The Founding of ASEAN On 8 August 1967, fve leaders - the Foreign Ministers o Indonesia, Malaysia, the Philiines, !ingaore and "hailand - sat do#n together in the $ain hall o the %eart$ent o Foreign A&airs 'uilding in (ang)o), (ang)o), "hailand and signed a do*u$ent+ (y virtue o that do*u$ent, the Asso*iation o !outheast Asian ations A!.A/ #as 'orn+ "he fve Foreign Ministers #ho signed it - Ada$ Mali) o Indonesia, ar*iso 0+ 0a$os o the Philiines, "un A'dul 0aa) o Malaysia, !+ 0a2aratna$ o !ingaore, and "hanat 3ho$an o "hailand - #ould su'se4uently 'e hailed as the Founding Fathers o ro'a'ly the $ost su**essul inter-govern$ental organiation in the develoing #orld today+ And the do*u$ent that they signed #ould 'e )no#n as the A!.A %e*laration+ It #as a short, si$ly-#orded do*u$ent *ontaining 2ust fve arti*les+ It de*lared the esta'lish$ent o an Asso*iation or 0egional 5ooeration a$ong the 5ountries o !outheast Asia to 'e )no#n as the Asso*iation o !outheast Asian ations A!.A/ and selled out the ai$s and uroses o that Asso*iation+ "hese ai$s and uroses #ere a'out *ooeration in the e*ono$i*, so*ial, *ultural, te*hni*al, edu*ational edu*ational and other felds, and in the ro$otion o regional ea*e and sta'ility through a'iding rese*t or 2usti*e and the rule o la# and adheren*e to the rin*iles o the nited ations 5harter+ It stiulated that the Asso*iation #ould 'e oen or arti*iation 'y all !tates in the !outheast Asian region su's*ri'ing to its ai$s, rin*iles and uroses+ It ro*lai$ed A!.A as reresenting the *olle*tive #ill o the nations o !outheast Asia to 'ind the$selves together in riendshi and *ooeration and, through 2oint e&orts and sa*rif*es, se*ure or their eoles and or osterity the 'lessings o ea*e, reedo$ and roserity+ It #as #hile "hailand #as 'ro)ering re*on*iliation a$ong Indonesia, the Philiines and Malaysia over *ertain disutes that it da#ned on the our *ountries that the $o$ent or regional *ooeration had *o$e or the uture o the region #ould re$ain un*ertain+ 0e*alls one o the t#o surviving rotagonists rotagonists o that histori* ro*ess, "hanat 3ho$an o "hailand At the 'an4uet $ar)ing the re*on*iliation 'et#een the three disutants, I 'roa*hed the idea o or$ing another organiation or regional *ooeration #ith Ada$ Mali)+ Mali) agreed #ithout hesitation 'ut as)ed or ti$e to tal) #ith his govern$ent and also to nor$alie relations #ith Malaysia no# that the *onrontation #as over+ Mean#hile, the "hai Foreign O*e reared a drat *harter o the ne# institution+ :ithin a e# $onths, everything #as ready+ I thereore invited the t#o or$er $e$'ers o the Asso*iation or !outheast Asia A!A/, Malaysia and the Philiines, and Indonesia, a )ey $e$'er, to a $eeting in (ang)o)+ In addition, !ingaore sent !+ 0a2aratna$, then Foreign Minister, to see $e a'out 2oining the ne# set-u+ Although the ne# organiation #as lanned to *o$rise only the A!A $e$'ers lus Indonesia, !ingaore;s re4uest #as avora'ly *onsidered+ And so in early August 1967, the fve Foreign Ministers sent our days in the relative isolation o a 'ea*h resort in (ang !aen, a *oastal to#n less than a hundred )ilo$eters southeast southeast o (ang)o)+ "here they negotiated over that do*u$ent in a de*idedly inor$al $anner #hi*h they #ould later delight in des*ri'ing as sorts-shirt dilo$a*y+ + 0a$os, #as serving #ith the Philiine 5ivi* A*tion ?rou in e$'attled >ietna$+ =e re*alled the tediousness o the negotiations that
re*eded the signing o the %e*laration that truly ta@ed the good#ill, the i$agination, the atien*e and understanding o the fve arti*iating arti*iating Ministers+ "hat A!.A #as esta'lished at all in site o these di*ulties, he said, $eant that its oundations had 'een solidly laid+ And he i$ressed i$ressed it on the audien*e o dilo$ats, o*ials and $edia eole #ho had #itnessed the signing *ere$ony that a great sense o urgen*y had ro$ted the Ministers to go through all that trou'le+ =e so)e dar)ly o the or*es that #ere arrayed against the survival o the *ountries o !outheast Asia in those un*ertain and *riti*al ti$es+

Indonesian *olleagues+ In a'out three $ore #ee)s, Indonesia #ould ully restore dilo$ati* relations #ith Malaysia, and soon ater that #ith !ingaore+ "hat #as 'y no $eans the end to intra-A!.A disutes, or soon the Philiines and Malaysia #ould have a alling out on the issue o sovereignty over !a'ah+ Many disutes 'et#een A!.A *ountries ersist to this day+ (ut all Me$'er 5ountries are deely *o$$itted to resolving their di&eren*es through ea*eul $eans and in the sirit o $utual a**o$$odation+ .very disute #ould have its roer season 'ut it #ould not 'e allo#ed to get in the #ay o the tas) at hand+ And at that ti$e, the essential tas) #as to lay the ra$e#or) o regional dialogue and *ooeration+ "he t#o-age (ang)o) %e*laration not only *ontains the rationale or the esta'lish$ent o A!.A and its se*if* o'2e*tives+ It reresents the organiations $odus oerandi o 'uilding on s$all stes, voluntary, and inor$al arrange$ents to#ards $ore 'inding and institutionalied agree$ents+ All the ounding $e$'er states and the ne#er $e$'ers have stood ast to the sirit o the (ang)o) %e*laration+ Over the years, A!.A has rogressively entered into several or$al and legally-'inding instru$ents, su*h as the 1976 "reaty o A$ity and 5ooeration in !outheast Asia and the 199B "reaty on the !outheast Asia u*lear :eaon-Free Gone+ Against the 'a*)dro o *oni*t in the then Indo*hina, the Founding Fathers had the oresight o 'uilding a *o$$unity o and or all !outheast Asian states+ "hus the (ang)o) %e*laration ro$ulgated that Hthe Asso*iation is oen or arti*iation to all !tates in the !outheast Asian region su's*ri'ing to the aore$entioned ai$s, rin*iles and uroses+ A!.As in*lusive outloo) has aved the #ay or *o$$unity-'uilding not only in !outheast Asia, 'ut also in the 'roader Asia Pa*if* region #here several other inter-govern$ental organiations no# *o-e@ist+
