This speech communication system between the Control Office and track side stations is known as Control Communication System.

PROBLEMS FACED IN MICROWAVE STATIONS / REPEATERS Microwave Stations are been attended by Helper / Less Efficient staff member as all Microwave stations are to be eliminated. These helpers are not so qualified or learned that they can patch the circuit.
In case of blocks taken by TPC for maintenance purpose. Lightening “ATTACK” on the microwave station.
OTHER DISADVANTAGES OF CURRENT CONTROL SYSTEM
AND REQUIREMENT OF NEW CONTROL COMMUNICATION SYSTEM
ADI / RJT / RTM division have already implemented this system as a part of Technical Upgradation.
The way station equipment are normally costlier than the 2-Wire Telephone and the need to set using DIP switches.
Some way station equipment (Benetron Make) adds humming in the line which causes induction in the line. (source: Repair Center, PRTN)
As since, whole system is working on the 4-Wire, all the equipment required in this communication system are needed to be of 4-Wires.
No remote monitoring or remote maintenance.
Manual Patching is only option when any breakage of cable occurs which sometimes leads to increased MTBF due to less skilled person available at patching station.
Each way side equipment requires equipment and a telephone.
Skilled staff is required for the maintenance.

CCEO ARRANGEMENT
ADVANTAGES OF CCEO THE REASONS OF PROPOSAL OF THE SYSTEM
Robust system with minimum average failure.
MEAN TIME BETWEEN FAILURE (MTBF) is much better than the former system.
Almost maintenance free.
Remote monitoring and operations possible.
Suitable for OFC installations.
Controller needs to press only one button to call a way station.
Easy to program the Control Room Equipment. Easy to operate the Test Room Equipment.
Inbuilt Test Tone generator is provided in TRE which enables the easy process of testing of Way stations. As 2-Wire Auto telephones can be used, the use of comparatively costlier Way Station Equipment is eliminated.
Requirement of Radio Patching is eased now as Remote Patching can be done by simply pressing a button.
Using a single Radio Patching Unit, 9 units per circuit can be utilized with help to lessen the MTBF.
RPU can work on multiple channels viz on MW / BSNL Link / OFC Protection path.
Using a single MTWE, four stations telephones can be equipped. So for maintenance purpose, only a single site is to be attended.
System used DTMF signaling.
As three dialing modes are available in the system, the system can support for primitive way station equipments along with one supported by this equipment.
Local Telephone Interface has minimum Leak Effect which provides better quality of Voice Frequency.
No local power for local telephone is required as power is provided by LTE only.
If any Way station telephone fails, then the replacement is very convenient as Auto Telephone Equipments are needed to be replaced.
DISADVANTAGES OF CCEO
Works on -48V DC. Higher than one required by primitive system. Thus, this system require larger battery backup.
Costlier than primitive system.
Maximum 80 way stations can be called. Primitive system supports 99 stations to be called.
If a single MWTE fails, chances are there that all the way stations connected to this equipment will be disconnected until and unless MWTE is repaired / replaced.
Being new technology, the staff may not repair as early as possible due to new internal motherboards and other component. So there is definite requirement of providing AMC if the warrantee period is over.
The CRE of CCEO needs to be programmed for the allotment of the numbers of the way stations to the push buttons. The current system doesn’t require such type of programming.

ECONOMICAL FEASIBILITY
The system is more expensive than the current communication system in terms of purchasing and installation. But again the cost can be recovered when the system is installed in following ways:
The cost of way station equipments in current systems are much higher than the 2-Wire Auto telephones to be used in current system. The staff engaged in the maintenance is reduced, which will again help in paying salaries to those excess staff members.
The amount of travelling allowance claimed by the line staff for maintenance will also be reduced as this system provides the facility of remote maintenance and remote monitoring. Less maintenance of the system will definitely help in
Technical Feasibility
Advanced Technical Features Remote maintenance and Remote Monitoring necessary in time of Failures. Remote patching remove problems faced in manual patching. Easy programming of way station equipment and control equipment. Works on classic and Dasffo mode.
Operational Feasibility
Controller need to press one button only for calling a station. Manual patching is eliminated due to RPU. Thus reduced MTBF and smooth working of Train traffic. Remote monitoring and remote maintenance is possible. Way station equipment is 2-W and can be programmatically configured. Easy to learn how to operate the system.
CONCLUSION
The Control Communication Equipment for OFC (CCEO) is new technological and improved facility equipment developed for the efficient control communication in the Indian Railway. This system is also specified for implementation by RDSO. This type of system is already employed in Mumbai Division, Rajkot Division and Ratlam Division and is in active consideration for implementation in other divisions too. In order to cop up with advanced technology and for improving the efficiency of control communication and for reducing the Mean Time Between Failure (MTBF), it is highly recommended to implement this new system in the Vadodara Division.
