U.P. College of Law Political Law Review Course Outline Second Semester 2016-2017 Atty. Victoria V. Loanzon COURSE OVERVIEW: This review course will focus on the basic constitutional law within the context of the Philippine society and government. It will look over at the Constitution as the fundamental law of the land; the structure of the Philippine political system and the principles that govern the operations of the three branches of government like the separation of powers, principle of checks and balances, judicial power of review; relationships between the national and local government units as well as the independent constitutional commissions and special governmental bodies, and the constitutional foundations of the bill of rights, protection of these rights, and the essence of due process. The course will likewise cover administrative law, the law on public accountability and election law. A separate discussion will be done on Public International Law. This review course seeks to deepen the law students’ critical thinking competency in conceptualizing and analyzing constitutional issues while applying constitutional doctrines or rules to each issue. To engage law students in developing this vital competency for their preparation for the bar examinations and a career in the legal profession, this course will rely mainly on basic principles and relevant provisions of law and will relate such with leading jurisprudence.
