Chapter 25
Too Many Surprises Teresita Tapia who later became Mrs. Edward Myles Chism, was once a very powerful woman in Panama. Some say she was the most influential woman in Panama for almost a decade. Yet the name is not one you will find in history books or in any Panamanian museum. She is not a famous artist, diplomat, writer, inventor, or scholar. She is General Manual Noriega‟s former lover, secretary, and private banker. For over a decade she controlled access to the most powerful man in Panama‟s history. She also arranged his daily schedule, influenced where he invested millions of dollars, and sat in on many meeting with U.S. officials, from the CIA, State Department, and ambassadors around the worlds. It was Ms. Tapia that decided who got to meet with Panama‟s president, where, when, and for how long. It was Ms. Tapia that translated the most sensitive meetings for the general. For ten years, not even Noriega‟s own wife knew as much about the General‟s dealings than Teresita Tapia. And what she knew could put several government officials and from many international companies behind bars for a loooong time. She was one of the most trusted aides and friends to General Noriega. I did not learn this from Terry herself but from her tipsy husband Eddie who often used the beautiful and shapely Terry as not only a decoration but as a sales tool to inflate his own image and prestige with investors. Terry never denied a single claim made by Eddie made about her. So if and when investors had concerns about legal consequences, Eddie would rebut their genuine worries with a canned presentation about Terry‟s background and the fact that AFG kept their accounts “safe” in Panamanian accounts that were untraceable. He often threw in the fact that his “cousin owns the bank”. He was referring to Juan David Morgan of the no w semi famous Morgan and Morgan 457
(Private Bank & Trust with offices all over the world) which has been used sporadically over the years for moving funds used in covert government operations, and more regularly for laundering funds of corrupt officials. (Eddie, Terry, Mom, and friend above) When I first heard the above details from Eddie‟s disinfected mouth at Fisher Island, with Terry sitting at the table with us, I mus t admit I was impressed and a bit puzzled why the beautiful Terry would sacrifice the best years of her life to be with one of the world‟s ugliest leaders often referred to as “pineapple face” for his rough and cratered skin complexion. When I learned that Terry was given her own villa and Mercedes in Panama and had access to hundreds of millions of dollars, the element of mystery quickly evaporated like a jogger‟s sweat on a Arizona mid summer‟s steaming hot asphalt highway. Eddie would then boast about his own “diplomatic” background and detail his career with the U.S. Justice Department, as a U.S. State Department consultant, and secret advisor to President Noriega whose access he gained both through his military relationship with General McCauliffe, and through his romantic contact – Terry. Ed Chism was a very good showman, and if he lived 200 years ago he would have been the world‟s best snake oil vendor as his charm and captivating tales of Noriega‟s dabbling with the CIA were quite impressive, until you heard them a dozen times or more. But his background and that of his wife Terry (minus the part about Terry‟s romance with “Manny”) was used often as assurance that “even if you get audited, we can make the problem go away”. This was only true if you happened to be one of AFG diplomatic clients or a federal agent who had some drug monies to wash. I learned from Terry the truth about the Panama invasion in gory detail. Although Eddie was the one to give me the “PANAMA DECEPTION” video it was Terry who told me of unarmed civilians and children being gunned down by invading U.S. troops by the score. Apparently adrenaline pumped soldiers were shooting anything that moved in any areas where resistance was expected. The U.S. Defense Department spokesman would later blame the dark and the “fog of war”, but to horrified Panamanians and their Central American neighbors, that 458
explanation did not quell their outrage. America just invaded an ally nation without provocation merely to kidnap their leader. Military troops were used in lieu of a world court legal action. The protests of the world fell upon deaf ears in Washington. When Terry told me of dead bodies of children that were collected and taken to the countryside to be hidden from foreign journalists, her voice trembled and stumbled along as tears flowed from her eyes. She said she knew some of the families who lost loved ones and they had been paid $10,000 each as compensation for their loss, and promised another $10,000 in a year in exchange for their silence for the year. Some people took the money, others didn‟t. Terry insists over 5,000 civilians were killed while the U.S. government still claims about 300 “civilian collateral casualties”. Believe whom you like. Terry was there, and in my mind she has no reason to lie. And looking back, Terry never did lie to me about anything. When I asked her straight away in the elevator one day if the Saudi deal was going well she replied “yes, but please don‟t put me in the middle of this”. I didn‟t. I never had any reason not to like Terry. She was also polite, respectful, and refreshingly honest. I always tried to keep our brief encounters pleasant and away from issues that would anger either one of us. But when she asked me if I knew about Kimberly, I had to admit the truth, and from that day forward she never spoke another word to me. But Eddie overestimated his own influence and refused to admit that most of it vanished the day Noriega was arrested by U.S. Marshals. If anything it would be David Siegel‟s old CIA ties and secrets and those kept by Terry that would make him “Untouchable” as he would mention from time to time. What I knew about IRS, INS, Coast Guard, and FAA misdeeds and corruption paled in comparison to the secrets known and revealed to me by David, Terry, and to some extent Eddie. Indeed the three of them had enough clout to shoo away any tax audit or private snoops. In one case I know of, Eddie just paid off a private investigator he caught doing due diligence for a Venezuelan investor who was contemplating a $3 million investment. Eddie had me deliver a solid gold Rolex watch to the man at his hotel with a compliment “Thanks for doing such a thorough job for the Soto 459
family”. I must admit the man was absolutely shocked by my appearance, and probably spent the remainder of his week on Miami‟s famed beaches because he stopped calling and asking to review financial statements. I never did learn how Eddie discovered this fellow was working for the Soto family, which I would find out a few months later was a front story for some Colombians with links to the Uribe family, one of which became an AFG client. Eddie liked Colombians, almost as much as Venezuelans. Both had plenty of drug and oil moneys respectively. When I once shared with him my encounters and friendship with Renee Benitez (former head of the Cali drug cartel that was my cell mate and who ultimately introduced me to Steve Finta and Terry Nelson) it took less than a week for Eddie to tell me he wanted me to visit Renee in prison to “get some business”. It was clear that Eddie still had contacts in the DoJ and got a file on Benitez who had control over millions of dollars drug monies every month. I later learned that Eddie had once done some “business” indirectly for Pablo Escobar in Panama and then Mexico City before coming to Miami. Eddie talked quite a bit about “Pablo” and said this famous smuggler was once the topic of a huge blow-up with Noriega, who Eddie admitted was on the CIA‟s payroll for many years. Eddie did not elaborate about the argument other than to say that Noriega‟s CIA dealings caused him to lose the Escobar account in Mexico City. When I told Eddie that I was in no hurry to visit MCC Miami and that the terms of my probation prohibited my contact with known felons, he told me not to worry about it since he would get me fake IDs for the purpose of a visit. When I told him that I would be instantly recognized by the staff and perhaps 30% of the inmates, he said he‟d solve that problem with a disguise, just as Terry did when she visited Noriega from time to time. I finally had to tell him that all visitors had to be approved and they‟d be investigated, especially for a high-profile prisoner like Benitez. Still 460
Eddie insisted he could arrange it, and he did. But at the last minute, following the Saudi Arabia incident, I simply refused and Eddie was pissed. He did not like the word “No” and accused me of not being a “company man”. I told him I would reconsider after we straightened out the Saudi “misunderstanding”. He got my message and never asked me to do anything illegal again. I also learned from Eddie, and a picture he kept in his office, that while George H. Bush was the CIA Director, he had a personal friendship with Manny and the two men dined and drank together in Panama and “elsewhere” and that the two men had “business interests” together outside of Panama and since Eddie represented the U.S. DoJ in Panama he had to be advised of certain individuals who basically had a “get out jail free pass” if they were every detained in Central America. I asked if Mike Tolliver, Jorge Morales, or Gene Hasenfus were familiar names to him. He said he‟d prefer not to talk about old government business but he was real curious how I knew the names. I then explained how I met two of the men at MCC Miami in the segregation unit where all political prisoners and disclosure risks were held including his friend Manny. Eddie also told me that Noriega was very lucky to be alive. He was to have been killed by the 1989 invasion force.
