capital City. AP CRDA intends to develop the architectural design for Capital Complex with participation of few selected, leading global architects to enable larger and wider creative engagement to explore diverse design approaches & ideas leading to nalization of concept architectural design for Amaravati Capital Complex. This process shall also provide a unique opportunity to the selected architects to engage with the vibrant ambiance of development in Andhra Pradesh and it’s rich cultural heritage, providing them valuable insights on contemporary needs, appreciation and aspirations of Indian audience, which shall be highly relevant in shaping forthcoming architectural and urban development projects in India, including other projects of Capital City.

competition structure
In view of the above, AP CRDA has proposed a single stage competition for preparation of Architectural Design of Capital Complex for Capital City. For this design competition, AP CRDA has selected three well known leading global architects, with distinctive creative architectural design approach, and vast experience in design of public projects all over the world. The proposed design competition shall be in single stage, and after their conrmation on participation the invited architects shall constitute their respective teams with required designers & domain experts, and inform CRDA on the same. The architects need to include a well known landscape architect / designer as part of their team for this project, as landscape design at macro and micro level shall be integral part of concept design of Capital Complex. Architects shall submit their design proposal in 2 months
from Commencement of Design Competition, as per Schedule given in Section 11 of this document. CRDA shall host site visit, meeting and workshop for the participating teams of architects, and shall provide all required information & clarications. The invited architects, after required study/site visit/understanding/analysis of project information shall prepare & submit Concept Design for Capital Complex in a period of 2 months. This shall include deliverables indicated in Section 9 of this document. As part of the submission of Architectural Design Competition all invited architects , along with the Competition Deliverables , shall also submit a Technical ( team, deployment & schedule structure) and a Financial (Fee & terms) Proposal for next stage of Design Consultancy for this project, to be considered if the architect’s design is selected. CRDA shall issue the Scope of work and schedule of Deliverables for the next stage of design consultancy work, to enable architects to prepare and submit the said Technical & Financial proposals. CRDA shall issue this in December 2015 after commencement of Design Competition. Jury appointed by CRDA shall review Concept Designs submitted by each architect, and select one Concept Design proposal for implementation. The architect of selected Concept Design shall be awarded the project, for next stage of Detailed Design. The other architects shall be paid participation fees by CRDA.

Invited architects shall prepare their respective Concept Design for Capital Complex, post their study and analysis of site & its environmental conditions, understanding functional requirements at site & building level, understanding user categories & key govt. working processes at site & building level, expectations of Govt./ CRDA, study of cultural & architectural heritage of the region, study of proposed Capital City Master Plan, discussions with CRDA, etc. AP CRDA shall organize site visit, meetings and workshops for the participating teams of architects, and shall provide all required information. Architects are expected to explore and prepare Concept Design for Capital Complex on site indicated for Capital complex in Capital City Master Plan. The intent of this effort is to explore best possible design strategy for the Capital Complex, to increase its prominence in Capital City Master Plan and to provide unique distinctive character to the overall Capital City development, with Capital Complex as major central landmark of Capital City. Architects are expected to prepare Concept Design for Capital Complex based on their overall vision for Capital City and Capital Complex, and its physical, social and cultural context. Concept Design Proposal is expected to be conceptualized holistically, at three broad levels/ hierarchies: 1. Area Level : Concept Design of Capital Complex at Area Level as City’s ceremonial, central civic place, planned within the Government & Justice Cities, designed as city’s central major public space with Krishna river front as backdrop, and the Capital Complex space extending into the city along the Central Axis. 2. Site Level : Concept Design of Capital Complex at Site Level with Capital Complex planned as a central major public space dened by key landmark Civic built forms like Assembly, Secretariat, Raj Bhavan, and High Court etc, with Krishna river front as backdrop. 3.
Complex at Building Level – Concept Architectural Design of the buildings of the Capital Complex. Architects shall develop Concept Design, and shall present their concepts through area level plans, site level plans, site sections, views, etc illustrating overall holistic Concept Design of proposed Capital Complex and its relationship with Capital City Plan , addressing the area / space program. The Capital Complex Site Plans shall exhibit proposed landscape concept, urban design, built form- open space pattern. The plans shall illustrate proposed spatial order of all Capital Complex buildings - their locations, orientation, scale, , vehicular & pedestrian ows, etc. , and indicate the proposed transport network and pedestrian movement patterns. Site level Concept plans shall indicate planning of Ceremonial Public Space, Civic Plaza , River front development, landscaped greens etc. along with location & size of MICE facilities for Govt & public use, civic recreational facilities ( indoor & outdoor) , restaurants, F&B, retail etc. Concept Design proposal shall include Urban Design, Landscape, Infrastructure plans, Key node/areas detail site plans, area level 3D views, 3D physical model, etc. Architects shall prepare Concept building plans for key Capital Complex buildings like State Assembly, State Secretariat, High Court, Raj Bhavan ( Governor’s Residence), along with typical / outline indicative designs for VIP Housing & Govt Housing. with respective site plans , area program, ow diagrams, oor plans / sections/ elevations/3Ds of proposed key buildings, details of proposed architectural character of buildings (architectural and urban design language for overall Capital Complex- scale, detail, massing, order, material, texture, color, etc) , building level area program and built-up area details, etc . Concept Design of Capital Complex design shall include proposed concept of waterfront design, seamlessly integrated (aesthetically, physically and functionally) with overall Capital Complex development, and the same shall be part of landscape design of Capital Complex.

