The easiest way to make the Dial is to have the face laser etched onto two colour plastic, eg; white on top and black underneath. The Engraver should be able to do this from the PDF file. I used www.michaelsmithengraving.co.uk The engraved dial is then stuck onto a plastic or wood base.