He claimed that it was his wife Terry who
suggested that Noriega seek asylum with the Church and then notified the media he was there in an effort to save his life. Considering what happened to Bin Laden, Saddam, and Qaddafi – 3 other CIA sub-contractors, I have no reason to doubt his words.
Chism was
almost charged criminally for “obstructing justice” but all of his federal judge friends intervened on his behalf and it was decided there was not enough tangible evidence anyway. The real reason they kept their hands off was that Terry was thought to have Noriega‟s personal files on some crimes committed by the Bush family. What crimes? Viewer

summary:
Considering that I 461
heard the same allegations directly from the mouth of Contra smuggler George Morales (photo above) who I interviewed for 35 hours when we were both in segregation unit at MCC Miami and released later into general population. We also worked together in the prison kitchen and made some great hooch together out of bananas and apples. Joe Kuhn our prison supervisor could never figure out where all the apples were going. Or maybe he didn‟t care. I again have no reason to doubt Eddie‟s reasoning why he was allowed to “escape” to Mexico, although he didn‟t dare explain it this way in the book he recently authored “One Step Ahead Of Interpol”. I guess I should point out that Morales died the day before he was to be released from prison and the official cause of death was that he allegedly “slipped on a bar of soap in the shower”. George was supposed to meet with three Congressmen the week of his release. I will always remember how scared George‟s wife Maggie was when I saw her in the visiting room. Her greatest fears became reality. But for George there was only one route to save his life and he took it. He was one of the few people who could say he saw former CIA Director Bush at a cocaine lab in Central America with Oliver North, much like Chip Tatum has also suggested. One of the most bizarre secrets I discovered is that the asshole who once paid to have me killed, Attorney Stephen Finta, had an account at AFG but not in his own name. And I never would have even known it had I not seen the huge goon going into our office building one day carrying two large Army duffel bags. Steve is a hard guy not to notice. They do not call him ”Big Steve” for nothing. You can recognize his profile from 50 yards away and mistake it only for a Buick. If I did not stop for a bagel that morning at Moe‟s I would have probably run into the guy in the ofice. (That would have been a shocker for both of us). I did my best to keep out of sight as he still had an ax to grind with me and the last thing I wanted him to know was that I worked in the City National Bank Building (formerly the Barnett Bank Bldg. at 2875 N.E. 191 st Street in Miami). So I went across the street to Loehman‟s Plaza and waited 20 minutes for him to pull out of the parking lot. When I went in to the office I saw the two stuffed olive green canvas bags sitting in Eddie‟s office with a note on the bags “$16 million for B&P” which I took to be an account name, or perhaps “Bahamas & Panama” – I am not really 462
sure. It was not often that clients dropped off such large amounts of cash, so I feigned ignorance and casually asked Eddie “Hey who was that huge guy?” Without even looking up from some paperwork he was preparing he replied “Just a lawyer for one of our judge clients.” I had no way of knowing if Eddie was playing with me or if Steve was playing with Eddie, but either way I would bet that money was probably Steve‟s cut of his earnings from his smuggling ventures with Terry. But for sure, I did want my name to be known as an AFG client to either Steve or Terry, so I was glad in a way when my office was moved to the 5 th floor after the Saudi trip. Steve had a very bad temper and he was easily three times my size. I have no doubt he‟d flip out and strangle me if he ever bumped into me. W hy? Because only about 9 months earlier I had warned every defense lawyer in Miami and Fort Lauderdale as well as my friends at the MCC Miami law library that Steve wore a wire for the FBI when he went to visit his own clients as well as prospective clients. Even though the audios could not be used as evidence in a court of law, it provided the FBI with great intel. Imagine being a smuggler (80% of Steve‟s cases were huge smugglers) thinking you are confiding in strict and sacred confidence with the only guy who can help you, and he‟s getting paid big bucks to turn everything you say over to your legal adversary! This guy was totally devoid of ethics and collected two paychecks on almost every case he took. After I blew his cover, I heard that he was attacked by a prisoner in the MCC visiting room and his legal career took a serious nose-dive afterward when word spread he was working for and with the feds. Steve had a Latino PI working for him named Dario who doubled as a translator during prison visits, but Dario had a falling out with Steve when he learned he was working both sides of the fence, whereas his young secretary Debbie did not seem to mind at all From David Siegel I learn a fascinating secret that absolutely shocked me. When David first told me he once worked for the CIA I almost took it as one his hilarious straight-faced jokes because I assumed he meant as a 463
covert operative. Certainly he did not look the part. But when he said he worked as an economic analyst for mainland China and described for me in extremely great detail about China‟s political hierarchy, the intricacies of their state owned banking network, and state owned enterprises, and their stock market, I realized he knew way too much about China for him to be lying. David, like Terry was also not a liar. But he would not offer information gratuitously – he had to be asked. Like most Americans I was curious to know about China, their leadership and what really took place at Tiananmen Square. He told me, and in fact, he told me in greater detail than I ever saw or heard in any documentary or press report. David Siegel was a walking encyclopedia on China. When I asked how long he worked with the CIA he said “only a couple of years full time, but that he remained full time on “Team China” for more than five years as a “consultant”. He said they paid very well and it was the most stress-free job he ever had. What was/is “Team China”? As David explained it was a think tank of thirty leading experts in their fields ranging from Agronomy, to IT hackers, to Toxicologists, to BioMed Techs, and even a meteorologist. David was the leading expert on China‟s economy and stock markets. This team was similar to military planners who would consider future battle scenarios and develop contingency plans, but their mission was focused on designing creative schemes for disrupting daily life and causing internal strife and chaos in China as well as destabilizing their economy in the event of some future war or even a political conflict. The team would meet for one weekend every month at Langley or Fort Meade to brainstorm and develop some of the wildest and crazy schemes to wreak havoc on the poor people of China and embarrass the hell out of their government. According to David, similar teams were operating for Russia, Libya, North Korea, Iraq, Iran, 464
Pakistan and every other
potentially
hostile country. David said
they

an

their plans
were ever activated. He said that often when ideas were running low, the team would have a few drinks “to inspire their hidden genius”. The schemes they planned to unleash on China ranged from amusing to evil. Here are some examples that David shared with me one night after we had the office to ourselves and for some reason the Bloomberg network was down and we were both unable to work without it, so we had time to kill with conversation. That night we talked about David‟s dabbling for the CIA. There were several plans designed for different purposes. Objectives ranged from casting suspicions upon the government leaders, to causing economic collapse, medical epidemics, to simple public outrage or panic. Other plans were designed to cause “natural disasters” or expose the less than admirable personal lives of China‟s leaders like an affair of Prexxxxxxxxxxxxxxxx who David claimed had an affair with Imelda Marcos of the Philippines and how he was xxxxxxxx blackmailed xxxxxxxxxxxxxxxxxxxxxxxx xxxxxxxxxxxxxxxx

