U900 – Initial Strategy ¾ U900 layer used to provide additional coverage and capacity. ¾ Proposal is to use U900 for coverage first, then capacity. ¾ Where there is U900/U2100 coverage, UEs are directed to idle and access the network via the U2100 layer (qOffsets or HCS). ¾ Normal load situations: ¾ Traffic will be distributed evenly between U2100 co-sectored cells.
¾ High load situations: ¾ U900 cells will be used to relieve traffic from the co-sectored U2100 cells.
¾ The strategy will reserve capacity on the U900 layer for: ¾ UEs with ONLY U900 coverage (e.g. indoor/rural coverage provided by the extra penetration/pathloss of U900) to reduce the risk of overloading the cell. ¾ Any free capacity is the available when the load increases on the U2100 cells.

Guidelines UMTS 900 – Stage two ¾ Stage Two – Bringing Cluster Live 1. Bringing Cluster Live and Initial Performance Monitoring/Optimisation. 2. Powering up Cluster. ¾ Low power starting point, steadily increasing while maintaining performance.

Idle and Handover Strategy – Summary (I) ¾Currently in VF-UK Inter frequency handover is de-activated, the Design has to take into consideration that it will be turned back on.
¾Devices are capable of monitoring three 3G frequencies plus IRAT according to 3GPP specs. This applies to the SIB11 block rather than what the UE is actually measuring at the time.
¾UEs cannot be predicted: ¾ Reports of UEs continuously restarting when entering a cell with greater than 3 frequencies. ¾ Some UEs will filter out forth frequencies or ignore those that they do not support. ¾ For handover Ericsson RNCs will filter out in the measurement reports frequencies not supported by the UE.

Idle and Handover Strategy – Summary (II) ¾Clear strategy to maximise the possibility of a inter frequency handover. ¾ Define inter frequency cells of the same sector in a neighbouring site it is reducing how many tiers of neighbours you can define, and thus increasing DCR. ¾ Define more than three frequencies then it is wasting space in the neighbour list as these may be ignored and thus DCR will increase. ¾ Chose F1 as the one target frequency for inter frequency handover outside of the co-site for U900 and U2100. F1 has U900 as the target frequency for inter frequency handover.
¾All frequencies have to have relations to Femto cells. ¾ Thus as this is on F3, then for F1, F2, and U900 Femtos represent one of the allowed frequencies.
¾Coverage relations are defined between all cells on a sector. ¾ A coverage relation can exist without a UTRAN relation.

U900 – Optimization (I) 1. New Coverage/New Traffic: ¾ Base rollout design. ¾ Existing traffic is kept on U2100 layers, keeping U900 layer free for new traffic (e.g. New Indoor coverage). ¾ Stops new U900 layer soaking up traffic from surrounding areas and going into congestion during rollout and initial tuning.
2. Increased Coverage: ¾ Areas of high mobility where traffic would be served better if on the U900 layer. (e.g. coverage holes on Motorways, main roads).
3. Capacity: ¾ Sites where U2100 layers are more highly loaded than U900. ¾ Traffic is distributed evenly over all cells on the site.
4. Performance: ¾ Low traffic sites. ¾ Traffic is pushed to U900 to benefit from better HS performance due to better CQI, RSCP etc for a given location over U2100.
