The Transition Area This is the area in which drivers are required to take an action, such as:
shift position on the roadway without reduction in the number of lanes;
merge two lanes into one (lane drop);
cross the central median (crossover);
to enter a detour completely separate from the road under construction.

The Stabilising Area The purpose of this area is to allow traffic flow to stabilise after negotiating a transition area before reaching another change of condition.
The Buffer Zone This is the limiting form of stabilising area. It is normally used between a transition area and the work area.
The Work Area This area must be adequately defined by delineators in the less complex conditions. Where there is a risk to traffic or workers of vehicles entering the work area, temporary barriers of a standard sufficient to prevent vehicle penetration are recommended.
The Termination Area This area involves the return of traffic to normal flow conditions. In simple cases, this can be achieved by a relatively rapid taper of delineator signs.
THE SIGNAGE: -
The signs will be the right size (1.2m for rural, and 0.9m for urban, as per SARTSM chapter 13), with the correct colours and have a retro- reflective background. All signs will be placed just off of the road surfacing (tar), and are not to be obstructed by any netting, etc.

The signs sequence for CONSTRUCTION will be as follows: the men at work 800m with a flag man/women from the work area then the 100km board at 600m, the 80km at 500m, the advance warning at 400m, the 60 km at 200m before the work area, at the work area a flagman/women per machine and the delineators will be spaced at 50m intervals and placed on the outside edge of the surfacing. The 120km and end thank you board will be at the end of the termination area to speed up the traffic again. This sequence will not exceed 5 km’s. An open area of minimum 5.0 km’s must be allowed between sign sequences.

The sign sequence for STOP/GO will be as follows: the men at work 800m with a flagman/women from the stop/go, then the 100km board at 600m, the 80km at 500m, advance warning at 400m, the stop/go ahead at 200m, the 60 km at 100m before the stop/go with a flagman/women, the work area will be covered with delineators spaced at 50m intervals. The 120km and end thank you board will be across the 200m mark of the opposite set of signs. The signs and flag men/women will be on both sites of the highway. The stop/go sequence will not exceed 3km, with an open area of 4km before the next one commence. There will not be more than three (3) stop/go at any time in one section.

The sign sequence for SHOULDER DROP (Offloading import soil, offload of equipment or stationary equipment such as compressors parked on the shoulder) will be as follows: the men at work 800m with a flagman/women from the drop site, the 100km at 600m, the shoulder blocked sign (TGS133) at 600m, the 80 km at 400m, this will be applicable on the other side of the highway also. The 120km and end thank you board will be across the 500m mark of the opposite set of signs. The signs and flagmen/women will be on both sites of the highway.

At all shoulder drop closures, the start and end of the area will be tapered by means of delineators at intervals of 10m, with a flagman/women at the start of the taper. -
The numbers of all signage will be on the drawing next to the sign and the different areas indicated.

Delineators will be next to the road every 50m where the closure is in operation, and will have sand bags on them.
-
The speed of the traffic will be reduced to 80km or 60km per hour, as appropriate, in the working area and after the work area the speed will return to 120km per hour, all boards will be in place as seen on the drawing.

Where only REINSTATEMENTS or PRE-CLEARING are done, the signs will be moved along as the reinstatement team is moving. A rotary flag man will be moving with the team and a stationary flag man will be at the men at work sign. The sign sequence will be as follows: the men at work 600m, the advance warning (TW339) at 400m and the 80 km at 200m

The sign boards to be used is Warning signs (men at work TW 336-WA, advance warning TW 339, stop/go ahead TW 343-TIN11.2, end thank you TW 336-TIN11.4, road narrow to one side TW330), commonly used Temporary Regulatory Signs (120 km/h - R 201-120), (100 km/h - R 201/100), (80 km/h - TR 201-80), (60 km/h - TR 201-60), (40 km/h - TR 201-40), control Regulatory Signs (stop/go – R1.5A R1.58) and delineators of 0.8m high – TW401 & TW402 shoulder blocked sign - TGS133.

The boards will be a minimum of 1.2m in size, and the sand bags that is going to be used is a minimum of 15kg there will be 4 or more on each signboard frame at the corners. The sand bags will be filled with sand and not with stones.
FLAGMAN/WOMAN: -
In the work area there will be a flagman/women at every activity that will take place.

Flags will be used that are at least 450mm x 450mm in size, that’s made of a red cloth with a fluorescent X on it.

Flagmen/women will be located far enough from the work area to ensure that drivers have sufficient distance to slow down before entering the work area.
-
Distinctive PPE clothing will be worn by the flagmen/women (reflective jacket or bright colour overall with reflector strips on the jacket and trousers.

Flagmen will be trained and inducted.
TYPES OF CLOSURE: 1. Pre clearing of work area. 2. Normal construction work. 3. Reinstatement & Testing. 4. Shoulder drop – Compressor. 5. Stop/Go – Blasting & Special circumstances. Delivery’s to be incorporated with points 4 & 5, whichever is applicable.

RISK ASSESSMENT 1. The following risk should be considered when working on roads and freeways.
Danger to drivers, danger to workmen, danger of collisions caused by work activity or confusion caused by incorrect signage, danger of blocking view caused by bystanders, crime and theft on site. Remember you may lose signs overnight so have spare ones on site.
2. Pre-Planning
Go to the site and look for dangers, a proper risk assessment is the key to success. You need to look out for: blind rises, blind bends, pedestrian traffic, even if not allowed on a freeway, weather conditions, rainy or tends to have fog, cattle crossings, traffic density, and general traffic behaviour.
Place your signage with intervals of at least 50m separation between signage. No painting of any road surfaces are allowed, it is an offense. Stopping on the freeway is not allowed, so your vehicle needs to be clearly marked in visible fashion. Your rotating light and hazards of the vehicle should remain on and preferably 1m from the road surface. This means not in the emergency lane but 1m from the end of the road surface on the grass. Wear a reflective jacket at all times.