through the many churches of China which David claimed, about half of which received financial support from the CIA in order distribute U.S. propaganda and recruit operatives. At the time the famous 3 Gorges dam was under construction yet the CIA already had designed a fairly portable device that could fit in a pick-up truck or satellite that could focus a sonic beam of high energy via sound waves that could cause even a 20 foot thick wall of reinforced concrete to develop stress cracks. So if one day America wanted to make Chinese engineers look incompetent, or cause a natural crisis or diversion, they could, within the space of a few days, cause the huge dam to rupture. The resulting flood would be devastating and millions would drown within an hour. The infrastructure damage would be in the billions of dollars. This was one of their evil plans. The same device could also be aimed at retainer walls of a nuclear plant and cause a rupture that would spill the radioactive cooling waters and cause an immediate shut down and spread anxiety through the entire populace. All this structural damage would never be suspected as a foreign attack or sabotage and would simply be attributed to material defects or faulty engineering. Undetectable weaponry is what David said was the expertise of the CIA – making sabotage look like a natural accident. He justified almost all of it by suggesting that China had also developed similar “contingency plans” to be used against the U.S. if there were future fictions. Personally, David was against any such plan that involved possible death of innocent civilians, but he relished the idea of causing an economic collapse or stock market panic, which he said would be “great fun”. He mentioned to me that the some of the same smear tactics used against Malcolm X could also easily be used against Chinese leaders and that there is American technology that could temporarily disable China‟s great Internet firewall long enough to spread some malicious but believable rumors about Chinese leaders and even including some that were known to be true, such as a love affair one particular Chinese leader had with Imelda Marcos of the Phillipines. By mixing true information with slander, great internal strife and infighting could be generated within the Communist Party of China. If not for my own previous experiences with the IRS Hit list I would have been in shock and disbelief. But in the past, David never lied to me about 466
anything and I had no reason to disbelieve him now. At that time, I too believed all the negative propaganda about China and was sure they were a world menace and obstacle to “world democracy”. I would have died laughing if anyone suggested I would one day be living in China and seeking refuge and sanctuary from American persecutors. I asked his opinion about the true cause of the Tiananmen fiasco, and he claimed the CIA “most probably” took advantage of the public discontent at the time and planted the seeds of revolt with some Peking University students via a foreign exchange post-graduate student working for Uncle Sam. Such a plan had been designed by Team China but David did not say if he knew it was used or not in that tragedy. That was plausible to me after what I learned from Jesus Garcia, George Morales, Lloyd, and others I met on the Magic Bus. If not for my Bureau of Prison experiences, I probably would have not bought into David‟s explanation. David said they were all shocked by the outcome which was not expected. He also tried to justify such plots by saying it was only Team China‟s job to think up these schemes, and that they really had no idea if they would be used , nor exactly when. When he noticed I was not amused about one or two of the schemes, he said, “Look Tony, if given a choice of going to war or playing a few magic tricks, which would you choose?” If that was the only choice I suppose it did make some sense, but I find it hard to conceive that there would ever be only two such choices in any foreseeable conflict. Like Terry, David never lied to me. There were times that he withheld information from me, or changed the subject, but when confronted he always fessed up or simply walked away rather than lie. This night however, he was being almost nostalgic. One of Team China‟s less harmful but effective schemes was to taint the water supplies of major cities with a bacteria immune to most treatment plants that would cause nothing more than dysentery. But imagine the mass hys teria caused when 300 million people in 10 different provinces all simultaneously have diarrhea for a week. When the government would be unable to explain the outbreak, panic could easily result as people might think back in history to when 467
the invading Japanese army used a similar tactic in the 1930s. David joked that if that plan were ever activated he‟d be sure to buy a million shares of a toilet paper company in China first and then retire in a month. But he said there was another tainted water scheme that would be blamed on some “ethnic terrorists” in China‟s Northwest region where he said it was “ripe for CIA exploitation”. He told about arabspeaking Muslims residing in close proximity to Turkey who were quite proud of their ethnic roots and did not want to be under Chinese rule. Like Quebec in Canada, he told me there was a separatist movement there who did not hesitate to protest with violence. So one of Team China‟s plan was to introduce the rebel movement to a plant called the “Castor Bean Plant” which grows just about anywhere. David claimed that a deadly poison called “Ricin” could easily be made from the plant and it would be a 100% natural toxin that could kill thousands of people within days. Although David was very much opposed to the scheme, one Team China scenario would have thousands of the seeds delivered and planted all over the region and let them propagate naturally. If and when needed the water supplies of Chongqing, Lanzhou, or second tier cities would be infected, and some Arab-speaking dissident would post some announcement on line or send a video statement to CCTV claiming responsibility. Because thousand of the plants would be growing in China‟s Xin Jiang Province, nobody would doubt this was the work of extremists. At the time I never even heard of the word Wigor, and ha no idea that millions of Muslims lived in China, nor at one time in history they dominated 80% of the Chinese territories. Other plots included introducing crop-destroying insects inserted by air drops to cause extensive food shortages, contaminating raw materials imported by China, causing some regional black-outs, and just toying with their mobile phone network for an hour or two. Many of the schemes were not designed to harm or kill people but only to show the Chinese government how advanced American
468
technology could be used to cause havoc with the daily lives of a billion Chinese people. David‟s favorite scheme was to use hackers who would issue false buy and sell orders on the Shanghai stock market that would trigger mass sell-offs and in turn, instantly create long lines of depositors at banks wanting to liquidate their accounts thinking the stock market was about to fail – not unlike America‟s market crash in 1929. Because China does not allow short selling on its stock markets, David said they are e xtremely vulnerable to sell-offs with the spread of just the right rumor. David assured me the illusion would be easy to create and they would reinforce the illusion with false news releases and email “alerts” issued throughout the country in Chinese with false quotes issued from Chinese economists
allegedly
seeking
asylum
abroad
and
alleging
massive
embezzlement of Chinese leaders. The plan would only require the abduction of one leading economic adviser or deputy minister. His or her unknown whereabouts would give credence to the false news reports and by the time truth could be sorted from fiction, the damage would already be done. David himself took the credit for designing this stratagem, which was one of five economic failure plans he developed for Team China. David could be devious and devilish and this covert tinkering with China‟s economy from abroad He claimed they could also cause a bank failure by sending out a million counterfeit bank statements to depositors showing incorrect deposits that were perhaps 10,000 lower than they should be with an “official letter” from the bank president apologizing but that some bad investments made by the bank compelled them to “borrow from depositors”. The day before the statements would be mailed out in China, some rumors would be leaked by VOA radio and in the local news. When I inquired how they would know how much money the depositors had in their accounts, David explained that NSA had the ability to covertly hack into the computer networks of any and all state-owned enterprises – which included the banks. When I pointed out that such a prank would have very short-term effects, David agreed but he said it could be used to “send a message to China‟s leadership” that America could cause them a lot of internal 469
grief if they did not back off on a critical issue
at the
U.N. for
example. When I still questioned the effectiveness of the scheme he put it this way… “Imagine you are the President or Premier of China and you just saw how easy it was for America to shut down a bank and create protests in the streets, and how easy it was to get and use specific and confidential information from their state-owned computer network. Wouldn‟t that make you wonder what other havoc could be created by accessing other IT networks?” I could see how unsettling the cyper terror attacks could be. Yet other plots revolved around setting up personal scandals with high level leaders using their many trips abroad to capture their personal indiscretions on video or exposing their overseas investments and money trail. David claimed such tactics were used on one Chinese ambassador quite well yet back fired on another. He did not elaborate, but he said an entire special team of over 100 staffers was assigned to this full time task and said this was the oldest spy trick in the world and America has been on the receiving end many times itself. Again he did not elaborate but said that the Russians had mastered this game and used it on a few U.S. Senators and defense contractor CEOs in the 1970s and 1980s. These failures were used as case study files for Team China to improve upon their own ploys and find ways to build in the most deniability possible when the shoe was on the other foot according to David. David also described one plan that he said was “pure genius” and according to him “could bring any nation to its knees”. He called it an “EMP” attack and he had to explain to me that this meant “Electro Magnetic Pulse” attack. At first I thought this was some technology to interfere with Internet access but it turned out to be much more devastating. David first explained to me that all modern nations had become over 90% dependent of transmitted communications that 470