Architects are expected to consider some key aspects of the place, people and intent of proposed Capital Complex and are encouraged to study the overall context of this project.

Some key considerations in this regard are: 1.
Symbolic Connection & Identity
The industrious and proud people of Andhra Pradesh, with a new state but without a Capital, are seeking a ‘place of their own ’ as a symbol of their culture, pride and identity. The proposed Capital City and its central node- the Capital Complex , shall be the physical manifestation of this strong urge and emotional desire of the people of Andhra Pradesh to re-connect to their soil / region with new vigor. The design of Capital Complex needs to evolve from this strong ambition and emotional connect of the people to this project 2.
Environmental Context
The proposed Capital City, and its central nodethe Capital Complex have been intentionally planned along the Krishna river to create a new vibrant city along a long water front. Design of Capital Complex needs to utilize the potential of this excellent site, its high visibility from both sides of river and create architectural forms based on the site’s potential, to inuence the overall Capital City’s Plan and urban design character. Climatic conditions, weather patterns and soil condition need to be adequately considered in design of buildings to ensure sustainability and feasibility, and optimization in energy consumption and project cost. Cultural & architectural heritage of the region needs be adequately studied for due consideration, appropriate use in creation of design for Capital Complex with contemporary/ modern architectural vocabulary & expression, with required identity.

Symbol of Democracy
Capital City, more importantly the proposed Capital Complex shall be the symbol of democratic aspirations of the people of people of Andhra Pradesh. The design of overall built environment of Capital Complex and its built forms, spaces, etc need to be evolved with due regard to the vibrant, democratic , participative and inclusive character of Indian democratic system. Excessive order, regimentation is not part of typical Indian value system. Typically, architectural forms, of large / monumental scale with creative engaging dynamic play of mass & space, light &shadow, color & texture draw respect, understanding and appreciation. Intimidating scale and character, ultra simplistic or ultra complex, inert architectural forms are not understood or appreciated. Architects are encouraged to consider and understand sensitivities of Indian audience in this regard. 4.
Cost & Feasibility of Fast Track Construction
Govt. of Andhra Pradesh intends to initiate implementation of Capital Complex immediately, and complete it in next three years. Architects are advised to therefore consider feasibility of fast paced construction in their design, along with availability /appropriateness of suggested building materials/ specications, etc to enable fast paced construction schedule. Cost of construction needs to be a key consideration. Proposed Capital Complex shall not be a low cost project, however optimization in construction cost is vital to ensure sustainability of the overall project. Architects are advised to consider this objective in their design, and effect it through their proposed construction system, building materials/ specications, etc for the project. 5. These following themes should be considered in the spatial clustering or grouping of various departments of the Secretariat: • Govenance • Industry and Infrastructure • Local Bodies • Primary Sectors • Social
6. ‘Vastu Shastra’ or ‘Vastu’ is a traditional Hindu system of Architecture with guidelines related to spatial organization and geometry, orientation, ground preparation, layout etc. The cultural signicance of Vastu in India, in particular in Andhra Pradesh, is similar to the prominence of Feng shui in China. The designers should bear this in mind and consider broad Vastu principles in their design proposals. The following are some Vastu guidelines prescribed by CRDA’s Vastu advisor: •
Main center of power or control to be in the South-West sector of the site or particular part of the site, with access from North. From this point, various components of the project could be organized in terms of hierarchy of importance.

Quality and ne tuning to be kept in mind in taking the design from concept to implementation. 13. Appropriate place making strategies are to be adopted to make the capital complex attractive to public, visitors, tourists; while satisfying the security concerns of the major government institutions. Location
The Amaravati Capital Region’s location at the heart of Andhra Pradesh, it’s proximity with the nearby big cities and central location along India’s eastern coastline sets up the Capital Region’s intrinsic role as the new Gateway of East India and also as an access point to the Mekong Region. Air, Rail, Road and water infrastructure connect the Capital region with the nearest landlocked cities giving the Capital Region a key advantage with great trade potential. Local Landscape
The site for the Capital Complex is set amidst rich natural landscape. The area has thriving agricultural activities and is richly endowed with fertile alluvial soil being on the banks of the Krishna river. Krishna District is divided into upland and delta zones; the delta region offers fertile land for agriculture towards the coastline. The uplands consist mostly of hill forests many of which have riligious signicance and occupy temples.

