3. PIPING PROCESS SPECIFICATIONS SECTION 3.1 General notes 3.1.1
Recommendations
The sizing of critical piping system (i.e. tower overheads, pumps suction, recycle compressor loop, etc.) are based on assumed piping friction losses and should be checked by the engineering contractor once the refinery plot has been established.
All operating and design pressures specified on the piping specifications are preliminary only and subject to a final check by the engineering contractor.
3.1.2
Line numbering and identification system
For line numbering and identification system, refer to paragraph 3.9.2 of 2271-AAA-JSD0000-03 Rev-C (Standard Specification For PID Preparation). The following items have been instructed/clarified by JERP during the course of the Process Basic Design study:

PRESSURE-RELIEVING SYSTEMS GENERAL BASIS OF DESIGN
Pressure relieving systems are designed in accordance with API RP 521 fourth edition (1997) with the exception of the emergency vent systems for chemical reactions which are designed according to Axens’ experience (when applicable). 1. Sizing for fire case •
It has been assumed a fire area of 250 m2 which includes:
–
for reaction section:
reactor, separator drum, exchangers (excluding air cooler), piping.
–
for distillation section: column, reflux drum, exchangers (excluding air cooler), piping.
The Engineering Contractor shall define the equipment actually included in the fire areas on the basis of the final plot plan, and modify the reli eving flow rates if required. •
Only parts of equipment within 8 meters from grade are considered for calculation of the wetted area.
•
Environment factor F has been taken equal to 1 whatever might be the insulation.
•
No oversizing has been considered in relation with API formula, which means that good fire fighting protection and good draining are assumed to be in place.
2. When valves CSO, CSC, LO or LC are shown on PIDs, their wrong position has not been considered as a credible event. 3. Heat exchanger tube rupture is not considered when hydrotest pressure of the low pressure side (including upstream and downstream system) is ≥ to design pressure of the high pressure side (design pressure of LP side ≥ 10/13 of design pressure of HP side, according to Code ASME Section VIII div I, and ≥ 10/12.5 of design pressure of HP side, according to Code ASME Section VIII div 2 and European Directive on Pressure Vess els). 4. Plugging of the catalyst bed or the outlet collector are not considered as a credible event. 5. Emergency vapour depressuring for fire case is only considered for light hydrocarbons and when operating pressure is ≥ 1725 kPa gauge.

4.8 Shutdown logic and sequence logic Axens will specify a SIL number for the interlock safety ( Z) implemented to prevent the chemical risk. SIL number will be specified in accordance with IEC 61511. The Engineering contractor and Owner shall make sure that the type and quality of the instrumentation supplied for the SIS, the redundancies which are possibly necessary for sensors and final elements, the logic system, and the on site test frequency will be compatible with the SIL level which is specified. These SIL numbers shall be indicated on final Piping and Instrumentation Diagrams (P&ID) issued by EPC contractor.
NOTE:
In Instrument Data Sheet « SHUTDOWN LOGIC »: -
The SIL number is indicated as specified, only for actuators and devices corresponding to the Safety Function concerned by the Safety Integrity Level. Other actuators or devices, included in the same Interlock Safety (Z) loop, but not included with the concerned Safety Function, have no SIL indication.

For other interlock safety (Z) as equipment protection for instance, where Axens has not specified SIL, the eventual attribution of SIL will be the responsibility of engineering contractor (EPC) or owner.