require radio and microwave frequencies and satellites to relay these frequencies of the horizon. At ground level he said the horizon is 13 miles away but as we gain altitude the horizon is father away. He told me that when a nuclear bomb is detonated it emits an “EMP” which virtually fries the circuitry of most every electronic device that use ICs (integrated circuits) and according to David, that includes refrigerators, TVs, radios, as well as satellites and mobile phone relay towers. Supposedly if a nuclear bomb was detonated not on a country but 5 miles overhead, that country would have it‟s entire communications infrastructure wiped out, as well as their power grid, which are also computerized, and every computer on Earth contains ICs. But I told David that no country would be so stupid as to detonate a nuclear device over another country as it would certainly be a provocative act of war. But he then told me that America developed a device that generates a powerful EMP that emits no fallout and very little visual detection. He claimed a commercial airliner could be secretly equipped with such a device, and an empty airliner, even one flown by remote control, could be inbound to Moscow, Shanghai, or Beijing, and start calling in fictitious problems to ATC (air traffic control) claiming there is a fire onboard or some mechanical problems. A few minutes later, when the aircraft arrives at a predetermined location and altitude, the “pilot” would call in “Mayday” distress messages a minute or two the EMP device and explosives onboard the aircraft would be set off. By the time the government of t he victimized nation could connect the dots the damage would be already done, and even unable to transmit any emergency broadcast messages by TV or radio to their public. The nation would be plunged into chaos and panic. Considering that this scheme was shared with me way back in 1995, I can only imagine the technology has improved over time. The last scheme David shared with me he said was ideally suited for “April Fools Day” (April 1st) and he said they even dubbed it „The April Fools Surprise” and it would target almost 500,000 ATM machines that were just being installed all over China. David said the hacker in the group wanted to program and insert a timed code and inserted in all the machines with an exta “0” to be automatically added 471
on every withdrawal and deposit on a certain date. So if someone wanted to withdraw 250, yuan, the ATM would automatically dispense 2,500 yuan.
If
someone deposited 1,000 yuan into their account they machine would register a deposit of $1,100 and print out a deposit receipt for that amount. David started laughing when he was explaining this to me as we both could envision how surprised a customer would be to receive such an unexpected gift. And would anyone really complain to the bank about receiving too much money? I also learned from a former German arms dealer described in the last chapter of this book that future wars will be fought by remote control and be decided within a matter of days and not more than a week or two. Despite his old age, he was quite up to date on German and American technologies he called “amazing” and I called “incredible” when he described them to me. His name was Karl and he told me about remote controlled
under-water missile launchers that were almost
100% undetectable by any electronic means and they crawled on the ocean floor on electric tracked vehicles to a predetermined point on the globe. They are small enough to be chute-dropped from a C130 at super low altitudes to avoid detection. Each vehicle holds a Mark 48 torpedo and 2 Harpoo n missiles. They could be deployed in waters of up to 1,600 feet which means the coast lines of Venezuela, Russia, or China and just sit there for months once they are on target. Every night at a scheduled time, the machine would send a tethered float to the surface with an antenna attached to receive encrypted instructions from a satellite. Instructions could be sent to deploy to a different location or to launch their weapons on specific targets. He also described another clever weapon to me which I could only describe as a “glider-torpedo”. This is a winged torpedo with a conventional or nuclear war head covered with a stealth material that evades radar detection. Lets say America wanted to destroy a certain aircraft carrier of a nation embroiled in some territorial water dispute, but could not legally enter their airspace, or perhaps they want to make it appear as an attack from another nation to escalate the conflict. This new “glider torpedo” could be dropped from a B-52 flying at 40,000 feet more than 500 miles away where the aircraft could even be on a course flying 472
away from the target. Or the aircraft could be an old commercial airliner or cargo plane, making it even less suspect.
Once dropped, that torpedo might stay
airborne for almost an hour as it glides down to within two miles of it target before the wings detach less than five feet above the ocean surface and the torpedo does its work. Since no enemy ships or submarines are detected within the area, the crew aboard the target ship would not be on alert and not have time to evade a speeding inbound torpedo.
With a nuclear warhead, a $30 Billion aircraft
carrier and $15 Billion of its aircraft would be on the ocean floor within an hour from a $20 million torpedo. Karl also told me about remote controlled .50 caliber machine guns designed for remote border that were linked to motion and infrared sensors and CCTV cameras so hundreds of intruders could be mowed down a mile away by what they would believe to be an unguarded border. He claimed that the old U.S. border patrol was interested in getting a quote, allegedly for use on the Mexican border. I just recently learned that this weapon system is actually deployed right now on the DMZ in South Korea and has been enhanced with laser targeting. I am not sure about the legality of such weaponry but Karl said they are the coming trend and gave me the names of five companies I should buy stock in. If I had any money left, I certainly would do so. I could easily understand why Karl was wanted behi nd bars if he refused to make America his exclusive buyer of such advanced technology. Whenever Chinese or Russian trade missions come to summits in America, David said they are always put up in a 5 star hotel compliments of the American people, but that hotel is completely wired with microphones and hidden video cameras to capture anything “interesting” that could be used in the future, like a He said Team China studied the case files of those intelligence failures David said there were many crazy schemes that he vehemently argued against but still were recommended – to whom he would not say.
Most of the plans David
opposed involved spreading some foul disease through livestock and poultry which he feared could easily get out of control and infect people far beyond the borders of China. The actual disease could be created or replicated in a lab and 473
less than a dozen animals had to be infected with a virus to light the fuse to this biological time bomb. It was this particular scheme that apparently awakened David‟s conscience because he said after he learned the scheme was recommended as an official contingency plan, he did not want to be part of indiscriminate death, and “parted ways as friends with the boys to pursue some day -trading on the markets” I often wonder who in our government gets to decide when such dirty tricks are used?
Is it the President, the CIA Director, or some secret Congressional
committee? This is one secret I never learned. One of the most shocking things I learned came from the mo uth of former Fort Lauderdale Sheriff Nick Navaro who I had met through two of his former deputies “Doug” (a tall slender guy) and “Gene Farmer” (a rather portly guy) and Atty. Kirk Gurbach. Nick was taken some company public and allegedly wanted my contacts to help him “promote” the stock. At least that was the premise for the initial meeting. If I recall correctly it was a company that sold security and safety equipment. In all I would have 4 meetings with him and the third time he insisted on meeting me alone. It was at this third meeting where I saw Scotty Gallin walk in and out of the office as if he owned the place. He dropped two brown grocery bags of cash on Nick‟s desk and without saying a word gave Nick a “thumbs up” signal.