Historical points of reference
Historically the earliest mention of Andhra appears in Aitareya Brahmana (B.C.800), and since then several dynasties made spectacular contributions in the eld of art, culture , architecture, music etc, leading to rich cultural ethos and heritage of current Andhra Pradesh.
Mauryan empire. The Satavahanas were patrons of Hinduism, the ancient temple of Amaralingeshwara (Shiva) gave the name of Amararamam to the city. Hence, the city of Amaravathi is named after Amareswara Swamy Temple.
There are important archaeological sites in and around the Capital City area such as Amaravati village, Undavalli and Ghantasala. These can become interesting historical points of reference while conceptualizing the Amaravati Capital Complex. Amaravati was a seat of Buddhism prior to the rise of Satavahanas, and a stupa and monastery were built there during the reign of Emperor Ashoka (269-232 BC) under

arts & crafts of the region
Andhra Pradesh has the distinction of being blessed with several important categories of Indian handicrafts practiced in their traditional locations spread over different parts of the state. These include Nirmal painting, leather puppetmaking, wooden toy, crafts like the Kalamkari work, hand loom textile ,etc. A recognized ancient language, Telugu is the official language of Andhra Pradesh. It h a s rich and deep roots in literature, music, dance and other forms of art and culture. The cultural heritage of Andhra Pradesh is rich with classical and folk arts ranging from the ballad singing ‘Burrakatha’ to the rened classical form of ‘Kuchipudi’ dance.

local architectural character
There is a lot to learn from the vernacular architectural traditions of the region, on use of local materials and architecture responsive to the hot tropical climate of the region. State of Andhra Pradesh with long eastern coastline, blessed with several Buddha period heritage sites, has distinct and rich architectural traditions. This includes building of legendary city of Amaravathi (existing village) under Satavahanas. Amaravati stupa (a mound forming Buddhist sacred monument), located 50 Km south of Vijayawada town, was built in the 3rd /2nd B.C. This site is close to the ancient Satavahana capital, Dhanyakataka. The Stupa , built in brick structure covered with marble casing slabs, was the largest in the eastern Deccan, (36.5 m across and encircled by a 4.2 m path). Another tradition draws on the enormous granite and lime stone reserves of the region, and is reected in the various temples and forts built in Andhra region over a very long period of time.

The seasons of this ‘Hot-Humid’ region area: 1) Warm season between October and March 2) Hot season between April and September. The atmosphere is generally humid. During the hottest months of April and May, the wind for most of days is South and South-West, in the early hours, of the day and from South-East to North-West in the evening hours.In the warm months of October to March, the wind is from North East in the early hours of the day and mostly from South-East and East in the evening hours.

Recommendations identied through various case studies: i. The proposed design for the New High Court should have the exibility to allow for future expansion or changes keeping in mind the transformations in the coming 100 years.
vi. Spill over spaces such as Colonnades, verandas, courtyards etc are recommended to help the complex to accommodate heavy inux of people. vii. Providing sufcient chambers for lawyers is a serious problem faced by all the three courts studied.
ii. Circulation has to be so designed that there is clear segregation in movement of judges and public. Clear zones for high security and low security have to be dened.
viii. Parking is one of the major issue in high court, Segregate parking for judges and public./ Advocate is required in effective manner
iii. Apart from the courtrooms, judge chambers etc; the placement of the library is very important in relation to the courtrooms, as books and references from the library have to reach courts in very short time.
ix. The proposed new high court should use the proposed justice city as an opportunity to allocate space (built or land) in a designated zone close to the high court where lawyer ofces can come up.
iv. It is recommended to include a Mediation Centre and an International Arbitration Centre as part of the proposed High Court program.
x. Housing for Judges and other staff need to be at walking distance.
v. Design of volumes and ceiling heights have to be carefully worked out to lend a formal civic building feel to the complex.

Urban Design of the Capital Complex including form and massing of buildings, major public spaces, landmarks and landscape features of the complex. 2. Concept Architectural Design of the three key buildings – Legislature, Secretariat & High Court (the three arms of government). 3. Design demonstration of key public spaces of the Capital Complex including Capital Square/Parade Ground, Riverfront and Civic Axis. 4. Conceptual Urban Design & Architectural guidelines for the overall complex, to ensure coherence as an Urban Design scheme. 5. 1. Active involvement is expected from the principal architect / Master Architect of the rm, in the conceptualization and design process of the proposals. The Master Architect’s participation is also solicited in the presentations of the competition submission. 2. The team composition is kept open to the competing Architects, which may include Team Leader, Project Manager, Architects (Senior, Mid-level, Juniors), Engineers, Landscape Architects, Urban Designers, Graphic Artist etc. It is recommended that the competing Architects to provide the team members involved in the project, their role and respective Curriculum vitae. 3. Participating rms are required to engage a world class landscape architect as part of their team or as a collaborator, to contribute to the signicant landscape design demands of the competition. 4. Participating rms could choose to collaborate a local / Indian architect, if necessary. Apart from this, local collaborating architects can also be involved if the participant feels the need to have local architectural expertise.