3. Requirements on Site You need to have the following on site:
Generators and lights for night and or for poor visibility working
Spare torches with batteries
Road Signage.

Reflective jackets, full PPE for all staff members working in the road or not
Risk Assessments
I.D document copies of all staff members , required when admitted to Hospital
Roll calls and Attendance registers for staff and site vehicle details
Amber rotating /LED lights for the site vehicles.
Workman’s Compensation Number and relevant documents
Appointment letters as per OHS ACT
First Aiders documentation and equipment
Proper First Aid Kit as per OHS Requirements
Camera to record progress and also to record an incident that might need to be documented.
Way leave and any documents required to work on the road and metro areas.

4. Danger to Drivers
Drivers are in control of the vehicle and the signage is there to tell him/her what to expect on the road surface, therefore it is important to make sure all signage is set up correctly before commencement of work.

The signage must regularly be inspected by the appointed Construction Supervisor.
5. Planning
All planning should be done before hand. You need to know what you are going to do work wise, how long it is going to take, where it is going to be.
You need to look at traffic specific problems and also a plan for an emergency situation i.e. that your work is taking longer than expected or it starts to rain.
On a highway you need to put up signage on both sides of the road and in both directions of the highway. Except for normal construction were signs on one side will be sufficient.
6. Highways 0 -120km/h
If the maximum speed is high, more signage needs to be correctly laid out. Blind rises and corners will require a longer period of warning to drivers.
Weather conditions should be considered when it becomes misty or the road surfaces are prone to skidding.
If it rains no roadwork is allowed on any road surface because of the risk of skidding and low visibility.
7. Signage
Signage should be deployed in the following fashion for a freeway and in sequence below and in accordance with Chapter 13, Volume 2 of the South African Road Traffic Signs Manual.
8. Securing Signage
All signage will be secure with sand bags filled with river sand, no rocks or stones are allowed to be placed on the road surface at any time, even when the signage has a supporting frame that will seem to collapse. By securing

them with sand bags they will remain upright and if a collision occurs the damage will not be severe to the vehicle involved.
9. Placement of 100km/h speed restriction
100km/h boards to be placed first. This is to warn the driver and to increase the distance to your site and that he has a longer period to slow down and to react to the speed.
10. Placement of Men at Work Board
This warns you that your driver is to look out for pedestrians or pedestrians that might cross the road. It also warns that construction is taking place.
11. Placement of No passing Signs
This warns the driver not to pass as there is a lane restriction.
12. Placement of Road Narrowing Signs
This is to warn that lane restrictions will be in effect shortly, and it will show if it is on the left or on the right side of the road.
13. Placement of 80km/h speed restriction Signs
80km/h signs warn the driver to slow down.
14. Arrow Sign Boards
This is to show that the road is narrowing and that the traffic has to move to the left or to the right in the direction of the arrow. Also make sure that if the road is closed from both sides that it is indicated as such.
15. 60km/h Speed Restriction Sign Boards Placements
60km/h signs warn drivers to reduce speed and to slow done.

16. Placement of 40km/h Speed Restrictions (Only if applicable)
40km/h sign warns drivers to slow down and to reduce their speed. The lowest speed on any Freeway is 60km/h and this will indicate the seriousness of the operations.
Traffic Police Departments differ on this issue; however try to get the speed low as possible for the areas where you work. This will reduce your liability if someone gets injured in a crash as there were fair warning signs in place.
17. Placement of Cones and Delineators
All cones and or delineators are to be deployed 5m interval 100m from the site.
This is to warn that people are working next to the road.
The cones and or delineators should pass the site at least 50mts.
Cones and or Delineators are to be used to guide traffic and not for an informative sign. Note that a cone in the middle or shoulder of the road or freeway is a hazard and could cause injuries or damage to vehicles.
18. Flagman/Women and their use
They need to know what signs are applicable to traffic and merely waving a flag means and accomplishes nothing.
Flagmen/Women get tired, have a replacement available as it is hard work and a very important function that or which often gets given to a less skilled employee.
Flagman/Women should be placed at the beginning of your Workman Board Signage on both sides of the road and should be placed again 150m from your work area to slow traffic down.
19. Lane Closure
You are not allowed to close any road if it is not written on your Way Leave, unless you have applied for permission from SANRAL for such lane closure and written approval thereof has been obtained.

20. Thank You Construction Work Ended Signage
This sign must be placed 100m away from the construction site. This will indicate to the drivers that they may return to normal speed prior to the construction operation.
21. Barricading
Barricading net to be used at all times. Barricading which has the support of two wire strands spaced between anchor points and the barrier netting between the wires.
The first line wire must be 50 cm from the ground level and the second wire line a meter from ground level.
Pegs must be used and placed at intervals of 5m and it should be 500mm below the surface and 1m above the surface.
Barricading is not a substitute for signage.
22. Vehicle Markings
All vehicles to be marked with a construction vehicle sign and company logo.
Each vehicle must have a warning flashing approved high density amber/LED Light (55W AE or similar) and must be visible in the day and when weather conditions are not good (mist/fog).