Nick just grinned and told Scotty there was an envelope with some
photos in the other room that needed to be taken somewhere. He also reached into his desk drawer and pulled out a plastic bag of white powder, and tossed it to Scotty, saying “Nice job”. I knew better than to ask. After Scotty had left, it was when I learned that Nick really wanted my help to do a pump and dump on a stock that he was launderings some money with. But even if wanted to do his 474
deal, there was not enough trading volume on the stock which almost traded by appointment. I gave him some other ideas but he wanted to move too much too quick. I offered to introduce him to my good friend Chuck Arnold who had some Russian friends he was always talking about that solved problems like that. But after sharing a few drinks with Nick I decided to play with him a little since he was one of two people instrumental in getting my friend Erling locked away, and Erling had told me a story about a murder of a drug dealer named Vic Simone in South Florida. According to the story, he was pulling into Vic‟s driveway as Nick was walking out. Nick was allegedly carrying a box or bag (I can‟t recall any more – it‟s been a few years). Erling came across the still warm body of Simone and realized there had been both a theft and a murder. So while sitting with Nick I casually mentioned that I knew two of his friends. When he asked which, I told him “Erling Ingvaldsen” and “Vic Simone” and he let out a huge great laugh. “Those fuckers aren‟t my friends!” he said “In fact I sent one to prison for 30 years and the other I personally sent to hell.” It took a few seconds for that to sink in but then I recalled something Rene Benitez had said back in 1986 or 87 at MCC Miami about Nick Navarro stealing his drugs from a dead man and he (Benitez) was still owed money. You can draw your own conclusions from this exchange, but when I shared this info with Erling in Canada in 2001 all doubts were erased. When I contacted Chuck to see if he wanted to do some deal with Nick to help him move his money, I was shocked to learn that Chuck had just got acquitted of some federal stock fraud charges, and was shocked that he never even told me about the case! Apparently some 20+ people were indicted and only he and five others were found not guilty. The case is well known on Wall Street as “The Bermuda Shorts Case”.

The only picture of Scotty Gallin I could find on line with singer Aliyah in the Bahamas. I had a few pictures with Scotty together at Fort Apache marina (when he had a full head of hair) but the feds confiscated the photos.
cared to know but mostly how he had drug dealers “arrested “ and then negotiated their release at some safe house before they were even booked. Scotty says the dealers were always terrified since they knew they would get locked away for at least 15 years or worse. The legend of Vic Simone is well known among those in the drug world. According to Scotty,(and confirmed by two independent federal prisoners convicted of smuggling) the dealers would almost always cave to Nick;s demands to surrender either the drugs or the money, depending at what stage they were busted. In tough cases where the victim remained silent, or demanded an attorney, Scotty said he would play a role as a prospective executioner. He would always be on standby and if he got a call from Nick where a certain code phrase was used, he would show up with his mean scowl face, and ask “Is this the guy?” and Nick would nod. Scotty would pull out his unloaded 9mm and put it to the victim‟s head and tell the guy “Say goodbye world” But Nick would always intervene at the last second and say 476
“Please – not here. It took us ten hours to clean up the last mess you made!”. So as soon as Scott would cuff the guy to purportedly take him to the Everglades, the victim, almost always caved. Afterwards Scotty would escort them to airport where the victim was sent back to Colombia on a one-way ticket to meet an almost certain death upon arrival. Scotty said he always wanted to be an actor and even joined the Screen Actors Guild. Scotty was not a guy capable of taking the life of another, but he was a damn good actor from what I heard and hi intimidating size and mean face configuration he could arrange within seconds would convince anyone that he meant business. I once asked him to pay a visit to Finta for me to delete me from Steve‟s mind. But I was shocked when Scotty said, “I can‟t do that for any amount of money”. When I asked why not, Scotty simply told the truth. “Nick is good friends with Finta and Nelson, a fact that would later be confirmed by a black agent named Ernie from the FDLE, who Erling previously introduced to me. If I recall correctly Ernie went on to become the mayor of Opa Locka, a suburb of Miami, famous for drug gangs. Other secrets I learned were far away in Oklahoma City and had nothing to do with foreign governments, investors, drug smugglers, or schemers like Team China. If Phil Schneider was not insane, and if the UFO I myself saw in Puerto Rico in 1975 was not an experimental military aircraft, then I suppose I have to say that the U.S. government has been reverse-engineering disruptive technologies from afar. How they came into possession of such technology is beyond me, but I reflect back upon my brief training as an Air Traffic Controller at the FAA‟s Mike Mulroney Aeronautical institute in OKC when I attended an after class get together ad-hoc discussion with a veteran controller of almost 15 years . He was now a radio communications instructor at the Academy and previously worked many years in a radar center as I myself was assigned to San Juan CERAP upon completing my studies. (I was third in my class when I had to leave the program due to a medical issue).
477
Someone in the group asked “Doug” (not his real name) if he ever saw a UFO, and he replied “Not i n the sky, but quite a few on my radar screen, but this is something you never want to write up in any report.” He said to report such incidents ate up a lot of administrative time and “pissed off the supervisors” He said one of his colleagues did make such a report and then was absent for 3 days and later reassigned to Alaska when he refused to retract his report. He explained that over his long career he probably saw about a dozen of these “speed demons shoot across my radar screen at Mach 3, 4, or 5.” So then I myself asked him how he could know that what he saw traveling at Mach 3, 4, or 5 on his radar screen wasn‟t just a meteorite entering the atmosphere? He looked at me with a straight face and explained… “My radar blips were not falling; they maintained or increased altitude over several hundred miles. And meteorites don‟t stop and go, nor make 90 degree turns, nor climb at
2,000 feet per
second.” Silence filled the room as we all knew that meteorites could not do that. Another student was clearly skeptical and asked “What else could they be – maybe some new Air Force fighter jet?”. Doug calmly replied “Believe whatever you like but after you make a few airline pilot friends ask them the same question.” He left us by “suggesting” we avoid this subject throughout our careers 478
if we expected to get into FAA management positions beyond GS-12. I think his advice was solid. and the famous Roswell incident will not have any doubts. I will now flashback to 1980 when I was visiting my mom in Parma, Ohio. Whenever I would visit mom, I would also visit my friends, and one of the included Tom Coury, who with his brothers owned the Aristocrat Nursing Home chain worth a few million dollars. I had persuaded Tom to invest in rehabilitating the Old Ramey Air Force Hospital into a rehabilitation center for the handicapped which was to be named St. Anthony‟s Rehabilitation Center and it would be the only such facility in Western Puerto Rico. I had agreed to be the point man on the project and Dr. Aponte was going to be the first Medical Director. Tom lived in Brookpark, a suburb of Cleveland and his office was located on the second floor of 5900 Pearl Road in Parma Heights not far from Mayor Cassidy‟s law office. I visited that office perhaps two or three times a year between 1976-1980. On this occasion Tom informed me that he was seeking federal funding through his Congressional contact and friend Mary Rose Oakar (her brother Jim was to play some role with the Rehab Center that would justify a salary) The way Tom explained it Ramey was still federal property even though the air force was long gone, and Oakar was going to get him $2-3 million to renovate the 40 year old hospital that in fact was bomb-proof. In Puerto Rico I had mustered all the local support which was not difficult considering the hospital would generate about 350 full time jobs. I give this background only to explain why I would go to Tom‟s office this day. When I got there however, I walked into his office while he was on a conference call with Prince Bandar of Saudi Arabia. The Coury family is Lebanese and dabbled and were oil brokers before expanding into senior health care. There was a white haired frail man in his mid fifties sitting in on the call who I never met before. When Tom got off the call he introduced me to his “friend” Heinreich 480
Rupp who he claimed used to fly for the Germany Luftwaffe. Of course I didn‟t believe him but as soon as Tom told him I also was a novice pilot “Harry” asked me about the planes I flew and told me I would love to fly an old ME109 and then suddenly Tom told Harry “Tony was with me in Puerto Rico when we saw that UFO I told you about.” Instead of laughing at that comment as I expect most people would, Harry said “They have not been unidentified since the 40s! We should be calling them IFOs!” When I asked what he meant, he said it was a long story that he would tell another day.
As things would turn out Tom asked me if I could do him and Harry a “favor” and in the process I would earn $250,000. Of course that got my attention so I was all ears. Tom asked me if I‟d go to Zurich, Switzerland on his behalf and open an account for him and Harry at UBS and then broker a gold Krugerrand deal from South Africa. The details were scarce but the gist of it was that there was an emergency in Australia and Harry needed to “move some assets” and did not want to pay “a shitload of taxes” so he would be doing the deal i n gold. My only 481
question was “Is this all legal” and to Harry answered the question for him “In Switzerland everything is legal”. I looked at Tom for reassurance and he nodded. I knew Tom for about five years and trusted him not to lie to me. I agreed to make the trip. But I did not want to go alone so I recruited a friend in Florida to go with me. A millionaire named Art Spector who invented a famous boat and aircraft cleaner/wax called Starbrite. When I told Art about the deal, he immediately inquired if he could also get access to $100,000 of krugerrands for which he already had ready buyers who wanted the coins for jewelry and would pay a big premium for them. I checked with Tom and he said it could be arranged. We flew to Zurich in late September and checked into the Dolder Grand Hotel, an old but elegant Hotel on the side of the mountain with its own cable car. We were supposed to meet up with a George Basil and his wife Pilar, who we later learned worked for the CIA and the German secret police. At this time I had no idea that Harry Rupp was also employed with the CIA. At any rate George and Pilar sent word that they were in Berlin and would be delayed a few days. Art and I decided to take the train to Munich and catch the beginning of Oktoberfest. I was surprised that after we purchased our train ticket, nobody ever collected them! They work on the honor system! We had a great time in Munich and met up with a jolly fellow from Scotland named Tommy Thompson that told us the best jokes I ever heard in my life. It was a weekend I will never forget because of Tommy, and the great food and beer. Upon returning to the Zurich and the Dolder Grand however , some strange things happened. There was a hurried knock at my hotel door and when I opened it, a bea utiful young girl rushed in and quickly closed and locked the door behind me. She had a terrified look on her face, and she pulled me into the bathroom and implored me to remain silent. I heard a two or three people running down the hall outside. “Are you in trouble?”
she nodded
“Are you hiding from the police?”
She
whispered, “I wish they were the police.” She begged me if she could spend the 482
night and offered to pay me money to let her hide there in my room. My initial thoughts that she was a hooker immediately flew out the window. I reluctantly agreed because she convinced me the men looking for her would either beat or kill her. In case this beautiful girl is still alive, I will not divulge the details of her problem but her name is Lydia Hersloff from Greenwich Village, Connecticut. I poured her a hot bath and ordered some food since she said she had been on the run all day, and did not have time to eat. The next day, she met Art and after she dressed up and fixed her hair and put a little make-up on Art and I both thought she could be a movie star. We were both curious to hear here story so we invited her for dinner. That evening while we eating George Basil and Pilar showed up unannounced, claimed they just arrived in Zurich and apologized for the 4 day delay. Of course we invited them to join us. George was at least 10or 15 years older than Pilar who also was a very elegant lady, much like Teresita Chism in fact. Very-well educated
and astute about world affairs. It became clear that both had an
aversion to Russians and wanted to talk business. Apparently they did not feel comfortable speaking in front of Lydia who after dinner, excused herself. That night George advised that he would take me to the bank the following day to open the accounts and claimed to know the UBS directors personally. I was growing excited as I had never made $250,000 in one day at my young age, that was enough money to buy a house in those days. By this time Lydia had gotten her own room and I stopped at her door to ask if she was safe. She indicated she was and so I said good night. I went back to my room and art went to his. I believe we were on the second floor. After falling asleep counting $100 bills instead of sheep, I was rudely awakened about 3:00am by three men with guns and a flashlight. I immediately thought these were the guys looking for Lydia but as I became fully awake I realized they had police credentials and they were searching my room. They asked me about 20 questions about the purpose of my visit to Zurich and then told me to get dressed. They put their guns away and marched me out into the hallway where I saw another 3 men had Art in handcuffs. But the leader of the group ordered that the 483
handcuffs be removed.
They led us downstairs to two waiting unmarked
Mercedes and within 20 minutes we crossed the river and were inside some government building. We demanded an explanation but they ignored us and talked amongst themselves and then separated us. Two guys came to interrogate me and asked me how long I worked for the CIA!
I remember
laughing for almost a minute, but they were dead serious. They then showed me some photos of about 15 men including Harry Rupp, a guy named Mike Hariri, and Tom Coury‟s friend and relative Josef Abou Chedid, as well as a photo of George Basil with a man whose photo I would not see again until 1994 in the office of Eddie Chism – Donald Gregg. At first they insisted I was employed with the CIA and told me that they had recordings of me meeting with Donald Gregg in Cyprus. At this point I grew angry and a little scared because I was never in Cyprus and never met any Donald Gregg. I insisted on calling a lawyer or the American embassy. They consented to a call but only if I told them what my “mission” was in Puerto Rico. I told them I was spying on Communist agents masquerading as taxi drivers! I was really getting angry and worried. I did not know any lawyer in Switzerland, so I called Tom Coury at his home and his wife answered the phone. She was nice but tried to convince me I should call Tom at his office in the morning. When I explained it was an emergency she reluctantly woke him up. I relayed the entire ordeal to him, and I recall that he laughed.
Then he simply said “Stay cool,
Heinreich knows everyone in tha t City. He‟ll get you back to your Hotel for breakfast. Sure enough, about two hours later a lawyer by the name of Alex DeBeers shows up, saying that some woman friend of his named “Matie” called him to come rescue us form some overzealous police.”
Alex said something
about his father holding some position in government and he chastised the “cops” which he said were the national security police of Switzerland. Whatever he said worked. We were driven back to the Dolder Grand but there were no apologies. After breakfast I went to my room to take a nap and told Art to wake me when Basil arrived at 10:00 am to go to the bank. I awoke at 4:00pm when Lydia was knocking on my door. She told me she would return to Connecticut in the next 484
day, and she asked if we could have dinner together. Dinner! I had to go to the bank with Basil at 10:00am. I then realized the time and called Art. He said Basil never showed up and was not answering his phone. So I tried Pilar‟s number and I got a recording that her number did not exist. How Bizarre. We would wait 2-3 more days at the Dolder Grand waiting to hear from George or Pilar, but we would never hear from them again. Art and I flew back to Miami a bit dejected to say the least. I called Tom but got no real explanatio n from although I could sense he knew exactly what happened. I asked him for Harry‟s phone number. He gave me a number in Colorado but told me that he was in Iran or Israel “on business” for about a week. It was a full month before I ever reached Rupp at the Colorado number. I thanked him for his help with the police but asked for an explanation. He said he had guests and had no privacy to speak, and would call me back. But he never did. Only a year before he died, Tom Coury told me “Harry is a company guy who handles some financial investments for old man Bush” Which Bush he was talking about, I had no clue. Was it Prescott Bush who did business with the Nazis, or his son the President? I never felt really 100% comfortable with Tom after that episode and since Congresswoman Oakar was being investigated for some corruption matters, the hospital project in Puerto Rico lost traction to everyone‟s disappointment. avoids the AFG fiasco completely but focuses on their escape from Panama after the invasion and highlights their achievements in Panama.. Those who know the Chisms know that Eddie clearly wrote this book, not Terry, and he did so to salvage his reputation in Panama where he must now reside. As punishment for defrauding American and Canadian citizens out of $87 million (actual amount was at least $120 million) David Siegel was fined $3million and allowed to remain free in his luxury Ft. Lauderdale condo. Ed Chism cut a sweet deal to plead guilty to tax evasion and remain quiet about his dealings with Noriega and other government officials. By doing so, he escaped a 30 year prison sentence and served only 8 months in a “country club” minimum security prison in Florida.
The “missing” money was never found by the authorities.
According to a former AFG colleague, I learned the money was reclaimed in 2008 and split three ways between Chism, Siegel, and a third party whose identity was never revealed to me. Justice does not come cheap in America. Chism and Siegel did not have much choice but to make a deal. Their sons Edward “Fulo” Chism Jr. and Phillip Siegel (both roughly 25 years old at the time) were about to be indicted if their fathers didn‟t cooperate. But both Chism and Siegel played hardball long enough to get what they wanted – to keep the money in exchange for their silence and no charges against their kids. I learned some very disturbing secrets here in China as well, but if you prefer to call them “rumors” that is up to you. Many years ago in America, I had the occasion to meet Dr. George Lucey from the U.S. Army Research Laboratory through a project called “Bardwell Industries” (Ken Bardwell turned out to be less than credible at the time and the high-tech deal went South). But this introduction to George led me to meet other “interesting” people including a now-retired NASA and DARPA official who still does consulting from time to time to the NSA, USAF Space Command, NASA, and CIA. I ran into him by chance at one of China‟s most prestigious universities where he said he came to set up an exchange program for an American University. I was surprised that I still recognized the man after all these years and when I walked over and said hello, I had to jog his memory a bit. I will not say more for fear of identifying the man. I 486
had not seen him in over 20 years and reminded him of the old contact and asked about George. We decided to cool off with a drink. When he asked what I was doing in China, I could not simply tell him the truth behind my sudden exodus but I didn‟t want to lie. I told him an innocent truth that I had been doing corporate and Business English training to government officials and professors including those at Bei Hang aviation university. I asked him if he had seen the new Space museum at Bei Hang University and he replied that he was tired of space and wanted to focus the balance of his life on Earthly pleasures and travel. We talked about working for the government and I relayed how I could not take more than five years of always being told to look the other way or “forget what you just saw or heard.”
He immediately related to that
comment and remarked that he wish he did not reject an offer with MartinMarietta years ago. Instead he chose “the Uncle Sam package.” When I sensed his negative attitude about government service and even space program, I decided to pry and in less than 15 minutes it became clear tha t he was either angry or frustrated about something. Within another 15 minutes I discovered it was both. Apparently he felt used and deceived by the government which used his innocent research about ceramics and thermal dynamics to weaponize space, something that is actually illegal according to a handful of international treaties. From what I could deduce from our conversation, America only agreed not to put nuclear weapons in space, but my old associate suggested that most all the weapons in were non-nuclear except for a few nuclear batteries. To be clear, he was deliberately being vague and ambiguous with me since he was certainly talking about top secret projects, yet I could sense there was something he wanted me to know, or perhaps he just needed to vent something that was deeply bothering him. As an AIDS counselor I developed the ability to detect emotional conflicts in people and to get them to verbalize. I suppose I sub conscientiously now was employing those skills, because he started talking “hypothetically” about “kinetic weaponry,” “neutron beams”, “laser technology” and finally just asked “Did you see that terrible tidal wave in Japan?” “Who didn‟t see that incredible video?!” I replied. Then he looked at me and just said “You 487
know, even rocket scientists, make mistakes.”
Although he smiled, his face
betrayed him so I just had to ask… “What do you mean?” He hesitated and then thought about how he could tell me indirectly something he surely could not tell me directly. “From 22 miles out in space even a single decimal point mistake could cause a 1,000 mile difference on earth when calculating trajectories.” “Huh?” was all I could say. “I won‟t bore you Anthony, but when you have time one day, look on a map and see where 1,000 miles South of that tidal wave‟s epicenter will take you.” I simply acknowledged that I would do that but now I was trying to piece together this jig saw puzzle he just threw on the table between us. I guess I intuitively asked the right question “What is kinetic weaponry?” He glanced off for a bit, perhaps to find a safe way to tell me nothing specific. “Do you know how tank sabots work Anthony?” When I suggested that tank sabots are basically darts made out very dense metal that are shot out at supersonic speed and really do not require explosive war heads because the high energy impact does all the destruction.” He nodded his head.
“So hypothetically,
imagine what damage a huge sabot 10 or 15 meters long and 2-3 meters in diameters weighing over 10 tons could do upon impact at Mach 1, 2, or 3 – hypothetically, of course.” I connected the dots in less than a minute. “Holy fuck – that is just evil!” is all I could say. He raised his eyebrows and said – “They used me under false pretenses, and by the time I released what was going on, it was too late. Now I know how Colin Powell must have felt. Anthony do you know what took place on 9/10/2001 – the day before 911?”
I shook my head.
He grabbed a napkin and started writing. “I have to go. It was great to bump i nto you like this. When you have some time to kill, here are three Google searches you might want to do when you have some extra time on your hands or maybe a sleepless night.” He stood up, drank the last swig of ice tea from his glass, and shook my hand good-bye. When I asked for a business card, he hesitated after reaching into his coat pocket and finally said “Probably not a good idea.” He wished me luck and walked out of the campus coffee shop. I asked the server for the bill and then glanced down a t the napkin with his scribble on it. Here is what he wrote word for word… 488
“Google these key words separately and follow all links… “Rods from God, space weapon” “HAARP, Alaska, Tesla” “ABM, ASAT, energy beam” “Rumsfield, announces, $2.3 trillion missing” When I got home that evening, instead of working on my book project, I spent three hours on the internet and was amazed and what these searches were turning up. When you search, you will either be horrified or proud of American engineering know how.
The day before 911, Secretary of Defense Donald
Rumsfield announced on national television that $2.3 Trillion dollars was “missing” from the DoD. Was it transferred and allocated to the “black projects” – including incredible and very expensive space weapons that can cause earthquakes, tidal waves, and cause missiles to explode within a minute or two of launch? President Reagan‟s Star War‟s technology quest paid off in spades. When I later learned about the secret X-37 project, I understood why we no longer needed a space shuttle. America had put enough weaponry in space to dominate the world at will without actually having to fight a war. Victory via extortion could now be guaranteed. If you look at a map and measure 1,000 miles West from from the epicenter of the 2011 Tsunami (80 miles East of Sendai, Japan) you will find yourself rather close to North Korea. Did a 10 ton ceramic coated tungsten rod impact the Earth and ocean floor in the wrong place by “mistake”? Was America trying to send a warning or punish North Korea for it ICBM missile tests? Or am I jumping to premature conclusions? Well take a look at what North Korean was doing best in 2011 – antagonizing the United States with threats of developing long range missiles, and then actually attempting to launch them. Not once, not twice, but repeatedly. Washington has been monitoring North Korea‟s communications for years and knew well in advance when every launch would take place. Was President Obama getting so vexed and frustrated with the feisty Mr. Il that he finally consent to his Space 489
Command generals to let them test their new “Rods from Gods” kinetic weapons. Nobody would see it coming and at Mach 3 or 4 the rod would penetrate the Earth‟s crust in North Korea and the impact would register on the Richter scale and possibly cause an Earthquake or Tsunami? Nobody would ever suspect unnatural causes.
But some geologists and seismologist experts in Asia and even America who study tectonic plate movements for a living, were quite surprised with the location of the epicenter. It was nowhere near where they had all predicted with 80% certainty where the next earthquake would take place. These are the exact words from a Wired article written in 2011 after interviewing four experts on Japan‟ s geology and subterranean plate movement; “Japan has been expecting and preparing for the “big one” for more than 30 years. But the magnitude-9.0 temblor that struck March 11 — the world’s fourth biggest quake since 1900 — wasn’t the catastrophe the island nation had in mind. The epicenter of
490
the quake was about 80 miles east of the city of Sendai, in a strip of ocean crust previously thought unlikely to be capable of unleashing such energy. Sciencenews “This area has a long history of earthquakes, but [the Sendai earthquake] doesn’t fit the pattern,” says Harold Tobin, a marine geophysicist at the University of Wisconsin-Madison. “The expectation was high for a 7.5, but that’s a hundred times smaller than a 9.0.” and… But preliminary computer simulations at Harvard that crunched early data from the Sendai quake suggest that a long stretch of the Japan Trench ruptured during the event — about 390 kilometers [240 miles]. Multiple segments that usually behave independently broke over the course of two to three minutes. “It looks like three of the segments all slipped together,” says Miaki Ishii, a seismologist at Harvard. “There is some evidence that a fourth may have been involved as well.” She doesn’t know why these particular segments ruptured together, or why other similar segments nearby didn’t join them.

Now before you jump down my throat, let me share two other conversations, I heard here in China – one was at a famous sports bar (Goose & Duck) and the other was at the PLA military academy where I was training some PLA officers that would soon be sent abroad to embassies where English skills would be required. The first conversation is one I simply overheard at the sports bar. It was the night before North Korea would test launch its second ICBM on April 12, 2012. 492
Behind me sat three American guys who are frequently seen at the Goose & Duck and Eudora Station (two Beijing hang-outs for foreigners) Two of them are known to be assigned to the embassy in the commercial section, one of whom I met previously, and the third guy, also an American was always a mys tery to the patrons of the bar. He also worked at the embassy but never exchanged business cards. He was perhaps in his early to mid 40s and the other two Americans were in their 30s.
They were talking about former Governor Bill
Richardson and North Korea and some secret business center project that was to be built in North Korea. I was waiting for a friend of mine to arrive who is habitually late to the point where I now tell him a meeting time is 30 minutes earlier than it actually is.
So to kill time, I was watching a rugby match while
tuning into the conversation behind me when the three Americans started talking about a missile launch that would take place in North Korea the following day, and I wondered how they knew this since I did not hear anything about an announcement about a specific time and date of another launch, only that North Korea intended to continue its work to refine its ICBM technology. At any rate these guys were joking about North Korea‟s technological incompetence when the mystery guy simply said matter-of-factly. “Maybe after tomorrow‟s failure they might finally get the message”. What “message” was he talking about and how would he know the next launch would be a “failure”? Their conversation continued about Korea‟s new leader and something about automated high-tech robotic machine guns being installed along the DMZ, when my buddy finally showed up and we had a short meeting with the owner of the bar John Harkness, a

business to China. I quickly forgot about what I overheard at the table behind me and now focused
my attention on a

to work for John and for me to put together a go-kart operation on some property John owned. But the following day, I was watching CCTV News and saw that indeed North Korea did launch a second ICBM test rocket, and just like the first one, it exploded within a few minutes of launching. I flashed back to what I overheard the night before, and instantly recalled what I was instructed to Google the previous summer by my old NASA friend. Was this all just a coincidence? After much reflection, I had to agree with Dr. Sheldon Cooper – there are no coincidences in life.
Now as for the other casual conversation I had with some of my military officer students one day during a 10 minute break in the class, we were talking about the size of China‟s, Russia‟s, India‟s, and America‟s military forces and debating if there could every be another world war given all the high tech remote controlled weapons being developed by both the East and the West, when one Colonel shared something that I believe was right on target. “If there is ever another world war, it won‟t matter how big armies and navies are, or how many 494
nuclear bombs one country or another may have. It will all come down to who has the best technology and can kill the enemy satellites first.” I only had to ponder his comments for 30 seconds before admitting he was right. Satellites account for 80% of the world‟s communications links, and does about half of all targeting and surveillance for the military forces of the world.
Indeed I now
agreed that space-based weapons would be vital to any nation in time of war a nd perhaps it is no coincidence that China has suddenly fast-tracked it‟s space program in the last seven years with an injection of over a $30 billion dollars. Had I not been in China and bump into an old friend and overhear conversations not meant for me, or be teaching English to PLA officers, I never would even think that America could be responsible for North Korea‟s failed missile launches, the tsunami in Japan meant for North Korea, nor wonder if that secret

in
Alaska could cause drought and famine around the world at will.
Again, I emphasize that
this is my own personal conclusion based on what I personally heard and you are free to believe what you like. If I am wrong, then why is there not a single House or Senate committee in America looking for the “missing” $2.3 Trillion dollars. How does that kind of money simply vanish? America already has space planes that can carry nuclear or conventional payloads and remain aloft for over a year, perhaps in orbit over Iran or some other “hostile” nation and within three minutes destroy an entire city of 5 million people without a nuclear weapon and the fallout problems. We have remote controlled drones that already killed over 500 people in foreign countries and now some that can even land by remote control on aircraft carriers. It may be years before we learn the truth about today‟s military technology just as it took over 20 years for us to learn that we had the SR71 blackbird jet. Clearly America‟s safety is assured through advanced tec hnology. 495
So why all the scare talk and war mongering about the South China sea?
Truthfully, America‟s war planners are the best in the world. There is no potential enemy on the planet that could defeat American militarily unless and until they acquire the same technologies as America. This is the only way China or Russia could ever pose a credible threat to America. And I cannot forget one of Team China‟s plans that David was adamantly opposed due to the indiscriminate death it would cause by creating earthquakes and floods through advanced technologies So why then are all the new American military installations being built more than 3,000 meters underground? Google “Dumbs, military bases” for some insights. But even more alarming is why did our Department of Homeland security recently purchase 7,000 riot guns, 1.6 billion bullets, and 50,000 riot uniforms and kits? Why has FEMA been secretly building over a dozen empty prisons instead of emergency shelters in hurricane zones?
These now empty prisons have a
capacity for 2 million prisoners. Who will be their prisoners?
Am I delusional? 496
Jump on the internet, start Googling and decide for yourself. It is not the Chinese that our government fears most.
American tax dollars paid for this billion dollar HAARP facility in Alaska yet less than .5% of America‟s population even knows that it exists and what it is used for. Did you know that 20% of American tax dollars are spent on 95 different ways to kill people in foreign countries? Shouldn‟t the American people have the right to vote on how their own money is spent? Remember that the technology mentioned here is only what can be seen with the naked eye and satellites. We have no idea what technologies are hidden underground in over 50 secret hidden DUMB facilities. America is very good at keeping secrets. For example. When Russia developed a super fast torpedo that creates its own air pocket underwater to eliminate drag in 2000, America and then the world knew about it by 2002. But America was actually flying the world’s fastest airplane, the SR71 “Blackbird” for over 20 years before its existence became known to the public. What David Siegel told me was in 1995, and according to him he had not worked on Team China for “a few years”. We can only guess at the other amazing technology in America’s arsenal still unknown to us at this time. 497 © Copyright 1995-2014 By BAGD – All Rights Reserved
